AI weather models are useful for fast, global guidance and for spotting the broad evolution and likely track of major storms. They are much less dependable at the tail of the distribution: record-setting winds, exact hurricane intensity, a thunderstorm’s heaviest rain core, or the precise location of a tornado. Use AI output to understand scenarios and timing, but use official watches, warnings and emergency instructions for safety decisions.

What an AI weather forecast actually is

An AI weather model learns relationships in large archives of atmospheric observations and analyses, then produces a forecast much faster than a conventional numerical model can run. The result may be a deterministic forecast (one projected future) or an ensemble (many runs used to estimate probabilities). AI systems can also be combined with physics-based models, observations and human forecaster judgment.

“AI forecast” is not one standardized product. A global model, a hurricane model, a two-hour thunderstorm model and a consumer app may have different training data, grid spacing, update cycles and verification methods. A percentage reported for one system cannot be treated as a universal accuracy rate for all AI weather products.

Where AI models are showing real advantages

Global guidance at much lower computing cost

NOAA’s operational AI systems illustrate the speed advantage. NOAA reports that AIGFS can produce a 16-day forecast using about 0.3% of the computing resources required by the Global Forecast System (GFS), a reduction of up to 99.7%, and can finish in roughly 40 minutes. That figure describes computational efficiency for this NOAA system, not a 99.7% accuracy improvement.

Early AIGEFS results also showed 18–24 additional hours of forecast skill compared with the traditional GEFS. NOAA describes these as early operational results, so they should be read as system-specific performance rather than a guarantee for every forecast day or weather variable. The practical benefit is that forecast centers can run more scenarios, refresh guidance more often or devote saved computing capacity to higher-resolution work.

Large-scale patterns and storm tracks

AI models are generally strongest when the signal is broad: the position of a trough, the movement of a front, or the large-scale steering flow that carries a tropical cyclone. In an ECMWF evaluation, deterministic machine-learning weather-prediction models produced superior tropical-cyclone track forecasts but underperformed ECMWF’s physics-based Integrated Forecasting System (IFS) on intensity. A track can therefore look impressive while the associated wind, pressure and surge hazards remain poorly estimated.

Large-scale skill is valuable because it helps forecasters identify possible timing and regional impacts earlier. It does not remove uncertainty. Small changes in the steering pattern can still shift a storm hundreds of kilometres, especially several days out, and a strong track forecast does not specify which communities will receive the most damaging wind or rain.

Very short-range, storm-scale guidance

Specialized systems are being built for convection rather than the entire globe. NOAA’s WoFSCast adapts the GraphCast approach to a storm-scale domain and was trained with data from the Warn-on-Forecast System (WoFS). In a 2025 evaluation reported by NOAA and the American Geophysical Union, it matched 70%–80% of WoFS storms at forecast times out to two hours and had verification statistics similar to WoFS against observed storms.

This is promising evidence for rapid guidance on storm-scale evolution. It is not evidence that a general-purpose chatbot can predict a tornado at a particular address. A storm match also does not mean every hazard attribute—wind speed, hail size, rainfall rate or debris path—was predicted perfectly.

Why extreme weather is the hardest test

Rare events are underrepresented

Training archives contain far more ordinary weather than record-breaking events. A model optimized for average error can improve its overall score by producing a smooth, moderate forecast, even when the correct outcome is an unusually intense peak. ECMWF identifies data imbalance as a central reason current machine-learning models struggle with extreme values.

Small structures disappear on a coarse grid

Hurricane eyewalls, tornado-scale vortices, narrow rain bands and intense convective cells can be much smaller than a global model’s grid spacing. If those structures are not resolved in the input or output, the forecast may capture the storm’s existence and general location while missing the most damaging few kilometres.

Smoothing suppresses peaks

Many training objectives penalize large errors across an entire grid. Averaging several plausible outcomes can reduce that penalty, but it also smooths the strongest winds and rainfall rates. ECMWF specifically lists estimation of small-scale extreme values—such as tropical-cyclone wind speeds and intense small-scale precipitation—as an unresolved challenge.

Compound impacts are not a single variable

Flood damage can depend on rainfall intensity, soil moisture, terrain, drainage, river levels and the timing of repeated storms. Coastal impacts may combine wind, storm surge, waves and rain. A model can represent the synoptic pattern yet miss how those ingredients interact in one town. Impact-based official guidance adds observations, local terrain and emergency thresholds that a raw AI weather field does not contain.

What AI can and cannot tell you about hurricanes

Separate track from intensity

Ask two different questions: Where is the cyclone likely to go, and how strong will it be there? Current AI guidance can be competitive or superior for track while remaining weaker for intensity. A good path forecast does not guarantee accurate maximum wind, central pressure, rapid intensification, rainfall or storm surge.

NOAA’s Hurricane Analysis and Forecast System (HAFS) evaluation reported 8% better track predictions and 10% better intensity predictions over a three-year period. Those figures describe the HAFS hurricane system, not an AI-only model. NOAA also reported a 2%–3% improvement in combined-model intensity forecasts at 12–48 hours in 2024. The percentages apply to the stated evaluations and lead times; they are not a promise that every storm will improve by that amount.

