There is no verified evidence here that any VPN reliably connects from Cuban networks. The four services below are options named in a Cuba-focused comparison, not a proven ranking of in-country connection success. A VPN server in Cuba is a different thing: it can give someone elsewhere a Cuban IP address, but it does not show that the service will connect reliably from Cuba.
What “VPN for Cuba” means
The phrase can describe two different needs. If you are outside Cuba and want websites to see a Cuban IP address, you need a VPN exit server in Cuba. Proton VPN and ExpressVPN publish Cuba-focused server pages describing that kind of location. If you are physically in Cuba, you need the VPN app to establish a connection through the internet network you are using. A Cuba server listing does not establish that it will work from ETECSA, a hotel, or another local network.
NordVPN’s general support guidance warns that people in countries restricting internet or VPN traffic may have trouble connecting. It is not a Cuba-specific test, so it cannot tell you which provider is most likely to work there. No comparative success rate from Cuban networks is established.
Four services to consider, with evidence limits
A VPNAlert guide updated September 10, 2026 lists NordVPN, CyberGhost, ExpressVPN, and PureVPN for Cuba. The guide says it is reader-supported and may earn commissions; its ranking is not an independent test of connections from Cuba. The options below should therefore be treated as a shortlist, not as a verified order of reliability.

| Service | What the available sources establish | What they do not establish |
|---|---|---|
| NordVPN | Its support page discusses possible connection difficulty in countries that restrict VPN traffic. | It does not report a Cuba-specific connection test or success rate. |
| CyberGhost | It is included in VPNAlert’s 2026 Cuba list. | The available sources do not establish Cuba-specific connectivity, privacy comparisons, or streaming performance. |
| ExpressVPN | Its Cuba page describes a Cuba server location and states a network footprint of 113 countries and a limit of up to 14 simultaneous connections. | Those provider-stated figures do not demonstrate reliable connections from Cuban networks or streaming access. |
| PureVPN | It is included in VPNAlert’s 2026 Cuba list. | The available sources do not establish Cuba-specific connectivity, privacy comparisons, or streaming performance. |
For a Cuban IP address while outside the country, Proton VPN is another relevant option even though it is not one of VPNAlert’s four. Proton’s Cuba page describes servers located there, apps for desktop, mobile, and TV platforms, encryption, a kill switch, and a no-logs policy. These privacy and feature descriptions are Proton’s own statements, not a common independent audit comparison. The page also claims 10 Gbps servers and says its VPN Accelerator can increase speeds by over 400% in some circumstances; neither figure is a measured result from Cuba.
ExpressVPN likewise describes its no-logs policy on its Cuba page. Treat that as a provider statement rather than proof of comparative privacy or performance. The reviewed sources do not provide a consistent independent audit comparison across the four services.

Will a VPN connect from Cuba?
The available evidence cannot answer that with a reliable provider-by-provider recommendation. Connection can depend on the local network and whether VPN traffic is restricted; a provider’s server map or marketing page does not test those conditions. NordVPN’s support warning is general guidance, not a Cuba-specific finding. Provider access, the ability to pay for or download an app while in Cuba, and customer support availability there are also not established by the reviewed material.
If you are already in Cuba, do not assume you can install or purchase a service after arrival. Check the provider’s current app and account-access information before relying on it, and have a lawful alternative for essential communications. No particular VPN or network is guaranteed to work.

Can a VPN stream video in Cuba?
A VPN may make a service see a connection from another location, but it does not guarantee a particular catalogue or uninterrupted playback. Netflix says VPN users may see only titles licensed worldwide and may need to disconnect the VPN to see titles available in their region. Netflix also says VPNs are not supported for live events or ad-supported viewing. Streaming services can change how they detect VPN connections, so a provider’s location list is not proof that a specific show or live event will play.
Privacy and legal considerations
Separate policy claims from independent evidence
Providers describe features such as encryption, kill switches, server networks, and no-logs policies in their own materials. Those statements can help identify what a provider claims to offer, but they are not equivalent to a shared independent audit or a test of how the service behaves on Cuban networks. The reviewed sources do not establish a comparative privacy winner.

Do not treat a general legal statement as personal legal advice
Proton’s Cuba page says VPN use is legal in Cuba, while also warning that many VPN websites are blocked and that online activity remains subject to Cuban law. OFAC FAQ 785 says certain transactions incident to internet-based communications services are authorized in most circumstances, with related FAQs and regulations applying. That is not a blanket determination covering every VPN subscription, payment method, or use. For a specific transaction or legal concern, consult the relevant current rules rather than relying on a provider’s broad description.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose among the options
- If you need a Cuban IP while outside Cuba: check whether the provider explicitly lists a Cuba exit location. Proton VPN and ExpressVPN publish Cuba-focused server pages; that feature does not establish that a connection from within Cuba will work.
- If you will connect from inside Cuba: prioritize current confirmation that you can obtain the app and account access, and understand that the reviewed sources do not show which provider reliably connects there.
- If streaming is the priority: choose with the expectation that services may restrict VPN viewing and that catalogues, live events, and ad-supported playback can behave differently.
- If privacy is the priority: read the provider’s current policy and look for specific, independently verifiable evidence rather than treating a no-logs or encryption claim as a comparative verdict.
VPNAlert’s list can identify services to investigate, but it cannot settle the main practical question: which service works on the network you will actually use in Cuba.
