The same volcano can have two different alert labels at once, and a number or color is never a complete evacuation order. In the U.S. Geological Survey (USGS) system, the ground Volcano Alert Level describes conditions and hazards for people and infrastructure, while the aviation color code describes the threat from airborne ash. Japan and New Zealand use different national frameworks.
Always read the latest notice for the specific volcano, note the affected area and requested action, and follow local emergency-management instructions. Alert status, access restrictions, transport disruption and evacuation boundaries can change quickly.
What a volcano alert level actually tells you
An alert is a standardized summary of monitored activity and concern. It may describe background conditions, elevated unrest, an eruption in progress or a suspected imminent eruption. It is not a universal countdown, an eruption-probability percentage or a promise that authorities will issue every intermediate step.
The issuing agency matters because terms are defined locally. A “Level 2” in one country is not automatically equivalent to Level 2 elsewhere, and an aviation color is not a general danger scale for residents. The current bulletin supplies the essential context: which hazards are present, which areas are affected, what scientists expect next and what authorities want people to do.

USGS ground Volcano Alert Levels
The USGS uses four terms for conditions relevant to people and infrastructure on the ground. When the level changes, a Volcano Activity Notice (VAN) explains the reason and the hazards being considered.
| USGS ground level | Meaning | What the notice adds |
|---|---|---|
| Normal | Typical background, non-eruptive activity, or a return to that state after activity has ceased. | Whether monitoring remains routine and whether any previous activity has ended. |
| Advisory | Unrest is elevated above the volcano’s known background, or activity has declined but remains under observation for a possible renewed increase. | Which indicators changed and what developments would prompt concern. |
| Watch | Unrest is heightened or escalating, with increased potential for an eruption but uncertain timing. It can also describe an eruption that is underway but presents limited hazards. | The evidence for increased potential, the likely hazards and the areas being monitored. |
| Warning | A hazardous eruption is imminent, underway or suspected. | The nature and location of the hazardous activity, expected developments and protective directions. |
These definitions describe status and concern, not a fixed sequence. A volcano can remain at one level, move down after activity declines or change rapidly when new evidence appears. A higher level also does not mean every possible hazard is occurring; the VAN identifies the specific threat.
USGS aviation colors and ash hazards
USGS aviation colors are designed for pilots, air-traffic managers and aviation operators. They focus on volcanic ash in the atmosphere, which can damage aircraft engines and disrupt air routes. A Volcano Observatory Notice for Aviation (VONA) is issued when the color changes.

|---|---|---|
| Green | Typical background, non-eruptive conditions, or a return to that state. | It does not guarantee that every local access route is open or that no other volcano hazard exists. |
| Yellow | Elevated unrest above background, or decreased activity that remains under close observation. | It is not a generic “low danger” rating for nearby communities. |
| Orange | Heightened or escalating unrest with increased eruption potential and uncertain timing, or an eruption producing no or minor ash emissions. | It does not by itself order an evacuation or indicate that a flight is cancelled. |
| Red | An eruption is imminent, underway or suspected with significant ash emissions into the atmosphere. | It does not specify the ground exclusion zone; consult the volcano notice and local authorities. |
Ground terms and aviation colors often correspond, such as Normal with Green or Watch with Orange, but they answer different questions and can diverge. A lava flow or other ground hazard could justify a high ground alert while producing little ash for aircraft. Conversely, a high-altitude ash plume could threaten flight routes while nearby communities face limited immediate ground danger.

Why a color or level is never enough on its own
Three details determine what an alert means for you:
- The issuing authority: USGS, Japan’s Meteorological Agency (JMA), New Zealand’s GeoNet or another national or regional observatory.
- The hazard and audience: ground communities, aviation, or both.
- The geographic scope and action: the named crater zone, settlement, road, trail, air route or other area covered by the notice.
Two volcanoes with the same label may have very different hazards. One may be producing ash, another lava, and a third only seismic unrest. Read the explanatory text in the current notice rather than inferring a universal meaning from the word or color.
How Japan’s five-level system differs
JMA uses five volcanic alert levels linked to a target area and the action or disaster-prevention response associated with that area. The level number is therefore inseparable from the mapped zone and the local plan.
Recommended Free Tools
JMA’s English guidance describes Level 2 as a warning for the area around the crater and Level 3 as applying to non-residential areas near the crater. Higher levels include evacuation-related responses. The exact target area and action depend on the volcano and current conditions; local plans establish the practical boundaries.

