Antarctic ice-sheet retreat raises global mean sea level when grounded ice flows into the ocean. That higher baseline can make high-tide flooding and storm-driven coastal flooding more frequent or severe. It does not, by itself, predict flooding at a particular city or property: local relative sea level, land movement, tides, storm surge, waves, defenses and exposure determine the outcome.
Satellite observations show that Antarctica lost approximately 135 gigatons of ice per year from 2002 through 2025, contributing about 0.4 millimeters per year to global mean sea-level rise. That is a measured historical average, not a guaranteed future rate. The IPCC’s assessed Antarctic contribution through 2100 ranges from 0.03 to 0.34 meters across emissions scenarios, excluding the rest of global sea-level rise. Use a location-specific projection for a coastal decision.
What does Antarctic ice-sheet retreat mean for coastal flood risk?
Retreat means that the Antarctic ice sheet is losing more mass than it gains, especially where glaciers that rest on bedrock flow into the ocean. Once that grounded ice becomes seawater, it adds water to the global ocean. The resulting rise in the background sea level leaves less vertical room before a high tide, storm surge or large wave reaches a road, building or flood defense.

A global mean can differ substantially from the relative sea-level change at a particular coast because ocean circulation, gravitational effects, vertical land motion, tides, surge climate, waves and human-built defenses vary from place to place. How Antarctic ice loss changes sea level
Grounded ice adds water directly
Ice sheets are thick masses of land ice. Their glaciers flow seaward, and some West Antarctic outlet glaciers sit on bedrock below sea level. As grounding lines—the boundaries between grounded ice and floating ice—move inland, ocean water can reach farther beneath the ice. NASA’s Jet Propulsion Laboratory explains why this geometry makes parts of West Antarctica vulnerable to retreat: a glacier can continue to lose contact with the bed while warm ocean water melts the underside of its floating extension.
When grounded ice crosses into the ocean, the water it previously stored on land becomes part of the ocean. This raises global mean sea level. The process is different from simply melting an iceberg that is already floating.
Floating ice shelves matter indirectly
Floating ice shelves already displace seawater, so their own melting has negligible direct effect on sea level. They still matter because they act as buttresses that can slow the glaciers behind them. Basal melting—the loss of ice from the underside where an ocean is in contact with the shelf—and the breakup or thinning of a shelf can reduce that restraint. The IPCC identifies basal melting of ice shelves as the main driver of losses from West Antarctic outlet glaciers.

Floating-shelf change can accelerate the movement of grounded ice, while the eventual entry of that grounded ice into the ocean supplies the direct sea-level addition.
Retreat is not a claim that the whole ice sheet is collapsing now
The physical vulnerability of marine-based glaciers is well established, but the scale and timing of future instability remain uncertain. The IPCC describes marine ice-sheet instability and marine ice-cliff instability as poorly understood processes that could greatly increase Antarctic mass loss on century-to-multi-century timescales under high emissions. That assessment does not provide a settled collapse date or probability.

What satellites have measured since 2002
NASA’s Scientific Visualization Studio reports that Antarctica lost approximately 135 gigatons of ice per year between 2002 and 2025, adding about 0.4 millimeters per year to global mean sea level. The page, published in 2024 and updated in 2025, attributes the estimate to GRACE and GRACE Follow-On satellite observations. Both figures describe the average over that observation period; they should not be projected forward as a fixed annual rate.
A gigaton is one billion metric tons. The annual mass-loss figure describes how much ice the continent lost on average, while the millimeter figure describes its estimated contribution to the global ocean. Neither number tells you how many floods a named neighborhood will experience. Flood frequency also depends on whether a storm or unusually high tide occurs and on how the shoreline is managed.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →The IPCC states that Antarctica is likely to continue losing mass throughout this century under all assessed Shared Socioeconomic Pathway (SSP) scenarios. “Likely” is an assessment category, not a promise that every year will show the same loss.
How much could Antarctica contribute by 2100?
The IPCC Sixth Assessment Report (2021) gives likely ranges for the Antarctic ice-sheet component of global mean sea-level rise by 2100. These values cover Antarctica alone, not the total rise from thermal expansion, glaciers, Greenland or other sources, and not local relative sea level.
| Emissions scenario | Likely Antarctic contribution by 2100 | How to read it |
|---|---|---|
| SSP1-2.6 | 0.03–0.27 m | Antarctica-only contribution to global mean sea-level rise |
| SSP2-4.5 | 0.03–0.29 m | Antarctica-only contribution to global mean sea-level rise |
| SSP5-8.5 | 0.03–0.34 m | Antarctica-only contribution to global mean sea-level rise |
The ranges come from the IPCC Working Group I Chapter 9 assessment, published in 2021. The lower ends are similar across scenarios because some near-term ice-sheet response is already committed; the upper ends diverge as sustained warming increases the likelihood of faster loss. Adding one of these ranges to a local flood level without accounting for other sea-level contributors would give a misleading result.

