AI-generated software is code and related engineering work produced or changed with help from an AI system. It can be a single suggested line, a generated test, an infrastructure configuration, a requirements breakdown, or a tool-using agent that edits several files. The label does not mean a product was independently designed, reviewed, secured, and shipped by a machine. People still decide what to build, validate the output, approve changes, and operate the result.

The practical definition

For developers and engineering leaders, the useful definition is broader than “AI-written code.” AI-generated software includes source code plus the artifacts that make software buildable, testable, deployable, and supportable:

  • Application code, scripts, queries, and infrastructure-as-code.
  • Unit, integration, end-to-end, and performance tests.
  • API specifications, schemas, comments, and technical documentation.
  • Requirements, work items, acceptance criteria, dependency notes, and threat-modeling material.
  • Configuration, build files, deployment manifests, and remediation suggestions derived from logs or security reports.

The phrase covers a continuum of assistance. At one end, an editor proposes a completion that a developer accepts or rejects. At the other, an agent can plan a change, call tools, modify a repository, run tests, interpret failures, and prepare a pull request. Those are different operating models, even if both are described as “AI-generated.”

  1. What can the system produce? This is its capability across code, tests, documentation, configuration, analysis, or feedback.
  2. How much autonomy does it have? An assistant responds to a person’s request; an agent may perform multiple steps and use connected tools.
  3. Who is accountable? The team or organization that accepts and operates the change remains responsible for its behavior, security, compliance, and maintenance.

NIST’s current reference model describes human-directed generative AI, while its NCCoE introduction discusses agents that perform multi-step tasks. Greater autonomy therefore requires stronger authorization, auditability, and human oversight; it is not simply a faster version of autocomplete.

Where AI can help across the software lifecycle

Capabilities vary by product and configuration. The following are possible uses identified in NIST’s lifecycle model, not a guarantee that one system supports every task.

Planning and discovery

  • Turn a narrative requirement into candidate work items and acceptance criteria.
  • Decompose a large requirement into smaller tasks and identify dependencies.
  • Find missing requirements, ambiguous assumptions, or conflicting constraints.
  • Suggest threat-modeling questions and summarize risks for a design review.
  • Draft architecture notes, decision records, prioritization rationale, and project documentation.

A generated backlog can expose gaps early, but it is still a proposal. Product owners and engineers must verify that the inferred behavior matches user, regulatory, and operational requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Implementation and build work

  • Draft or modify application code, tests, SQL, regular expressions, and scripts.
  • Generate infrastructure-as-code, CI configuration, API clients, and data-transformation code.
  • Create unit and integration-test cases from an interface or acceptance criterion.
  • Explain unfamiliar code, map call paths, and produce documentation for an existing module.
  • Analyze dependencies and help interpret static-analysis or security findings.

Generated code is often most useful as a first implementation or a way to explore alternatives. It can still be incomplete, incompatible with local conventions, inefficient, or subtly wrong about a library version.

Continuous feedback and operations

  • Summarize logs, incidents, vulnerability reports, and performance data.
  • Suggest likely root causes and candidate remediations.
  • Draft runbook updates, incident timelines, or follow-up work items.
  • Correlate changes with alerts and identify areas for additional testing or monitoring.

These uses can reduce time spent searching and summarizing. They do not turn a hypothesis into a confirmed root cause; production evidence and an engineer’s judgment still determine the response.

Assistant or agent: the autonomy boundary

Use the autonomy boundary to decide which controls are appropriate. A person may remain in the loop in both cases, but the risk changes when the system can act without a new human instruction at every step.

Operating mode Typical behavior Controls to emphasize
Inline or chat assistant Suggests text, code, explanations, or commands in response to a developer. Review the suggestion, run tests and security checks, and avoid sending restricted data without authorization.
Repository-aware assistant Uses indexed project context to propose edits spanning files or modules. Control repository scope, record context and changes, require normal peer review, and verify dependency and license implications.
Tool-using agent Plans and performs multiple actions such as editing files, invoking builds, querying systems, or opening a change request. Least-privilege credentials, action allowlists, approval gates for consequential operations, detailed logs, isolation, and rollback.

