Changing a garment supplier is not a simple price or capacity exercise. It changes where products are made, who performs each process, how workers are affected, and whether quality and delivery remain under control. Before moving volume, map the real production footprint, set product-specific acceptance criteria, assess country and process risks, involve workers, agree funded corrective actions, and stage the handover with measurable checkpoints.

Why a supplier change needs more than a factory audit

A vendor name rarely describes the whole manufacturing arrangement. A supplier may use sourcing agents, several owned facilities, subcontractors, or specialist businesses for embroidery, printing, washing, finishing, or packaging. Informal and home-based production can be particularly difficult to monitor. The OECD’s Due Diligence Guidance for Responsible Supply Chains in the Garment and Footwear Sector treats these relationships as part of a brand’s due-diligence responsibility, not as an administrative detail.

A switch can also create harm if orders are cancelled abruptly, invoices are paid late, or a brand disengages while workers are still affected by existing production. Shipping disruption, geopolitical events, and other system shocks can alter the practical risk of a transition. The decision therefore has four simultaneous tests: can the supplier make the specified product, can it do so responsibly, can it deliver reliably, and can the transfer be executed without avoidable disruption?

1. Map the candidate’s actual production footprint

Start with a written footprint map for the exact styles and processes you intend to place. Do not qualify only the legal entity or sales office.

Entities and locations to identify

  • Legal entity, ownership, operating address, and ultimate decision-makers.
  • Every facility that will cut, sew, finish, inspect, store, or pack the order.
  • Sourcing agents or intermediaries involved in materials, labor, or production allocation.
  • Subcontractors and any off-site specialist process, such as laundry, dyeing, embroidery, printing, or embellishment.
  • Informal or home-based suppliers used for any stage, including work arranged through another contractor.

Ask the supplier to identify the site attached to each style, not merely to provide a general factory list. Record the process performed at each address, the expected production dates, and the person responsible for keeping the information current.

Controls over changes

Your qualification file should state which sites and processes are approved, what requires written approval before a change, and how quickly the supplier must notify you. An unauthorised subcontractor can introduce new labor, safety, environmental, and quality risks after an otherwise acceptable assessment. Require advance notice for a new facility, agent, or specialist process, then reassess the changed risk before production moves.

2. Define product and commercial requirements before comparing suppliers

Comparing quotations before defining the product creates false savings. Convert the design brief into specifications that a factory, inspector, and receiving team can interpret the same way.

Build a product specification

  • Construction details, approved patterns, measurements, tolerances, and fit points.
  • Material composition, weight, performance requirements, approved mills, and substitution rules.
  • Color standards, wash or finish requirements, trims, labels, and artwork.
  • Packaging, folding, carton configuration, barcodes, and destination labeling.
  • Defect definitions, severity classes, sampling method, and acceptance or rejection rules.

Request development samples, a pre-production sample, and a documented first-production approval. Keep the approved sample and measurement record available at the facility and at the brand’s receiving point. The OECD overview places quality checking before finished garments are handed to a brand or retailer distribution network; it does not establish one universal apparel test protocol. Your criteria must therefore be specific to the garment, material, market, and contract.

Test capacity and continuity claims

Obtain the supplier’s available line capacity for the relevant period, production calendar, labor assumptions, raw-material dependencies, and realistic lead time. Ask which inputs have long or volatile replenishment times and what happens if a nominated mill, trim vendor, port, or route fails. Document the planned logistics route, booking responsibilities, buffer time, and contingency options. A supplier’s maximum theoretical output is not a usable commitment unless it is available for your order when the ramp occurs.

3. Assess risk in the supplier’s context

The OECD framework calls for risk-based due diligence rather than a generic pass/fail audit. The relevant risk depends on the country, facility, production stage, materials, processes, and workforce. Labor and human-rights concerns, occupational health and safety, environmental impacts, and the integrity of the business relationship should all be considered.

