Voice over WLAN (VoWLAN) means carrying voice communications over a wireless local area network—usually by sending voice-over-IP traffic across Wi-Fi. It can refer to business voice apps or Wi-Fi handsets on an organization’s network. Carrier Wi-Fi calling, often called VoWi-Fi, is related but specifically uses an operator’s IMS-based voice service over Wi-Fi.
What does voice over WLAN mean?
A WLAN is a wireless local area network, most commonly a Wi-Fi network. VoWLAN uses that network to connect a voice endpoint—such as a handset or software client—to a voice service. The call is transported as IP traffic rather than over a dedicated traditional telephone circuit.
The Wi-Fi standard supplies the wireless network foundation, not a complete telephone service. IEEE describes IEEE 802.11-2024 as defining “one medium access control (MAC) and several physical layer (PHY) specifications for wireless connectivity for fixed, portable, and moving stations (STAs) within a local area.” The standard does not itself define an end-to-end voice service or guarantee call quality. IEEE lists 802.11-2024 as active and published on April 28, 2025: IEEE 802.11-2024.
Is VoWLAN the same as Wi-Fi calling?
Not always. VoWLAN is a broad term for voice carried over a WLAN, including enterprise voice clients and handsets using a business telephony system. VoWi-Fi usually refers to a mobile operator’s Wi-Fi calling service. GSMA describes VoWi-Fi as packet voice delivered over IP via Wi-Fi using IMS technology, complementary to VoLTE. In that case, a compatible mobile device uses Wi-Fi to reach its operator’s voice service. See the GSMA overview of VoWi-Fi.

What affects VoWLAN call quality and continuity?
Good voice service depends on the entire path between the voice client and its calling platform—not just the wireless signal. The client, access points, WLAN configuration, wired network, and voice service all play a role. Prioritizing voice traffic over Wi-Fi can help, but wireless QoS is only one part of the path; traffic markings and prioritization need to be considered across the wired network too. Cisco’s wireless QoS technical note discusses Wi-Fi Multimedia (WMM) and mapping wireless QoS values to wired-network markings.
Roaming between access points
When a person moves through a site, the Wi-Fi client—not simply the access point—decides when to leave one access point and associate with another. Cisco’s Voice over Wireless LAN design guide notes that standards do not prescribe the exact roaming trigger or which target access point a client selects. As a result, having standards-compliant equipment or roaming features does not by itself guarantee an uninterrupted call. Device behavior, scanning, authentication, overlapping coverage, and WLAN configuration can all affect handoffs.

What is needed for a VoWLAN deployment?
For an organization, a VoWLAN deployment typically combines a voice service, compatible endpoints, and a WLAN designed for the users and site. Before choosing handsets or network equipment, check:

- Coverage and capacity: Plan access-point coverage and capacity for the site and expected client density; a general-purpose home router is not automatically suitable for business voice.
- Mobility: Test roaming with the actual client devices, security settings, and WLAN configuration in the areas where calls will be used.
- End-to-end traffic handling: Verify that voice prioritization and QoS markings are supported from the wireless network through the wired path to the voice service.
- Security and support: Check the organization’s security requirements, device management, and vendor support before deployment.
A Wi-Fi VoIP phone is one possible endpoint, but the category name alone does not establish compatibility with a particular calling platform or WLAN. Confirm platform support, security and authentication requirements, roaming behavior, and current device availability before selecting a model.

How is VoWLAN different from traditional landline service?
A traditional landline uses a telephone network connection intended for voice. VoWLAN carries voice through a Wi-Fi network and an IP-based voice service. That makes WLAN coverage and the behavior of the endpoint relevant to calls, particularly when users move around. VoWLAN describes how the voice traffic uses the wireless network; it does not identify one specific phone system or guarantee a particular level of service.
