Alignment is the goal of making an AI system behave according to intended goals, instructions, or values. Evaluation is the organized process of assessing that system against defined criteria in a particular context. Red teaming is an adversarial testing method used to uncover weaknesses and harmful failure modes; it is one part of an evaluation program, not a synonym for evaluation or a proof of safety.
Alignment, evaluation, and red teaming in one view
These terms describe different layers of AI safety work. Alignment names a desired property or research objective. Evaluation names the activity of measuring behavior, performance, trustworthiness, and risk. Red teaming names a structured way to search for failures by deliberately probing a system under adversarial or difficult conditions.
| Term | What it is | Typical question | What it cannot establish alone |
|---|---|---|---|
| Alignment | A goal or property: behavior should accord with intended goals, instructions, or values. | Does the system do what its developers, users, or governing rules intend? | A universal guarantee that the system will behave correctly in every context. |
| Evaluation | An organized assessment with a stated purpose, context, criteria, and evidence. | How does this model or application perform, and what risks does it present for this use? | Complete knowledge of future behavior or every possible harm. |
| Red teaming | Adversarial or structured probing intended to elicit weaknesses, failures, or risks. | Can a skilled tester make the system produce an unsafe, misleading, insecure, or otherwise unacceptable result? | Proof that no important failure remains outside the exercise’s scope. |
The terms overlap because evaluation can provide evidence about alignment, and red teaming can be included in an evaluation. They should nevertheless remain separate in a report: one describes the objective, one describes the assessment program, and one describes a testing technique.

Alignment is not a single universally settled definition
There is no single definition accepted across all AI-safety research. Different projects may focus on following a user’s instruction, preserving a developer’s policy, respecting legal or social constraints, representing uncertainty honestly, or remaining responsive to correction. A careful article should therefore state whose goals and which values are in scope instead of treating alignment as an intrinsic, context-free label.
NIST’s AI Risk Management Framework (AI RMF) is useful for operationalizing related concerns, but it should not be presented as a formal technical definition of alignment. The framework addresses trustworthy AI and risk management across design, development, deployment, use, and evaluation. Alignment is the broader field-level goal; the framework supplies processes for identifying and managing relevant risks.
Alignment depends on whose intent and which context
An assistant that follows a user’s wording but reveals another person’s private data is not aligned with the application’s privacy requirements. A model that refuses every request might avoid some harms while failing its intended purpose. These examples show why alignment claims need an explicit use case, authority structure, and set of acceptable and unacceptable outcomes.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Intended objective: define the task the system is meant to perform.
- Constraints and values: specify safety, privacy, fairness, security, legal, and organizational requirements that limit how the task is performed.
- Stakeholders: identify users, people affected by outputs, operators, and groups whose interests may not be represented by the requester.
- Evidence: test whether actual behavior meets those requirements under ordinary and adversarial conditions.
Alignment work is therefore iterative. Results from evaluations can reveal that a requirement is underspecified, that a reward or instruction encourages an unwanted shortcut, or that behavior changes when the system is connected to tools and real users.
What an AI evaluation is
An evaluation is a planned assessment of a model or complete AI system against a defined purpose and criteria in a stated context. The object may be a base model, a fine-tuned model, or an application that also includes prompts, retrieval data, tools, interfaces, access controls, monitoring, and human procedures.

Evaluation starts with scope
A credible evaluation record should identify:
- the use case and users;
- the model version, system configuration, and connected components;
- the capabilities being exercised;
- the risks, harms, and affected populations considered;
- the test methods and success or failure criteria;
- the dates, assessors, data sources, and important limitations.
Without this information, a result such as “the model passed” is difficult to interpret. Passing a benchmark may show performance on that benchmark while saying little about privacy leakage, misuse, interaction effects, or failures after deployment.
NIST’s evaluation language has more than one grouping
NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, describes a holistic approach that combines model testing, red teaming, and user testing. Its abstract states that the approach assesses an AI system’s trustworthiness by combining data from those three types of testing.
NIST’s ARIA program overview uses a three-level description of model testing, red teaming, and field testing. These labels should be read in the context of the particular ARIA material: user testing and field testing are not interchangeable terms in every evaluation program. User testing commonly examines how people interact with a system in a controlled or planned setting; field testing concerns operation in a real or realistic deployment environment. A report should name the framework and method it actually used.
Model evaluation versus application evaluation
Model testing isolates capabilities or behaviors of the model, often with controlled prompts and datasets. Application evaluation examines the assembled system, including retrieval sources, tool permissions, interface choices, rate limits, logging, human review, and operational procedures. A model can perform acceptably in isolation while the application creates new risks through an unsafe tool call, stale data, excessive permissions, or misleading presentation.
What AI red teaming is
Red teaming is structured adversarial probing designed to elicit weaknesses, failures, or risks. Testers deliberately construct challenging inputs, abuse cases, edge cases, or attack sequences rather than relying only on typical user questions.

