AI safety testing and red teaming can prove that a system failed—or resisted a defined attack—under the conditions that were tested. They cannot prove that every important failure has been found or that the system will remain safe after an update or in every deployment. The useful interpretation is bounded evidence: connect each result to the system version, threat model, testers, scenarios, access, measurements and date, then combine it with threat modeling, impact assessment, monitoring and domain review.

What AI safety testing and red teaming mean

AI safety testing is the broad set of activities used to examine an AI system’s capabilities, behavior, risks and effects. It can include benchmark measurement, structured scenarios, adversarial probing, user research, field observation, impact assessment and post-deployment monitoring.

Red teaming is one adversarial method inside that larger set. Testers deliberately try to elicit a failure, bypass a safeguard or expose a weakness under a stated threat model. The term is used broadly, and practices are not standardized. Two teams can say they tested the same threat while giving participants different tools, access, prompts, time limits and failure definitions. Their results may therefore not be directly comparable.

The object under test also matters. A team might examine a base model, a model with safety tuning, a user-facing product, or a complete application connected to retrieval, external tools, account permissions and human operations. A finding about one of these objects should not automatically be attributed to the others.

What a well-scoped test can establish

A documented failure under stated conditions

The strongest red-team conclusion is concrete: a specified system version produced a specified harmful or otherwise unacceptable behavior in a documented scenario, using a defined setup. A useful record includes the input or attack path, relevant configuration, model and application version, observed output or action, evaluator judgment, and the conditions needed to reproduce it. That evidence can justify a mitigation even when the underlying cause is not yet fully understood.

Resistance in the scenarios that were actually tested

If evaluators tried a defined set of attacks and did not trigger the target behavior, the result supports a narrower statement: the behavior was not observed in those scenarios, with those participants, tools and time limits. It is evidence about the tested slice of behavior, not proof of universal resistance.

Comparisons when methods are consistent

Repeated evaluation can show whether a mitigation changed outcomes across a fixed scenario set. For example, a team can compare the same application version before and after a policy change, keeping prompts, scoring and sampling rules stable. Consistency makes a change in failure rate more interpretable. Without it, a different score may reflect a different test rather than a safer system.

Where mitigations need work

Findings can reveal weak refusal behavior, unsafe tool use, inadequate access controls, confusing user flows or gaps in escalation. A red-team result is therefore useful for prioritizing engineering changes and for designing a measurement that can be run again. Microsoft’s comments hosted by NIST describe red teaming as one part of a broader process that maps risks and feeds measurement and management.

Different kinds of coverage

Expert testers can investigate specialized threats in depth. Crowd participants can produce varied, less anticipated interactions. Community testing can bring perspectives from affected users or particular languages and regions. Model-assisted approaches can generate large numbers of probes. Anthropic describes these as distinct approaches with different strengths and weaknesses; none should be treated as complete coverage of all risks.

What a test cannot show by itself

It is not an exhaustive search

A red-team exercise samples possible attacks. The unobserved set includes other prompts, languages, user goals, attack chains, integrations and environmental conditions. A failure that was not found may still exist. This is a limitation of finite testing, not evidence that the omitted behavior is safe.

It is not a complete risk assessment

Microsoft’s 2024 comments describe AI red teaming as scoped and point-in-time. Red teaming alone does not provide a comprehensive assessment of capabilities or risks, continuous measurement, detection and prevention of malicious activity, rapid feedback about every known risk, or sector-specific impact assessment. Threat modeling, systematic evaluation, monitoring and domain expertise are needed for those functions.

Model results do not automatically describe the product

A model tested in isolation may behave differently when an application adds a system prompt, retrieval data, tools, memory, moderation, account permissions, interface constraints or human review. Conversely, a product-level failure may arise from an integration rather than from the model’s base behavior. State clearly which layer was tested.

A passing result is not a permanent safety claim

Models, policies, attack techniques, connected data and user behavior change. A result characterizes behavior in an evaluation context at a particular time. Updates and new deployment conditions can invalidate an earlier conclusion, so important evaluations need regression testing and post-deployment monitoring.

A score is not automatically comparable across organizations

Scores can measure different things when threat models, participant expertise, system access, sampling, tools or failure criteria differ. Anthropic’s work on evaluating and red teaming AI systems notes that the lack of standardization makes objective comparisons difficult. A numeric result without its method and denominator is easy to overinterpret.

How model testing, red teaming and field testing differ

NIST’s ARIA approach places complementary evaluation levels together rather than treating them as interchangeable “safety tests.” The program overview describes model testing, red teaming and field testing as ways to gather evidence about technical and contextual robustness. The ARIA Evaluation Planning Manual, published by the National Institute of Standards and Technology on September 18, 2026, presents holistic planning that also addresses user testing.

