Both the Reserve Bank of India’s variable-rate reverse repo (VRRR) and Standing Deposit Facility (SDF) absorb surplus liquidity from banks. The difference is how they do it: SDF is a standing deposit option at a rate set within the Liquidity Adjustment Facility (LAF) corridor, while VRRR absorbs funds through auctions at variable rates for an announced tenor. The RBI can use either or both, depending on liquidity conditions and its operating decisions; neither tool always absorbs more.

The short answer to “Which tool absorbs surplus liquidity?” is therefore: both. The useful comparison is not which one wins in every period, but how access, collateral, rate-setting and tenor differ—and what the RBI is trying to manage at a particular time. Historical rates and absorption shares can illustrate the framework, but they should not be mistaken for today’s settings.

How the two tools absorb liquidity

When banks have funds they do not need for immediate lending or settlement, they can place eligible funds with the RBI through its liquidity operations. That reduces surplus money available in the banking system. The SDF and VRRR serve this absorption purpose, but offer different operating routes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In other words, both move funds from banks to the central bank for a period, but the way a bank places funds and the way the rate is set are not the same. SDF is a standing facility: eligible counterparties can use it subject to the facility’s terms. VRRR is an auction operation: the RBI announces an operation, and funds are absorbed through accepted bids. The RBI’s choice of instrument, rate and tenor is part of liquidity management, not a permanent ranking of one tool over the other.

Standing Deposit Facility (SDF)

The SDF is a standing facility through which eligible counterparties can deposit funds with the RBI under the facility’s terms. It absorbs liquidity without requiring collateral. The RBI introduced it as the lower bound, or floor, of the LAF corridor. Its rate is a standing policy rate rather than a rate discovered through an auction. The facility was initially introduced for overnight deposits, with the RBI retaining flexibility to offer longer tenors when needed. RBI’s April 2022 announcement describes the facility and its initial terms.

“Standing” describes the route, not a promise that a bank will place all available surplus there or that SDF will always account for the largest share of absorption. A bank’s use remains subject to eligibility and the facility’s operating terms; the RBI also determines policy settings and may conduct other operations. Because the SDF rate is linked to the LAF corridor, it has a role in the broader policy-rate framework in addition to absorbing funds.

Variable-rate reverse repo (VRRR)

A VRRR is a reverse-repo operation conducted through an auction. The RBI announces operation terms, including the amount and tenor, and accepted bids place funds with the RBI. The auction determines the variable rate or cut-off under those terms. Reverse-repo operations in the RBI framework are collateralized; participants should check the notice for a specific auction for its applicable terms. The operation’s tenor is selected by the RBI rather than being inherently overnight. The RBI’s liquidity framework overview describes variable-rate term operations and fine-tuning operations.

For a reader following an auction, the key is to separate the announced terms from the outcome. The RBI specifies the operation’s amount and tenor; bids are submitted under the announced terms, and accepted bids determine how much liquidity is absorbed and the variable rate or cut-off. The rate is therefore not simply the SDF’s standing policy rate under another name. It is an auction outcome within the terms of that operation. No current official RBI auction schedule or rate for October 2026 is established here, so a particular operation notice and date matter.

Key differences at a glance

Feature SDF VRRR
How funds are placed Standing deposit facility available to eligible counterparties under its terms. Auction; funds are absorbed through accepted bids.
Collateral No collateral is required for the SDF. Collateralized reverse-repo operation in the RBI’s framework; confirm the notice for the particular auction.
Rate formation Standing rate linked to the LAF corridor and set by policy. Variable auction rate or cut-off determined under the announced auction terms.
Tenor Initially overnight; longer tenors may be offered at the RBI’s discretion. Announced for each operation; can be a main term operation or a fine-tuning tenor.
Operational role Standing absorption option and corridor floor. Flexible auction instrument for a specified amount and tenor.

The practical contrast is standing access versus a scheduled or otherwise announced auction, and a policy-linked standing rate versus a variable auction rate. The contrast is not “automatic absorption” versus “no absorption”: each tool absorbs liquidity when funds are placed through it under its terms. Nor does the table mean that SDF is always overnight or VRRR always 14 days. SDF was initially introduced for overnight deposits, while the RBI retains flexibility on longer SDF tenors; VRRR tenor is chosen and announced for the operation.

