A texting phone number is a telephone number that a messaging service can use to send or receive SMS or MMS. The label is practical shorthand, not a separate general-purpose legal category—and having a phone number does not guarantee that every kind of message will work.
What does “texting phone number” mean?
In everyday use, a number is “textable” or “texting-enabled” when its provider supports sending or receiving messages addressed to that number. That usually means SMS, MMS, or both. Whether a particular message gets through depends on the number’s service and provider support.
The phrase itself is not a distinct, general-purpose legal term established by the sources cited here. A formal definition does exist in a specific U.S. legal context: 47 U.S.C. § 227(e) defines a “text message” for that subsection as information sent to or from a device identified by a 10-digit telephone number or an N11 service code. The definition includes SMS and MMS, but it is not a universal technical definition of all messaging. Read 47 U.S.C. § 227(e).
How SMS and MMS differ
SMS is a wireless messaging service for short text messages. FCC rules describe them as “typically 160 characters or fewer”; that is a typical description, not a guaranteed limit for every network or message encoding. SMS can also support applications. MMS extends the messaging channel to media such as pictures, videos, and attachments. The FCC’s 2019 Truth in Caller ID Rules provide these definitions.

| Type | What it carries | How it is addressed |
|---|---|---|
| SMS | Short text messages; FCC rules say typically 160 characters or fewer | To or from a mobile phone using its telephone number |
| MMS | Text and media such as pictures, videos, and attachments | Through the messaging service associated with a telephone number |
| App-to-app messaging | Messages exchanged within an IP-enabled messaging service | Between users of the same service; a phone number on an account does not by itself make the message SMS or MMS |
Are app messages such as WhatsApp texts?
In casual conversation, people may call messages in an app “texts.” Technically and under the specific statutory definition above, however, a message sent between users of the same IP-enabled messaging service is generally excluded unless it is SMS or MMS. The FCC explained this distinction when interpreting the statute. See the FCC’s 2018 order.
So, a phone number associated with an app account does not automatically mean that messages sent inside the app travel as SMS or MMS. The messaging method—not merely the account identifier—matters.

Can a landline or VoIP number receive texts?
Sometimes, but a phone number alone does not establish that ordinary SMS or MMS works on it. Text-to-landline support varies by provider. The FCC notes that a message sent to a landline may be converted into a digitized voice recording, and that text-to-landline functionality is not supported by all providers. Conversion can also mean that media is not delivered as it would be in an ordinary MMS conversation. The FCC’s Wireless Messaging Service Declaratory Ruling describes these limitations.

What the U.S. statute specifically includes and excludes
Within 47 U.S.C. § 227(e), a text message is “a message consisting of text, images, sounds, or other information” sent to or from a device identified by a 10-digit telephone number or N11 service code. The statute expressly includes SMS and MMS. It excludes specified real-time two-way voice or video communications and most messages sent between users of the same IP-enabled messaging service, except SMS or MMS. These boundaries belong to that statutory provision; they should not be treated as a complete definition of texting for every technical or legal purpose.
The same subsection defines a “text messaging service” as a service enabling the transmission or receipt of a text message, including a service provided as part of or in connection with voice service. The statutory text is available in the 2024 edition of the U.S. Code.
