AI safety gatekeepers are the people and governance groups that examine a model’s capabilities, behavior, and risks before and after deployment. They gather evidence through evaluations, red teaming, risk analysis, and monitoring, then recommend safeguards or deployment conditions. The people conducting a review do not always make the final release decision: for example, OpenAI says its Safety Advisory Group advises, company leadership decides, and the board oversees.
Who decides whether an AI model is safe to release?
There is no universal AI safety committee or single test that decides whether every model can launch. Companies assign review work to different teams and governance bodies, and they may separate technical recommendations from executive authority. “Gatekeeper” is a useful plain-language label for this mix of reviewers and decision-makers, not a standard job title or industry-wide institution.
So the answer to “Who decides whether an AI model is safe to release?” depends on the organization and the model. Technical reviewers can assess evidence and identify risks; an advisory group can recommend mitigations; executives or another authorized body can make a deployment decision; and a board may provide oversight. These jobs are related, but they are not interchangeable. In particular, an external evaluator who finds a problem does not necessarily have the authority to block a release.

OpenAI: review, decision, and oversight are separate roles
OpenAI says its cross-functional Safety Advisory Group reviews capability reports and makes recommendations ahead of deployment. Company leadership makes final decisions, while the Board of Directors exercises oversight. The distinction matters: an advisory review can identify risks and recommend action without itself being the final launch authority. OpenAI describes these arrangements in its safety practices.

OpenAI also reports that more than 70 external experts helped assess risks associated with GPT-4o through external red teaming in 2024. That is a company-reported count of contributors, not an independent measure of how effective the review was. It does show that a developer may add outside expertise to its own review process without transferring internal decision authority to those contributors.
OpenAI’s earlier frontier-risk account describes another governance arrangement: a joint Deployment Safety Board with Microsoft that approves certain deployments above a capability threshold. The page notes that roles may evolve. It is therefore best understood as the process described in that account, not as a complete or timeless description of current governance.
Google DeepMind: councils advise and review high-impact work
Google DeepMind describes its Responsibility and Safety Council as a longstanding internal group that evaluates research, projects, and collaborations against the company’s AI Principles. It advises or partners with research and product teams on high-impact work. Its AGI Safety Council has a narrower focus: safeguarding processes, systems, and research against extreme risks that could arise from powerful AGI systems. The company’s responsibility and safety overview describes these roles.
These descriptions illustrate why it is useful to ask what a review body actually covers. One council is described as reviewing a range of research, projects, and collaborations; another focuses on safeguards against extreme risks associated with powerful AGI systems. The names alone do not establish identical responsibilities or authority, and they should not be treated as interchangeable versions of one industry-standard committee.
External reviewers contribute evidence, not necessarily authority
External experts, academics, civil society groups, government bodies, and other labs can contribute evidence or scrutiny. OpenAI describes using external red-team experts and collaborating with public institutions. Those contributions can broaden the kinds of risks reviewers consider, but they do not by themselves make outside contributors the internal decision-makers.
Outside participation can be valuable because independent or specialized reviewers may probe a system from different perspectives. Still, readers should distinguish participation from accountability: a public description of external testing does not say that testers control the release, see every internal result, or resolve disagreements. For those questions, look for a clear account of who receives the findings and who has authority to act on them.
What do reviewers examine?
A serious review combines different kinds of evidence because each answers a different question. A capability test estimates what a model can do; a behavior evaluation checks specified outputs; a red team actively tries to expose weaknesses; a safety case analyzes whether risks are manageable; monitoring looks for problems after release.

Testing may include structured measurements of defined tasks, adversarial attempts to make the system fail, analysis of risks and safeguards, and a plan for watching behavior after deployment. A result from one method cannot stand in for all the others. A model can score well on a particular evaluation while still presenting risks that require mitigation or closer scrutiny.
Capability evaluations: what might the model be able to do?
Capability evaluations estimate whether a model can perform tasks that could enable significant harm. OpenAI’s frontier-risk account describes evaluation and monitoring across areas including cybersecurity, persuasion, chemical and biological threats, and autonomy. These are capability questions: could the system reach a level where it can meaningfully assist harmful activity or act with greater independence?
Capabilities are not the same as observed misuse. A model may demonstrate a risky capability in a controlled evaluation even if there is no evidence that it has been misused in the field. Conversely, a test that does not reveal a capability does not prove the model could never show it under different conditions.

