A CISA Known Exploited Vulnerabilities (KEV) listing means there is evidence that attackers have exploited the vulnerability in real-world attacks. For an Ivanti administrator, that is a high-priority remediation signal—not proof that your appliance is compromised and not a finding that every version or deployment is vulnerable.

Use the listing to accelerate a documented decision: identify the exact Ivanti product and build, apply the vendor’s required update or mitigation, isolate or retire the appliance if you cannot remediate promptly, and investigate logs and indicators for signs of intrusion. Federal civilian executive-branch (FCEB) agencies have binding catalog deadlines under Binding Operational Directive 22-01; other organizations should treat those dates as urgency benchmarks, not automatic legal deadlines.

What a KEV entry tells an Ivanti administrator

CISA’s KEV catalog is a living list of vulnerabilities for which exploitation has been observed or otherwise established. CISA’s guidance is to use the catalog as an input to vulnerability-management prioritization. A CVE appearing there should move ahead of ordinary backlog items because the threat is demonstrated, not merely theoretical.

The listing does not answer every question about your appliance. It does not establish that:

  • your specific product, release, or configuration is affected;
  • the appliance is reachable in the way an exploit requires;
  • your organization has already been breached; or
  • the vendor fix or mitigation is identical across product families and versions.

Those answers require matching the CVE with Ivanti’s affected-version statement, deployment architecture, authentication requirements, internet exposure, and current vendor instructions. Treat the KEV record as the trigger for a fast, evidence-based process rather than as a substitute for product-specific analysis.

Ivanti vulnerabilities represented in the catalog

The following entries illustrate the Ivanti products and vulnerability classes administrators may encounter. Dates and actions are taken from the cited CISA catalog records; they are not universal patch deadlines for every organization.

CVE Products described by CISA Vulnerability and implication Catalog timing or action
CVE-2023-46805 Ivanti Connect Secure (formerly Pulse Connect Secure) and Ivanti Policy Secure Authentication bypass that can provide access to restricted resources. CISA describes it as chainable with CVE-2024-21887. Use the current CISA record and Ivanti advisory for the affected releases and required mitigation.
CVE-2024-21887 Ivanti Connect Secure and Ivanti Policy Secure Command injection. In combination with CVE-2023-46805, an attacker may move from bypassing authentication to executing commands. Date added: January 10, 2024. FCEB due date: January 22, 2024. Catalog action: apply vendor mitigations or discontinue use if mitigations are unavailable.
CVE-2024-21893 Ivanti Connect Secure, Policy Secure, and Neurons Server-side request forgery (SSRF) that can permit unauthenticated access to certain restricted resources. Follow the applicable Ivanti and CISA mitigation and version guidance; a separate deadline is not stated here.
CVE-2024-8190 Ivanti Cloud Services Appliance (CSA) Operating-system command injection. Added to KEV on September 13, 2024, based on evidence of active exploitation.
Other Ivanti entries CSA, Connect Secure, Policy Secure, and Endpoint Manager Mobile (EPMM) CISA material also covers path traversal, SQL injection, buffer overflows, XML-related flaws, and EPMM code injection. Record the exact CVE, product, affected build, action, and dates from the current catalog entry rather than grouping these flaws under one generic “Ivanti vulnerability.”

A date added is when CISA placed the CVE in KEV. A federal due date is the compliance date assigned to an FCEB agency under BOD 22-01. Neither date proves that a particular organization has remediated, nor does the due date automatically bind a commercial, state, local, or nonprofit organization.

Is an Ivanti KEV vulnerability an emergency?

It is an emergency-level prioritization signal when the affected appliance is in scope, especially when it is internet-facing, handles remote access, or protects privileged administrative paths. “Emergency” should mean you invoke your accelerated change and incident-response procedures, not that you skip validation or blindly install an unverified package.

CISA strongly urges organizations outside the FCEB to prioritize KEV vulnerabilities in their own risk programs. For FCEB agencies, BOD 22-01 creates a binding obligation to meet the catalog date. If a date has passed, record the exception, compensating controls, owner, and recovery plan rather than treating the deadline as irrelevant.

Risk rises further when the record describes unauthenticated access, command execution, or a chain such as CVE-2023-46805 plus CVE-2024-21887. A lower-exposure appliance may still require prompt action, but its sequence can differ if it is isolated behind controls and cannot be reached through the attack path described by the vendor.

Administrator response: a six-stage workflow

1. Build an accurate Ivanti inventory

List every Connect Secure, Policy Secure, Neurons, CSA, and EPMM instance, including standby or disaster-recovery nodes. Capture the installed build, appliance role, management interfaces, public and private addresses, reverse proxies, high-availability peers, administrative accounts, and the systems that trust the appliance. Note whether each device is directly exposed to the internet or reachable only through a controlled management network.

Do not rely on a scanner’s product guess alone. Confirm the build in the appliance administration interface or the vendor-supported method, then map it to the affected-version statement for the exact CVE.

2. Read the complete KEV record

For each matching CVE, record the date added, any FCEB due date, the catalog action, whether ransomware use is marked, and additional notes. The ransomware field is a prioritization input; a blank or unmarked field is not evidence that ransomware operators cannot use the flaw.

For CVE-2024-21887, for example, the record shows January 10, 2024 as the date added and January 22, 2024 as the FCEB due date, with an action to apply vendor mitigations or discontinue use when mitigations are unavailable. Keep those fields together in the change or risk record so a reviewer can see why the action was urgent.

