All-electronic tolling collects road tolls while vehicles keep moving, without requiring drivers to stop at a toll booth. Also called open road tolling, it typically uses roadside equipment to read a vehicle’s transponder, photograph its license plate, or do both; the toll authority then charges an associated account or bills the vehicle’s registered owner.

How does all-electronic tolling work?

At a tolling point—where a toll is charged along a road—a gantry or similar roadside equipment detects vehicles passing at normal road speeds. The toll authority identifies each vehicle through one or both of these methods:

  • Transponder: A device in the vehicle communicates with the toll system and identifies an account for electronic charging.
  • License-plate image: A camera records the vehicle’s plate. The authority can use the image to assess the toll to the vehicle’s registered owner.

Some facilities use both methods. The Federal Highway Administration describes open-road tolling as recording transponders and/or photographing license plates as vehicles pass without stopping. FHWA’s 2017 memorandum explains the arrangement, and its tolling glossary describes how a tolling point can charge an established account or assess a toll to a registered vehicle owner.

How is it different from a toll booth?

The main difference is that drivers do not stop at a booth to pay. Instead, roadside equipment records the toll transaction as vehicles pass. Payment may be linked to a transponder account or handled through plate-based billing, depending on the road and toll authority.

That difference does not establish a universal rule for what drivers must do. Authorities set their own accepted transponders, account requirements, plate-payment process, rates, invoices, and fees. For example, Central Florida Expressway Authority’s all-electronic tolling FAQ says its facilities do not accept cash and describes payment through E-PASS or another accepted transponder, or through Pay By Plate. Those options are specific to CFX, not a rule for every toll road.

What should drivers check before using an all-electronic toll road?

Follow the toll authority responsible for the particular road; a transponder or payment process accepted on one facility may not work on another. Check the authority’s current instructions for:

What are the potential benefits and trade-offs?

Because vehicles pass without stopping, all-electronic tolling supports free-flow traffic. The Federal Highway Administration says it can reduce the labor and land needed for toll collection and lower toll-facility operating costs. It also identifies possible benefits such as less congestion, improved safety and fuel economy, and the ability to use dynamic pricing or congestion-management strategies. These are potential benefits, not guaranteed outcomes for every facility; the sources do not establish a universal cost saving, performance figure, or error rate.

  • PORTABLE: Attaches to the interior windshield behind the rearview mirror with suction cups for easy transfer between 2-axle vehicles, including rental cars. If you transfer the Uni between vehicles, make sure you update your E-PASS account with the new vehicle’s license plate. For motorcycles, place the transponder in a saddlebag or storage compartment. Not for trailers or multi-axle vehicles.
  • RENTAL CAR USE: A Uni toll pass can be used with rental cars of the same class — 2-axle vehicles. Make sure to add the rental vehicle's license plate to your E-PASS account. It may take up to 24 hours to link; during this time, tolls may be processed as an invoice. Make sure to remove the plate from your account after returning the vehicle to avoid charges from subsequent renters.

For drivers, the key practical consideration is understanding the local payment and routing rules. FHWA notes that implementation should account for user needs, and that public outreach can help motorists understand how to use a facility and make route choices.