Capability evaluation helps reviewers reason about what could become possible, rather than waiting for evidence of harm in ordinary use. The relevant domains can differ by organization and framework; the listed areas are examples from OpenAI’s published frontier-risk account, not a universal checklist every developer must use. Reviewers also need to interpret what a result means in context: the existence of a measured capability is evidence to consider, not by itself a complete decision about release.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Safety and behavior evaluations: does it behave as intended?
Behavior evaluations test defined outcomes such as harmful responses, adherence to policies, factuality, alignment, and other desired or undesired behaviors. OpenAI says it uses evaluations throughout training and deployment to inform training, launch, and mitigation plans; its safety and alignment overview explains that broader approach.
Evaluation results depend on the test’s scope, the prompts and tasks chosen, and the criteria used to judge responses. A strong result means the model performed well on those measured conditions. It does not establish that the model will behave correctly in every conversation, application, or future context.
Evaluations can be used at different stages, not only as a final exam just before launch. In OpenAI’s description, evaluation findings can inform training as well as launch and mitigation plans. That makes them useful for identifying areas to improve and for checking whether an intervention changed measured behavior. But a score still reflects the test design: reviewers need to understand what was measured and what remains outside the test’s scope.
Red teaming: can reviewers make the system fail?
Red teaming is adversarial probing: reviewers deliberately try abusive, unexpected, or difficult inputs to uncover misuse cases, failure modes, and high-risk interactions that ordinary product testing may miss. It is not just running a benchmark. A benchmark measures a defined set of capabilities or behaviors; a red team tries to find weaknesses, including ones the test designers may not have anticipated.

OpenAI’s developer safety guidance recommends testing representative inputs alongside inputs that reflect someone trying to break an application, including prompt-injection attempts. Its red-teaming guide distinguishes adversarial probing from evaluations that measure whether a system behaves as intended. Mature safety programs can use both: evaluations provide systematic measurements, and red teaming searches for less obvious failure modes.
What do AI red teams actually do? They test hostile, abusive, or otherwise challenging scenarios rather than only the ordinary path through a product. For an application, this can include checking how it responds to representative user inputs as well as attempts to manipulate it through prompt injection. The aim is to expose weaknesses and interactions that matter for the particular system, not simply to produce a single pass-or-fail score.
Red teaming also has limits. Finding a failure demonstrates that a weakness exists under the tested conditions; not finding one does not show that every possible attack or misuse case has been considered. A useful review records what was probed and connects discoveries to follow-up work, such as additional evaluation or safeguards. The public guidance supports treating red teaming and evaluation as complementary approaches, not competing substitutes.
Risk analysis and safety cases: are the risks manageable?
Google DeepMind describes a process that identifies risks systematically, analyzes model capabilities, decides whether risks are acceptable, and reviews a safety case when relevant Critical Capability Levels are reached. A safety case is an organized analysis of identified risks and the evidence for why mitigations are sufficient; it is not simply another score.
The company’s Frontier Safety Framework update says tracked capability levels can help identify less extreme risks earlier. Its framework uses Critical Capability Levels as thresholds at which a frontier model or system may pose heightened risk of severe harm without mitigation.

