When nearby apartments are leasing faster than renters can fill them, do not begin with an automatic rent cut. First measure the imbalance in your own submarket, identify which buildings and renter segments are actually competing with you, then test a time-limited offer while tracking net effective rent, lease-up speed and retention. New supply can require different responses for a new luxury lease-up, an older stabilized property or a family-oriented building.

National indicators provide context but not an answer for a particular asset. In the United States, supply and absorption improved in early 2026 while concessions remained widespread in several cities. Canadian evidence shows newer buildings carrying more vacancy than older stabilized properties and family-sized units. The operating decision is therefore local, measured and reversible.

Start with a local supply-and-demand diagnosis

A building can lose traffic even while its city appears healthy, or maintain occupancy in a soft metro because it serves a renter segment that new projects do not. Build a submarket snapshot before changing price. Include every property that a realistic prospect would compare, not just buildings with a similar age or advertised rent.

Track deliveries, lease-up and absorption

List units delivered during the past 12 months, projects currently leasing, and announced deliveries over the next 12 to 24 months. For each project, record unit count, floor-plan mix, opening date, current occupancy, concessions and the time required to reach each occupancy milestone. Compare those deliveries with net absorption—the number of units newly occupied after accounting for move-outs. A market can add many units without creating a crisis if jobs and household formation absorb them; conversely, a small delivery wave can hurt a submarket with weak demand.

Measure vacancy in a way that reflects your asset

Separate physical vacancy, leased-but-not-occupied units and units unavailable for renovation. Record average days vacant between residents, exposure time for new listings, renewal conversion and the share of move-outs caused by price, service, unit condition or relocation. Compare your figures with stabilized competitors and with properties in lease-up. A single vacancy percentage hides whether the problem is concentrated in studios, large units, a particular floor plan or one building phase.

Use national figures only as context

CBRE reported 78,100 units of net absorption and 58,100 deliveries in the United States during the first quarter of 2026. Its national multifamily vacancy rate was 4.8%, and average monthly rent was $2,217. Absorption exceeded new supply in 45 tracked U.S. markets, the first time that occurred since the second quarter of 2025. These are market-coverage indicators, not a forecast for your property.

The same caution applies to listing data. Zillow reported a typical U.S. asking rent of $1,965 in June 2026, up 2.2% year over year, while 39.7% of rentals listed on its platform carried a concession, compared with 35.2% a year earlier. Concessions appeared on 67.1% of listings in Charlotte and 64.6% in Dallas, but 24.9% in San Francisco. Those percentages describe Zillow listings, not every rental home in those cities.

Identify the competition renters actually see

Segment by building age and positioning

Compare your property with new luxury, new workforce, older renovated and older unrenovated buildings separately. A newly delivered tower may compete on finishes, amenities and move-in timing while an older property wins on larger rooms, established landscaping, parking or lower total monthly cost. Treating all units as interchangeable can lead you to discount a product that already has a defensible niche.

Segment by household and floor plan

Map studios, one-bedrooms, two-bedrooms and larger homes to the renter groups that use them. Family-sized units may face less direct competition than small apartments even when a nearby project has a high headline occupancy. Conversely, a large release of studios can force concessions in that category while two-bedroom demand remains steady. Review lead sources, tour notes and lost-lease reasons by floor plan rather than relying on a property-wide average.

Account for effective, not advertised, positioning

Make a side-by-side sheet for each credible competitor showing asking rent, mandatory fees, parking cost, utility charges, lease length, move-in date, included services and current incentives. Zillow describes common concessions as free rent, waived fees or free parking. Canadian landlords surveyed by CMHC reported using lower asking rents and incentives such as free or discounted parking, gift cards, move-in credits and, in some cases, cash bonuses. A property that appears more expensive on base rent may be cheaper after those items are included.

Calculate net effective rent before approving an offer

Net effective rent converts a promotion into a comparable monthly figure across the full lease term. Use:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Net effective rent = (scheduled rent for the entire term − value of free rent − waived fees − other quantified incentives) ÷ lease months.

