A data storage provider is a person or organization that makes storage services available. The term is broader than “cloud storage provider”: storage can be supplied through cloud services or other hosted and managed arrangements. In cloud computing, the provider makes a network-accessible service available, while the particular service determines how the storage is organized and managed.
What does a data storage provider do?
A provider makes storage capacity and related services available to customers. For a cloud service, that can include managing storage infrastructure and software and delivering access over a network. The exact responsibilities depend on the service and its terms; “provider” alone does not specify every task it performs.
NIST’s glossary defines a cloud provider as “the entity (a person or an organization) responsible for making a service available to interested parties.” That definition applies to cloud providers; it is not a formal definition of the broader phrase “data storage provider.” NIST cloud provider glossary.

The provider is the entity, the service is what it offers, and an application is one way to access or use that service. An app that synchronizes files is not necessarily the underlying cloud provider. Microsoft illustrates the distinction with OneDrive, which it describes as a cloud-based storage service, and Azure, the cloud platform provider on which it runs. Microsoft: What is cloud storage?

Common types of cloud storage
Object, file, and block storage are ways to organize and access data—not categories of provider. The appropriate form depends on the workload and how applications need to retrieve or use the data. AWS: What is cloud storage?
- Object storage: Stores data as discrete objects, commonly suited to large collections of unstructured data.
- File storage: Organizes data into files and folders, a familiar arrangement for shared files and directory-based access.
- Block storage: Presents data in fixed-size blocks, which applications can use as storage volumes.
What the provider manages—and what varies
Cloud service models divide responsibility differently. In infrastructure as a service (IaaS), the provider supplies the underlying physical computing, storage, and networking infrastructure, while the customer has more control over the software stack. In software as a service (SaaS), the provider manages most of the application and infrastructure. Platform as a service (PaaS) is another common model between these approaches. NIST’s cloud reference architecture describes providers as acquiring and managing computing infrastructure, running cloud software, and arranging service delivery over network access. The division of duties still depends on the specific service and agreement. A provider’s role should not be taken to mean that it automatically handles every customer concern, such as account configuration, data governance, backup policy, or regulatory obligations. - If a company makes storage available, it can be called a data storage provider in the broad, plain-language sense.
- If the storage is accessed over a network as part of cloud computing, “cloud storage provider” is the more specific term.
- If the reference is to a file-sync app or storage product, distinguish the app or service from the organization and platform behind it.
- If you are evaluating a service, check its management responsibilities, access model, data location, availability and durability commitments, security terms, and pricing—including any charges for transferring data out. These details vary by provider and service.
NIST’s cloud-computing definition describes on-demand network access to a shared pool of configurable resources, including storage. The publication, by Peter Mell and Timothy Grance, dates to September 2011; NIST’s publication page notes an update on May 7, 2026. NIST SP 800-145 publication record.
