A semiconductor foundry is a manufacturing company that turns a customer’s integrated-circuit design into physical chips. It owns and operates the cleanrooms, process equipment, engineering systems and production capacity needed to fabricate wafers, so a chip designer can bring products to market without building a complete fabrication operation. Taiwan Semiconductor Manufacturing Company (TSMC) is the best-known example because it pioneered the pure-play foundry model: it says it manufactures for customers without designing, manufacturing or marketing semiconductor products under its own name.

What does a semiconductor foundry do?

A foundry takes a finished or nearly finished chip design and reproduces it on silicon at production scale. The customer normally supplies the circuit design, verification data and product requirements. The foundry supplies the process technology, factory, manufacturing engineers, equipment, quality systems and production scheduling that convert that design into wafers containing thousands or millions of dies.

From design database to wafer

  1. Design handoff and process selection: The customer chooses a process family that fits its performance, power, cost, voltage, memory and reliability requirements. The foundry checks that the design is compatible with its process design rules and approved manufacturing libraries.
  2. Mask and process preparation: The design is translated into photolithography masks and a manufacturing recipe. Those masks define the layers that will be patterned on the wafer.
  3. Wafer fabrication: In a cleanroom, repeated cycles of deposition, photolithography, etching, ion implantation, cleaning and inspection build transistors and interconnect layers on silicon wafers. The exact sequence differs by process technology.
  4. Process control and yield improvement: Metrology and electrical tests identify defects and process variation. Engineers tune the process so a larger share of each wafer becomes usable dies, a measure commonly called yield.
  5. Wafer sort and delivery to assembly: Completed wafers are electrically tested and sent to an assembly and test provider or to a customer-controlled operation. Packaging connects the die to the outside world and protects it; some foundries also offer advanced packaging and integration services.

The foundry therefore does more than run machines. It maintains a qualified process, keeps the design ecosystem compatible with that process, manages production starts and delivery, and helps the customer move from an initial wafer run to high-volume manufacturing.

Foundry, fabless designer and integrated manufacturer

  • Fabless semiconductor company: Designs chips but contracts wafer fabrication and often packaging and testing to specialist suppliers.
  • Semiconductor foundry: Manufactures chips for many customers using its own factories and process technologies. A pure-play foundry does not sell competing chips under its own brand.
  • Integrated device manufacturer (IDM): Designs and manufactures its own products, and may also sell manufacturing services or use outside foundries.

This division lets a design company concentrate capital and staff on architecture, software, product definition and customers while accessing a manufacturing operation that would take years and billions of dollars to build and qualify.

Why does TSMC’s pure-play model matter?

TSMC’s central distinction is that it positions itself as a manufacturing partner rather than a chip vendor competing with its customers. The company says it does not design, manufacture or market semiconductor products under its own name. That non-competing posture is intended to make customers more comfortable sharing designs, forecasts and product plans with the manufacturer.

The model does not mean customers are permanently locked to one supplier or that every chip company uses TSMC. It means a customer can obtain access to TSMC’s manufacturing capability without handing production to a company that sells a competing branded processor, controller or system-on-chip. Whether that benefit outweighs price, geography, qualification effort or other constraints depends on the product and its supply strategy.

TSMC Chairman and CEO C.C. Wei summarized the company’s stated role in the 2025 shareholder letter: “As a Foundry, our biggest responsibility is to support our customers with the most advanced technologies and necessary capacity to unleash their innovations.” The statement describes TSMC’s own value proposition, not an independent ranking of all manufacturers.

Why do companies rely on TSMC?

Companies use a large foundry when owning a full fabrication operation would cost more, add more risk or distract from their core business. TSMC says customers value a combination of technology choices, manufacturing scale, capacity planning, execution and a non-competing relationship. Available company sources describe these as strengths; they do not independently quantify how much any one factor determines a customer’s decision.

Access to expensive manufacturing infrastructure

A leading-edge fab requires cleanrooms, lithography and deposition tools, chemical and gas systems, contamination controls, process engineers, maintenance teams and a long qualification cycle. A customer that used its own fab would also have to keep that facility busy enough to justify the investment. Contracting with a foundry spreads those fixed costs across many products and customers.

A broad set of process technologies

Not every chip needs the newest process. Smartphone application processors and high-performance-computing devices may prioritize dense, fast transistors, while automotive, power-management, radio-frequency, display-driver, image-sensor and microcontroller products can need high-voltage options, embedded memory, analog functions, long qualification periods or unusual reliability characteristics. TSMC presents both advanced and specialty technologies as part of its offering.

Scale and capacity planning

TSMC reported that its managed manufacturing facilities exceeded 17 million 12-inch-equivalent wafers of annual capacity in 2025. The 12-inch-equivalent measure normalizes different wafer sizes into a common unit; it is an annual capacity figure, not the number of wafers shipped to one customer.

Large capacity can help a customer move from engineering samples to volume production, but capacity is not automatically available for every process or product. Allocation still depends on technology, site, reservations, demand and commercial agreements.

Evidence of manufacturing breadth

In 2025, TSMC said it manufactured 12,682 products using 305 distinct technologies for 534 customers. Those figures show the breadth of its reported portfolio and customer base. They do not show that each customer uses every technology, that all customers source exclusively from TSMC, or that the company makes every category of semiconductor.

