The planned Arsenal-2 facility at Sparrows Point in Baltimore County is intended to make components and large assemblies for Virginia-class attack submarines—not complete submarines. Announced on October 6, 2026, the project is meant to expand the supply chain that supports final assembly at the Navy’s existing lead shipbuilders.
What is the new Baltimore shipyard supposed to build?
Arsenal-2 is a planned Anduril component-manufacturing facility at Sparrows Point. The White House says it will produce critical Virginia-class submarine components and large assemblies. Initial work is expected to include items such as torpedo tubes; longer-term plans described by USNI News include larger modules and hull sections.
Despite the “shipyard” label used in the announcement, the facility is not described as a site for building complete submarines. An industry official told USNI News that Anduril’s intended role is to supply the submarine industrial base, with components delivered to the lead shipbuilders.

Who will assemble the submarines?
General Dynamics Electric Boat and HII’s Newport News Shipbuilding are the lead builders of Virginia-class submarines and work in a teaming arrangement. Arsenal-2’s planned output is intended to support those yards; final submarine assembly remains with them, not Anduril’s Baltimore facility.

Newport News Shipbuilding president Kari Wilkinson welcomed additional capacity for submarine-component manufacturing and described Anduril as a future subcomponent partner, according to USNI News.

The Associated Press reported that President Donald Trump said taxpayers would take a 40% stake in the shipyard. That statement should not be treated as a settled contract provision: the available announcement and reporting do not establish its contractual mechanism.

How many jobs could the project create?
The White House projects about 3,100 direct jobs and more than 11,000 indirect jobs. These are expected employment figures attributed to the administration’s announcement, not observed job totals. The announcement does not establish how many positions have already been filled.
Is Arsenal-2 the same as the planned fifth Navy yard?
No. Arsenal-2 is a planned private facility focused on making components and assemblies for the Virginia-class submarine supply chain. A separate White House memorandum directs planning for a fifth public Navy yard, intended to increase readiness for nuclear-powered submarines and aircraft carriers. That is a distinct public-yard planning effort, not another name for Anduril’s Baltimore project.

The project is an announced expansion of submarine-component capacity. The investment, contract ceiling, job counts and 2030 timeline are announcement figures or projections.
