A 24-MW data-center figure is a power rating, not a complete description of usable computing capacity. It might mean 24 MW of rated IT load, 24 MW for the whole facility, or an electrical interconnection or nameplate limit. Those boundaries produce very different answers for energy use, tenant allocations and cloud capacity.
Before treating the number as available power, establish what it measures, whether it is planned or operating, how much is contracted to customers, and where the meter is located. The calculations below show what can—and cannot—be inferred without a named facility, operator or contract.
Start with the measurement boundary
The phrase “24 MW capacity” is incomplete until the operator states the boundary. A data center has several valid power figures, and they are not interchangeable.

European Commission Delegated Regulation (EU) 2024/1364 defines rated information-technology load as the maximum load of the network, server and storage equipment that the data-center power-distribution and environmental-control infrastructure can handle while providing the desired service availability. In practical terms, this is the designed IT load inside the computer-room area, subject to the facility’s electrical, cooling and availability design.

If an announcement says 24 MW of rated IT load, it is describing the maximum supported IT equipment load under the stated design conditions. It is not automatically the same as the power drawn from the grid.
Total facility power
Total facility power includes the IT equipment plus cooling, power conversion, pumps, lighting, controls and other infrastructure. A facility can therefore require more than 24 MW from the grid even when its rated IT load is 24 MW.
Grid interconnection or electrical nameplate
A utility connection, substation or transformer may be described with a 24-MW limit. That is an electrical supply envelope, not proof that 24 MW of IT equipment can be installed or that the power is currently available to tenants. Losses, redundancy, cooling design and operating restrictions can reduce the usable IT capacity.

Installed IT power demand
The regulation also distinguishes installed IT power demand: the sum of the nominal power demand of the network, server and storage equipment actually installed. Installed demand describes what is in place; rated capacity describes what the infrastructure can support. A partly occupied facility can have a 24-MW rated capacity while its installed equipment draws much less.
Use PUE only after identifying the boundary
Power usage effectiveness (PUE) is total data-center energy divided by IT-equipment energy over the same period. In a simplified power calculation, facility power equals IT power multiplied by PUE.

| What the 24 MW means | Assumption or calculation | Illustrative result |
|---|---|---|
| Rated IT load | 24 MW × PUE 1.25 | 30 MW total facility power |
| Rated IT load | 24 MW × PUE 1.40 | 33.6 MW total facility power |
| Total facility power | 24 MW ÷ PUE 1.25 | 19.2 MW estimated IT power |
| Continuous electrical draw | 24 MW × 8,760 hours | 210,240 MWh, or 210.24 GWh per year |
The PUE examples are calculations, not measurements of a particular site. A project-specific estimate needs the operator’s PUE basis, measurement period, expected load profile, redundancy configuration and commissioning schedule. A design-target PUE is not the same as a measured operating PUE.
The annual figure assumes a continuous 24-MW draw every hour of a non-leap year. Actual consumption changes with occupancy, workload, maintenance, seasonal conditions, availability events and the definition of the 24-MW figure. It should not be presented as the site’s forecast or historical consumption.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Why 24 MW cannot be converted directly into servers or cloud instances
There is no reliable server-count, virtual-machine or application-throughput conversion from MW alone. The missing variables include:
- Server, accelerator, storage and network hardware models and their nameplate power.
- Average and peak utilization, including workload duty cycles.
- Rack density and the proportion of high-density systems.
- Power-conversion losses and cooling overhead.
- Redundancy requirements and the amount of reserved capacity.
- Oversubscription, failover and maintenance policies.
- Whether the stated MW is a design maximum, a contracted amount or actual draw.
Two facilities with the same rated IT load can support very different equipment mixes. A site filled with lower-power general-purpose servers will have a different rack count and workload profile from one designed for high-density accelerators. A cloud provider also converts physical capacity into services through virtualization, storage replication, network architecture and availability zones. Those service decisions are not encoded in a site-wide MW headline.
What the number means to a colocation customer
Colocation customers install and manage their own networks, servers and storage, while the operator manages and sells space, security, network access, power and cooling capacity. A site total therefore does not tell a tenant how much it can buy, when it will receive it or what density the cooling system can support.

Confirm the contracted IT allocation
Ask whether the quote is in IT kW/MW or facility kW/MW. A 1-MW IT allocation and a 1-MW facility allocation are not equivalent. Obtain the committed amount, minimums, expansion rights, ramp schedule and any reserved-but-not-delivered capacity in writing.
Identify the delivery and metering point
Power may be measured at the utility entrance, facility bus, room distribution unit, rack or customer cabinet. Losses and shared infrastructure differ at each point. The contract should state the meter location, accuracy, billing interval and treatment of auxiliary loads.
Match electrical capacity with cooling capacity
Power is usable only if the corresponding cooling and airflow envelope is available. Confirm maximum rack density, liquid-cooling support if relevant, temperature and humidity limits, and whether high-density zones are physically separated from standard cabinets.
Understand redundancy and maintenance conditions
Determine whether the quoted capacity is available with the facility’s stated redundancy and during planned maintenance. A nameplate figure that assumes every component is online may not equal the deliverable capacity under a failed-component or maintenance scenario.
Check phases and the ready-for-service date
Large projects commonly energize halls in stages. Ask which building, electrical block and computer-room area contain the promised capacity; whether it is energized, commissioned and acceptance-tested; and the date at which your cabinets can actually be powered.