A seasonal outlook is not a landfall forecast

NOAA explicitly says its seasonal hurricane outlook is not a landfall forecast. Seasonal products estimate basin-wide activity, not whether a named storm will strike a particular coastline. NOAA explains that landfall patterns are largely controlled by short-term atmospheric features that are predictable only about a week before a potential coastal arrival.

For an actual storm, use the National Hurricane Center’s tropical outlooks, which extend to seven days, followed by storm-specific track and intensity forecasts, watches and warnings. “No two storms are alike,” as National Weather Service Director Ken Graham has noted; climatological probabilities cannot replace the forecast for the storm in front of you.

Read the cone and hazards correctly

A forecast-cone graphic represents uncertainty in the centre of the track, not the full area of dangerous weather. Hurricane-force winds, surge and flooding can extend far outside the centre line and can affect locations that never receive a direct landfall. Treat AI track maps as scenario guidance, then consult official wind, surge, rainfall and evacuation information for decisions.

Can AI predict tornadoes, flash floods and heat waves?

Tornadoes and severe thunderstorms

Tornado formation depends on fine-scale interactions inside rapidly evolving thunderstorms. A storm-scale AI model may help identify where convection is likely and how clusters will move over the next one to two hours, but it cannot reliably specify a tornado’s exact path or warning time for a particular address. Use local radar, official severe-thunderstorm and tornado warnings, and emergency-management instructions.

Flash floods and extreme rainfall

AI guidance can show a favorable environment for heavy rain, yet the most dangerous downpour may hinge on a cell stalling over one watershed or on terrain-driven convergence. Because intense small-scale precipitation is a known weakness, compare model output with high-resolution official rainfall forecasts, flash-flood watches and warnings, river gauges and local alerts. Never treat a smooth AI precipitation map as a precise street-level total.

Heat waves

Heat waves have a larger-scale component, so AI models can be useful for identifying persistent ridges and multi-day regional timing. The remaining risks are local: urban heat islands, overnight temperatures, humidity, power outages and health vulnerability. Use official heat advisories and local public-health guidance for protective actions, especially when the forecast spread is wide.

How to compare an AI forecast with NOAA or the European model

There is no single winner for every variable and lead time. Compare products on the dimensions that match your decision:

Comparison axis Questions to ask Why it matters
Variable Is the claim about track, intensity, rainfall, wind, temperature or an impact metric? A model can excel at track and miss intensity or rain.
Lead time Minutes to hours, several days, or a seasonal outlook? Predictability and useful resolution change rapidly with time.
Scale Global grid, regional model or storm-scale guidance? Small hazards require finer resolution than global patterns.
Event class Routine conditions or rare, record-setting extremes? Average scores can hide poor tail performance.
Verification Is the result from hindcasts, a real-time trial, observed-storm verification or warning performance? These tests answer different questions and are not interchangeable.
Output One deterministic run or an ensemble probability distribution? Ensembles expose spread and scenario uncertainty.
Operational status Research demonstration, forecaster guidance or an officially issued warning? Only the last category is an official public safety directive.

NOAA and ECMWF systems should therefore be viewed as complementary sources of guidance rather than brands in a permanent ranking. A hybrid forecast that combines physics, machine learning, observations and human review may be more useful than either a single AI run or a single physics-based run.

A practical workflow for using AI guidance safely

  1. Define the decision and hazard. Decide whether you need storm timing, track, wind, rain, heat or an impact such as flooding. Do not use a track score to answer an intensity question.
  2. Check the forecast horizon. Treat a seasonal or two-week signal as broad guidance. For immediate danger, move to short-range official products and observations.
  3. Look for an ensemble. Review the spread, probability of thresholds and whether members agree. A single smooth line can conceal major uncertainty.
  4. Compare independent guidance. Check AI output against official analyses, radar, satellite data and established numerical models. Agreement raises confidence; disagreement is a reason to wait for updates, not to pick the most dramatic map.
  5. Translate weather into impacts. Ask what wind, rain, surge, heat or lightning means for your location, terrain, roads, power and vulnerable people. AI fields do not automatically include local exposure.
  6. Follow official alerts. When the National Weather Service, National Hurricane Center or local emergency management issues a watch or warning, treat that message as the action authority.
  7. Recheck after each update. Rapidly changing storms can invalidate an older AI run. Save time-stamped forecasts if you need to explain why a decision was made.

What to rely on during an emergency

Official warnings are built from multiple models, observations and forecaster expertise, then translated into actions for a defined area. During a hurricane, severe-thunderstorm outbreak or flash flood, use NWS and NHC watches and warnings, local emergency-management instructions and evacuation orders. A NOAA Weather Radio can provide official alert products when internet or cellular service is unreliable; choose a currently certified listing for your country. An emergency power bank can help keep warning channels available during an outage, but it does not improve forecast accuracy.

AI forecasts are best treated as an additional lens: fast, broad and increasingly capable, but still weakest exactly where consequences are highest. The closer the question gets to a rare, small-scale or record-setting extreme, the more weight you should place on high-resolution observations, ensemble uncertainty and official warnings.
