99.99% gate fidelity means an average infidelity of 0.01%, or 10−4, for the operation under a specified fidelity definition and test protocol. As a rough translation, a gate at that level has about one error per 10,000 applications on average. It is an important component target—close to the per-gate error scale often discussed for scalable architectures—but it does not mean that a processor can run a 10,000-gate algorithm reliably, nor that the machine is fault tolerant.
The practical result depends on the gate type, benchmarking method, two-qubit performance, measurement and reset, calibration stability, crosstalk, leakage and error correction. A single-qubit number is only one measurement of a much larger system.
What the 99.99% figure actually measures
Fidelity describes how closely a real quantum operation matches its intended operation. A reported fidelity of 0.9999 corresponds to an average error, or infidelity, of 1 − 0.9999 = 0.0001. Expressed as a percentage, that is 0.01%.
One error per 10,000 is an average, not a schedule
It is useful to say “about one error per 10,000 gate applications,” but this is a statistical interpretation. It does not predict that the 10,000th gate will fail, or that every block of 10,000 gates contains exactly one error. Errors can cluster, vary between qubits, depend on the neighboring gates and change as the device drifts.

Average fidelity is not the worst case
Most headline gate numbers are average metrics over input states or over randomized sequences. They do not automatically provide a worst-case guarantee for every state, operation or entangled input. Worst-case measures such as diamond-norm error can rank devices differently from average gate fidelity. A comparison is meaningful only when the fidelity definition, protocol and uncertainty interval are also stated.
How errors accumulate in a circuit
If every operation had an independent, identical 99.99% chance of success, the probability that a circuit of N operations succeeds would be approximately (0.9999)N. The resulting values are mathematical illustrations, not a forecast for a particular processor.
| Operations | Approximate all-success probability | Interpretation under the independent-error model |
|---|---|---|
| 1,000 | 90.5% | About one chance in ten that at least one operation is wrong |
| 10,000 | 36.8% | Most runs contain one or more operation errors |
| 50,000 | 0.67% | An uncorrected circuit is very unlikely to complete perfectly |
Real circuits depart from this simple model. Two-qubit gates may be less accurate than single-qubit gates, and errors can be correlated across a layer. Leakage can move a qubit outside the computational states, crosstalk can make one gate disturb another, and calibration drift can make the error rate change during a run. Measurement and reset failures also matter even if every unitary gate meets the advertised number.

Is 99.99% gate fidelity good?
For an individual gate, 99.99% is high. The 2007 randomized-benchmarking work hosted by the U.S. National Institute of Standards and Technology (NIST) described desirable error probabilities for scalable quantum computing as being on the order of 0.0001. That makes 10−4 a relevant engineering scale, not a universal pass/fail line.
Whether it is “good” depends on what is being measured:
- Single-qubit versus two-qubit: single-qubit operations are usually easier to control. Algorithms consume entangling gates, so a lower two-qubit fidelity can dominate the circuit error budget.
- Isolated gate versus circuit layer: simultaneous operations can interfere through crosstalk. A processor-level layer metric can reveal effects hidden by an isolated gate test.
- Average versus worst case: an average of 99.99% does not rule out a small set of states or pulses with substantially larger errors.
- Physical versus logical: physical fidelity describes hardware before error correction; logical fidelity describes an encoded operation after error correction and decoding.
Why 99.99% does not mean fault tolerant
Fault tolerance requires more than a low physical error rate. An error-correcting code must detect and correct faults while the encoded computation continues. The relevant test is whether the logical error rate falls as code distance or other protection resources increase.

Physical gates and logical gates are different objects
A logical gate is built from many physical operations, ancilla preparation steps, syndrome measurements, resets and decoding decisions. If those components are noisy, encoding can add more opportunities for failure than it removes. A machine has demonstrated useful error correction only when added protection produces a lower logical error, not merely when one physical gate has a large fidelity percentage.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThresholds are not operating targets
Knill’s 2005 summary explained that theoretical thresholds for independent errors could be well above 3%, but the resource overhead at such high rates would be excessive. The same analysis estimated that about 1% error per gate could support non-trivial algorithms with resources comparable to digital computers under its assumptions. Those threshold figures are theoretical, code- and noise-model-dependent limits; they are not evidence that a current processor with 1% or 0.01% physical errors is automatically practical.