For example, a 12-month lease at $2,200 with one free month has $26,400 in scheduled rent and $2,200 in free rent, producing a $2,016.67 monthly net effective rent before any other concession. A fee waiver or parking discount must also be assigned a dollar value and included. Keep the advertised rent and the effective rent in separate fields so future renewals and market surveys do not confuse the two.

Pair the calculation with operating outcomes

For every offer, record lead-to-tour conversion, applications, approval rate, signed leases, days vacant and the cost of any additional turn or advertising. Compare those results with a control group of similar units when possible. The available market evidence documents the use of concessions but does not establish that one type consistently outperforms another at every property. Your own conversion and lease-up data should determine whether an offer is earning its cost.

Choose among rent cuts, concessions and flexibility

Evaluate each option against the same six questions: what is the net effective rent, how might lease-up time change, what happens at renewal, which unit or renter segment receives the offer, how does cash flow arrive, and is the structure allowed by local law and the lease form?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Option How it changes the economics Where it may fit What to monitor
Permanent monthly rent reduction lowers recurring revenue and resets the advertised benchmark. When comparable effective rents have moved down and demand is broad-based. Renewal expectations, rent-roll impact and whether traffic improves enough to justify the lower baseline.
Free-rent period Preserves the stated rent but lowers first-term effective rent and delays some cash collection. Lease-up units or a defined move-in window where list-price positioning matters. Net effective rent, delinquency risk, and renewal discussions when the free period ends.
Fee waiver or parking discount Reduces total move-in cost without changing base rent. Properties where parking or fees are a prominent competitive disadvantage. Actual take-up, parking utilization and the recurring cost of the waiver.
Gift card or move-in credit Creates a one-time expense that may be easier to limit by date or unit. Short campaigns aimed at a specific renter cohort. Redemption, documentation, tax treatment and whether the incentive attracts qualified applicants.
Flexible lease term Changes timing and risk rather than simply lowering monthly rent. Renters uncertain about job location or move-in timing, if operations can support varied expirations. Turn costs, renewal timing, pricing by term and exposure to seasonal vacancy.

No row is universally best. A concession that fills a unit quickly can still destroy value if it becomes permanent, applies to units that would have leased anyway or creates an unaffordable renewal jump. Conversely, a small targeted benefit may preserve the advertised position while addressing the exact barrier a prospect reports.

Target offers to the units and renters under pressure

Define an eligibility rule

Specify the floor plans, exposure age, move-in dates and renter segment covered by an offer. For example, you might apply a credit only to vacant two-bedroom homes available within 30 days, rather than to every renewal and every occupied unit. Publish the same objective criteria to similarly situated applicants, document start and end dates, and train leasing staff to explain them consistently.

Use a test-and-measure cycle

  1. Record the unit’s current asking rent, estimated market effective rent and expected vacancy cost.
  2. Choose one offer and a fixed test period, such as the next leasing cycle, rather than stacking several incentives at once.
  3. Track inquiries, tours, applications, approvals, signed leases and days-to-occupancy by source and floor plan.
  4. Calculate the realized net effective rent after every incentive and compare it with the cost of leaving the unit vacant longer.
  5. Keep, revise or withdraw the offer based on measured results and updated competitor information.

The Dallas Fed describes Texas markets as still experiencing discounting after a pandemic-era construction surge. It reports offers of six to eight weeks free in some areas and as much as 10 to 12 weeks in certain submarkets. Flexible terms and more competitive pricing helped vacancy fall from mid-2024 highs, but discounting continued to pressure rent growth. Those figures show the range of tactics in a stressed market; they do not establish that a similar offer is justified at your property.

Protect retention while the market rebalances

Acquiring a renter with a concession is only part of the result. Review renewal notices, service-request completion, move-out reasons, payment performance and resident complaints by building and manager. A resident who renews avoids make-ready, marketing and vacancy costs, but the return on a particular amenity or service change is not established by market-level data. Prioritize operational basics you can execute reliably: accurate move-in readiness, fast communication, predictable maintenance scheduling and clear renewal terms.

Make the property easy to choose

Correct inaccurate listings, show the total monthly cost before a tour, offer appointment times that match local demand and keep model units representative of available homes. If a competitor’s advantage is immediate occupancy, explain your earliest realistic move-in date. If your advantage is a larger floor plan, storage or parking, put that value in the first comparison a prospect sees rather than hiding it in a long amenity list.

