A warehouse management system (WMS) coordinates work and inventory inside a warehouse: receiving, put-away, location control, picking, packing and shipment preparation. A transportation management system (TMS) coordinates freight between locations: carrier and rate selection, routing, load planning, tracking, documents and freight settlement. They are different operating systems, not mutually exclusive alternatives. Many companies connect them at the point where a packed order becomes a transport load.
WMS and TMS at a glance
The simplest test is to ask what is being moved and where the operational decision occurs. A WMS directs people, equipment and stock within a facility. A TMS plans and controls the movement of freight on a road, rail, air, ocean or multimodal network. An enterprise resource planning (ERP) or order system normally supplies the commercial order and financial context, while the WMS and TMS execute different physical parts of the journey.
| Question | Warehouse management system (WMS) | Transportation management system (TMS) |
|---|---|---|
| What does it coordinate? | People, inventory, equipment and tasks inside a warehouse or distribution center. | Freight movement, carriers, routes, loads and transport events between locations. |
| Typical work | Receiving, inspection, put-away, location assignment, replenishment, picking, packing, cycle counting and warehouse dispatch. | Carrier and rate comparison, booking, mode and route selection, consolidation, load optimization, tracking, freight documentation and settlement. |
| Main operating view | Locations, stock status, work queues, waves, labor and mobile scanning. | Orders, deliveries, shipments, loads, carriers, rates, routes, milestones and freight cost. |
| Primary question | “Where is the inventory, and what task should happen next in this facility?” | “How should this freight move, with which provider, and what is its status and cost?” |
| Typical boundary | Creates or confirms the warehouse shipment, labels and dispatch information, then sends the relevant load data outward. | Plans and executes transport from an order or delivery and returns booking, event, delivery and cost information. |
The boundary is functional rather than universal. Products can include overlapping features, and an implementation may combine modules. The reliable distinction is the operation each system is responsible for coordinating.
What does a WMS do?
A WMS turns an expected receipt or customer order into directed, traceable work in a facility. It maintains inventory at a finer level than a general ledger or many ERP inventory modules: warehouse, zone, aisle, rack, bin, license plate, lot, serial number, status and handling unit can all matter. The exact granularity depends on the product and configuration.

Receiving and inbound control
Inbound documents such as purchase orders, transfer orders or advance shipping notices give the WMS an expectation. At the dock, workers scan or enter the arrival, identify items and quantities, record damage or discrepancies, and capture lot, serial or expiry data where required. The system can create receipt records, direct quality or inspection steps and make accepted stock available only after the configured checks are complete.
Put-away and location management
After receipt, the WMS chooses or confirms a storage location according to rules such as product dimensions, temperature, hazard class, velocity, ownership, lot rotation or available capacity. A mobile workflow can tell a worker what to move and where to place it, then confirm the move by barcode, RFID or manual entry. Because each movement is recorded, the system can distinguish available, damaged, quarantined, allocated and picked stock rather than showing one undifferentiated quantity.
Inventory accuracy and replenishment
Location-level balances support directed replenishment from reserve storage to forward pick faces, cycle counts, stock adjustments and investigation of discrepancies. Counting can be scheduled by item value, movement frequency or risk instead of waiting for one disruptive physical inventory. Serial-, lot- and expiry-controlled operations require the WMS to enforce the relevant capture and allocation rules at each step.

Picking and work direction
For outbound orders, a WMS allocates inventory and creates work for single-order, batch, zone, cluster, wave or continuous picking, depending on the operation. It can sequence tasks, enforce travel or equipment rules, and prevent a worker from picking the wrong item, lot or quantity. Scanning on a handheld, wearable or arm-mounted device is a common way to confirm each action; compatibility is specific to the WMS, mobile client and deployment.
Packing and shipment preparation
At packing, the system can verify contents, choose or recommend a carton, capture dimensions and weight, print labels and packing documentation, and close the handling unit. It may create the warehouse shipment or delivery record and communicate package, quantity and readiness information to an ERP, order platform or TMS. Whether a particular WMS rates postage or books a carrier is product- and integration-dependent; those decisions are commonly handled by transport software or a parcel platform.
Labor, equipment and compliance workflows
Many WMS products assign work by skill, priority, zone or equipment and record task times for operational analysis. They can support forklifts, conveyors, automation interfaces, dock appointments, cross-docking and value-added services. These functions do not turn a WMS into a complete transport-planning system: they optimize activity within the facility and at its immediate shipping interface.
What does a TMS do?
A TMS starts with freight demand—orders, deliveries, warehouse shipments or transfer movements—and determines how that demand should travel. Its planning horizon can range from a same-day dispatch to a contracted, multi-leg network plan.

