AI companies must treat data security and model safety as one connected lifecycle problem. Protecting training data is not enough if a model can reveal sensitive information, a retrieval system can be manipulated, an agent can misuse its tools, or an update changes behavior in production. Effective programs connect governance, data and component inventories, secure engineering, model evaluation, deployment controls, monitoring, and incident response to the specific use case and risk tolerance.
The most useful starting point is to combine NIST’s voluntary AI Risk Management Framework (AI RMF) with its generative-AI profile, secure software development practices, and secure-by-design guidance from CISA and the UK National Cyber Security Centre. None is a universal safety certificate or complete control checklist. Together, they provide a way to decide what must be protected, how behavior will be measured, who owns each risk, and what happens when assumptions fail.
Why data security and model safety belong in the same program
Traditional security programs often separate information protection from software assurance. AI systems blur that boundary. Data shapes model behavior; model outputs can expose, transform, or act on data; and the surrounding application determines what a model is allowed to do. A language model used only to draft internal text has a different exposure from an agent that reads customer records and calls financial APIs, even if the underlying model is identical.

Model safety is broader than whether an output is factually correct. It includes harmful or abusive content, privacy leakage, insecure actions, unfair impacts, opaque decisions, resilience under attack, and the ability to detect and correct failures. Data security is likewise broader than putting a firewall around a data store. It includes who can obtain data through prompts, retrieval, outputs, logs, model inversion attempts, or operational access.
Because these properties can conflict, teams need an explicit risk trade-off. NIST’s AI RMF describes trustworthiness characteristics including validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness with harmful bias managed. NIST emphasizes that they must be balanced in the context of use, rather than maximized independently.
Use the NIST AI RMF to organize responsibility
NIST’s AI Risk Management Framework (AI RMF) 1.0 is voluntary cross-sector guidance released on January 26, 2023. NIST describes it as “intended for voluntary use” to improve the incorporation of trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems. It is not a law, certification, or exhaustive control catalog. NIST currently notes that version 1.0 is being revised, so check the live NIST status when setting a policy baseline.

Governance is continuous and cuts across the system lifecycle.
Govern: establish ownership and acceptable risk
Governance turns broad principles into decisions. Assign accountable owners for the model, application, data, security, privacy, safety, and operational response. Define who can approve a deployment, who can accept residual risk, and who can stop or roll back a system. Include suppliers and customers when responsibilities are divided between a model producer, an AI system producer, an acquirer, a deployer, and an operator.
Document the intended use, prohibited use, user groups, jurisdictions, data classes, dependencies, and consequences of failure. Set risk tolerance in terms that an engineering team can act on: for example, which actions require human confirmation, which data may enter prompts, what evidence is required before a capability is enabled, and how quickly a severe vulnerability must be contained. Governance should also cover change management, access reviews, retention, disclosure, and communication with affected users.

Map: describe the system and its context
Mapping creates a shared picture of what can fail. Draw the data and control flows from collection through training or retrieval, inference, output handling, storage, and deletion. Identify model versions, fine-tunes, external APIs, tools, plug-ins, infrastructure, and operators. Record where data crosses trust boundaries and where a user, model, or vendor can influence a decision.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteFor each use case, state the intended outcome and the unacceptable outcome. A support assistant might be allowed to summarize a ticket but not change account details. A coding agent might propose a patch but not merge it or access production credentials. These boundaries make later testing and access controls testable instead of aspirational.
Measure: gather evidence about behavior and exposure
Measurement should combine technical, operational, and impact evidence. Select evaluations that match the mapped context: quality and reliability tests, privacy and data-exposure checks, security testing, abuse and misuse scenarios, fairness analysis where relevant, and human-factors checks. Record test data, model version, configuration, evaluator, date, and pass criteria so results remain comparable after changes.
Measure the surrounding system as well as the model. Useful observations can include authorization failures, blocked tool calls, prompt-injection detections, retrieval-policy violations, anomalous output volume, user reports, and time to triage. A benchmark score does not establish safety in a different deployment, and a clean pre-release test does not prove that behavior will remain stable after new data, users, tools, or model updates.
Manage: prioritize and treat residual risk
Management is the decision loop: select mitigations, assign owners, set due dates, and decide whether remaining risk is acceptable. Mitigations may involve removing data, narrowing a capability, changing permissions, adding human review, improving a prompt or retrieval policy, retraining, switching a component, or declining to deploy. Track exceptions and the evidence behind them.
Use current-versus-target profiles to expose gaps. NIST presents profiles as context-specific; comparing the organization’s present practices with desired outcomes helps prioritize work rather than treating every control as equally urgent. Revisit the assessment when the model, data, users, tools, threat environment, or legal context changes.

