An internet payment service helps people or businesses make, receive, initiate, process, or manage payments online. It can cover more than the checkout screen: depending on the provider and its role, it may handle payment initiation, card acceptance, money transfers, account information, or parts of authorization, clearing, and settlement. The phrase is a useful general description, not one universal legal category; the rules depend on the service’s activities and the jurisdiction.

What does an internet payment service do?

It enables or supports payment activity conducted online. For a customer, that may mean paying a merchant through a website or app. For a business, it may mean accepting a card payment, initiating a bank transfer, receiving funds, or relying on another provider to process a payment instruction.

The term describes a range of functions rather than one specific product. A provider might perform one function or several, and some services operate behind the scenes rather than appearing in the checkout interface.

Which activities can count as payment services?

Regulators define payment services by listing activities, and the lists differ by jurisdiction. The UK Financial Conduct Authority (FCA), for example, lists account cash operations; payment transactions such as direct debits, credit transfers, and card payments; issuing payment instruments; acquiring transactions; money remittance; account information services; and payment initiation services. The FCA summarizes the UK list by saying, “Payment services are listed in Schedule 1 to the Payment Services Regulations 2017.” FCA guidance on payment services was last updated on 17 December 2025; the FCA notes that update was a system update with no content change.

Canada’s Retail Payment Activities Act takes a different statutory approach. It includes functions such as providing or maintaining a payment account, holding end-user funds pending withdrawal or transfer, initiating an electronic funds transfer, facilitating a payment instruction, and providing clearing or settlement services. The Act’s definition applies within its own scope and exclusions, not as a worldwide definition. Government of Canada: Retail Payment Activities Act.

How is an internet payment service different from related terms?

Term What it means
Online payment A payment made or initiated over the internet; it describes the transaction or channel, not necessarily the provider’s full role.
Payment service An activity that enables or supports payment, such as initiation, execution, acquiring, remittance, or account information. The legal meaning depends on applicable law.
Payment provider An individual or organization that performs payment-related services. A provider’s regulatory status depends on what it does, where it operates, and any applicable exceptions.
Payment system The arrangements, rules, processes, and infrastructure used to transfer payments. In its regulatory context, the IFSCA distinguishes these supporting systems from services provided to end users through accounts, instruments, or channels. IFSCA FAQs on the 2024 regulations.
Payment instrument A means by which a payment is initiated or made. Issuing an instrument can itself be a regulated activity in some jurisdictions.
Payment gateway A technical component that can help transmit payment information in an online transaction. It is not automatically the same as a provider performing every payment service; the contractual and operational roles matter.

Does “internet” create a separate legal category?

Not by itself. The internet may simply be the channel through which a payment is initiated. The EU’s Payment Services Directive (PSD2), for example, defines a “remote payment transaction” as one initiated via the internet or through a device used for distance communication. It also defines an account information service as an online service that provides consolidated information on one or more payment accounts. These examples show how online activity fits within legal categories; they do not create one universal definition of “internet payment service.” Directive (EU) 2015/2366, adopted 25 November 2015.

Does an online payment service need a license?

There is no worldwide yes-or-no answer. Whether authorization, registration, or another regulatory status is required depends on the activity, jurisdiction, provider role, and any applicable exclusions or exemptions. A business that displays a checkout option is not necessarily itself the regulated provider; another company may perform the relevant payment function.

For the UK, the FCA says that providing payment services as a regular occupation or business activity generally requires authorization or registration, subject to existing provider status and exemptions. That is UK-specific guidance, not a rule for every country. For a compliance decision, check the current rules and regulator guidance where the service operates; the examples here do not determine the status of a particular business.