What red-teamers may probe
- instruction conflicts, prompt injection, and attempts to bypass safeguards;
- unsafe or disallowed content generation;
- fabricated facts, overconfident answers, and misleading citations;
- privacy leakage, memorization, or exposure of sensitive data;
- discrimination or disparate failures affecting particular groups;
- cybersecurity, fraud, or other misuse pathways;
- tool-use errors, unauthorized actions, and failures in multi-step workflows;
- degradation when inputs are ambiguous, multilingual, noisy, or outside the intended distribution.
Red teaming can be conducted internally, by an independent assessment team, or with external experts and representative affected groups. NIST’s Generative AI Profile, published July 26, 2024, recommends identifying the use cases, contexts, capabilities, and potential negative impacts for which red teaming or other structured human feedback would be useful. It also discusses internal and external evaluations, consultation with representative actors where appropriate, and avoiding conflicts in which people conducting structured feedback were directly involved in model-development tasks.
Why a red-team exercise is not the whole evaluation
Adversarial tests are intentionally selective. They are good at finding surprising or high-impact failures, but they do not measure every ordinary-user outcome, operational control, or long-term field effect. A sound evaluation can combine red teaming with model tests, user studies, field evidence, incident data, audits, and monitoring.
How the three ideas fit together
Think of the relationship as objective, assessment, and method:
- Alignment sets the objective. Define the behavior, goals, values, and constraints the system is expected to respect.
- Evaluation gathers evidence. Assess the model or application against those requirements and against other performance and risk criteria.
- Red teaming challenges the evidence. Search for failure modes that routine tests or expected-use scenarios may miss.
Evaluation results can guide alignment work, such as revising instructions, training data, reward signals, access controls, or human-review procedures. Red-team findings can expose a mismatch between stated policy and actual behavior. None of these steps turns alignment into a binary certificate.
Choosing an evaluation approach
Compare an evaluation by what it tests, which contexts and risks it covers, how evidence is collected, and who performs the work.

| Approach | Primary object | Useful evidence | Typical blind spots |
|---|---|---|---|
| Model testing | Model behavior under controlled prompts, datasets, or capability tests. | Repeatable performance and targeted safety measurements. | May omit application controls, real users, tool chains, and deployment conditions. |
| Red teaming | Model or application under adversarial, abuse-oriented, or edge-case probing. | Concrete failure examples, attack paths, and severity information. | Coverage depends on tester expertise, time, threat model, and selected scenarios. |
| User testing | People interacting with the system in a planned setting. | Usability, misunderstanding, reliance, accessibility, and human decision effects. | Controlled participants may not represent long-term or high-pressure use. |
| Field testing | System operating in a real or realistic deployment environment. | Operational incidents, workflow effects, monitoring signals, and contextual harms. | Rare harms may take time to appear; attribution and measurement can be difficult. |
These categories can be combined. For example, a customer-support application might undergo model tests for refusal behavior, red teaming for prompt injection and data exfiltration, user testing for misleading confidence, and field monitoring for escalation failures.

1. Define the intended use and boundaries
Write down who may use the system, what decisions or actions it supports, what data it can access, and what it must not do. Include foreseeable misuse and people affected indirectly by outputs.
2. Map risks to contexts
List plausible negative impacts for each use case. Consider privacy, security, discrimination, misinformation, physical or financial harm, loss of autonomy, and failures caused by connected tools. NIST’s guidance emphasizes choosing red teaming or structured human feedback in light of use case, context, capabilities, and potential impacts.
3. Select complementary methods
Use controlled model tests for repeatable checks, adversarial red teaming for abuse and edge cases, user testing for human interaction, and field testing or monitoring for deployment behavior. Do not label one method as a complete evaluation when it covers only one layer.
4. Set criteria before looking at results
Define what counts as a failure, how severity is assigned, when a human must intervene, and which issues block deployment. Record the test data, prompts, system version, tools enabled, and decision rules so another assessor can understand the result.

5. Include appropriate independence and representation
Use assessors with relevant technical and domain expertise. Where a risk affects particular communities, involve representative actors or specialists who can identify harms that a development team may overlook. Separate assessment duties from model-development duties when practical, and disclose conflicts of interest.
6. Document unmeasured risks
Some risks cannot be reduced to a reliable numerical score. NIST’s Generative AI Profile says such risks should still be tracked and documented, including why quantitative measurement was not possible. A written qualitative judgment, evidence trail, and mitigation owner are more useful than an omitted risk.
7. Act on findings and reassess
Mitigations may include changing the model or prompt, limiting permissions, adding retrieval validation, improving user warnings, requiring human review, or removing a use case. Re-run relevant tests after material changes and monitor for new failures after release. Risk management is continuous across the AI-system lifecycle, not a one-time gate.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →What a passed test does—and does not—mean
A passing result means that the system met the stated criterion under the tested conditions. It does not prove alignment in every context, safety against every attack, or freedom from future failures. Test coverage is finite, environments change, users discover new strategies, and updates can alter behavior.
NIST presents evaluation and red teaming as risk measurement and management practices within lifecycle governance. The AI RMF Core organizes that work through Govern, Map, Measure, and Manage, with governance running across the lifecycle. AI RMF 1.0 was released January 26, 2023; it is voluntary, non-sector-specific, and use-case-agnostic rather than a certification or universal test protocol. NIST was revising the framework as of October 13, 2026, so its status should be checked before relying on a later edition.
Common mistakes and better wording
- Mistake: “The red team proved the model is safe.” Better: “The exercise found no failures within the documented scenarios and scope.”
- Mistake: using alignment and evaluation as synonyms. Better: describe alignment as the goal and evaluation as the assessment activity.
- Mistake: reporting a benchmark score without the model version or use case. Better: state the configuration, context, criteria, and limitations.
- Mistake: testing only the base model. Better: evaluate the complete application when users encounter an interface, retrieval system, tools, and operational controls.
- Mistake: treating model testing, red teaming, user testing, and field testing as interchangeable. Better: name the method and the framework’s meaning for that method.
- Mistake: dropping risks that cannot be scored. Better: document the uncertainty, evidence, rationale, and mitigation.
Bottom line for readers and practitioners
Use “alignment” when discussing whether behavior matches intended goals, instructions, or values. Use “evaluation” for the broader, planned assessment of a model or system in context. Use “red teaming” for adversarial probing that tries to reveal weaknesses. A responsible safety case combines these ideas with clear scope, multiple evidence sources, appropriate independence, documented limitations, and ongoing monitoring rather than treating one successful test as a permanent guarantee.
