A VPN with an obfuscation feature may help when Afghanistan’s internet is working but a network blocks VPN traffic or particular sites. The available provider documentation supports a feature-based look at two options, not a reliable ranking of five VPNs by performance inside Afghanistan. And if internet access itself is shut down, a VPN cannot restore it.
What a VPN can—and cannot—do in Afghanistan
A VPN routes a device’s traffic through a VPN endpoint. It can change the public IP address websites see and protect the connection between the device and that endpoint. It does not guarantee that a blocked website or app will load, conceal a user from every service or authority, or create connectivity where there is none.
Obfuscation is relevant when a network detects or limits VPN traffic. It is intended to make a VPN connection harder to identify, but provider descriptions of that feature are not evidence that it currently works on a particular Afghan carrier, in a particular region, or under current blocking conditions.
Why the connection itself matters
The EU Agency for Asylum’s Afghanistan: Country Focus (2026) reports that Afghanistan’s state-controlled fibre-optic network was shut down in September 2025. Private providers relied heavily on that network, and the disruption left people virtually without internet connectivity; telecommunications, including calls and SMS, were also affected. The report says no official reason was announced in the passage describing the shutdown. It separately notes suggestions by some sources that the action was intended to suppress “immoral” activities; those suggestions are not an official explanation.

A contemporaneous TechRadar report published October 1, 2025 explained that a VPN needs a live internet connection and reported that NetBlocks and Cloudflare Radar measurements showed web and DNS traffic dropping to zero after the cutoff. That report describes the 2025 outage; it does not establish present-day connectivity. During a full outage, changing VPN protocols or servers cannot make a connection that is unavailable work.
Which VPNs have documented obfuscation features?
The two services below document features intended to help with networks that block or restrict VPN traffic. Their descriptions are provider claims, not Afghanistan-specific tests. The cited material does not establish which service works best on a given Afghan network, or verify current prices, speeds, server counts, or local availability.

These features are a sensible comparison point if the internet connection is available but VPN traffic appears restricted. They do not establish that either service will bypass every block, nor do they support calling one the best-performing VPN in Afghanistan.

- Confirm that the connection is working. If ordinary internet access is unavailable, a VPN cannot connect. A VPN failure during a broad outage is not a problem an alternate VPN protocol can solve.
- Use the provider’s obfuscation option. In Proton VPN, check the app’s protocol choices for Stealth; in NordVPN, use the provider’s current instructions for obfuscated servers. App labels and availability can vary, so consult the linked documentation for the version you use.
- Check the blocked service separately. A successful VPN connection does not guarantee that a particular site or app will load. The cited feature descriptions do not establish access to any specific platform in Afghanistan.
- Do not treat one failure as a nationwide test. Results may differ by carrier, location, device, app version, and network conditions. No current service-by-service testing in Afghanistan is established by the sources cited here.
What is known about VPN law and personal risk?
The sources cited here do not establish current Afghan law or enforcement risk for ordinary VPN use. They therefore do not support a categorical statement that VPN use is legal or illegal. The EUAA’s discussion of social-media criticism and online surveillance describes restrictions and warnings related to some online activity, but does not establish a blanket VPN prohibition or the present accessibility of each platform. A VPN is not a promise of anonymity: websites, apps, device records, and other parts of a connection can still identify or expose a user. Anyone facing serious personal risk should seek current, situation-specific digital-safety and legal guidance rather than relying on a VPN feature description. A 2024 Communication Guide for Afghan Civil Society discusses VPN use as regional context, but it does not verify current service features, availability, or legality.