The system can compare contracted or spot rates, service commitments, accessorial charges, equipment requirements and carrier capacity. It may recommend road, rail, air, ocean or a combination, based on cost, transit time, customer promise, constraints and business rules. A booking sends the agreed shipment details to the carrier or broker and records the response.

Routing, consolidation and load optimization
Planning combines compatible shipments into loads, assigns stops, selects equipment and considers weight, volume, dimensions, delivery windows, driver or regulatory constraints and terminal schedules. Optimization can reduce empty space or unnecessary miles, but a mathematically efficient plan still requires operational validation: a carrier may lack capacity, a dock may be unavailable, or a product may require a particular handling method.
Transport execution and visibility
After tender or booking, the TMS records milestones such as accepted, picked up, departed, arrived at a terminal, out for delivery and delivered. Events may arrive through carrier messages, electronic data interchange, application programming interfaces, telematics or manual updates. Exception management highlights late pickup, missed appointments, temperature deviation, damage or an unplanned route so staff can intervene instead of discovering the problem at invoicing.
Documents and regulatory data
Transport workflows can produce or exchange bills of lading, shipping instructions, labels, customs information, proof of delivery and other documents. Required content varies by mode, country, commodity and contract. A TMS can centralize the shipment record, but it does not remove the shipper’s responsibility to provide accurate classification, values, addresses and regulatory declarations.
Freight cost, audit and settlement
Once a shipment is delivered, the TMS can compare an invoice with the planned rate, accessorials and recorded events, then approve, dispute or export the payable amount. Analytics can expose cost by lane, carrier, customer, mode or service level. Freight settlement is different from product inventory valuation: it concerns the cost of moving goods, not the quantity stored in a bin.
How the systems work together in one order
An end-to-end flow usually crosses an ERP or order system, a WMS and a TMS. The sequence below is common, but field names, ownership and timing depend on the products and deployment.
- Order and delivery creation: An ERP, commerce or order-management system records the demand, addresses, requested dates, lines and quantities.
- Warehouse planning: The WMS receives the expected work, allocates or reserves inventory according to warehouse rules, and schedules receiving or picking.
- Pick and pack: Workers execute directed tasks. The WMS confirms quantities, handling units, dimensions or weights and marks the shipment ready or partially ready.
- Transport planning: The TMS receives the shipment or delivery data, groups compatible demand, selects a mode and carrier, builds a route or load and tenders it.
- Dock handoff: The warehouse receives the load or appointment information needed to stage the right handling units. At dispatch, the WMS sends confirmation and the TMS records pickup or departure.
- In-transit events: The TMS collects carrier milestones and exceptions. Relevant status can flow back to the ERP, customer service system and, where configured, the WMS.
- Delivery and financial close: Proof of delivery and final transport charges return through the configured interfaces. The ERP can post financial results while the WMS retains shipment and inventory history.
For example, an external warehouse or third-party logistics provider may exchange receiving advice, shipment requests, receipt confirmations, shipment confirmations and inventory transactions with the owner’s systems. The exact message set and which application owns each field must be defined during integration design.
Where the boundary causes confusion
“Shipping” means two different things
In a WMS, shipping often means picking, packing, staging and confirming that goods have left the facility. In a TMS, shipping means arranging and monitoring the freight movement after a transport demand exists. A WMS can print a carrier label in some deployments; that does not make it a network-wide rate, capacity and route optimizer.
Inventory versus shipment status
The WMS answers whether ten units are available in bin B-14, allocated to an order or packed in carton C-22. The TMS answers whether the associated load was tendered, collected, delayed or delivered. Both systems may store a quantity or status, so integrations need a clear system of record and event definitions.