Use risk indicators as prompts for investigation

  • Informal or home-based work that is difficult to visit or document.
  • Export-processing zones where enforcement, worker representation, or access may differ from other areas.
  • Migrant labor, recruitment fees, or language barriers that can affect workers’ ability to understand rights and raise concerns.
  • Frequent or undisclosed subcontracting.
  • Processes involving chemicals, heat, machinery, structural loads, fire protection, electrical systems, or wastewater.
  • Rapid growth, a compressed production calendar, or a major order that could push work into unapproved locations.

These indicators do not prove a violation at a particular supplier. They tell you where ordinary document review is insufficient and where additional evidence, worker engagement, or specialist inspection is justified.

Verify severe safety risks with qualified expertise

For serious potential hazards, check whether the inspection was performed by people qualified for the actual risk. The OECD guidance gives structural, fire-protection, electrical, and safety, health, and environmental specialists as examples. Confirm the scope, inspection date, site covered, methods used, unresolved findings, and the qualifications relevant to the hazard. A certificate, buyer audit, or self-declaration should not be described as conclusive proof that a facility is safe.

Where government inspection is inadequate or absent, independent technical verification becomes more important. The appropriate standard may involve national rules, international standards, or both; the applicable legal duties depend on the country, the product, and the brand’s own jurisdictions and contracts.

4. Make worker voice part of qualification

Documents can show that a policy exists; they cannot show whether workers can use it safely. The OECD occupational-health-and-safety guidance says supplier assessments should determine whether workers feel they have the right to refuse unsafe work and are not discouraged from reporting accidents.

Design interviews for honest answers

Use confidential interviews or other engagement methods that do not allow supervisors to monitor answers or identify participants. Explain the purpose, confidentiality limits, and available follow-up channel in languages workers understand. Include workers, unions, or representatives selected by workers, rather than relying only on management-selected spokespeople.

Ask about safety training, protective equipment, emergency exits, incident reporting, retaliation, wage or hour pressure, recruitment debt, and the practical ability to stop dangerous work. Compare worker accounts with payroll, training, incident, maintenance, and corrective-action records. A discrepancy is a signal to investigate, not a reason to dismiss either source automatically.

Protect people during the transition

Keep a route for workers and other affected stakeholders to raise concerns after the award. If an existing order is still running, do not assume that moving future volume remedies harms connected to that order. Decide who will investigate complaints, how quickly severe allegations are escalated, and how non-retaliation is monitored.

5. Turn findings into a funded corrective-action plan

Qualification should produce a decision about risk management, not just a stack of findings. For each issue that can be addressed, create a corrective-action plan with:

  • A precise description of the problem and the affected site or process.
  • An accountable owner at the facility and a named brand contact.
  • Due dates, interim protections, and evidence required for closure.
  • A budget or other financial plan for repairs, training, engineering, or remediation.
  • Qualified expert support where the issue is technical or severe.
  • Site-management sign-off and a method for independent or worker-informed verification.

Severe and imminent danger requires immediate protective action, not a normal deadline. Depending on the hazard, that may mean stopping the activity, isolating equipment, providing emergency protection, or obtaining qualified inspection before work resumes. Record what was done and who confirmed that the immediate risk was controlled.

Commercial terms should support the plan. Unrealistic prices, last-minute volume changes, or unpaid remediation costs can make a paper commitment impossible to complete. Agree how required improvements are financed and how progress affects the production decision.

6. Decide whether existing assessments can be reused

Repeated audits can burden facilities without improving conditions. The OECD supports more harmonized approaches aligned with international standards and enriched by qualitative worker engagement. Reusing an assessment is sensible only when it matches the decision you are making.

Check assessment relevance

  • Does it cover the exact legal entity, address, building, and production line?
  • Does it include the processes, chemicals, machinery, and workforce used for your order?
  • Is the assessment recent enough for current ownership, staffing, capacity, and conditions?
  • Were workers engaged in a way that allowed honest responses?
  • Are findings, corrective actions, and closure evidence available rather than summarized as a score?

Audits, certifications, and assessment results are not automatically interchangeable or current. A shared assessment can reduce unnecessary burden, but it does not replace ongoing monitoring when conditions or production change.

