Yes. Android began as a concept for connected digital cameras, with an online service for storing photos and video. Co-founder Andy Rubin later said the team shifted toward phones after deciding the digital-camera market was too small. That account describes Android’s early concept—not the mobile operating system it became.
What was Android originally designed to do?
Andy Rubin and his team initially envisioned software for digital cameras that could connect to the internet. The proposed platform included cloud storage for images and video, according to accounts of Rubin’s later remarks. Android was not yet being presented as a smartphone operating system.
Android Authority’s 2020 account of Rubin’s 2013 remarks and DPReview’s contemporaneous 2013 report describe that camera-first idea. The reports attribute the story to Rubin; the primary interview transcript or recording is not established here. Android Authority’s account and DPReview’s report provide the published accounts.
Why did the idea shift from cameras to phones?
Rubin’s reported explanation was that the team judged the digital-camera market too small to support the idea. The relevant distinction is that this was the team’s assessment, as recounted by Rubin—not an independently established market-size finding. No specific market statistic or settled date for the pivot is established by these accounts.

How did Android become a mobile operating system?
Google’s account places Rubin’s mobile-platform pitch in 2004. In a March 13, 2013 post, Google CEO Larry Page said he and Sergey Brin first heard about Android when Rubin visited Google in 2004. Page described Rubin’s idea as using standards around an open-source operating system to encourage innovation across the mobile industry. Page’s account on Google’s blog documents that meeting and the mobile vision.
The camera concept and Google’s account describe separate stages: Rubin later recounted an earlier product direction, while Page’s post describes the open mobile-platform idea presented to Google in 2004. Together, they show a change in intended device and purpose without establishing an exact date for the transition.

What Android was intended to be after the pivot
The Android Open Source Project describes Android as an open-source software stack for mobile phones and other devices. Its stated goal is to provide an open platform for carriers, manufacturers, and developers. That is a broader role than the initial camera-focused concept, which centered on connecting cameras and storing their media. See the project’s Philosophy and Goals.