What generative AI adds to the risk picture
NIST AI 600-1, the Generative AI Profile, was released on July 26, 2024 as a companion to the AI RMF. It identifies risks that are novel to or heightened by generative AI and suggests actions organizations can select to fit their goals and priorities. NIST’s 2024 announcement reports 12 risks and just over 200 suggested actions. That count is a description of the profile, not a claim that the list covers every risk for every product.
NIST’s named examples include lowered barriers to cybersecurity attacks, harmful content, and confabulated (often called “hallucinated”) output. In practice, teams should translate those categories into deployment-specific abuse cases:
Confabulated output and overreliance
A fluent answer can be wrong while appearing authoritative. Define where verification is required, expose uncertainty or supporting evidence when feasible, and prevent unverified text from triggering high-impact actions. Measure error types that matter to the use case rather than relying only on a general accuracy score.

Inputs and outputs can disclose personal information, confidential prompts, proprietary documents, or secrets. Limit collection, separate tenants, enforce authorization before retrieval, redact or tokenize sensitive fields where appropriate, and set retention rules for prompts, logs, indexes, and backups. Test whether a user can obtain information outside their permissions through direct questions, indirect prompt injection, or repeated probing.
Lowered barriers to cyber abuse
Generative systems can help users produce code, phishing content, or reconnaissance material. Apply abuse monitoring, rate limits, identity controls, and escalation paths proportionate to the capability. Treat model access, tool access, and export of generated content as separate permissions; a user who may ask for an explanation may not need permission to execute or distribute the result.
Harmful or disallowed content
Define prohibited outputs for the product and its jurisdictions, then test ordinary requests, adversarial prompts, multilingual variants, and attempts to bypass safeguards. A refusal policy is not sufficient if connected tools can still perform the underlying action. Keep a way to investigate reports and update controls without silently changing the product’s documented behavior.

Supply-chain and configuration change
Model weights, data sets, open-source packages, hosted APIs, plug-ins, and evaluation tools create dependencies. Record versions and provenance, restrict who can publish artifacts, review licenses and security notices, and make rollback possible. Re-test after provider, model, prompt, retrieval, or tool changes because a safety result is tied to a specific configuration.
Consult NIST AI 600-1 directly before claiming to implement its full risk list or all of its actions; the profile’s reported categories and actions are extensive and context-dependent.
Build AI security into software development
NIST SP 800-218, the Secure Software Development Framework (SSDF) 1.1, groups secure-development practice into Prepare the Organization, Protect the Software, Produce Well-Secured Software, and Respond to Vulnerabilities. It remains the final baseline described here. NIST’s project page lists version 1.2 as an initial public draft published December 17, 2025; treat that as a draft, not as a replacement final standard, unless the live page shows a later status.
AI teams should use the base SSDF with NIST SP 800-218A. Published in July 2024, 800-218A adds practices for generative AI and dual-use foundation-model development. It is intended for model producers, AI system producers, and acquirers. The profile extends ordinary secure development with AI-specific concerns; it does not eliminate the need for conventional identity, vulnerability, infrastructure, and application security.
| Lifecycle concern | Questions an AI team should answer | Typical accountable parties |
|---|---|---|
| Prepare the organization | What uses are allowed, who accepts risk, which suppliers are trusted, and what evidence is required to release? | Executives, product, security, privacy, safety, procurement |
| Protect the software and artifacts | How are source code, data, weights, prompts, credentials, builds, and releases authenticated, access-controlled, and logged? | Engineering, platform, security, data owners |
| Produce well-secured software | How are data quality, model behavior, prompt injection, dependency risk, authorization, and misuse tested before deployment? | Developers, ML engineers, testers, red teams, domain experts |
| Respond to vulnerabilities | How are reports triaged, affected versions identified, users notified, capabilities contained, and fixes verified? | Security response, operations, product, communications, vendors |
For an AI release, preserve a reproducible record of the model and application versions, training or retrieval data sources, configuration, evaluation results, approvals, known limitations, and rollback option. This record supports incident investigation and helps distinguish a model defect from a data, prompt, integration, or authorization failure.