Storage mode can be used when you are out of range of Bluetooth and wireless connectivity. Supports storage of up to 100,000 barcodes. Note: Before use, you need to scan the corresponding setting barcode on the manual.
- 2600mAh Battery Upgraded: Continuous scanning up to 200,000 times on a full charge. After a full charge the scanner can be used for one month at least, even in warehouses and at pos checkout counters where scanners are frequently used. In libraries and hospitals it can be used even longer.
- Programmable Configuration: Add custom prefixes/ suffixes, delete characters, Add keyboard keys/ combinations (terminator TAB, CR&LF, Home etc.), Enable or disable the barcode type as you want. Buzzer can be set to mute to allow for a quiet operation.(Note: It does not work with square POS / Divalto / DoorDash / Lightspeed POS system)
Parcel, yard and dock capabilities
Parcel manifesting, yard management, dock scheduling and freight brokerage can be separate products, optional modules or capabilities inside a WMS or TMS. Do not infer inclusion from the acronym. Ask the supplier to demonstrate the exact workflow, interfaces and exception handling required at your facilities.
Which system addresses your problem?
| Your operational problem | Capabilities to prioritize | Likely starting point |
|---|---|---|
| Stock records are inaccurate by bin, lot or serial number. | Location control, scanning, cycle counting, status management and traceability. | WMS. |
| Pickers lose time searching, walking or correcting errors. | Directed work, allocation, wave or batch planning, replenishment and mobile confirmation. | WMS. |
| Receiving and put-away are slow or inconsistent. | Advance receipt visibility, dock workflows, inspection, capacity rules and put-away logic. | WMS. |
| Freight rates and carrier choices are managed in spreadsheets. | Rate management, tendering, carrier comparison, mode selection and booking. | TMS. |
| Loads have poor utilization or excessive miles. | Consolidation, multi-stop planning, equipment constraints and route optimization. | TMS. |
| Customers cannot see reliable in-transit status. | Carrier connectivity, milestones, exception alerts and proof-of-delivery capture. | TMS. |
| Freight invoices contain unexplained accessorials. | Contract rates, event-based validation, audit, dispute and settlement workflows. | TMS. |
| Both inventory execution and transport performance are weak. | Separate WMS and TMS capabilities with governed order, shipment, load and event integration. | Evaluate both, rather than forcing one product to own every process. |
The choice is not a vote for one acronym. Map the bottleneck, its measurable consequence and the users who must act. A small operation may meet its needs with an ERP module and carrier portals; a multi-site, high-volume network may need dedicated systems. There is no universal rule that every company needs both.
Data and integration questions to settle before buying
- Identifiers: Decide whether order, delivery, warehouse shipment, handling unit, load, booking and tracking numbers are separate keys and how they map.
- Quantity ownership: Define when inventory changes from available to allocated, picked, packed, staged and shipped, and which event posts each change.
- Timing: Specify whether the TMS plans before picking, after packing, or in a rolling process as cartons become available.
- Dimensions and weights: Establish the source of truth and a correction process for measured versus master-data values.
- Partial and split movements: Design messages for backorders, substitutions, split shipments, cross-docks, returns and canceled loads.
- Events and exceptions: Define which milestones flow back, acceptable latency, duplicate handling, retries and manual override rights.
- Third parties: Document interfaces with contract warehouses, carriers, brokers, marketplaces, parcel services and customs providers.
- Security and audit: Control who can alter rates, release inventory, override allocation, confirm loading or approve freight invoices.
Implementation checklist
For a WMS project
- Document every inbound, storage, replenishment, pick, pack, staging, dispatch, return and count path, including exceptions.
- Clean item, unit-of-measure, location, lot, serial, packaging and handling-unit data before configuration.
- Design mobile screens and scan points around the actual travel path; test poor connectivity and damaged labels.
- Set allocation, replenishment, rotation, quarantine and count policies with operations and compliance owners.
- Run volume, cut-off, peak-season, automation and recovery tests using realistic orders.
- Reconcile opening inventory and prove that receipts, moves, picks, shipments and adjustments post correctly to connected systems.
For a TMS project
- Build a lane, carrier, service, rate, surcharge, calendar and equipment master with effective dates.
- Define planning constraints: delivery windows, dock appointments, weight and cube, hazardous or temperature rules, geography and mode restrictions.
- Connect carriers and test tender acceptance, rejection, re-tender, cancellation and status messages.
- Validate planned versus actual pickup, delivery, accessorial and proof-of-delivery data.
- Configure invoice matching, dispute ownership, approval thresholds and export to accounts payable.
- Measure baseline cost, service, utilization and exception rates before judging improvement.
Common failure modes and practical fixes
The TMS plans freight that the warehouse cannot release
This occurs when transport planning uses order quantities without checking inventory allocation, pick completion, cartonization or dock capacity. Add a readiness status and agreed cut-off, or plan with provisional quantities and re-optimize when the WMS confirms the shipment.
Windows Errors? Fix Them Before They Spread