3. Obtain the product-specific fix or mitigation

Read the current Ivanti security advisory for the affected product and supported release. CISA reported that Ivanti released updates for supported 9.x and 22.x Connect Secure and Policy Secure versions and urged administrators to review the vendor advisory and apply updates. Confirm that your build is supported, that the package applies to your appliance family, and that a high-availability pair or secondary node is covered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where the catalog action calls for a mitigation, implement the exact vendor steps, including any required configuration changes, restart, credential rotation, or follow-up validation. A generic firewall rule is not a substitute for a vendor mitigation unless the advisory explicitly says it is.

4. Isolate when immediate patching is impossible

If you cannot install the fix during the first approved window, reduce the attack surface immediately:

  • restrict internet exposure and management access to approved addresses and administrative jump hosts;
  • apply the vendor’s temporary mitigation exactly as documented;
  • disable unnecessary services and integrations that expand the appliance’s reachable surface;
  • prepare a tested replacement or rollback path; and
  • assign an owner and expiration date to every exception.

If the catalog action says to discontinue use when mitigations are unavailable, removing the appliance from service is the compliant risk decision for an FCEB agency and a strong recommendation for other organizations. Isolation is a temporary control, not evidence that the vulnerability is fixed.

5. Hunt for signs of compromise

A KEV listing means exploitation has occurred somewhere; it does not automatically show that your appliance was breached. Investigate in parallel with remediation so an attacker cannot remain active while a change request is processed.

Preserve relevant logs before rotating or rebuilding the device. Review:

  • successful and failed authentication events, including unusual administrator accounts, source addresses, times, and geographies;
  • configuration, policy, certificate, and user changes that no administrator can explain;
  • unexpected processes, files, web shells, scheduled tasks, or persistence mechanisms;
  • outbound connections from the appliance to unfamiliar destinations;
  • requests to internal services that fit an SSRF pattern; and
  • indicators and forensic instructions in the applicable CISA and Ivanti advisories.

Correlate appliance evidence with identity-provider, firewall, VPN, endpoint, DNS, and cloud logs. If you find unexplained command execution, persistence, credential use, or data access, escalate to your incident-response process. Do not treat a clean vulnerability scan as proof that historical compromise did not occur.

6. Verify, document, and monitor

After applying an update or mitigation, verify the running build and configuration on every node, rescan with a tool that recognizes the precise CVE, and test the business functions that depend on the gateway. Close temporary firewall restrictions only after validation and an explicit approval.

Store the change record, evidence of the installed build or mitigation, scan results, exception approvals, and any investigation findings. Recheck the KEV catalog for additions, changed notes, ransomware indicators, or revised dates; its contents are living data.

Decision factor Questions to answer Effect on urgency
Product and build Is this the exact product and release named by Ivanti and CISA? An affected, unsupported, or unknown build requires immediate containment while scope is resolved.
Exploit prerequisites Is exploitation remote, unauthenticated, or dependent on a chain? Fewer prerequisites generally mean a shorter acceptable exposure window.
Exposure Is the appliance internet-facing, reachable through a partner, or isolated? Public reachability and broad trust relationships increase priority.
Fix availability Is a supported update available, and can it be installed safely? Patch promptly when available; use the documented mitigation or retire the service if not.
Business criticality Does the appliance provide remote access or protect privileged systems? Critical gateways justify emergency change handling and tested fallback capacity.
Evidence of intrusion Do logs show suspicious access, changes, commands, or outbound traffic? Any credible indicator turns remediation into a concurrent incident-response effort.

Document who accepted residual risk and when the decision expires. A compensating control that has no owner or review date will eventually become an unnoticed permanent exception.

Common mistakes that prolong Ivanti exposure

  • Assuming every Ivanti product is affected. Scope each CVE to the named product, build, and configuration.
  • Treating the KEV date as a universal legal deadline. The BOD 22-01 due date applies to FCEB agencies; other organizations should use it as a strong prioritization benchmark.
  • Patching only the active node. Include standby, disaster-recovery, and management-plane appliances.
  • Relying on a network scan alone. Verify the installed build and mitigation state directly on the appliance.
  • Removing isolation immediately after updating. First confirm the update, rescan, review logs, and obtain change approval.
  • Declaring “no compromise” from the absence of an alert. Preserve logs and perform targeted hunting because exploitation may predate detection.

What a defensible remediation record contains

For each CVE and appliance, retain the asset identifier, product and build, exposure path, catalog date added, FCEB due date when relevant, catalog action, vendor advisory version, mitigation or patch timestamp, validation evidence, scan result, incident-hunt outcome, and exception owner. Include the reason a temporary control was selected and the date it will be removed or reviewed.

This record lets security, infrastructure, and audit teams distinguish three different states: vulnerable and exposed, mitigated but awaiting permanent update, and updated and verified. It also prevents a later administrator from assuming that an old emergency firewall rule is still required or that an appliance was investigated when it was merely patched.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line for Ivanti administrators

A CISA KEV entry should move the matching Ivanti appliance to the front of your remediation queue because exploitation is documented. Confirm scope, apply the supported Ivanti update or exact mitigation, isolate or discontinue use when the prescribed control is unavailable, and hunt for compromise at the same time. Record the January 22, 2024 federal deadline for CVE-2024-21887 and the September 13, 2024 KEV addition of CVE-2024-8190 accurately, but never mistake either date for proof that your environment is safe or for a universal deadline outside the FCEB.