Do not infer autonomy from marketing language. Ask exactly which tools the system can call, which environments it can reach, whether it can write or only read, how credentials are supplied, what actions require approval, and how activity is logged.

Can AI-generated code be trusted?

Trust is conditional, not binary. An output can compile and still violate a requirement, mishandle authorization, leak data, introduce a dependency problem, or fail under load. NIST identifies inaccurate output, insecure generated code, hallucinated security advice, limited explainability, data leakage, excessive agent privileges, context tampering, and unapproved artifacts entering the software supply chain as relevant risks.

Review the output as if another engineer had submitted it without explaining every design decision. Check behavior against the requirement, not merely against the prompt. Confirm error handling, boundary conditions, authentication and authorization, input validation, secrets handling, concurrency assumptions, resource limits, and observability. For generated infrastructure, verify network exposure, identity permissions, encryption, backup behavior, and rollback paths.

Security advice from a model is a lead for investigation, not evidence that a vulnerability is fixed. Run the same static analysis, dependency checks, secret scanning, dynamic tests, and review gates used for human-written changes.

A review workflow that keeps accountability with the team

The NIST NCCoE reference model describes a human-approved flow. Its current-phase statement is explicit: “AI-generated outputs are always reviewed through established DevSecOps processes, including peer review, security validation, automated testing, and approval workflows.” Apply that principle as a concrete sequence:

  1. Classify the change. Identify whether it affects authentication, payments, personal data, safety, production infrastructure, or another high-impact area. Raise the approval level for consequential changes.
  2. Record intent and context. Keep the requirement, issue, design decision, relevant prompt or instructions, and source context needed to understand why the output was produced. Do not store confidential prompts in an unrestricted location.
  3. Inspect the diff. Review every changed line, generated dependency, configuration value, and permission. Remove unrelated edits and confirm that the change follows local conventions.
  4. Run automated checks. Execute formatting, compilation, unit and integration tests, static analysis, dependency and license checks, secret scanning, and security tests appropriate to the project.
  5. Perform peer and security review. A qualified reviewer validates behavior and threat assumptions. High-risk changes may need a security specialist or an additional approver.
  6. Approve through the normal pipeline. Preserve branch protection, change records, separation of duties, and release controls. An agent should not bypass them because it created the patch.
  7. Monitor after release. Watch errors, latency, abuse signals, and incidents. Feed confirmed findings back into tests, documentation, and the agent’s permitted workflow.

For an agent that can run tools, add a dry-run mode, isolated workspaces, time and cost limits, command restrictions, and a human confirmation step before merging, changing production, rotating credentials, or sending external communications.

Data, permissions, and supply-chain controls

Before enabling an AI system, write down what information may leave the organization and what actions the system may take. A practical control set derived from NIST guidance includes:

  • Data rules: classify source code, personal data, customer content, secrets, security reports, and proprietary designs. Block or redact categories that cannot be sent to a third party.
  • Identity and permissions: give agents separate identities with the minimum repository, cloud, ticketing, and observability access needed for one task. Prefer short-lived credentials and read-only access by default.
  • Inventory: maintain a register of approved AI systems, models, integrations, owners, use cases, data classes, and review dates.
  • Traceability: log material prompts or task instructions, tool calls, files changed, model or integration version, approvals, test results, and final disposition, subject to privacy and retention rules.
  • Provenance: identify generated components and third-party artifacts so maintainers can investigate origin, licensing, vulnerabilities, and later model or dependency changes.
  • Isolation and recovery: run untrusted generated code in a sandbox, protect production credentials, and retain a tested rollback path.

NIST’s AI Risk Management Framework (AI RMF) Core places these practices in a broader governance context. Its GOVERN function calls for documented policies, defined accountability, monitoring and periodic review, communication of risks, and attention to third-party software, data, and supply-chain dependencies.

What the evidence says about productivity and delivery

NIST says AI technologies may improve efficiency and support higher-quality software delivered more promptly, while emphasizing human monitoring and validation. DORA’s 2025 findings report that developers who extensively use generative AI self-report more time in flow, higher job satisfaction and productivity, and less burnout. These are reported experiences; they are not a guarantee for every role, codebase, or organization.