| Result | Reported value | What it represents |
|---|---|---|
| NIST, 2016, 9Be+ ions | Error per gate 3.7(3) × 10−5 | Approximately 99.9963% fidelity under the reported metric for the measured single-qubit operations |
| IBM Research, 2016 | 0.9995 ± 0.0002 | Benchmarked single-qubit gate fidelity, equivalent to about 99.95% before considering the stated uncertainty |
| NIST, 2007 publication | Error scale around 0.0001 discussed as desirable | A context for scalable architectures, not a certification of any particular processor |
The NIST ion result is a single-qubit measurement under its stated experimental conditions. The IBM result includes an uncertainty interval and was obtained with randomized benchmarking. Neither number can be substituted for a two-qubit, processor-wide or algorithm-level fidelity.
How randomized benchmarking produces a gate number
Randomized benchmarking (RB) applies sequences of randomly selected gates, followed by an operation intended to invert the sequence. The decay in success probability as sequence length increases estimates an average error while reducing dependence on perfectly characterizing state preparation and measurement. Long random sequences also expose error accumulation that a single calibration pulse may hide.
What iterative randomized benchmarking adds
Iterative randomized benchmarking can separate coherent, unitary errors—such as a repeatable over-rotation—from non-unitary errors such as decoherence. IBM reported this method alongside its 0.9995 ± 0.0002 single-qubit result. Separating these components matters because coherent errors can add systematically in a circuit, whereas some stochastic errors average out differently.

Why one benchmark cannot answer every question
A single-qubit RB result is not interchangeable with a two-qubit RB result, process tomography, cross-entropy benchmarking or a processor-wide metric. NIST’s multiqubit protocol evaluates Clifford operations and separately extracts the error of a two-qubit phase gate. Each protocol samples different operations and makes different assumptions.
When comparing claims, record the sequence lengths, confidence interval, qubits tested, simultaneous-gate conditions and whether leakage, crosstalk, drift, measurement and reset were included. Without those details, two percentages may look comparable while measuring different failure modes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Layer fidelity and the circuit view
Processor users do not run isolated gates; they run layers of simultaneous operations. IBM’s layer-fidelity framing is intended to represent those circuits and expose qubit quality, gate quality and crosstalk at processor level. A layer result can therefore be more informative for scheduling a real workload than the best isolated single-qubit number.
For example, a compiler may place several pulses next to one another to shorten a circuit. If simultaneous execution causes crosstalk, the effective layer fidelity can be much lower than each gate’s isolated RB value. Conversely, a longer schedule with fewer simultaneous operations may improve the algorithm’s measured output even though it uses more clock cycles.
How to estimate whether a circuit is feasible
- Count operation types. Separate one-qubit gates, entangling gates, measurements, resets and any repeated state-preparation steps.
- Use the matching error data. Apply two-qubit results to two-qubit gates and layer or simultaneous-gate results to parallel layers. Do not use a single-qubit headline as a substitute.
- Calculate a first-order budget. For independent small errors, add the relevant error probabilities as an initial estimate, or multiply success probabilities when a more explicit model is useful.
- Test sensitivity to correlations. Recalculate with extra terms for leakage, crosstalk, drift and calibration uncertainty. These effects can dominate the independent-error estimate.
- Check the correction strategy. If the circuit is too deep for physical execution, determine whether an error-correcting code, mitigation method or a shallower decomposition changes the requirement.
- Validate on the target processor. Run representative layers or application circuits, not only calibration benchmarks, because compilation, connectivity and scheduling alter the error pattern.
What a practical quantum computer needs beyond 99.99% gates
- Reliable entangling operations: useful algorithms require interactions between qubits, and their errors often set the dominant budget.
- Stable calibration: a gate that reaches 99.99% briefly is less useful if drift quickly degrades it during a workload.
- Low measurement and reset error: mid-circuit correction depends on accurately reading and reinitializing qubits.
- Sufficient connectivity: excessive routing adds swap operations, increasing depth and exposure to error.
- Suppression of correlated faults: common-mode disturbances can defeat assumptions that errors occur independently.
- Scalable control and decoding: error correction requires fast, dependable electronics and a decoder that turns syndrome data into corrections.
- Demonstrated logical improvement: the strongest evidence is a logical error rate that decreases as protection resources, such as code distance, increase.
A practical way to read a 99.99% claim
Ask six questions before drawing a conclusion:
- Is the result for one qubit, two qubits or a complete processor?
- Is it average gate fidelity, a worst-case bound or another metric?
- Which randomized-benchmarking or other protocol produced it, and over what sequence lengths?
- What uncertainty or confidence interval accompanies the number?
- Were leakage, crosstalk, drift, measurement and reset errors included?
- Has error correction been demonstrated with logical error decreasing as code distance increases?
If the answer to the last question is no, treat 99.99% as a physical component specification rather than a claim of fault-tolerant computing. It can support shallow experiments and, when combined with strong two-qubit operations and careful compilation, improve useful circuit depth. It does not by itself establish that long algorithms will finish correctly.
Bottom line for practical computing
A 99.99% gate has an average infidelity of 10−4, a scale identified in NIST discussions as relevant to scalable architectures. Under an ideal independent-error model, that still leaves only about 36.8% probability that 10,000 operations all succeed. Real devices add nonuniform gates, correlated noise, leakage, crosstalk, drift, measurement and reset errors. Practical quantum computing therefore depends on the entire stack—especially two-qubit and layer performance, stable calibration, connectivity and error correction that demonstrably lowers logical error.
