Short answer: AI can generate useful questions, identify possible limitations, compare a manuscript with retrieved literature, and help organize a reviewer’s work. It cannot, by producing a fluent critique, certify that the paper’s data are genuine, the analysis is correct, the methods support the conclusions, or the scientific claims are true. A generated review is a hypothesis list for a qualified person to check—not a verification result.
The distinction matters because published evaluations measure different things: agreement with human comments, researchers’ perceived usefulness, or agreement with an editor’s eventual decision. None of those endpoints is the same as independently checking a dataset, reproducing an analysis, or establishing scientific validity.
What “verify” means in peer review
Peer review contains several jobs that are often collapsed into the single word review. An AI system may perform reasonably on one job and poorly on another. Before interpreting any claimed accuracy, identify the exact task and the evidence used to assess it.

A system can read a manuscript and suggest questions such as whether a control group is missing, a sample may be biased, or a conclusion appears broader than the design supports. This is issue generation. The suggestion still needs a domain expert to decide whether the issue is real, material, and already addressed elsewhere in the paper.

Comment generation
AI can turn observations into reviewer-style prose, prioritize comments, or separate major from minor concerns. A polished paragraph can nevertheless contain a false premise, misunderstand a method, or recommend an inappropriate analysis. Writing quality is not evidence of correctness.
Literature and context checking
When a system retrieves relevant papers, it may ground a proposed limitation in prior findings rather than relying only on its internal model. Retrieval can improve the usefulness of a prompt for checking, but the reviewer must confirm that each cited study is real, relevant, current, and interpreted accurately.
Language and structure editing
Spelling, grammar, organization, and plain-language rewriting are bounded assistance tasks. They do not establish novelty, validity, ethical compliance, or statistical soundness. Editing may also introduce a change in meaning, so authors and reviewers must inspect revisions.

Recommendation or decision prediction
An AI output may say accept, revise, or reject, or it may match a historical editorial decision. That is a classification outcome, not a certificate that every claim, measurement, and inference in the manuscript is correct.
What the published evaluations actually tested
The available studies use different fields, samples, models, and endpoints. Their percentages must not be merged into one “AI accuracy” score.
| Study and setting | What was measured | Reported result | What it does not establish |
|---|---|---|---|
| Xu and colleagues, ACL 2025 LimitGen | Whether language models identify limitations in synthetic and human-written AI research papers; literature retrieval was examined as a grounding aid. | Supports limitation-spotting as early-stage feedback that can complement human review. | Autonomous verification of methods, data, or scientific truth across disciplines. |
| Schaefer and colleagues, 2024 | GPT-4 comments compared with human comments on first submissions of 20 original research articles in a high-profile medical journal; 720 comments were assessed. | 48 comments (6.7%) fully agreed, 92 (12.8%) partially agreed, 565 (78.5%) had no agreement, and 15 (2.1%) contradicted human comments. | General performance for all journals, fields, prompts, or models. Agreement with a reviewer is not proof that either comment is scientifically correct. |
| Liang and colleagues, 2023 preprint | Overlap between GPT-4 and human reviewer points across 3,096 papers in 15 Nature-family journals and 1,709 ICLR papers; a survey covered 308 researchers at 110 US institutions. | Average overlap was 30.85% for the Nature-family sample and 39.23% for ICLR. Human-to-human overlap was 28.58% and 35.25%. In the survey, 57.4% rated generated feedback helpful or very helpful. | Factual verification, reproducibility, or broad generalization beyond the sampled venues and tasks. |
| Zancanaro and colleagues, 2026 | AI reviews compared with historical human reviews for 40 manuscripts from one cardiology journal, 20 accepted and 20 rejected. | AI matched the final editorial decision for 27 of 40 articles (67.5%). Human consensus matched in 23 of 32 evaluable cases (71.9%). AI generation took 2–6 minutes in the study; human review had a median 17-day turnaround. | Direct validation of a paper’s data, claims, or methods; performance in other journals or specialties. |
What AI can usefully do
Surface questions a reviewer might otherwise miss
LimitGen, presented at ACL 2025 by Xu and colleagues, treats limitation identification as an early-stage feedback task. Its synthetic and human-written subsets provide a benchmark for asking whether a model notices stated or implied weaknesses in AI research papers. The work positions the model as a complement to human review, not a replacement. Literature retrieval can help connect a proposed concern to prior scientific findings, giving the reviewer something concrete to verify.
A practical output is a checklist of hypotheses: “The inclusion criteria may exclude an important subgroup”; “The baseline appears unbalanced”; or “The conclusion may imply causation although the design is observational.” Each item should be labeled as a question until a qualified reviewer checks the manuscript, supplementary material, cited literature, and—where possible—the underlying data or code.
Provide an independent second reading
An AI pass can expose a different set of issues from a human’s first reading. It may notice inconsistent terminology, a table that does not match the text, an unexplained exclusion, or a conclusion that is stronger than the reported estimate. This is valuable as a second reading because it expands the reviewer’s search space. It is not valuable as an unexamined authority.

