Horse Heaven Wind in Washington is required to monitor pronghorn before construction and during operation. The pre-construction work is meant to establish a baseline for seasonal occurrence and use, so later monitoring can identify possible changes. It does not show that turbines have already altered pronghorn movements at the site; that question remains open until project-specific results are available.
What the Horse Heaven monitoring is designed to find out
The Washington Energy Facility Site Evaluation Council (EFSEC) describes Horse Heaven Wind as awaiting construction. Under the project’s site certification agreement, required plans and authorizations must be approved before work begins. EFSEC’s project records include a pronghorn study plan and a collaring protocol, though the available project information does not establish the final approved sample size, collar schedule, or complete methods. EFSEC’s Horse Heaven project page is the place to check for current project status and documents.
The project’s Spec-13 mitigation calls for monitoring seasonal pronghorn occurrence and use before construction and during operation. The aim is to document possible changes in presence, abundance, and habitat use, then use findings to develop adaptive management measures. EFSEC review material also describes limiting fencing where feasible and tracking details of observations. The review presentation is a dated description; the latest approved plans and agency documents govern the actual protocol. EFSEC’s environmental review presentation describes the mitigation measure.
Why collect a baseline first?
Pre-construction observations provide a reference point for comparison with later observations during construction or operation. They can help investigators assess whether patterns in seasonal use have changed, but a baseline alone cannot establish what caused any later difference. A local turbine effect should not be reported as a finding unless project-specific post-construction evidence supports it.

What studies elsewhere suggest—and what they cannot prove about Washington
Studies in Wyoming provide relevant context, not a forecast for Horse Heaven. Their findings show that pronghorn can continue moving through wind facilities while changing some behaviors, and that responses may differ by season, individual, and year.
Migration responses in a 2023 Wyoming study
A U.S. Geological Survey-indexed study published in 2023 analyzed 286 migration sequences from 117 GPS-collared female pronghorn in south-central Wyoming: 121 spring migrations, 123 fall migrations, and 42 facultative winter migrations. The researchers reported that animals continued migrating through wind-energy facilities but made behavioral adjustments relative to turbines. For example, they avoided turbines when selecting spring and winter stopover sites and selected sites farther from turbines at a fine scale in those seasons. They moved faster near turbines in spring and more slowly near them in fall, while route fidelity relative to turbines under construction declined in spring and fall. In that study’s analysis, increasing distance from a turbine from 0 to 1 kilometer corresponded to a 33% increase in the relative probability of selecting a spring stopover site and a 300% increase in winter. These figures describe relative stopover-site selection probabilities in that study; they are not increases in pronghorn populations or migration numbers, and they should not be generalized to Horse Heaven.
Space use and habitat selection in a 2021 Wyoming study
A separate USGS-indexed study published in 2021 tracked 166 pronghorn over five summers and 142 over five winters. Fine-scale habitat selection varied among animals and years. Effects were not consistently negative across years, although avoidance of wind facilities was apparent for some individuals nearby. The result cautions against treating either avoidance or no effect as a universal response. The USGS-indexed 2021 study reports the findings.

How to interpret future Horse Heaven results
Any later report of change will be easier to assess if it identifies what was measured and when. Presence, abundance, habitat selection, route fidelity, and movement speed are different outcomes; a change in one does not automatically establish a change in the others.
- Compare periods: distinguish the pre-construction baseline from observations during construction or operation.
- Separate seasons: spring, summer, fall, and winter patterns may differ.
- Identify the outcome: note whether a result concerns occurrence, abundance, habitat use, migration route, or speed.
- Keep geography and study design in view: Wyoming findings can inform questions to examine, but they are not direct evidence of effects in Washington.
EFSEC’s records and approved project documents are the relevant sources for the current protocol and status. Both can change as approvals proceed, so the agency’s project records should be consulted for the latest information.