This distinction helps explain the review chain. A test can provide evidence about a defined behavior or capability. Risk analysis considers the possible consequences and what protections are in place. A safety case brings together the risk assessment and supporting evidence for judging whether mitigations reduce risks to manageable levels. Reaching a capability threshold can trigger deeper scrutiny; the threshold itself is not proof that all risks are present, resolved, or eliminated.
Mitigation and monitoring: what happens after a finding?
Review is not complete when a model receives a score. Findings can lead to additional safeguards, more evaluation, narrower access, deployment conditions, or a changed launch decision. OpenAI’s frontier-risk account links capability assessments to mitigations and ongoing monitoring. Google DeepMind says it continues to review safeguards and safety cases after deployment.
Mitigation is the bridge between identifying a risk and deciding what to do about it. A concerning result may call for an intervention, after which reviewers can consider whether the remaining risk is acceptable under the relevant framework. The sources do not establish a single universal menu of interventions or one standard sequence for every organization. They do show that assessment is connected to safeguards, deployment conditions, and monitoring rather than being an isolated scorecard.
Post-release monitoring matters because pre-release tests cannot reproduce every real-world use. Monitoring can provide information about how a system behaves after deployment, while continued review can revisit safeguards and safety cases. This does not mean every organization publishes its monitoring details or that monitoring catches every problem. It means a credible account of review should explain whether scrutiny continues after launch, not just how the model was tested beforehand.
How does a review affect a launch?
Review findings matter when they change what a company is willing to release, to whom, and under what safeguards. The exact rules belong to each organization; the published examples below are not universal industry requirements.
In practical terms, a review can support a launch under safeguards, lead to more testing or mitigation, or change the deployment decision. The point of thresholds and review bodies is to create a process for acting on evidence. A threshold should therefore be read as part of a framework: what it measures, what action it triggers, who makes the decision, and what happens after mitigation all matter.
OpenAI’s published threshold example
OpenAI says it will not release a new model if it crosses a “Medium” risk threshold in its Preparedness Framework until sufficient interventions bring the post-mitigation score back to “Medium.” In the same published account, the Safety Advisory Group advises, leadership makes the decision, and the board provides oversight. This describes OpenAI’s stated process, not a rule binding other developers.
The reference to a post-mitigation score is important: the account connects the initial risk assessment to interventions and a reassessment of risk after those interventions. It does not mean that crossing the threshold automatically proves a model is unsafe in every use, or that a score alone can determine all deployment conditions. It describes one organization’s stated rule for when it will not release a model and what must happen before release can proceed under that rule.
OpenAI’s earlier frontier-risk account also describes a joint Deployment Safety Board with Microsoft that approves certain deployments above a capability threshold. That page says roles may evolve, so it should be read as the process described there rather than a complete account of current governance. Its frontier-risk and Preparedness Framework account describes the thresholds and process.
Google DeepMind’s capability thresholds
Google DeepMind’s Critical Capability Levels identify capabilities associated with heightened risk of severe harm without mitigation. When a relevant threshold is reached, the framework connects it to detailed safety-case analysis and mitigations. The threshold is a trigger for deeper scrutiny, not a declaration that every risk has been eliminated or that every system at that level must receive the same outcome.

The framework update also says tracked capability levels can help identify less extreme risks earlier. This is a useful reminder that thresholds need not be interpreted only as a last-minute release barrier; tracking levels can inform attention to risk before a more extreme point is reached. The published description does not support treating its thresholds as directly equivalent to OpenAI’s “Medium” risk threshold. Each organization defines its own framework and scope.

A comparison is more informative when it uses the same questions for each organization rather than relying on a council name, a high-level safety pledge, or the number of tests reported. Ask who evaluates and who decides; which risk domains and capability thresholds are covered; what evidence is used, including internal evaluations and external red teaming; how findings map to mitigations or launch decisions; and whether monitoring and review continue after release.
These axes clarify differences in stated process without pretending that public documentation proves which program works best. OpenAI and Google DeepMind describe different arrangements and frameworks, and the available accounts support comparing their roles, scope, evidence, mitigations, and continued review. They do not support a simple ranking of effectiveness. Public descriptions also cannot establish every internal deliberation or real-world outcome.
What a safety review can—and cannot—establish
A model can pass safety tests and still behave badly. Tests cover selected tasks, inputs, and conditions; real use can combine unusual prompts, tools, user incentives, and deployment contexts in ways a test suite did not capture. Red teaming can find failures that routine evaluations miss, but it also cannot exhaust every possible interaction.
Passing an evaluation is therefore evidence about the conditions measured, not a certificate that a model is risk-free. A model may perform well on defined behavior tests while a red team finds a separate vulnerability, or a capability assessment may call for mitigation even when routine user interactions have not shown misuse. The methods answer different questions, so one favorable result should not be mistaken for a complete safety case.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPublished policy descriptions document the processes an organization says it uses. They do not reveal every internal test, disagreement, or decision for every release, and they are not an independent audit proving implementation or outcomes. Treat a favorable evaluation as evidence about measured conditions, not a guarantee of risk-free behavior.
Human review remains especially important when AI outputs affect high-stakes decisions. OpenAI’s safety guidance recommends human review wherever possible and access to source information so reviewers can verify outputs. In practice, that means the human reviewer should be able to inspect relevant evidence rather than merely approve a model’s answer without context.
Human oversight is not a substitute for technical evaluation or mitigation. It is a further safeguard for situations where outputs could have significant consequences, and it is more meaningful when a person can check the source information behind an answer. If a reviewer has no relevant evidence to inspect, an approval step risks becoming a formality rather than a genuine check.

