700 TOPS means a theoretical peak of 700 trillion AI operations per second. It is a measure of an accelerator’s maximum arithmetic throughput, usually for an NPU, GPU, or a combined CPU/GPU/NPU system. It is not a promise that an AI model will answer at 700 trillion operations per second, generate a fixed number of tokens, or deliver a particular battery life.

To judge a device with a 700-TOPS specification, first establish whether the figure is dense or sparse, which numerical precision it uses, and which processors are included. Then look for workload measurements such as time to first token, tokens per second, image latency, inferences per second, memory bandwidth and performance per watt.

What 700 TOPS actually measures

TOPS is short for tera-operations per second. One tera-operation is one trillion operations, so 700 TOPS represents 700 trillion arithmetic operations at the stated peak rate. In AI hardware, an operation commonly refers to a basic step such as a multiplication or addition in a neural-network calculation.

The number is normally calculated from the accelerator’s arithmetic units, their operating frequency and the precision at which they work. It is therefore a ceiling under specified conditions, not an application-level speed rating. A model may use only part of the available arithmetic, wait for data to arrive from memory, or run through software that does not use the accelerator efficiently.

There is no single product universally defined by “700 TOPS.” The phrase can describe a proposed or advertised system rating, and different vendors can count operations differently. Treat it as a specification to investigate rather than as a benchmark result.

Three details that determine whether 700 TOPS is comparable

Dense versus sparse TOPS

Dense TOPS counts the operations performed when the model’s values are processed normally. Sparse TOPS assumes that some values can be skipped through a supported sparsity pattern. Qualcomm gives a simple example: a processor capable of 50 dense TOPS can be presented as 100 sparse TOPS when using 2:4 structured sparsity, where two of every four values are treated as zero.

That means a 700-sparse-TOPS claim is not automatically twice as capable as a 350-dense-TOPS claim. The model, compiler and runtime must support the stated sparsity pattern, and the comparison must use the same counting convention.

Specification wording What it counts What you need to verify
700 dense TOPS Peak operations without a sparsity multiplier Precision, clock conditions and whether the figure is NPU-only or combined
700 sparse TOPS Peak operations including an allowed sparsity assumption Supported 2:4 or other pattern, model compatibility and the equivalent dense figure
700 TOPS, type not stated Ambiguous headline value Request the vendor’s test definition before comparing it

Precision: INT4, INT8, FP16 and other formats

TOPS is meaningful only with its numerical format. AI accelerators may report INT4, INT8, FP16 or another precision. Lower-precision arithmetic can allow more operations per second, while higher precision can consume more memory and compute resources. A 700-INT8-TOPS figure and a 700-FP16-TOPS figure should not be treated as equivalent evidence for a particular model.

Match precision on both sides of a comparison. If a vendor quotes 700 TOPS at INT4 and another quotes 100 TOPS at FP16, the numbers do not establish a five-to-one real-world advantage. The model’s quantization, accuracy requirements and software kernels decide which format is actually used.

NPU-only or an aggregate system figure

Some specifications describe only the NPU. Others add theoretical capability from the NPU, GPU and CPU. An aggregate figure can be useful for describing the whole platform, but it does not mean that one model can simultaneously consume every unit at the quoted rate.

Why 700 TOPS does not guarantee a particular AI speed

Peak arithmetic is only one part of an inference pipeline. Qualcomm describes TOPS as one piece of the performance puzzle and recommends checking inferences per second, performance per watt, memory-bandwidth use, time to first token and time per output token. Those measures describe what a user experiences more directly than a peak total.

Memory can be the bottleneck

Large language models repeatedly move weights and activations through memory while generating text. If memory bandwidth is insufficient, the accelerator can sit idle even though its arithmetic peak is high. Context length, model parameters, quantization and batch size all change the amount of data that must be moved.

For this reason, two devices with similar 700-TOPS ratings can produce different token rates. A smaller model with a short context may fit efficiently in local memory, while a larger model may spill data between memory levels or fall back to a slower processor.

Software determines which hardware is used

An NPU must be specifically programmed for a model and framework. Microsoft notes that NPU hardware alone does not provide local inference support; compatible software and execution providers are required. Unsupported layers can be sent to the CPU or GPU, introducing transfers and reducing the benefit of the NPU.

Sustained performance is different from a short peak

Thermal design, cooling, power management and battery capacity affect how long a system can maintain its initial speed. Microsoft identifies those factors, along with how work is divided among the CPU, GPU and NPU, as determinants of sustained AI performance. A thin, fanless computer may briefly approach its peak and then reduce clocks to control temperature, while a larger design may sustain a higher fraction of its rating.

How 700 TOPS compares with 40 TOPS and 45 TOPS

Microsoft’s Copilot+ guidance requires an NPU capable of more than 40 TOPS. Qualcomm’s 2024 explanation describes Snapdragon X systems with a 45-TOPS NPU. Against those published thresholds, a genuine 700-TOPS NPU would have substantially more stated peak throughput: 17.5 times 40 TOPS and about 15.6 times 45 TOPS.

Reference point Published figure What the comparison tells you
Microsoft Copilot+ NPU requirement More than 40 TOPS A 700-TOPS NPU is far above the stated eligibility threshold
Qualcomm Snapdragon X NPU description (2024) 45 TOPS 700 TOPS is about 15.6 times the quoted peak, if both use the same dense/sparse and precision definitions
Hypothetical 700-TOPS device 700 TOPS High theoretical headroom, but no guaranteed latency, compatibility or battery result

The ratios are valid only after normalizing the definitions. If the 700 figure is sparse and the 40- or 45-TOPS figure is dense, the arithmetic comparison overstates the practical difference. The Microsoft threshold also establishes a class requirement, not a promise that every feature runs faster as TOPS increases.

