London’s first app-booked robotaxi service is expanding under a limited trial, but drivers, unions and politicians are demanding tighter controls before fully driverless cars become routine. Wayve’s partnership with Uber has attracted more than 100,000 people to a London waitlist, while major questions about regulation, jobs, safety, accessibility and congestion remain unresolved.
What is happening in London
Wayve has partnered with Uber to supply London’s first autonomous cabs for hire. The initial service is limited and still places a human safety driver in the front seat. The first UK services began in September 2026, and more than 100,000 people were on Uber’s London waitlist afterward.
That makes the current rollout a controlled introduction rather than proof that London has moved to fully driverless taxis. The safety driver remains part of the operating model, and the scale, coverage and timetable for expansion have not been established publicly.

Why drivers and unions are opposing the rollout
Drivers fear permanent loss of income
App-based drivers say an autonomous vehicle could compete with them continuously, without fatigue or limits on working hours. Abdurzak Hadi, the London chair of the App Drivers and Couriers Union (ADCU), said he was “thinking about competing with a machine that’s not going to get tired, and could work 24 hours a day.”
Florentina Ghiuzan, an Uber driver from Essex, said: “I think we should all be worried.” She also said she was shocked that Transport for London had approved the service so soon, adding that she expected change but thought it would come with a solution for existing drivers.
Faisal Osman, another Uber driver, said the rollout could “decimate the livelihoods of many people including me” and that he wanted authorities to reject it. The ADCU planned protests outside Wayve’s headquarters and depot.

The employment numbers are projections, not measured losses
A 2026 report from the Centre for British Progress said more than 400,000 UK drivers, including 121,000 in London, could soon find “much of this work obsolete.” Those figures describe a potential future impact identified by the report; they do not show that 400,000 jobs have already disappeared or establish how quickly adoption will occur.

GMB representative Mark Betteridge said workers should help shape the transition because drivers understand the practical effects of change. He said drivers were asking for “some sort of transition plan” rather than being left to absorb the consequences alone.
Who regulates robotaxis in London?
Responsibility is split between city and national authorities. TfL currently licenses passenger services. The UK government decides whether autonomous vehicles may operate, and for a fully autonomous service the Department for Transport would issue permits.
TfL could grant or refuse consent for such a service, but under the proposed framework it would not regulate day-to-day use on London streets. That division is central to the criticism: local politicians would have a say over consent while lacking direct operational control once a permit had been issued nationally.
Roads minister Justin Madders acknowledged the concern about worker impacts, saying government had sometimes failed to plan for how technological change affects workers and that ministers were committed to avoiding that outcome this time.

Safety, accessibility and congestion are still open questions
The London Assembly transport committee said there was “considerable uncertainty around many of the claimed benefits of autonomous passenger vehicles.” Its concerns include possible effects on public transport and congestion, passenger safeguarding and accessibility for disabled people.
Those are questions about real-world outcomes, not simply whether a vehicle can complete a journey. The current evidence does not establish that robotaxis will reduce congestion, improve public transport, make journeys safer or provide better access for disabled passengers.
London is also a demanding test environment. Its streets can be narrow, twisting and disorderly, with road-user behaviour that differs from the broad, regular grids common in some US cities. Performance in another market would not by itself demonstrate how a service will behave across London’s varied roads.

What the companies say
Uber says drivers and automated vehicles are expected to grow side by side for “quite some time,” arguing that autonomous vehicles could offer benefits to cities. The company has announced plans to deploy 100,000 Nvidia robotaxis worldwide starting in 2027, and executives have discussed all new cars being autonomous by 2040.

Those are company plans reported by The Guardian, not independently verified outcomes. They indicate the scale of the ambition, but they do not establish that the targets will be met or that London will adopt the same timetable.
Wayve says the technology could support safer and more accessible journeys if introduced responsibly and in partnership with the city. That is a stated expectation, not a measured result from the London rollout.

Set measurable public-interest tests
Before expansion, authorities could require published evidence on collision performance, emergency response, passenger safeguarding, wheelchair and other accessibility needs, effects on bus and taxi demand, and whether vehicle numbers add to or reduce congestion. The Assembly committee’s concerns show why claims of benefit need London-specific measurements.

Residents need to know which authority handles complaints, suspends a service, investigates incidents and enforces accessibility or safeguarding rules. A permit system that separates national approval from local street-level oversight should make those responsibilities explicit.

Provide a worker transition plan
Drivers and unions are asking for more than consultation after decisions are made. A transition plan could address notice, retraining, access to new roles, income protection and the pace at which autonomous vehicles are allowed to displace human driving work. The details have not yet been set out.
Start with limits that can be revised
Because the current service is limited and still uses a safety driver, authorities can tie expansion to independently checked milestones rather than treating the first deployment as an automatic path to full autonomy. Geographic limits, operating hours, fleet caps and regular public reporting would give London a way to pause or change the programme if harms emerge.
What happens next
The immediate question is not whether robotaxis will exist in London—they already have a limited presence—but whether the city permits expansion before the unresolved effects are understood. The next significant decisions will involve the Department for Transport’s permit framework, TfL’s consent, evidence from the initial service and any employment safeguards agreed with drivers and unions.

The strongest case for limits is that London can test the technology without surrendering control over its transport goals or leaving drivers without a transition plan.