Why high-end Antarctic outcomes are uncertain
Standard projections do not capture every possible feedback with equal confidence. Marine ice-sheet instability can occur when a grounding line retreats down a bed that deepens inland, allowing progressively thicker ice to discharge. Marine ice-cliff instability refers to the possibility that tall, unsupported ice faces fail faster than they can be replenished. The IPCC says both processes are poorly understood and could strongly increase Antarctic mass loss on century-to-multi-century timescales, particularly under high emissions.
The Australian Antarctic Division’s 2024 policymaker outlook makes a similar qualification: its baseline projections assume ongoing ice loss without collapse of major ice shelves. The document warns that collapse could produce significantly higher sea-level rise. That assumption must stay attached whenever the outlook is summarized; the baseline is not a maximum physically possible outcome.
These uncertainties are reasons to plan for a range of outcomes, not reasons to substitute an unsupported worst-case date for an assessed projection. A useful comparison states the time horizon, emissions pathway, likelihood category and whether major-shelf collapse or other instability processes are included.
Why a global Antarctic number cannot answer “Will my city flood?”
Coastal flood risk is controlled by relative sea level: the height of the ocean compared with the land and the assets people have placed there. A global mean Antarctic contribution is only one term in that balance.
- Regional ocean patterns: Currents, winds, temperature and changes in ocean circulation make sea-level trends differ from the global average.
- Vertical land motion: Subsidence can increase relative sea-level rise, while tectonic uplift can offset part of it. Groundwater withdrawal, sediment compaction and construction can also move land locally.
- Tides: A small rise can turn an occasional high tide into a recurring nuisance flood where the tidal range and shoreline elevation make the threshold sensitive.
- Storm surge and waves: Low-pressure systems, strong winds and wave setup can push water well above the still-water level. Sea-level rise raises the starting point for each event.
- Defenses and drainage: Seawalls, dunes, levees, pumps, storm drains and their maintenance determine whether elevated water reaches people.
- Exposure and vulnerability: A flood affects a community differently depending on buildings, roads, power systems, evacuation routes, insurance and the ability to recover.
The available evidence does not support a single quantified change in flood frequency for a particular city or property from the Antarctic component alone. A location-specific assessment is required.