DORA also reports a tension between individual experience and delivery-system outcomes. In its reported associations, a 25% increase in AI adoption corresponded with a 1.5% decrease in delivery throughput and a 7.2% decrease in delivery stability. DORA attributes the pattern in part to faster code generation creating larger batches that are harder to review and more likely to cause instability. The figures describe associations in DORA’s analysis, not universal causal effects.

The same DORA summary reports:

  • A 451% increase in AI adoption associated with clear acceptable-use policies.
  • A 131% increase in team adoption associated with dedicated work-hour learning time.
  • 125% more team AI adoption where organizations address job-security concerns than where they do not.

DORA’s report page was last updated April 13, 2026. Treat these percentages as findings from that report, not targets or expected returns for a particular team.

How to measure whether adoption helps

Counting generated lines rewards volume and can encourage unsafe batching. Measure the whole delivery system instead:

Area Useful measures Question to ask
Flow Time from ready to merged, review wait time, interruption rate. Is assistance removing work or simply creating more review queues?
Delivery Throughput, batch size, deployment frequency, lead time. Are changes reaching users in smaller, safer increments?
Stability Change-failure rate, rollback time, escaped defects, incident volume. Did faster production increase operational risk?
Quality and security Defect density, vulnerability findings, test effectiveness, policy exceptions. Are generated changes meeting the same standards as other code?
Developer experience Time in flow, satisfaction, burnout signals, learning time. Does the tool reduce toil without reducing understanding or ownership?

Establish a baseline, pilot on a bounded workflow, and compare outcomes over a defined period. Segment results by team and task type; an assistant that helps with tests may have a different effect from an agent editing production infrastructure.

What the NIST documents cover—and what they do not

NIST SP 800-218A, Secure Software Development Practices for Generative AI and Dual-Use Foundation Models: An SSDF Community Profile, was published July 26, 2024. It augments Secure Software Development Framework version 1.1 with practices for developing generative-AI and dual-use foundation models through the software lifecycle. NIST says it is intended for model producers, producers of AI systems that use those models, and acquirers of those systems. It is not a complete policy for every organization using a coding assistant.

The AI RMF Core is broader and voluntary. It helps organizations establish governance, accountability, risk documentation, monitoring, communication, and review, including risks from third-party software, data, and supply chains. Together with the DevSecOps reference model, these documents provide principles and control areas; each organization still has to set its own data classifications, approval thresholds, retention rules, and measurable objectives.

A practical rollout plan for an engineering team

  1. Define acceptable use. State permitted tools, prohibited data, approved repositories, and activities that always require a human reviewer.
  2. Assign ownership. Name an engineering owner, security contact, privacy or legal reviewer where needed, and an operator accountable for incidents.
  3. Begin with a bounded pilot. Choose a reversible workflow such as test scaffolding or documentation, and keep production credentials out of the pilot.
  4. Instrument the workflow. Capture review time, batch size, test outcomes, defects, stability signals, and developer feedback before and after adoption.
  5. Train for verification. Teach prompt hygiene, secure coding, dependency review, threat modeling, and how to challenge plausible but incorrect output.
  6. Review the evidence. Expand, restrict, or stop the use case based on measured quality and risk, not enthusiasm or raw generation counts.

Address job-security concerns directly and reserve paid work time for learning. DORA’s reported associations indicate that clear policies, dedicated learning time, and attention to job-security concerns align with higher adoption; regardless of the percentages, people need a safe way to learn the tools and report failures.

Bottom line for developers and engineering leaders

AI-generated software is best understood as AI-assisted production of code and the surrounding engineering artifacts, with autonomy ranging from a suggestion to a tool-using agent. Its value comes from reducing toil and helping people explore, test, document, and respond faster. Its risks come from treating plausible output as verified work, granting excessive access, enlarging change batches, or losing provenance.

Keep accountability explicit: define acceptable use, limit data and permissions, log material actions, preserve peer review and security validation, run automated tests, and measure delivery stability as well as developer experience. More autonomy can be useful, but only when authorization, auditability, and human approval grow with it.