Organize and prioritize feedback
Given notes supplied by a reviewer, an AI system can group them into methods, statistics, reporting, ethics, interpretation, and presentation; identify duplicates; and suggest an order based on likely impact. The reviewer remains responsible for deciding whether a concern is major, whether the requested change is feasible, and whether the wording is fair.
Compare claims with accessible literature
Retrieval-assisted systems can search for prior findings that bear on a manuscript’s assumptions or claimed novelty. The reviewer should open the original articles, check the population and methods, and distinguish a genuine contradiction from a difference in context. A generated citation that cannot be located or that misstates a result must be removed.
Improve clarity without changing scientific meaning
Language assistance can make a review more specific and less adversarial, or help a multilingual author explain a method clearly. Ask the system to preserve technical terms, numbers, uncertainty, and the author’s intended claim. Compare the edited version with the original sentence by sentence when a change could affect interpretation.
What AI cannot verify from prose alone
That the data are real, complete, or correctly recorded
A model reading a manuscript cannot establish that participants existed, instruments were calibrated, images were unaltered, observations were not selectively omitted, or a spreadsheet contains the values reported in the tables. Detecting an implausible pattern can justify a request for records, code, or an audit; it is not authentication.
That the analysis was executed correctly
Statistical code may be unavailable, incomplete, or different from the description. Even when code is supplied, an AI summary does not replace running it in a controlled environment, checking dependencies, inspecting outputs, and confirming that the analysis plan matches the registered or stated plan. A plausible equation in the manuscript can coexist with a coding error.
That a method supports the stated inference
Whether a design supports causation, generalization, mediation, subgroup claims, or a clinical recommendation depends on assumptions and domain knowledge. A model may identify a familiar concern but miss a field-specific confounder, measurement problem, or identification failure. Methods comments had the lowest complete-agreement rate in the Schaefer study: 13 comments, or 3.6%, fully matched the human comments in that category.
That results are novel and correctly situated
Search results can be incomplete, paywalled, poorly indexed, or misread. A model can overlook an important preprint, confuse two studies, or call a result novel when an equivalent finding already exists. Novelty claims require a human literature assessment, not a similarity score.

That the conclusions follow from the uncertainty
AI can repeat confidence intervals and p-values without noticing selective emphasis, multiple-testing problems, missing data, weak measurement, or a clinically trivial effect. It may also penalize a cautious conclusion simply because it differs from common wording in the literature. Reviewers must inspect estimands, uncertainty, sensitivity analyses, and the gap between statistical and practical importance.

That ethical and reporting obligations were met
A fluent review cannot verify consent, institutional approval, participant privacy, trial registration, authorship disclosures, conflicts of interest, or data-use permissions unless authoritative records are checked. These obligations are often outside the manuscript text and may be governed by local law or journal-specific rules.
That a paper is reproducible
Reproducibility requires access to data, code, materials, and a workable environment, followed by an independent rerun or replication. AI can list missing artifacts or propose commands, but it cannot infer a successful replication from a description.
How to interpret the agreement numbers
Comment agreement is not truth agreement
In Schaefer and colleagues’ medical-journal sample, GPT-4 fully agreed with only 6.7% of 720 human comments, partially agreed with 12.8%, had no agreement with 78.5%, and contradicted 2.1%. “No agreement” does not mean the AI comment was wrong: the two reviewers may have noticed different valid issues, or the human comment may itself have been mistaken. Conversely, complete agreement does not prove that the shared point is correct.

