Organizations can reduce or defer the need for new data-centre capacity by using existing servers more fully, consolidating workloads, improving hardware, software and cooling efficiency, and sharing suitable workloads in well-utilized cloud or colocation facilities. Scheduling flexible work at different times or locations can ease electricity peaks and grid constraints, but it does not necessarily reduce annual compute demand. The right test is whether an option avoids or defers capacity while still meeting workload, reliability, security and cost requirements.
What it means to reduce the need for new data centres
A data centre is not needed simply because an organization has a certain number of applications or users. The relevant question is how much computing capacity those services require, when they require it, and whether existing facilities can provide it. A business may have idle servers alongside workloads that are running near capacity; consolidation can make better use of the installed equipment. Or it may be able to place a suitable workload in a shared facility instead of building or expanding a separate one.
There are two related but different problems to solve:
- Reducing or deferring facility capacity: using servers and buildings more effectively, or sharing capacity, may avoid a separate facility or delay an expansion.
- Reducing or shifting electricity demand: efficiency can lower the energy needed for a given amount of work. Flexible scheduling, storage and demand response can shift power use away from constrained hours, even when the same work is still completed.
Keeping that distinction clear prevents a common mistake: treating a reduction in peak power demand as proof that less computing capacity is required. Grid flexibility can help a data centre connect or operate under tight power conditions, but the electricity demand may return later, and the workload still needs somewhere to run.

Start by finding stranded capacity and the real bottleneck
Before buying equipment, moving workloads or changing schedules, establish what is limiting service today. It may be a shortage of compute capacity, but it could instead be a network, storage, cooling, power-delivery, licensing or application-design constraint. Adding a building does not solve every bottleneck, and a high average server utilization figure does not by itself prove that spare capacity is safe to remove.
- Build an inventory. Record the applications and services, the servers or cloud resources they use, their owners, dependencies, criticality, data location, and operational requirements. Include peak periods and planned growth, not only current averages.
- Measure utilization over time. Examine processor, memory, storage and network use across representative busy and quiet periods. Look for idle machines, lightly loaded servers, isolated workloads that cannot share resources, and capacity reserved for a short-lived peak but unused most of the time.
- Identify required headroom. Establish how much spare capacity each service needs for demand spikes, maintenance, equipment failure and recovery. Consolidation that removes all headroom can create outages or poor performance when a server fails or traffic rises.
- Separate technical need from habit. Check whether low utilization is caused by an actual service-level requirement, a legacy configuration, an oversized instance, an application that cannot scale, or a lack of coordination between teams.
- Set a baseline. Track useful work completed, electricity use including cooling and power-delivery overhead, peak demand, costs and reliability. Measure before and after an intervention so that a lower energy-per-task figure is not mistaken for lower total consumption when workload volume has also grown.
The baseline makes the later decision concrete: which capacity can be removed, which expansion can be deferred, what energy or peak demand can be avoided, and what operational trade-offs the change introduces.
Use existing servers more fully through consolidation
Consolidation brings compatible workloads together so that fewer machines can handle the same service. Virtualization is one way to do this: multiple applications or virtual machines share the physical resources of a server rather than each depending on a dedicated, lightly loaded machine. This can reduce the number of servers required and lower energy use per hosted application.

How to consolidate without sacrificing resilience
- Group workloads that have compatible operating, security and performance requirements.
- Use measured demand to right-size machines and combine workloads that peak at different times where practical.
- Retain enough capacity to handle failures, maintenance and traffic spikes; test failover rather than assuming average load is the relevant load.
- Retire or repurpose equipment only after confirming that application dependencies, backup arrangements and recovery plans still work.
- Review utilization after deployment. If teams respond to newly available capacity by adding workloads, total demand may rise even though each task is handled more efficiently.
Virtualization and better utilization have contributed to historical efficiency gains. ACEEE’s 2025 summary of Masanet and colleagues reports that between 2010 and 2018, global data-centre energy use rose 6% while compute instances rose 550%. ACEEE attributes that pattern in part to improved IT equipment, virtualization and migration of compute instances to larger cloud and hyperscale facilities. That period predates widespread AI workloads; it shows that efficiency and consolidation can change the relationship between computing growth and energy use, not that the same result is guaranteed in the future. ACEEE’s 2025 analysis discusses those trends.