Design
Define the security and safety properties before selecting a model. Decide what the system must never do, what evidence a user needs, what data may be processed, and which actions require approval. Prefer architectures that reduce blast radius: least-privilege tools, isolated workloads, tenant separation, and explicit boundaries between generated text and executable commands.
Model development
Control access to data and weights, verify sources, scan for secrets and sensitive information, and preserve provenance. Establish processes for poisoning, tampering, unauthorized fine-tuning, and compromised dependencies. Evaluate not only average performance but also behavior on sensitive groups, edge cases, adversarial prompts, and known misuse scenarios.
System development
Secure the application around the model. Enforce authorization outside the model, validate tool parameters, isolate untrusted content, protect secrets, and log security-relevant events without creating a new privacy hazard. Treat retrieved documents and user-provided instructions as untrusted input; do not let text alone grant privileges.
Deployment and operation
Stage releases, limit initial exposure, monitor for drift and abuse, and maintain a tested rollback or disable path. Route high-impact actions to trained reviewers. Define alert thresholds and an on-call owner before launch, including how to preserve evidence and communicate with customers when a vulnerability or harmful behavior is confirmed.
A practical implementation sequence
The following sequence synthesizes the frameworks into a starting process. Adapt it to the company’s size, product, threat model, and obligations; it is not a universal checklist.
- Write the use-case boundary. Name users, intended outcomes, prohibited uses, jurisdictions, data classes, connected tools, and consequences of failure.
- Inventory the lifecycle. Map data collection, training or retrieval, artifacts, APIs, infrastructure, operators, logs, retention, and deletion. Record model and dependency versions.
- Assign decision rights. Name owners for data, model, application, security, privacy, safety, release approval, and incident response. Define who can accept residual risk or stop service.
- Set measurable requirements. Choose context-specific tests for reliability, security, privacy, misuse, fairness where relevant, human review, and operational resilience. Specify evidence and pass criteria.
- Reduce exposure by design. Minimize data, enforce least privilege, separate tenants, isolate tools, protect artifacts and secrets, and prevent generated text from bypassing authorization.
- Test before and after release. Include ordinary use, adversarial prompts, indirect instructions, sensitive data attempts, tool misuse, dependency changes, and realistic user workflows. Re-run material tests after updates.
- Monitor and respond. Collect privacy-preserving telemetry, user reports, security alerts, and drift indicators. Maintain triage, containment, notification, remediation, and rollback procedures.
- Compare current and target states. Track gaps, exceptions, evidence, owners, and dates. Reassess when the context, model, data, tools, users, or threat environment changes.
How to choose the right level of assurance
There is no single “secure AI” setting. A low-impact internal drafting tool may need different controls from a system that makes eligibility recommendations, handles health information, or executes transactions. Compare options using the same questions:
| Decision axis | What to examine |
|---|---|
| Use and context | Who uses it, where it operates, what decisions it influences, and what happens when it is wrong? |
| Actors and lifecycle | Which responsibilities belong to the model producer, AI system producer, acquirer, deployer, and operator? |
| Exposure | Which data, model artifacts, software, tools, and third-party services can be accessed or changed? |
| Evidence | How will behavior be measured, monitored for change, independently reviewed, and reproduced? |
| Resources and tolerance | What expertise, budget, review capacity, and residual risk can the organization sustain? |
| Gap priority | Which differences between the current and target state could cause the greatest harm or prevent recovery? |
Use legal, contractual, and sector-specific requirements alongside these frameworks. The AI RMF is voluntary, and applicable obligations vary by geography and use case; the frameworks do not determine those obligations for you.