Liang and colleagues reported average GPT-4/human point overlap of 30.85% across 15 Nature-family journals and 39.23% at ICLR. Human-to-human overlap in the same work was 28.58% and 35.25%. These figures show that reviewers often focus on different points, even when both are competent. They do not show that GPT-4 verified any result. The accompanying survey’s 57.4% helpful-or-very-helpful rating measures user perception, not factual accuracy.
Decision matching is an indirect endpoint
In the 2026 cardiology study, AI matched the eventual editorial decision for 67.5% of 40 manuscripts, while human consensus matched for 71.9% of 32 evaluable cases. An editor’s decision can reflect journal scope, priority, space, policy, and risk tolerance as well as scientific validity. A system can match the decision for the wrong reason, and a sound paper can be rejected for reasons unrelated to a false claim.
Speed changes the workflow, not the standard
The cardiology study reported 2–6 minutes to generate an AI review versus a median 17-day human-review turnaround. Fast output can support triage or give a reviewer more time to investigate difficult points. It does not justify lowering the checking standard or treating an unverified draft as a completed review.
A human-led workflow for using AI safely
- Check permission first. Read the target journal’s reviewer and AI-use policy, confidentiality terms, and disclosure requirements. If the policy is unclear, ask the editor before submitting any manuscript content to a tool.
- Define a narrow task. Request limitation questions, a consistency check, language editing, or literature-search suggestions rather than an all-purpose accept/reject verdict.
- Minimize sensitive material. Do not paste identifiable participant information, proprietary data, unpublished figures, or the full manuscript unless the journal explicitly permits the tool and its handling arrangements.
- Record the interaction. Keep the model name or version, date, prompt purpose, and output used. This makes disclosure and later auditing possible.
- Triage every suggestion. Mark each item as confirmed, unsupported, already addressed, or requiring author clarification. Never copy a claim into the review solely because it sounds precise.
- Verify against primary material. Check the cited passage, table, supplement, protocol, code, registry entry, and original literature as applicable. Ask the authors for evidence when the manuscript cannot answer the question.
- Write the final judgment yourself. State the scientific reason, its severity, and a proportionate remedy. Remove speculative accusations and disclose material AI assistance if the journal requires it.
- Protect confidentiality after use. Delete prompts or outputs when required, avoid sharing the manuscript with additional services, and follow the journal’s retention and disclosure rules.
Elsevier’s policy illustrates the practical boundary
Elsevier’s reviewer policy, updated June 2026, states: “Reviewers are responsible for the scientific assessment and judgement of the manuscripts they are evaluating. AI tools cannot replace a reviewer’s critical thinking or independent evaluation as there is a risk that the technology may generate incorrect, incomplete, or biased conclusions.” This is Elsevier’s policy, not a universal rule for every publisher.

| Question | What to ask | Why it matters |
|---|---|---|
| What task? | Is the claim about limitation spotting, comment drafting, language editing, literature search, or an editorial recommendation? | Performance on one task cannot be transferred automatically to another. |
| What endpoint? | Were outputs compared with human comments, rated for usefulness, or matched to an editorial decision? | Each endpoint measures a different form of similarity or utility, not scientific truth. |
| Which field and sample? | Are the papers medical, cardiology, AI research, or from a particular journal family? How many were evaluated? | Specialized methods and small, selected samples limit generalization. |

Common failure modes and fixes
Fluent hallucinated criticism
Symptom: The review cites a nonexistent study, attributes a result to the wrong paper, or describes an analysis absent from the manuscript.
Fix: Open every cited source and quote the exact manuscript passage that supposedly supports the criticism. Delete any item that cannot be verified.
False reassurance from a clean review
Symptom: The system finds no major issue, so the reviewer assumes the paper is sound.
Fix: Treat silence as “not detected,” not “verified.” Use the model to generate questions, then perform independent checks of design, data, code, and inference.
Confusing disagreement with error
Symptom: A reviewer rejects an AI comment simply because it differs from another reviewer’s point.
Fix: Evaluate the underlying evidence. Independent comments can be complementary; matching wording is not the goal.
Recommended Free Tools
Overbroad statistical requests
Symptom: The output recommends a fashionable test without identifying the estimand, assumptions, or data structure.

Fix: Ask a statistician or subject expert to assess the proposed analysis and require the authors to explain why it answers the research question.
Policy breach through convenience
Symptom: A reviewer pastes the manuscript into a public chatbot before checking the journal’s rules.
Fix: Stop, notify the editor if required, and follow the journal’s incident and deletion instructions. Do not assume that anonymizing author names makes all confidential content safe.
What authors can learn from AI-generated reviews
Authors may use an approved tool before submission to ask for clarity problems, unaddressed limitations, inconsistent definitions, or places where a conclusion appears too strong. They should validate every suggestion, preserve the scientific meaning of revised text, and never treat a favorable AI assessment as evidence that the study is correct. A pre-submission AI pass is most useful as an adversarial checklist followed by a human coauthor’s review.
Authors should also distinguish an AI-generated concern from an allegation of misconduct. An unusual image, outlier, or citation deserves investigation, not a conclusion about fabrication. Keep the underlying records and analysis available so that a qualified reviewer can examine the issue directly.
Bottom line for editors and reviewers
Use AI to widen the set of questions you ask and to reduce mechanical work. Require a human to establish whether each concern is valid, material, and supported by evidence. The current studies show limited-to-moderate overlap with human feedback, useful perceptions among some researchers, and partial agreement with editorial outcomes in a small specialty sample. They do not demonstrate that an AI system independently verifies scientific truth. Until cross-disciplinary studies test data, methods, and reproducibility directly, the defensible role for AI peer review is supervised assistance—not certification.
Frequently Asked Questions
Does a high AI–human review overlap prove that the paper is valid?
No. Overlap shows that reviewers or a model raised similar points. It does not test whether the underlying data, methods, or conclusions are correct.