Is 700 TOPS fast enough for local AI?

For many on-device workloads, a properly supported 700-TOPS accelerator would provide ample theoretical headroom. It could be suitable for image classification, camera effects, speech enhancement, transcription, background removal and other models designed for efficient edge inference. Actual responsiveness still depends on the model and implementation.

Small vision and audio models

These workloads often process fixed-size inputs and can achieve high inferences per second when their operators are supported by the NPU. Ask for measured images per second or audio frames per second, along with latency and power draw, rather than inferring those values from TOPS.

Generative image and video features

Diffusion and video models require repeated passes and substantial memory traffic. Resolution, number of denoising steps, precision and whether portions of the pipeline run on the GPU can dominate completion time. A 700-TOPS claim does not specify how many seconds an image or video frame will take.

Large language models

700 TOPS does not translate to a fixed model size or token rate. A model’s parameter count, quantization, context window, cache behavior, memory capacity and bandwidth matter. A model can run locally yet generate tokens slowly if it exceeds the efficient memory footprint or uses unsupported operators. Validate with time to first token and sustained tokens per second for the exact model and context you intend to use.

A practical method for evaluating a 700-TOPS device

  1. Identify the counted unit. Confirm whether 700 TOPS belongs to the NPU alone or combines the NPU, GPU and CPU.
  2. Normalize dense and sparse reporting. Ask whether the number is dense or includes a sparsity multiplier such as 2:4.
  3. Match precision. Compare INT4 with INT4, INT8 with INT8 and FP16 with FP16. Record the precision used by your model.
  4. Check memory resources. Note system memory capacity, memory bandwidth, shared versus dedicated memory and whether the model fits without frequent transfers.
  5. Verify software support. Confirm the operating system, framework, model format, compiler and execution provider that can use the NPU.
  6. Find workload measurements. Prefer latency, time to first token, output tokens per second, images per second, inferences per second and performance per watt for your target model.
  7. Check sustained behavior. Look for test duration, temperature, fan mode, plugged-in or battery operation and power limits. A short burst result is not the same as an all-day workload.
  8. Reproduce the configuration. Record model version, parameter count, quantization, context size, batch size, driver and software versions so that competing results are comparable.

Does more TOPS mean better battery life?

No. A higher peak can improve efficiency if it completes a task quickly and then returns the system to a low-power state, but it can also draw more power during sustained computation. Battery life depends on the accelerator’s efficiency, memory traffic, display and platform power settings, thermal design, battery capacity and how often AI work runs.

Use performance-per-watt or joules per task when battery impact matters. A device with fewer TOPS may finish a light model efficiently, while a high-TOPS system may be preferable for a demanding model if it completes the work substantially sooner. Without an energy measurement for the same workload, TOPS alone cannot determine battery life.

What a useful benchmark report looks like

Look for a report that names the exact hardware, model, precision, context, batch size, software stack and test date. It should separate startup latency from steady-state generation and disclose whether the device was plugged in or operating on battery.

Intel’s MLPerf Client v0.6 announcement provides the kind of workload-level evidence to seek. On its tested Core Ultra system, it reported 1.09 seconds to first token and 18.55 tokens per second, with measurements dated April 28, 2025 and configuration details for an ASUS Zenbook S 14. Those results describe that tested configuration and workload; they are not a conversion rule for 700 TOPS or a guarantee for another model.

Metric What it answers Why it matters
Time to first token How quickly text begins appearing Captures prompt processing and startup delay
Tokens per second How quickly output is generated Shows sustained conversational responsiveness
Inferences or images per second How many completed predictions fit in a period Useful for vision, audio and batch workloads
Latency How long one request takes Important for interactive camera, voice and control applications
Performance per watt Work completed for a given energy budget Connects speed with heat and battery use

Common mistakes when reading a 700-TOPS specification

  • Comparing unlike precisions: An INT4 number is not directly comparable with FP16.
  • Ignoring sparsity: A sparse headline may rely on a model structure your software does not use.
  • Assuming aggregate means simultaneous: Combined CPU, GPU and NPU TOPS may not be available to one model at once.
  • Equating arithmetic with memory speed: Bandwidth and cache behavior can limit token generation.
  • Using a threshold as a benchmark: Exceeding the 40-TOPS Copilot+ requirement indicates hardware eligibility, not universal feature performance.
  • Overlooking fallback execution: Unsupported operators can move to the CPU or GPU and change latency and power draw.
  • Reading a burst result as sustained: Thermal throttling and power limits can reduce long-running throughput.
  • Expecting a model-size conversion: There is no universal relationship between TOPS and the largest language model a device can run.

What to ask before buying or deploying

  • Is the 700-TOPS figure dense or sparse, and what sparsity pattern is assumed?
  • Which precision produces the rating?
  • Does it describe the NPU alone or an aggregate of several processors?
  • What memory bandwidth and capacity are available to the accelerator?
  • Which frameworks and execution providers support the NPU?
  • Are benchmark results available for the exact model, quantization and context length?
  • Do the results include time to first token, steady-state throughput, latency and energy use?
  • Were tests run on battery, and how long was the workload sustained?
  • Which operators fall back to the CPU or GPU?

The bottom line on 700 TOPS

700 TOPS is an impressive theoretical throughput figure and would sit well above Microsoft’s published 40-TOPS Copilot+ NPU requirement and Qualcomm’s cited 45-TOPS Snapdragon X NPU figure. It is useful for screening hardware, but it cannot by itself predict local AI speed, supported features, model size or battery life. Make the purchase or deployment decision from normalized specifications and workload measurements that match your model, precision, software stack and thermal conditions.
