Keep control of warehouse data by defining which system owns each record, limiting who can change it, and proving that transactions reconcile across the WMS, ERP, and other connected systems before cutover. A reliable implementation also makes device use attributable, captures reviewable evidence, and rehearses failure and recovery scenarios. The exact migration order, configuration, acceptance thresholds, and legal obligations depend on your systems, workflows, organization, and jurisdiction.
1. Define the WMS boundary, data owners, and responsibilities
Start with a control plan before configuring the system. NIST SP 800-18 Rev. 2, published June 30, 2026, describes system plans as documenting a system’s purpose, control implementation status, responsibilities, and expected behavior for people who manage, support, or access it. It is general system-planning guidance, not a WMS implementation recipe, but the discipline applies: make the system boundary and accountability explicit.
Record which warehouses and processes are in scope, which services connect to the WMS, and who is responsible for operating and supporting each part. Include the ERP and, where applicable, warehouse control, transportation, identity, device-management, and reporting services. For the important records and transactions, designate the authoritative system and the role accountable for its accuracy.

- Name the business owner for inventory and other critical records, as well as the technical owner for each interface and configuration area.
- Document who approves access and configuration changes, who supports operations, and who reviews control evidence.
- Describe permitted data flows and expected behavior when a record is late, rejected, or corrected.
Clear ownership prevents two systems or teams from silently treating different versions of a balance or transaction as authoritative.

2. Design roles around warehouse work and risk
Translate actual duties into roles rather than granting broad access for convenience. A workable role model may distinguish workers, supervisors, inventory control, integration support, general support, and administrators; the exact boundaries depend on how the operation is organized.
NIST SP 800-171 Rev. 3 calls for allowing only authorized access needed for assigned tasks. Its least-privilege requirement states: “Allow only authorized system access for users (or processes acting on behalf of users) that is necessary to accomplish assigned organizational tasks.” Apply that principle to WMS screens, transactions, interfaces, and administration—not just login access.
- Grant each role only the functions its duties require.
- Separate sensitive responsibilities where practical, such as approving adjustments and performing them, or administering roles and reviewing access.
- Use individual identities for actions that need attribution; a shared account can make it difficult to determine who changed inventory.
- Review privileges on a schedule suited to the operation, and remove access when duties change or no longer require it.
Test role definitions with representative workers and supervisors before launch. Confirm that users can complete their assigned work and that restricted actions are unavailable to roles that should not perform them.

3. Map every important record and interface
For each data flow across the WMS boundary, document what moves, where it comes from, where it goes, and what should happen if delivery or processing fails. Include relevant item, location, lot or serial, receipt, adjustment, pick, shipment, and inventory-status records. Do not assume that two systems use the same identifiers or interpret a transaction the same way.

Test ordinary transactions as well as delayed, rejected, replayed, and duplicate updates. Verify that operators can see exceptions, know who owns resolution, and confirm the resulting inventory state.
Microsoft’s documentation for Dynamics 365 Warehouse management only mode with external ERP systems is a concrete example: it describes inventory update logs and on-hand reconciliation reports, and warns that a consumer can create duplicate updates if update-log data overlaps with shipment receipt or packing-slip messages. That behavior is specific to the documented product scenario; it is not a rule for every WMS. Use it as a reason to test message overlap and duplicate handling in the system you are implementing.

4. Secure warehouse devices and validate scanning in the real workflow
Mobile terminals and scanners are data-bearing endpoints, not just accessories. Microsoft states that its Warehouse Management mobile app has read and write access to some Supply Chain Management data and that each device must authenticate. Its documentation also describes workers signing in with their own worker accounts. These are product-specific details, but they illustrate why device authentication and individual worker identity belong in the control design.

Define how devices are provisioned, how connection settings reach them, and how access is revoked if equipment is lost or compromised. Test these procedures, including what happens to an active session and any locally available configuration or data, according to the chosen platform’s capabilities and organizational policy.
Scanning can reduce manual entry, but it does not remove the need to validate capture. Microsoft documents barcode scanning in warehouse workflows and scanner-hardware configuration; supported behavior depends on the device, configuration, application, and version. - The scanner hardware and its compatibility with the selected application and device setup.
- The barcode formats and identifiers used on products, locations, containers, and shipments.
- Which fields are captured or populated, and how workers confirm the transaction before it is submitted.
- Exception paths, including unreadable or unexpected codes, wrong locations, and corrections.
Do not treat a successful scan in a demonstration as proof that the full receiving, picking, adjustment, or shipping process works with the deployed equipment.

Decide which events must be captured so the organization can monitor activity, investigate problems, and show what happened. NIST SP 800-161 Rev. 1 discusses audit records as a support for monitoring, analysis, investigation, and reporting, and emphasizes identifying relevant auditable events.
For a WMS, consider whether the evidence covers privileged configuration changes, access failures, inventory adjustments, interface errors, and message replay or duplicate handling. Specify who reviews the records, how issues are escalated, and how records are protected and retained under applicable organizational policy and legal obligations. The appropriate event set and retention period depend on the system and jurisdiction; there is no universal WMS retention period established here.

6. Rehearse migration, reconciliation, and recovery before cutover
Use representative data and operational scenarios to rehearse migration and the transition to the new system. The goal is not merely to load data, but to show that the resulting records and in-flight transactions can be accounted for across relevant inventory dimensions and connected systems.
- Agree on internal acceptance rules. Define how the project will evaluate record counts and balances by relevant dimensions, unresolved exceptions, rejected or duplicate messages, role permissions, and scanner workflows. Set thresholds with the business and technical owners; no universal numeric pass threshold applies to every WMS.
- Run representative operational scenarios. Include the warehouse transactions and interface paths that matter to the operation, including delayed, failed, repeated, and corrected updates.
- Reconcile source and destination state. Compare the records and balances your owners have identified as authoritative, investigate differences, and retain evidence of resolution.
- Test recovery decisions. Establish who can pause interfaces or operations, how the team will restore or correct data, and what conditions require a rollback or other recovery response.
- Make the cutover decision from evidence. Confirm that accountable owners have reviewed the agreed results and that unresolved issues have an explicit disposition before production changes begin.
The migration sequence, acceptance criteria, rollback design, and legal controls must be tailored to the platform, data quality, integrations, warehouse processes, and jurisdiction. Document the project’s own criteria rather than treating another product’s reports or a generic threshold as sufficient proof.