Protect the renewal pipeline

Separate a new-lease promotion from renewal pricing. Model the resident’s likely renewal effective rent after any first-term concession ends, and communicate changes early enough for a fair decision. Sudden expiration of a large free-rent offer can create avoidable move-outs even when the market has improved.

Interpret the current U.S. and Canadian signals correctly

United States: improving absorption with continued promotion

CBRE’s first-quarter 2026 national data indicate that absorption had begun to outpace deliveries, and CBRE multifamily capital-markets head Kelli Carhart said, “As the construction pipeline continues to shrink, we expect further improvement in both occupancy and rents.” That is an attributed outlook, not a guarantee for any metro or asset. Zillow’s June listing data show why owners should not read higher asking rents as restored pricing power: the typical asking rent rose while the share of listings carrying concessions also increased.

Texas: oversupply remains uneven

The Dallas Fed says most Texas metros still had declining rents after heavy construction during the pandemic-era boom. Population and job growth differ substantially among metros, so the pace of recovery will differ as well. Use the local project pipeline and your own traffic data instead of assuming that a statewide trend applies to your submarket.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Canada: newer buildings can be more exposed

CMHC’s mid-2026 update reports asking-rent declines in several major Canadian markets as supply rose and demand slowed. Vacancies were highest in buildings completed after 2020, while older stabilized buildings and family-sized units remained tighter. CMHC’s preliminary analysis also warns that a 3% vacancy rate is not a universal definition of balance: the appropriate range varies with construction ease, local economic conditions, rent regulation and the composition of the rental stock. Do not combine this Canadian analysis with U.S. vacancy statistics or apply its preliminary threshold mechanically.

Across markets, the consistent lesson is that supply is the most direct long-term lever on rent pressure, as Zillow senior economist Orphe Divounguy put it. Owners cannot control regional construction, but they can control how quickly they detect a mismatch and how selectively they respond.

Set a review cadence and decision triggers

Recheck the snapshot at least monthly during a heavy delivery period and after any major competitor opens. Use weekly leasing dashboards for active lease-up. Establish triggers before emotions drive pricing: a sustained increase in exposure days, falling tour-to-application conversion, a competitor adding a materially larger incentive, or vacancy concentrated in one floor plan. Also define exit triggers, such as conversion returning to target for two consecutive cycles or the remaining competitive inventory falling below a set number of units.

When deliveries slow and absorption improves, remove temporary incentives in stages rather than assuming all concessions disappear at once. Keep a record of advertised and effective rents so a short-term occupancy gain does not get mistaken for durable pricing power.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Guardrails for underwriting and compliance

  • Obtain current local comparable data; market-level publications do not replace an asset-specific survey.
  • Run every promotion through the property’s underwriting model, including delayed cash collection, renewal effects, turn costs and the cost of continued vacancy.
  • Check rent-control, disclosure, tax, licensing and lease-form requirements with qualified local counsel or the relevant housing authority.
  • Apply eligibility rules consistently and retain records showing when an offer began, ended and which units qualified.
  • Do not promise that a concession, amenity or service change will produce a particular occupancy or return unless your own measured data supports that claim.

A practical 30-day action plan

  1. Days 1–5: Build the competitor map, including deliveries, lease-up occupancy, floor plans, asking rents, fees, parking and concessions.
  2. Days 6–10: Segment your vacancy, traffic, renewals and move-outs by unit type, building age and renter profile.
  3. Days 11–15: Calculate net effective rent for your current offers and each realistic competitor alternative.
  4. Days 16–23: Launch one targeted, time-bounded test with written eligibility and compliance review.
  5. Days 24–30: Compare conversion, signed leases, vacancy days and realized effective rent; then continue, change or end the offer.

This process keeps the response proportional. If the problem is limited to a newly delivered studio stack, a focused incentive may be enough. If every segment is losing traffic while a large pipeline approaches, revise the operating plan, cash-flow forecast and retention strategy together rather than treating a rent cut as the only lever.