Advanced processes and revenue mix

Processes defined by TSMC as 7nm and smaller accounted for 74% of wafer revenue in 2025, up from 69% in 2024. This is a share of TSMC’s wafer revenue, not a share of all chips, all wafers or all of its manufacturing capacity. Revenue mix can change with product pricing, demand and customer mix as well as with the number of wafers produced.

Packaging, execution and customer support

Modern chips often depend on packaging that combines multiple dies, high-bandwidth memory, interposers or other integration methods. TSMC identifies advanced packaging, manufacturing execution and customer trust alongside process technology as elements of its offering. Its stated operational benefits include supply assurance, cycle time, responsiveness to capacity needs, ramp-up, yield and delivery. These are claims about the services it aims to provide, not independently audited comparisons with every alternative foundry.

How a company uses a foundry, step by step

  1. Define product requirements: Set performance, power, die size, interfaces, reliability, expected volume and target launch date.
  2. Select a process and package: Compare advanced, mature and specialty options, then determine whether a conventional package or an advanced multi-die approach is needed.
  3. Use the process design ecosystem: Build the design with the foundry’s design rules, intellectual-property blocks, electronic-design-automation flows and verification requirements.
  4. Submit for manufacturing review: The foundry checks physical design, mask data, reliability constraints and readiness for wafer fabrication.
  5. Run initial wafers: Engineering lots reveal electrical behavior, defect patterns and yield. Problems may require design or process changes before volume production.
  6. Qualify and ramp: The customer and foundry validate reliability, package performance and production controls, then increase starts toward the required volume.
  7. Manage supply over the product life: Forecasts, capacity reservations, delivery schedules, quality reports and any later process or package changes are coordinated between the companies.

This workflow explains why switching foundries is possible but not instantaneous. A design may need physical redesign, new masks, new process qualification, package changes and fresh reliability testing before another supplier can manufacture it.

What does “7nm and smaller” mean?

“7nm,” “5nm” and similar labels identify process generations and technology families. They are useful shorthand for comparing a foundry’s node roadmap, but they are not a literal measurement of every transistor feature or a guarantee that one company’s node has identical dimensions to another’s. Density, performance, power, design rules, transistor architecture and product implementation all matter. TSMC’s 74% figure should therefore be read as its reported revenue share for processes it classifies as 7nm and smaller.

How should a company compare foundries?

No single specification determines the right supplier. A purchasing or engineering team should evaluate the following axes for its particular chip:

  • Process and specialty fit: Does the technology support the required voltage, analog, memory, radio-frequency, automotive or other functions?
  • Capacity and ramp time: Can the supplier reserve the needed wafer starts and increase output when demand rises?
  • Yield and quality: What evidence is available for defect control, reliability qualification and stable high-volume production?
  • Packaging and integration: Can the foundry or its partners provide the package, interconnect and thermal solution the product needs?
  • Design ecosystem: Are the process libraries, intellectual-property blocks, design tools and engineering support mature enough for the schedule?
  • Geographic footprint and resilience: Do manufacturing locations, logistics and contingency plans fit the company’s risk requirements?
  • Commercial terms: Compare mask costs, wafer pricing, minimum commitments, capacity reservations, payment terms and change-control obligations.
  • Customer relationship: Consider confidentiality, non-competing policies, responsiveness and the practical process for resolving yield or delivery problems.

The available sources do not provide a consistent, independent scorecard across competing foundries, so these criteria are more defensible than declaring one provider universally best.

What a foundry does not guarantee

  • A foundry does not turn an unverified design into a successful product automatically; design quality, software, packaging, testing and system integration remain the customer’s responsibilities or those of its other partners.
  • Advanced process access does not ensure the lowest cost. Masks, design work, packaging, testing and low early yield can make a leading-edge chip expensive.
  • Large reported capacity does not mean immediate capacity for every node or customer. Demand and allocation can constrain a specific product.
  • Using TSMC does not prove exclusive dependence. Companies may dual-source, keep older products at another supplier or change suppliers after redesign and qualification.
  • TSMC’s customer and product totals do not establish that it manufactures every kind of semiconductor or serves every market segment in the same way.

TSMC’s scale in the semiconductor market

For context, TSMC estimated the worldwide semiconductor market excluding memory at US$611 billion in 2025. It estimated the broader “Foundry 2.0” sector at US$305 billion, using its own category definition. These are company estimates, not an independent market census, and the two figures describe different scopes. They are useful for showing why foundry manufacturing is a major part of the semiconductor economy, not for calculating TSMC’s share of every chip market.

Further reading for the manufacturing fundamentals

Readers who want the physics and process detail behind crystal growth, wafer fabrication and integrated devices can consult Fundamentals of Semiconductor Fabrication by Gary S. May and Simon M. Sze. Wiley lists it as a 320-page softcover introduction with ISBN 978-0-471-23279-7. It is a general fabrication reference rather than a TSMC-specific guide.

The practical answer

A semiconductor foundry lets a chip company use sophisticated fabrication, process engineering and production capacity without owning a full fab. Companies turn to TSMC because its pure-play, non-competing model is designed to protect customer trust while offering a wide technology portfolio, large reported capacity, advanced packaging and support from prototype through volume production. Those advantages are powerful but product-specific: process fit, capacity, yield, packaging, geography, qualification effort and commercial terms still determine whether TSMC is the appropriate manufacturing partner.