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThe WMS shows shipped while the carrier still has no freight
A warehouse shipment confirmation may mean “loaded and left the dock,” while the TMS or carrier uses “picked up” only after a scan or signed handoff. Map these events explicitly and expose both statuses rather than overwriting one with the other.
Rates are correct but invoices still fail
Check effective dates, fuel or accessorial rules, dimensional weight, currency, tax treatment, stop counts and the source of actual measurements. Preserve the planned quote and the final carrier charge so an auditor can see the variance.
Users bypass the system
Excessive scans, slow devices, missing exception paths or unrealistic master data drive workarounds. Observe the task at the dock and pick face, simplify screens, provide a controlled manual path and monitor unconfirmed movements.
Integration duplicates or loses messages
Use stable business keys, idempotent processing, acknowledgements, retry queues and reconciliation reports. A daily comparison of open orders, warehouse shipments, loads and delivered events catches silent gaps earlier than a customer complaint.

- WMS: receiving-to-availability time, put-away completion, inventory accuracy, pick accuracy, lines or units per labor hour, replenishment stockouts, order cycle time, packing error rate and dock-to-stock time.
- TMS: tender acceptance, cost per shipment or unit, on-time pickup, on-time delivery, planned-versus-actual miles, load utilization, exception rate, carrier performance and invoice variance.
- Cross-system: order-to-ship time, ready-to-load dwell, percentage of shipments with complete tracking, split-shipment rate, shipment-status latency and the time from delivery confirmation to financial close.
Vendor case studies should be treated as examples, not promises. SAP reports that its Celsa customer story achieved a 5% reduction in loading times and a 34% reduction in waiting times; those are vendor-reported outcomes for that implementation, not a typical or guaranteed result for every TMS deployment.
Can a company use WMS and TMS together?
Yes. Using both is often sensible when warehouse execution and transportation management are material, but neither system is automatically required. A WMS can improve location accuracy and throughput while a TMS improves carrier decisions, visibility and freight control. The value depends on clean master data, unambiguous event ownership and an integration that reflects the real dock and carrier handoff.
When evaluating products, request a complete scenario demonstration: an order arrives, inventory is allocated, a partial quantity is picked, cartons are measured, a load is built, the carrier rejects the tender, the shipment is re-planned, delivery is late and the invoice includes an accessorial. The system should show who acts, what record changes and which downstream application receives each event. That exercise reveals more than a feature checklist.

Is a WMS the same as an inventory management system?
No. Inventory management is one WMS responsibility, but a WMS also directs receiving, put-away, replenishment, picking, packing, labor and mobile warehouse work. An inventory module may track balances without directing those physical tasks.
Does a TMS replace an ERP?
No. An ERP commonly owns commercial orders, finance and broader business records. A TMS specializes in freight planning, execution, visibility and settlement, then exchanges the relevant order, delivery, status and cost data with the ERP.
Where should transportation planning occur if goods are still being picked?
That is an implementation decision. Some operations plan from orders in advance; others wait for packed dimensions and confirmed quantities. Define provisional-versus-ready statuses and a re-planning rule so the TMS does not promise freight the WMS cannot release.
Do all WMS products include carrier booking?
No. Some deployments offer parcel or shipping features, while others rely on a TMS, parcel platform or carrier portal. Verify the exact carriers, modes, rating rules, labels, documents and exception workflows supported by the version you would deploy.