Why the RBI may use one, the other, or both

The choice is operational, not a contest in which one instrument permanently replaces the other. SDF offers a standing route at the corridor floor. VRRR lets the RBI absorb a specified amount for a chosen tenor through an auction. Conditions can change, so the RBI may use the tools in combination or adjust its operations over time.

The RBI’s February 2022 framework statement described 14-day variable-rate repo and reverse-repo operations, aligned with the Cash Reserve Ratio (CRR) maintenance cycle, as the main operations, with fine-tuning operations for unexpected liquidity changes and longer-maturity auctions when warranted. That statement documents the framework announced then; it does not establish the precise operating schedule in October 2026. Read the RBI’s February 2022 framework statement.

This distinction between a main operation and fine-tuning is useful when interpreting the framework. A 14-day variable-rate operation was described as the main tool aligned with the CRR maintenance cycle. Fine-tuning operations were described as a way to address unanticipated changes in liquidity, while longer-maturity auctions could be used when warranted. These are design principles from the RBI’s 2022 statements, not a guarantee that every later operation follows an unchanged timetable. For current practice, readers need the relevant later RBI guidance and auction notices.

The RBI’s 2022 bulletin provides a concrete example of joint use: between November 15 and December 9, daily average surplus liquidity was partly absorbed through overnight SDF placements and the remainder through VRRR auctions. The example shows that the facilities can operate alongside one another, not that the same mix applies at other times. See the RBI bulletin discussion.

Using both can make sense because the instruments perform distinct operational roles: SDF provides the standing absorption facility and corridor floor, while an auction allows the RBI to specify a tenor and amount and accept bids under those terms. The cited historical example does not show that the RBI must use both in every period, nor does it identify a fixed ratio for their use. It demonstrates that the tools are compatible parts of the same liquidity-management framework.

What historical rates and usage figures show

Rates and the share of absorption handled by each tool move with policy and liquidity conditions. These dated RBI figures illustrate how the framework has worked; they are not current October 2026 rates or estimates. The dates are essential: a rate from the launch of the SDF or a policy meeting in 2024 cannot establish the rate in force now.

  • SDF launch: 3.75 percent — Reserve Bank of India, 2022, when it introduced the facility on April 8, 2022. At launch, SDF became the LAF corridor floor, replacing the fixed-rate reverse repo in that role, not VRRR. RBI launch announcement.
  • August 2024 policy meeting: SDF rate of 6.25 percent and repo rate of 6.50 percent — Reserve Bank of India, 2024. These are historical policy rates for that meeting. RBI policy statement.
  • Share of absorption: SDF placements accounted for about 61 percent of average total absorption during October 16 to November 18, 2024 — Reserve Bank of India, 2024. This is a share for that period only, not a permanent split or a 2026 estimate. RBI liquidity conditions discussion.

The 61 percent figure answers a narrower question than “Which tool absorbs more?” It tells readers that SDF placements made up about 61 percent of average total absorption in the stated interval. It does not say SDF always absorbs 61 percent, that VRRR absorbed the remaining share in every interval, or that the same proportion applies today. Similarly, the 2022 joint-use example is a snapshot of operations during its cited dates. Compare figures only after checking that they refer to the same measure and period.

Did SDF replace VRRR?

No. The SDF replaced the fixed-rate reverse repo as the floor of the LAF corridor when the RBI introduced SDF in 2022. VRRR remained an auction-based liquidity-management tool in the RBI framework. The distinction matters: a change in the corridor floor did not eliminate the separate auction mechanism or make the two facilities interchangeable in operation.

This is a common source of confusion because both facilities involve banks placing funds with the RBI and both can absorb surplus liquidity. But the policy change concerned the fixed-rate reverse repo’s position as the corridor floor. It did not mean that the SDF took over the function of VRRR auctions. SDF has a standing rate and no collateral requirement; VRRR is a collateralized reverse-repo auction with a variable rate and an announced tenor. The tools can therefore remain distinct even when the RBI uses them within one framework.

Which tool absorbs more surplus liquidity?