JMA also warns that target areas and recommended actions can change as conditions evolve. An eruption can occur without observed precursors, and levels do not have to change one step at a time. Never convert a Japanese level directly into a USGS term or assume that a particular number always means the same travel restriction.
New Zealand’s six-level system
GeoNet identifies New Zealand’s volcanic alert framework as having six levels and publishes official Volcanic Activity Bulletins with the current level. The bulletin, not the number alone, explains the activity and any relevant area or advice.
Because the national definitions and response arrangements differ from those in the United States and Japan, a traveler should identify GeoNet as the issuing authority, read the bulletin for the named volcano and check local civil-defence directions. Do not treat a New Zealand level as a direct equivalent to a USGS Watch or a Japanese Level 3.

What residents should do when an alert changes
- Find the current official notice. Confirm the volcano name, issue time and issuing agency. Older screenshots or social-media posts may show a superseded level.
- Locate the affected area. Read the boundary or target-area description, not just the headline status. Determine whether your home, workplace, school, road or trail is inside it.
- Read the requested action. Follow evacuation, shelter, access or travel instructions from local emergency-management authorities. The observatory’s scientific status and the local authority’s operational direction serve different purposes.
- Monitor for updates. Conditions can escalate, stabilize or decline. Use the official bulletin and locally designated alert channels rather than assuming that no new message means no change.
- Recheck after any movement or new information. A lower level does not automatically reopen roads, trails or facilities; those decisions depend on local authorities and the specific hazard.
The status itself is not a substitute for a local emergency plan. If authorities issue a protective order, comply with that order even when the volcano’s headline level appears unchanged.

What travelers should check
Before going to a volcano area
- Read the latest observatory bulletin for the specific volcano and note its issue time.
- Check the destination’s access restrictions, closed roads, trails, parks and exclusion zones with the responsible local authority.
- Confirm whether your accommodation, tour route and onward transport lie inside the stated affected area.
When flying
- Use the aviation notice to understand ash hazards and their geographic extent.
- Check your airline and airport directly for the operating decision, rerouting or cancellation information.
- Allow for updates while en route; an aviation color communicates ash conditions, not a guarantee that a particular flight will operate.
Airlines and airports make operational decisions using current ash analyses, forecasts, aircraft routes and their own safety procedures. A Red or Orange code is important information, but it is not itself a passenger timetable.
Alerts can change abruptly
Do not assume that alerts always progress from Normal to Advisory to Watch to Warning, or that a change will occur only after a visible eruption. JMA notes that eruptions can happen without observed precursors and that levels need not change one by one. A sudden jump may reflect newly detected evidence rather than an error in the system.
Likewise, an unchanged or low status is not a guarantee that an eruption cannot occur. It means that the observed conditions and assessed hazards currently fit that agency’s definition. Keep using the latest bulletin and local instructions.
How observatories assign a level
There is no single worldwide numerical threshold. USGS Hawaiian Volcano Observatory geologist Natalia Deligne explained, “We do not have set thresholds: each situation is different.” Scientists consider monitoring data, the volcano’s past unrest and eruption patterns, and the processes known at that particular volcano.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
That approach explains why two observatories may communicate similar activity with different labels, and why a level may change when the physical activity appears subtle but its interpretation changes. The published notice gives the reasoning and expected hazards that the short label cannot contain.
Comparing alert systems without creating false equivalents
| Comparison question | What to check |
|---|---|
| Who is the audience? | Ground communities, aviation operators or both. |
| What is being described? | Observed activity, potential hazard, airborne ash or a prescribed response area. |
| What area is covered? | Crater surroundings, non-residential slopes, settlements, evacuation zones, air routes or another mapped boundary. |
| What action is associated? | Monitoring, access restrictions, evacuation, sheltering or no specific public action. |
| Who issued the current bulletin? | The national or regional observatory responsible for that volcano. |
Only an official crosswalk can establish that two labels are equivalent. Without one, compare the audience, hazard, area, action and issuing agency instead of translating a color or number.
Common mistakes to avoid
- Reading Orange or Red as a resident evacuation order: those USGS colors address airborne ash; ground directions come from the ground alert, notice and local authorities.
- Treating “Normal” as zero risk: it indicates typical background conditions, not a permanent guarantee.
- Assuming every country uses the same scale: Japan’s five levels and New Zealand’s six levels have their own definitions and response areas.
- Relying on a level without its bulletin: the notice supplies the volcano-specific hazard, timing, area and action.
- Assuming alerts must rise one step at a time: agencies can change levels abruptly when evidence or hazards change.
- Assuming an aviation code predicts your flight: contact the airline and airport for the operating decision.
Where to get the authoritative answer
For any active situation, use the current notice from the observatory responsible for the volcano, then follow local emergency-management and civil-defence instructions. USGS Volcano Activity Notices and Volcano Observatory Notices for Aviation explain U.S. status changes and ash hazards. JMA publishes the Japanese level and target-area guidance, while GeoNet publishes New Zealand Volcanic Activity Bulletins. Definitions and comparisons summarized here were checked against official USGS, JMA and GeoNet material on October 13, 2026; activity notices, restrictions and travel impacts can change after that date.