Evaluation level Primary question Typical object and evidence Main limitation
Model testing How does the model perform on defined capabilities or risk measures? Benchmarks, curated cases, controlled measurements and version-to-version results. May omit product safeguards, tools, users and real operating conditions.
Red teaming Can adversarial evaluators elicit a targeted failure or bypass? Attack attempts, reproduced failures, qualitative findings and scenario-level rates. Coverage depends on the threat model, participants, access and sampling.
User testing How do representative people understand and use the system? Observed interactions, usability problems, misunderstanding and reliance patterns. Participant behavior may not represent adversaries or long-term use.
Field testing What happens in a realistic deployment context? Operational observations, incident signals, workflow effects and contextual performance. Conditions are harder to control, and rare harms may take time to appear.

These levels answer different questions. A benchmark can measure a defined capability; it cannot substitute for an adversarial search of an application. A red team can expose a bypass; it cannot by itself show how ordinary users will interpret outputs. Field evidence can reveal workflow and context failures that laboratory prompts miss.

How to design a red-team exercise that produces usable evidence

1. State the decision and threat model

Begin with the decision the evaluation must inform: release, a mitigation, a restricted deployment or a monitoring rule. Define the harm or capability of concern, who could cause it, who could be affected, the attacker’s resources and the success condition. “Test safety” is too broad to guide sampling or scoring.

2. Identify the exact system boundary

Record the model or application version, safety settings, retrieval sources, tools, connected accounts, interface, rate limits and human processes in scope. Say explicitly what is excluded. If the target is a complete application, test the paths through which users and external systems actually interact with it.

3. Select participants and access deliberately

Match expertise to the threat. Specialists may be necessary for a domain such as security, medicine or finance. Broader participants can uncover unexpected language, cultural or usability interactions. Document whether testers are internal, independent, crowd-based or community-based, and list the tools, credentials and time available to them.

4. Define scenarios and sampling

Use a mixture of known-risk cases and open-ended exploration when appropriate. Specify languages, user groups, attack budgets, turn limits and environmental conditions. A scenario catalogue makes omissions visible and allows later regression testing; open exploration can discover paths that a fixed list would miss.

5. Set failure criteria before reviewing results

Define what counts as a failure, near miss, successful refusal, harmful action or unresolved case. Use the same rubric across participants where possible. Capture severity and potential impact separately from the ease of elicitation: a rare but severe failure may deserve priority over a frequent, low-impact oddity.

6. Log enough detail to reproduce findings

Preserve prompts, conversation turns, tool calls, system responses, configuration, timestamps, evaluator rationale and relevant user or account state, subject to privacy and security controls. Record unsuccessful attempts as well as successful ones when they are needed to interpret the sampling process.

7. Convert discoveries into measurements and mitigations

Cluster related findings, identify likely causes and choose a mitigation. Turn important cases into a repeatable test, then rerun it after the change. Pair the red-team result with threat-model updates, impact analysis, operational controls and monitoring rather than treating the exercise as the final safety gate.

How to read an evaluation report without overclaiming

  • Version: Which model, product build and safeguards were tested, and on what date?
  • Boundary: Was the base model, a safeguarded product or the full application evaluated?
  • Threat model: What attacker, harm, capability or misuse case was in scope?
  • Access: What prompts, tools, credentials, rate limits and internal information could testers use?
  • Participants: Who tested, what expertise did they have, and which languages or user perspectives were represented?
  • Method: Were scenarios, sampling, scoring and failure definitions specified well enough to repeat?
  • Coverage: Which components, users, contexts and attack paths were excluded?
  • Follow-through: Were findings mitigated, converted into regression tests and monitored after deployment?

If a report cannot answer these questions, treat its headline result as a limited observation rather than a system-wide claim.

What the NIST ARIA pilot illustrates

The NIST ARIA pilot evaluation report, published in 2025, involved five organizations that submitted seven AI applications. It used three scenarios—TV Spoilers, Meal Planner and Pathfinder—and three testing levels: model testing, red teaming and field testing. The participation count describes that pilot only; it is not a measure of evaluation effectiveness for the field as a whole.

The pilot is useful as an illustration of layered evaluation. A model-level result can be examined alongside adversarial attempts and evidence from realistic use. The combination helps distinguish a technical weakness from a user misunderstanding or a deployment-context problem. It still does not remove the need to document scope, sampling and limitations for each application.

When to repeat testing and add monitoring

Repeat an evaluation when the model, system prompt, safety policy, retrieval corpus, tool permissions, interface, user population or deployment environment changes. Also reassess when new attack techniques or incidents alter the threat model. Keep a stable regression set for known findings, but refresh exploratory work so that the process does not only test yesterday’s attacks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After release, monitoring should look for signals the laboratory exercise cannot provide: unusual tool calls, attempted policy bypasses, user reports, escalation rates, harmful outcomes and shifts in affected populations. Monitoring is not a replacement for testing; it supplies evidence from operation and can trigger a new evaluation.

A practical way to state conclusions

Write conclusions in the form “Under these conditions, we observed…” followed by the tested version, threat model, method and date. Then state what remains unknown and what evidence will address it. For example, a responsible report might say that evaluators did or did not elicit a defined behavior in the sampled scenarios, while noting that other languages, integrations or post-update behavior were outside scope. This wording preserves the finding’s value without turning a finite test into a blanket safety guarantee.