Separate landlord and tenant responsibilities
The operator controls facility infrastructure, but the customer controls its IT equipment and workloads. Clarify who supplies racks, remote hands, cross-connects, monitoring, fuel or generator testing, and equipment-level power management. A provider’s facility flexibility does not give it control over a tenant’s workload or permit automatic load shifting.
How capacity status changes the meaning of 24 MW
Capacity announcements often describe a future or nominal envelope. EPRI notes that facilities ramp as halls, IT equipment and tenants are added. Treat these status terms as different milestones:
- Planned: an announced design or development target; permits, financing and utility work may remain outstanding.
- Under construction: physical work is in progress, but electrical energization and commissioning are not assured.
- Connected or energized: utility power reaches the site or a specific electrical block; customer-ready IT capacity may still be unavailable.
- Commissioned: systems have passed the operator’s testing, but capacity may be reserved or not yet contracted.
- Available: the operator is offering a defined amount at a stated location, density and date.
- Contracted: a customer has rights to a specified amount under an agreement; it may still be delivered in phases.
- Utilized: equipment is installed and drawing power. Utilization can remain below the rating.
Without a named project and primary documentation, the status, delivery date, tariff, grid limit and customer allocation of a 24-MW figure remain unknown.
How cloud customers should interpret a 24-MW claim
Cloud buyers generally do not purchase a slice of a building’s electrical capacity. They buy compute, storage, networking and service-level outcomes. A 24-MW facility may host cloud infrastructure, but the useful customer questions concern regional availability zones, instance or accelerator supply, service quotas, performance, resilience and workload pricing.

Compare two capacity claims on the same basis
When evaluating projects or providers, normalize the claims before drawing conclusions.
| Comparison axis | Question to ask | Why it changes the answer |
|---|---|---|
| Measurement boundary | Is the figure rated IT load, installed IT demand, total facility load or grid/nameplate capacity? | Each boundary includes different equipment and losses. |
| Status and timing | Is it planned, energized, commissioned, available, contracted or utilized? | A future envelope is not current customer capacity. |
| Customer allocation | How much is contractually deliverable to the buyer? | Site totals may be split among tenants or reserved for later phases. |
| Efficiency basis | What PUE is stated, for which period, and is it measured or a design target? | PUE changes the facility power required for a given IT load. |
| Availability design | What redundancy and maintenance conditions are included? | Some nameplate capacity is unavailable during a failure or maintenance event. |
| Location and delivery | Which grid region, electrical block, meter and power-ready date apply? | Connection constraints and phased delivery can limit practical use. |
Market context: useful scale, not a site benchmark
The UK Department for Science, Innovation and Technology estimated 1.6 GW of total IT power for Great Britain’s colocation data centers as of autumn 2024, published 1 May 2025. The department defines capacity as the maximum rated IT load, used public information, industry engagement and internal modeling, and excludes enterprise data centers. A 24-MW project should not be compared with that total without matching the definition and geography.
ENTSO-E’s 2026 report describes more than 10,500 European facilities with at least 50 kW of IT power and approximately 12.7 GW of IT power supply, based on cited industry estimates. The same report forecasts more than 50% growth in European data-center electricity demand between 2025 and 2030. These are regional context and a report-level forecast, not predictions for an individual 24-MW site.

A due-diligence checklist for buyers
- Request the exact definition of the 24-MW figure and the document or standard used.
- Ask whether it is IT, facility or grid capacity, and identify the measurement point.
- Obtain current installed demand, contracted capacity and unallocated reserve separately.
- Request measured or target PUE, the measurement period and boundary.
- Confirm redundancy, maintenance and failure-mode assumptions behind the rating.
- Verify the building, hall, electrical block, rack-density limit and cooling technology covered by the offer.
- Get energization, commissioning, acceptance-testing and customer-ready dates for each phase.
- Review metering, billing, power-quality limits, curtailment rights and expansion terms.
- For cloud services, replace the facility-MW question with service quotas, hardware, locality, resilience and performance requirements.
Common interpretation errors and their corrections
- Error: treating 24 MW as 24 MW of tenant IT power. Correction: require the boundary and the contractual allocation.
- Error: multiplying by 8,760 and calling the result actual annual use. Correction: label 210.24 GWh as a full-continuous-draw scenario only.
- Error: using one assumed PUE as a measured site value. Correction: state the PUE assumption, period and boundary.
- Error: estimating servers, racks or cloud instances from MW alone. Correction: obtain hardware, utilization, density and redundancy assumptions.
- Error: comparing a planned project with an operating facility. Correction: compare status, ready dates and deliverable contracts.
- Error: assuming a landlord can shift a tenant’s workload. Correction: separate facility controls from customer-managed IT and applications.
Worked interpretation
Case A: 24 MW rated IT load
With an assumed PUE of 1.25, the illustrative facility demand is 30 MW. With an assumed PUE of 1.40, it is 33.6 MW. Neither result states how much is occupied, contracted or presently drawn.
Case B: 24 MW total facility power
At an assumed PUE of 1.25, the illustrative IT share is 19.2 MW. The actual share depends on the facility’s measured PUE and operating conditions.
Case C: 24 MW utility connection
The connection indicates an electrical supply limit. It does not establish rated IT load, cooling capacity, redundancy or customer-ready power. Those must be documented separately.