7. Stage the transition instead of switching all volume at once

Build a documented transfer plan before awarding the order. It should connect product approval, responsible-sourcing controls, commercial commitments, and logistics.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Approve development inputs: lock patterns, materials, trims, color standards, packaging, and the reference sample.
  2. Confirm the approved footprint: list every facility and specialist process, with change-notification and approval rules.
  3. Run first production: use a defined pre-production meeting, line setup review, and first-production approval.
  4. Ramp in controlled lots: overlap orders or retain an alternate source where the product and business case justify it, while avoiding duplicate commitments that the market cannot support.
  5. Set quality gates: inspect incoming materials, in-line construction, finished goods, packing, and handover records against the written criteria.
  6. Track delivery milestones: monitor material arrival, cutting, sewing, finishing, inspection, booking, and receipt rather than checking only the final ship date.
  7. Escalate deviations: define contacts, response times, stop-ship authority, and the process for approving rework, substitution, or a site change.
  8. Review after award: compare actual locations, worker feedback, defect data, capacity, and delivery performance with the approved plan.

Align purchase-order timing and payment practices with this schedule. Abrupt cancellation, delayed payment, or irresponsible disengagement can transfer commercial pressure to workers and weaken the supplier’s ability to complete corrective actions.

How to compare two or more candidate suppliers

Decision axis Evidence to compare
Traceability and control Known legal entity, facility list, agent relationships, subcontractor disclosure, specialist-process list, and controls for notifying changes.
Risk and remediation Coverage of country and process risks, qualified inspections where warranted, worker voice, severity of open findings, immediate protections, and a funded corrective-action plan.
Product quality Sample consistency, written specifications, measurement tolerances, defect rules, process controls, first-production approval, and handover records.
Capacity and continuity Available line capacity for the required dates, realistic calendar, input dependencies, logistics route, buffers, contingency plans, and transition overlap.
Relationship and burden Willingness to disclose information, collaborate on due diligence, improve conditions, share credible assessments, and maintain worker channels without treating an audit as a substitute for monitoring.

Use the same evidence request and decision owners for every candidate. A lower unit price should not compensate for an unknown production footprint, an unfunded safety risk, or capacity that exists only on paper.

Evidence to keep in the supplier file

  • Corporate, ownership, facility, agent, and subcontractor records.
  • Approved process map and written site-change controls.
  • Product specification, approved samples, inspection plan, and defect acceptance rules.
  • Capacity statement, production calendar, material dependencies, logistics plan, and contingency contacts.
  • Risk assessment, worker-engagement method, specialist inspection reports, and unresolved findings.
  • Corrective-action plan with owners, deadlines, funding, expert input, sign-off, and closure evidence.
  • Transition timeline, order and payment milestones, escalation records, and post-award monitoring results.

Numbers and guidance that need careful interpretation

The OECD sector page describes its garment and footwear due-diligence guidance as adopted by 50 governments. That is OECD’s description of the guidance, not a claim that it is a treaty or a universal legal requirement in every sourcing or selling jurisdiction.

An OECD 2026 case study cites McKinsey & Company’s 2023 figure that 43% of apparel supplier relationships were strategic partnerships, compared with 26% in 2019. The figure is context about relationship models, not a target, legal benchmark, or proof that a partnership model is superior; the underlying survey was not independently verified here.

The core framework is the OECD’s 2018 sector guidance. A 2026 OECD case study adds current context on subcontracting, transparency, collaboration, and disruption. The International Labour Organization’s 2024 Good work! toolkit is a geographically bounded example for brands using garment suppliers in Argentina and workshops in that extended chain; it should not be generalized to every country.

When the decision is ready

Move volume only when the approved production footprint is known, product acceptance rules are written, material and capacity assumptions are realistic, serious risks have qualified evidence or immediate controls, workers have a safe channel to speak, and corrective actions have owners, deadlines, and funding. If any of those conditions is unresolved, keep the order staged or pause the switch until the gap has an accountable remedy. Reconfirm fast-changing facts—ownership, facility conditions, subcontracting, audit coverage, logistics, laws, and program terms—at the time the purchase decision is made.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
