Sometimes. A VPN can make it harder for your internet provider to identify which video service you’re using, so it may help if a slowdown is specifically tied to that service. But it won’t raise your plan’s speed limit, remove network congestion, or guarantee faster streaming. A VPN can also add another step to the connection and reduce speed.
When can a VPN help with video throttling?
Your device sends internet traffic through your ISP. If the ISP can identify traffic to a particular video service, it may be able to apply a service-specific traffic rule. A VPN encrypts traffic between your device and the VPN server, making it harder for the ISP to see the destination service. Cloudflare describes this as a situation in which a VPN may affect speed—not as a general way to make internet connections faster. The result depends on why video is slow and how your ISP handles VPN traffic. If the cause is congestion, a plan limit, or another connection problem, hiding the service’s identity may not help. Because the VPN routes your traffic through an additional server, it can also make a connection slower.

Compare the same video service with the VPN off and on. Keep the device, connection, stream quality, and test time as similar as possible, and repeat the comparison. Also check whether the problem affects one service, all video, or all internet activity.

- Check the scope. Try another video service and a non-video site or app. Note whether only one service buffers or whether everything is slow.
- Test with the VPN off. On the same device and connection, play the same stream and note whether it buffers or drops quality.
- Test with the VPN on. Connect to a VPN server, then repeat the same playback test under similar conditions.
- Repeat the comparison. A one-time difference can reflect changing network conditions or other variables. Look for a consistent result rather than relying on one test.
If the same service repeatedly performs better with the VPN, that is consistent with a slowdown related to service identification. It does not prove that your ISP deliberately throttled it: a comparison like this cannot establish the ISP’s intent or rule out other causes. Any result applies only to that connection, ISP, plan, service, VPN server, and test time.
What to do if turning on a VPN does not help
Use the pattern of the problem to choose the next check. If the slowdown affects all online activity, a service-specific VPN workaround is unlikely to address the cause.

- If everything is slow: Restart the modem and router, check the Wi-Fi signal, and test a wired connection if available. Try another device to see whether the issue follows one device or affects the connection generally.
- If video is slow on Wi-Fi: Check whether playback improves closer to the router or over a wired connection. This can help distinguish a local Wi-Fi issue from a wider connection problem.
- If the issue persists across devices or connection types: Ask your ISP about your plan’s speed, data-use terms, and traffic-management policies, and whether there is a line or service issue.
These checks can help narrow down the cause, but without details about your connection and plan, no single cause can be identified in advance.

Rules depend on where you live, and a VPN test alone does not establish whether a provider has violated a rule. Do not assume that the legal framework in one country applies elsewhere.

The text of 47 CFR § 8.3 says broadband providers “shall not impair or degrade lawful internet traffic” based on content, application, or service, subject to reasonable network management. However, that provision came from the FCC’s 2024 Safeguarding Order. In *In re MCP No. 185: FCC*, the Sixth Circuit held that the FCC lacked statutory authority for that order and set it aside, writing: “We therefore grant the petitions for review and set aside the FCC’s Safeguarding Order.” Read the Sixth Circuit opinion alongside the regulation; do not treat the 2024 order as operative nationwide protection without checking current law and later developments.
