Web application firewalls have expanded from engines that enforce explicit HTTP rules into layered services that can classify requests, apply different actions, and use machine learning for targeted problems such as evasive bot activity. Rules remain foundational: newer detection methods add to them rather than replace them. For AI applications, some WAF-adjacent controls now inspect prompts for risks such as prompt injection and exposed personal data.

What changed as WAFs evolved?

The evolution is not a simple handoff from rules to artificial intelligence. It is an expansion of what a WAF can inspect and how operators can act on its findings:

  • Explicit rules match request characteristics associated with known attack patterns.
  • Reusable and managed rulesets package broader coverage and receive maintenance over time.
  • Request classification adds context—such as labels—that later policy rules can use to choose an action.
  • Behavioral analysis and machine learning help identify particular patterns, including coordinated bot behavior that may evade simple signatures.
  • AI-application protections extend inspection to prompts and risks specific to large language model (LLM) features.

These are complementary layers, not evidence that a model can replace rules, configuration, or security operations.

How do the engine and ruleset fit together?

The engine inspects and enforces

A WAF engine processes web traffic and applies configured inspection and enforcement logic. OWASP describes ModSecurity as an open-source WAF engine originally designed as an Apache module and now usable with Apache HTTP Server, IIS, and Nginx. The project began in 2002 and transferred from Trustwave to OWASP in February 2024. OWASP’s ModSecurity project page explains its scope and history.

The ruleset supplies detection logic

The engine and its rules are distinct components. The OWASP Core Rule Set (CRS) is a reusable set of generic HTTP attack-detection rules for ModSecurity and compatible WAFs. It aims to detect categories such as SQL injection, cross-site scripting (XSS), and local file inclusion while minimizing false alerts. The CRS can therefore be paired with a compatible engine rather than treated as the engine itself. See the OWASP CRS project.

What did managed WAFs add?

Hosted WAF services package baseline rules with service-level operations, including vendor-maintained rule updates. For example, AWS describes its Core Rule Set managed rule group as general protection against common web application threats, including risks represented in OWASP Top 10 publications. AWS documents dated versions and changelog entries; its documentation records a CRS rule update on August 28, 2026. That makes versioning and maintenance part of the protection model: a rule list is not necessarily static after deployment. See AWS WAF baseline rule groups.

Managed rules do not remove the need to review behavior in your own application. A broad rule may need tuning to fit legitimate traffic, and an alert is not automatically a block. When evaluating a managed WAF, consider how it exposes rule versions, logs, monitoring or count modes, and controls for changing actions.

How do labels and custom actions improve policy control?

Modern WAFs can turn an inspection result into structured context for subsequent rules. AWS WAF, for instance, labels requests evaluated by Bot Control. A customer can use those labels in later rules to customize handling. Rather than apply one allow-or-block decision to every request, an operator can make a later policy depend on the category assigned during inspection. The relevant details are in AWS WAF Bot Control documentation.

This separation between detection and action is operationally useful: a detector can identify a request class, while policy determines whether to allow, block, count, or otherwise handle it. The usefulness depends on visibility into the classification and the ability to tune downstream rules without disrupting legitimate users.

Where does machine learning fit?

Machine learning is used for focused detection tasks within a broader set of signals. AWS says its targeted Bot Control combines signature matching, browser interrogation, TLS fingerprinting, behavioral heuristics, and machine learning. Its ML analysis uses website traffic statistics—including timestamps, browser characteristics, and previously visited URLs—to detect anomalous coordinated bot behavior. AWS also says the ML feature can be disabled in configuration. These details describe one vendor’s targeted bot-protection capability, not a universal property of every WAF.

AWS identifies credential stuffing, advanced scraping, automated purchasing, and bot activity in which attackers actively evade detection as scenarios for considering targeted protection. It distinguishes common and targeted protection levels; the choice should reflect the threat and operational fit rather than an assumption that the most advanced option is always necessary. How does WAF protection apply to AI applications?

When a website includes an LLM feature, some security controls inspect the content of incoming prompts as well as conventional HTTP attack patterns. Cloudflare’s AI Security for Apps documentation describes a model-agnostic feature that complements existing WAF rules. It lists detection for personal information in incoming prompts, unsafe and custom topics, and prompt-injection attempts intended to subvert an LLM’s instructions. The documentation was last updated September 8, 2026. See Cloudflare AI Security for Apps.

This extends the inspection problem: a request can be syntactically ordinary HTTP while its prompt may pose a risk to an AI feature or include sensitive data. Prompt-focused detection is an additional control, not a guarantee that an application is safe; it needs to be considered alongside the application’s own handling of instructions, data, and outputs.

How should you compare WAF approaches?

Comparison area What to examine
Deployment and ownership Whether you operate an engine and ruleset yourself or use a hosted, managed WAF service.
Detection Which explicit rules, request classifications, browser or behavioral signals, and ML-assisted analysis are included.
Tuning and false positives How the product exposes monitoring or count modes, rule tuning, labels, and action controls. OWASP CRS explicitly aims to minimize false alerts.
Visibility and policy Whether you can inspect logs and classifications and apply different actions to different request categories.
Threat scope Whether protection addresses conventional HTTP attack classes, evasive or coordinated bots, and—if relevant—LLM prompt and data risks.
Operations Rule and version maintenance, configuration effort, and integration with your application and incident response.

The sources cited here do not establish neutral comparative performance or cost figures, so those should be assessed for the specific products and deployment under consideration rather than inferred from feature descriptions.