When assessing a public description of model governance, look for the full chain from evidence to action rather than relying on a single claim that a model was “tested.” Useful questions include:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Who evaluates, and who decides? Separate technical reviewers, advisory groups, executives, boards, and outside contributors.
- Which risks and capabilities are in scope? Look for named domains such as cyber, persuasion, chemical and biological threats, autonomy, misuse, or alignment, and note that each company defines its own scope.
- What evidence is used? Check whether the process combines capability evaluations, behavior evaluations, adversarial red teaming, risk analysis, and safety cases.
- How do findings affect release? Look for thresholds, mitigations, conditions, or a possibility of delaying or changing deployment.
- Does review continue after release? Monitoring and reassessment matter because observed behavior and risks can change in real deployments.
These questions help distinguish a concrete process from a broad assurance. They do not provide a simple ranking of companies: the public descriptions from OpenAI and Google DeepMind support comparing roles, scope, evidence, mitigations, and post-release review, but not a defensible conclusion about which system is most effective.

Also check the date and scope of a description. Governance arrangements and frameworks may change, and a page describing an earlier arrangement should not be presented as a complete account of current practice if it says roles may evolve. A useful claim names the organization and the framework or page it describes, rather than quietly turning one company’s process into a general industry rule.
For practitioners building applications, the same distinctions are useful at a smaller scale. Test representative inputs and adversarial inputs, including attempts to break the application, and treat those tests as evidence to act on rather than as proof of safety. OpenAI’s red-teaming guide names Promptfoo, an open-source framework for evaluating prompts, agents, and applications, and also describes a managed red-teaming offering for enterprise customers. Those are tools and services mentioned by that guide, not substitutes for deciding what risks matter or who is responsible for deployment decisions.
Frequently asked questions
Who decides whether an AI model is safe to release?
There is no universal decision-maker. In OpenAI’s published description, the Safety Advisory Group reviews capability reports and advises, leadership makes final decisions, and the Board of Directors exercises oversight. Other organizations describe different bodies and processes.
How do AI companies test a model before launch?
Published examples include capability evaluations, safety and behavior evaluations, red teaming, risk analysis, and safety cases. These approaches answer different questions and may inform training, mitigation, deployment decisions, and monitoring.
What do AI red teams actually do?
They deliberately probe a system with difficult, adversarial, or abusive inputs to uncover weaknesses and failure modes that ordinary testing may miss. OpenAI’s guidance recommends testing both representative inputs and attempts to break an application, including prompt-injection attempts.
Can a model pass safety tests and still behave badly?
Yes. A test measures selected conditions, and a favorable result does not guarantee correct behavior in every real-world context. Red teaming, mitigation, human review where appropriate, and continued monitoring contribute additional evidence and safeguards, but none guarantees zero risk.
Does an external red team decide whether a model launches?
Not necessarily. External reviewers can contribute evidence and scrutiny, but the organization’s own governance description determines who has final authority. OpenAI, for example, describes outside red-team experts while assigning final decisions to company leadership.

The Bottom Line
AI safety gatekeepers are not one universal committee or one pass/fail test. Review can combine capability and behavior evaluations, adversarial red teaming, risk analysis, safety cases, mitigation, and monitoring. A reviewer may advise without making the final deployment decision, and passing a test is evidence about measured conditions—not a guarantee that a model is safe in every context.