How to get a location-specific answer
Use the tools linked from NASA’s Sea Level Change Portal, including the IPCC AR6 projection tool and NASA’s Sea Level Explorer. They are designed to show how projected sea-level change varies by place rather than treating the global mean as a local forecast.
- Choose the exact location. Select the coastal city, tide-gauge area or coordinate that represents the assets you are evaluating. A regional map may hide substantial differences between an open coast, an estuary and a river mouth.
- Set the baseline and horizon. Record the reference period and select the year of interest, such as 2050 or 2100. A 2100 projection should not be used as if it were a present-day observation.
- Select an emissions pathway. Note whether the result uses SSP1-2.6, SSP2-4.5 or SSP5-8.5. Keep the pathway with the number when communicating it.
- Read the local relative change. Treat the displayed value as a projection for that location and time, not as the Antarctic-only component. Check whether the tool reports a likely range, median or another statistic.
- Compare the level with flood thresholds. Overlay projected water levels on high-tide, storm-surge and wave conditions, plus the elevations of roads, homes, substations and drainage outlets.
- Record assumptions and uncertainty. Save the scenario, date, vertical datum and any confidence or range shown. Revisit the result when new assessments or local land-motion measurements become available.
For a homeowner, this workflow can identify whether a property is close to a nuisance-flood threshold. For a city, it supports decisions about zoning, drainage capacity, evacuation planning and the height or setback of new defenses. It does not replace an engineering study or a jurisdiction’s official hazard map.
How to compare two sea-level or flood-risk projections
Numbers that appear to disagree often describe different quantities. Use these comparison checks before deciding that one projection is “higher” or “lower.”
| Check | Question to ask | Why it changes the meaning |
|---|---|---|
| Quantity | Is it Antarctic ice-sheet contribution, total global sea-level rise, local relative sea level or flood frequency? | These are different measurements and cannot be substituted for one another. |
| Time horizon | Does it describe 2100 or a century-to-multi-century timescale? | Instability processes may matter more over longer periods. |
| Scenario and likelihood | Which SSP pathway and probability category are used? | A likely range is not the same as a central estimate or a high-end possibility. |
| Ice-sheet assumptions | Are major ice-shelf collapse and marine-instability processes represented? | Different assumptions can produce different upper bounds. |
| Geography and local conditions | Is the value global, regional or tied to a named coast? | Land motion, tides, surge and defenses determine the experienced flood hazard. |
Common misconceptions about Antarctic retreat and flooding
“The 0.4 millimeters per year is the future rate.”
No. It is NASA’s average estimate for 2002–2025. Ice loss can accelerate, slow or fluctuate, so projections use climate scenarios and ice-sheet models rather than extending one historical average indefinitely.

“Melting ice shelves immediately raises sea level by the same amount as grounded ice.”
No. Floating shelves already displace seawater and have negligible direct effect when they melt. Their major sea-level importance is indirect: thinning or breakup can reduce restraint on grounded glaciers.

“The IPCC’s Antarctic range is the total rise at the shoreline.”
No. The 0.03–0.34 meter ranges are Antarctica’s contribution to global mean sea-level rise by 2100. Total rise also includes other ice and ocean processes, while the local shoreline response includes regional ocean behavior and land movement.
“West Antarctica will collapse on a known date.”
No date is established by the cited assessments. The IPCC treats marine ice-sheet and ice-cliff instability as important but poorly understood uncertainties, especially on century-to-multi-century timescales.
“A five-meter figure is a 2100 forecast.”
No. NASA JPL’s approximately five-meter figure describes the potential global sea-level consequence of complete West Antarctic Ice Sheet loss over the long term. It is not a projection that this amount will occur by 2100.

What coastal decision-makers should do with the evidence
Use the observed Antarctic contribution to understand why the baseline ocean level is rising, then use assessed scenarios and local tools for decisions. For projects that will last decades, evaluate more than one SSP pathway and include a range of local sea levels. Identify thresholds at which a drainage upgrade, levee extension, building elevation or retreat policy would be needed, and monitor indicators such as tide-gauge trends, vertical land motion and the condition of nearby defenses.
Planning around thresholds is more robust than betting on a single number. A road that floods when water reaches a particular elevation can be designed against that elevation, with an adaptation trigger and a review date. The Antarctic contribution matters to that trigger, but it should remain labeled as one component of the local risk calculation.
For background and primary assessments, consult the IPCC AR6 Working Group I Chapter 9, NASA’s Antarctic Ice Mass Loss 2002-2025 page, the NASA JPL primer on the West Antarctic Ice Sheet and the Australian Antarctic Division policymaker outlook. Together they provide the measured contribution, assessed ranges, physical mechanisms and explicit uncertainty boundaries needed for a defensible coastal-risk analysis.