Improve efficiency across compute, software and facilities
Efficiency reduces the resources needed for each unit of useful work. It can come from more efficient servers and accelerators, software that avoids unnecessary computation, lower idle power, improved cooling, and better power delivery. These changes can reduce operating costs and help existing facilities serve more work, though their effect on new construction depends on whether demand growth outpaces the efficiency gains.
Hardware and software choices
Right-size computing resources to the workload instead of assigning every service more capacity than it can use. Reduce avoidable background processing, redundant data movement and unnecessary repeated work. Select hardware and software configurations based on useful output, not peak specifications alone. For AI and other compute-intensive jobs, the relevant question is how much useful work a model or system delivers for the energy and capacity it consumes; a faster or more capable option is not automatically the most efficient choice for every task.
Changes to software can require engineering time and testing. A redesigned application may use less compute but also introduce migration risk or require changes to monitoring and support. The value depends on the workload’s scale, duration and criticality, so prioritize services where repeated or continuous computation makes savings material.
Cooling, power delivery and idle energy
Cooling and power systems consume energy in addition to the servers themselves. Improving cooling controls, matching cooling output to actual heat loads, reducing server idle power, and improving facility power management can increase the useful computing delivered by existing infrastructure. Changes must stay within equipment and operating limits and preserve thermal resilience.

U.S. data-centre energy use stayed nearly constant through the early-to-mid 2010s despite service growth, according to Lawrence Berkeley National Laboratory’s 2024 report. The report identifies improved cooling and power management, higher server utilization, greater computational efficiency, reduced server idle power and a shift toward larger cloud-based hyperscale sites as contributing factors. It also notes that accelerated servers later changed the pattern. The historical record is useful evidence that operational improvements matter, not a prediction that future demand will remain flat. LBNL’s 2024 United States Data Center Energy Usage Report to Congress also cautions that limited direct energy data constrain analysis of future demand scenarios.
Share capacity through cloud or colocation when it is a real substitute
Moving a workload from an organization’s own facility to a shared cloud or colocation site changes where it runs. It can reduce the need to build or retain separate capacity when the move lets the organization retire underused equipment and the receiving facility uses shared infrastructure effectively. It does not, by itself, prove that total computing or energy use has fallen.
Large shared facilities may support higher equipment utilization and efficient cooling practices. ACEEE identifies migration of compute instances to larger cloud and hyperscale facilities as one contributor to the historic efficiency pattern. But an organization should compare the complete workload and capacity outcome, not infer savings from a change in ownership or location.
Check workload fit before moving
- Sensitivity and control: determine whether the workload’s data, access controls and operational requirements allow it to run in a shared environment.
- Latency and location: test whether users, connected systems and data sources can tolerate the network path and geographic location.
- Reliability: verify availability targets, backup, recovery and the consequences of a provider or connectivity outage.
- Utilization: check whether shared capacity is genuinely better utilized than the equipment being retired, rather than merely adding another copy of the workload.
- Total cost: include migration and redesign, recurring services, data transfer, operations, resilience and any capacity that must remain in-house.
Cloud or colocation is most likely to avoid new facility capacity when it replaces an identifiable build or expansion, rather than simply making it easier to run more workloads. A sound business case records which machines or planned facility space can actually be removed or deferred and checks that the service still meets its requirements.

Shift flexible work across time or geography
Some computing tasks do not need to run immediately or in a particular location. Batch processing, some training jobs, backups and other deferrable work may be scheduled for hours when electricity or facility capacity is less constrained. Where latency, data-location rules and operational requirements permit, work may also be routed to another region with available capacity.
Lawrence Berkeley National Laboratory describes computational flexibility as one of four mechanisms for data-centre load flexibility in its 2026 discussion of AI data centres and the power grid. This approach can lower demand during a constrained period and may help with grid bottlenecks or connection timelines. If the same work is completed later or elsewhere, however, it has shifted in time or place rather than disappeared; the annual compute and energy outcome needs to be measured separately. LBNL’s 2026 article on integrating AI data centres with the power grid frames flexibility as a near-term tool, not a replacement for long-term power infrastructure.
Decide what can safely wait
- Classify jobs by deadline, urgency and the service impact of delay.
- Identify constraints from data location, network access, security and dependencies on other jobs.
- Set operating windows and maximum deferral times that meet service commitments.
- Test how rescheduled work affects cooling, equipment availability and the following period’s workload.
- Report both peak-demand change and total energy or compute use so that shifted work is not counted as eliminated work.
Use facility controls, storage and demand response for peaks
Facility controls and demand response can make electricity use more flexible when the grid is stressed. Options include adjusting cooling controls within safe limits, managing IT power, using storage, and coordinating available onsite assets. These measures can reduce or shift facility demand during a targeted period without requiring the organization to abandon the workload.
A California field study across four data centres reported demand savings of 25% at the data-centre level or 10–12% at the whole-building level from cooling and IT controls combined with load migration, with minimal or no operational impact in the tested context. Those are results from a 2012 field study, not a current guarantee for other facilities. Results will depend on facility design, the available controls and the workload. LBNL’s field-study report describes the tested work.