There is no permanent answer. SDF placements and VRRR auction absorption depend on the RBI’s decisions, auction design, tenor, eligible access, rates, and prevailing liquidity conditions. The RBI’s reported 61 percent SDF share for October 16 to November 18, 2024, for example, describes only that period. The 2022 example of SDF and VRRR operating together likewise demonstrates joint use rather than a fixed hierarchy.

If the question concerns a specific day or interval, use dated RBI data rather than general descriptions of the tools. A standing facility may absorb funds placed through it, and a VRRR operation may absorb accepted bids up to the terms announced for that auction. Which accounts for a larger amount depends on what the RBI offers, what bids are accepted, and how banks use the available routes in the conditions prevailing then. The RBI has not established current October 2026 rates or operational mix here, so this article cannot support a claim about which tool is absorbing more right now.

What to check when interpreting an RBI operation

  • Identify the instrument: A standing SDF placement is different from a VRRR auction result, even though both absorb liquidity.
  • Read the tenor and amount: These are operation-specific for VRRR; do not assume every auction uses the same schedule.
  • Separate policy rate from auction outcome: The SDF has a standing corridor rate, while the VRRR rate is variable under the announced auction terms.
  • Date every rate or absorption share: Historical values do not establish current settings.
  • Distinguish corridor change from tool replacement: SDF replaced fixed-rate reverse repo as the corridor floor; that is not evidence that it replaced VRRR.

A careful comparison should also ask what the statistic measures. A quoted SDF rate is a policy setting for a dated moment; a VRRR rate or cut-off belongs to a particular auction; an absorption share describes a defined period. Those are different kinds of information. Treating them as interchangeable can lead to false conclusions about the RBI’s current stance or which channel is doing more work.

For readers tracking the framework over time, the safest sequence is to check the date of the RBI statement, identify whether it describes a standing facility or auction operation, note the stated tenor and terms, and then read any reported outcome in its own time window. That approach preserves the central takeaway: SDF and VRRR both absorb liquidity, but their operating design is different and the mix is conditional.

Frequently Asked Questions

Which tool absorbs surplus liquidity: VRRR or SDF?

Both can absorb surplus liquidity from banks. SDF is a standing facility; VRRR absorbs funds through accepted bids in a variable-rate auction. The RBI’s operational choices and liquidity conditions determine the mix, so neither always absorbs more.

What is the main difference between SDF and VRRR?

SDF is a standing deposit facility at a rate linked to the LAF corridor and does not require collateral. VRRR is a collateralized reverse-repo auction with an announced tenor and a variable rate or cut-off determined under the auction terms.

Is SDF replacing VRRR?

No. When SDF was introduced in 2022, it replaced the fixed-rate reverse repo as the floor of the LAF corridor. VRRR remained a separate auction-based liquidity-management tool.

Does SDF always operate overnight, and is VRRR always 14 days?

SDF was initially introduced for overnight deposits, with the RBI retaining flexibility to offer longer tenors. RBI’s 2022 framework described 14-day variable-rate operations aligned with the CRR cycle as the main operations, with fine-tuning and longer tenors when warranted. Those dated framework statements do not establish the exact schedule in October 2026.

What was the SDF rate in August 2024?

The RBI recorded an SDF rate of 6.25 percent and a repo rate of 6.50 percent at its August 2024 policy meeting. These are historical figures, not verified current rates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does the 61 percent SDF absorption figure mean?

RBI reported that SDF placements made up about 61 percent of average total absorption during October 16 to November 18, 2024. It applies to that period only and is not a permanent share or a 2026 estimate.

Can the RBI use SDF and VRRR at the same time?

Yes. RBI’s 2022 bulletin described daily average surplus liquidity being partly absorbed through overnight SDF placements and the remainder through VRRR auctions between November 15 and December 9. That is a historical example of joint use, not a fixed operating mix.

Are current 2026 rates or the current absorption split established here?

No. The historical figures cited in this article cover the SDF launch and 2024 policy rates, but they do not verify October 2026 rates or operating schedules. Check later RBI guidance and dated operation notices for current information.

The Bottom Line

Bottom line: Both SDF and VRRR absorb surplus liquidity, but they are different tools: SDF is a standing, uncollateralized facility at the LAF corridor floor, while VRRR is a collateralized auction with a variable rate and announced tenor. The RBI may use either or both. Historical shares and rates must be read with their dates; they do not establish which tool absorbs more today.