These measures address peak demand and grid integration. They do not automatically reduce annual computing demand or remove the long-term need for power infrastructure. LBNL makes that distinction explicitly in its 2026 discussion of data-centre flexibility; flexibility can help deployment in the near term, but it cannot substitute for the long-term need for new bulk power generation. The LBNL article explains the role and limits of these tools.
Compare alternatives by what they actually avoid
Compare each proposal against the same service baseline. A project can report lower power at one site while moving workload elsewhere, or improve energy per task while enabling enough additional usage to raise total demand. Track more than one measure so that the decision reflects facility capacity, user outcomes and the grid effect.
- Capacity avoided or deferred: name the server purchase, expansion or facility project that would no longer be needed, and the timeframe for the deferral. If none can be identified, the proposal may improve operations without reducing construction needs.
- Useful work per unit of energy: measure completed workload alongside electricity, including cooling and power-delivery overhead where available. State the time period and workload mix.
- Total energy and peak demand: report both. A scheduling change may lower a peak while leaving annual energy almost unchanged; an efficiency gain may lower energy per task while total energy rises as usage grows.
- Workload fit: assess latency, availability, burstiness, data location, security and service-level needs before consolidating, migrating or delaying a workload.
- Cost and effort: include hardware and facility changes, migration, software engineering, ongoing operations, resilience and the cost of spare capacity.
- Rebound risk: lower cost per unit of computing can make additional use attractive. Monitor total workload and total energy after an efficiency project, not only its per-task result.
No one measure is best for every organization. Consolidation is a strong candidate where lightly loaded, compatible servers can safely share resources. Facility and software efficiency address energy per unit of work. Cloud or colocation may suit workloads that can move and replace separate capacity. Scheduling and demand response are especially relevant when the immediate constraint is a power peak or grid connection rather than annual compute demand.

- Identify the planned expansion. Define what it is meant to solve: sustained compute growth, a short peak, resilience, cooling, power access or another constraint. Set a date and capacity threshold at which the expansion would otherwise be needed.
- Choose a measurable workload scope. Start with services that are material to capacity use but have enough operational flexibility to change. Record owners, dependencies and service commitments.
- Test low-risk efficiency first. Examine idle power, resource sizing, software demand and cooling or power controls. Keep a baseline and define how performance and reliability will be protected.
- Consolidate compatible loads. Use virtualization or other consolidation methods where measured peaks and failure scenarios leave adequate headroom. Retire equipment only after operational and recovery tests pass.
- Evaluate sharing and migration. For workloads that fit, compare cloud or colocation with keeping or expanding separate capacity. Count the capacity actually retired or avoided and include migration, operating and resilience costs.
- Use flexibility for the remaining peaks. Defer eligible jobs, shift them geographically where permitted, and test facility controls or storage for demand-response opportunities. Keep peak relief distinct from annual reduction.
- Reassess demand and the build decision. Compare results against the expansion threshold, service outcomes, total energy and peak demand. Update the plan as workload growth, especially AI use, changes the forecast.
Why efficiency cannot guarantee fewer facilities
Efficiency can lower the resources needed for each unit of work, but it does not set a ceiling on total demand. If AI workloads and other services grow faster than efficiency improves, total electricity use and required capacity can still rise. Lower unit costs can also encourage additional use, so a project that improves efficiency should be judged against total workload and total energy as well as per-unit performance.
The International Energy Agency estimated global data-centre electricity consumption at about 415 terawatt-hours (TWh), or 1.5% of global electricity use, in 2024. Its base case projects about 945 TWh in 2030, while emphasizing substantial uncertainty around demand, efficiency and AI uptake. These are global estimates and a modeled trajectory, not a prediction for any one operator. The IEA’s 2025 analysis of energy demand from AI sets out the estimate and projection.
The IEA’s High Efficiency Case models savings of more than 15% relative to its base trajectory through stronger efficiency in software, hardware and infrastructure. The executive summary describes 2035 demand in that case as 20% below the base case. Those scenario comparisons show that efficiency choices can materially change a modeled trajectory; they are not guaranteed savings for an individual facility or business. The IEA demand analysis and its executive summary describe the scenarios.
Forecasts carry uncertainty because technology, workload demand, utilization and facility construction change. LBNL’s 2024 U.S. report notes that limited direct energy data in a fast-changing sector restrict its analysis, particularly for future demand scenarios. That caveat is a reason to measure local workloads and update plans, not a reason to assume either that construction can be avoided or that efficiency is futile.
