VoIP (Voice over Internet Protocol) carries voice calls over an internet protocol network. For a home phone, that means calls travel over broadband instead of traditional phone lines. Whether the service can also call ordinary telephone numbers, what equipment it needs, and how it handles emergency calls depend on the service and setup.
How VoIP works
In a VoIP call, voice is carried as data across an IP network. That network may be the internet or another IP network. A computer, dedicated VoIP phone, or phone adapter can connect a user to the service.
Not every internet voice call is the same kind of service. Some services connect users only to other internet users. The FCC’s category of interconnected VoIP is narrower: it provides real-time, two-way voice communication over broadband using IP-compatible equipment, and can receive calls from and place calls to the traditional public switched telephone network (PSTN). The FCC’s description appears in Order FCC 08-249. An app that makes internet calls does not necessarily meet that definition.
VoIP and a traditional landline compared
| Question | VoIP | Traditional landline |
|---|---|---|
| How calls travel | Over an IP network, typically broadband for a home service. | Over traditional telephone lines. |
| Can it call ordinary phone numbers? | It depends on the service. Interconnected VoIP can call to and receive calls from the PSTN; internet-only calling may not. | Calls use the traditional telephone network. |
| What equipment may be used? | A computer, dedicated VoIP phone, or compatible adapter and conventional telephone. | A telephone connected to the traditional phone service. |
| Emergency calling | Ask the provider how its emergency-calling and location procedures work for your service and where you will use it. | Do not assume VoIP emergency-call behavior applies to a landline; each service has its own arrangements. |
This comparison describes broad service types, not a guarantee about every provider, device, or connection.

Can you use a regular phone with VoIP?
Often, yes. An analog telephone adapter (ATA) connects a conventional telephone to broadband equipment so it can make VoIP calls. The ATA is only the connection hardware: you also need a VoIP provider and service plan. CISA’s US-CERT guide, Understanding Voice over Internet Protocol (VoIP), describes this kind of setup, as well as using a computer or dedicated VoIP phone. The guide was produced in 2006 and updated in 2008, so it supports the equipment category, not claims about current adapter models.
Before buying an ATA, check with the service provider that the specific adapter and telephone are compatible with its service. If you do not need to keep a conventional handset, a dedicated VoIP phone or computer may be another option.

What to check before choosing a VoIP setup
- Calling reach: Find out whether the service calls only other internet users or also supports calls to and from ordinary telephone numbers.
- Equipment: Confirm whether you need an ATA, a dedicated IP phone, or a computer, and verify compatibility with the provider.
- Broadband: Check that the service works with the broadband connection and network equipment available where you plan to use it.
- Emergency calling: Ask how to place an emergency call, how the provider determines or records your location, and what to do if you use the service away from your usual address.
Does VoIP work with 911?
Some interconnected VoIP services provide emergency calling, but the process and location handling are service-specific. Historical FCC orders address interconnected VoIP providers’ 911/E911 obligations: Order FCC 05-116 required E911 capabilities as a standard feature and addressed 911 access when a customer used the service away from home; Order FCC 08-249 also discusses provider obligations. These orders do not establish that every internet calling app or every configuration handles emergency calls identically.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsBefore relying on a service, ask the provider how emergency calls work, how to keep location information current, and whether using the service from another location changes the procedure. Follow the provider’s current instructions for your account and equipment.

VoIP security and privacy considerations
VoIP uses networked devices and broadband, so securing your home network is a sensible part of protecting the setup. The FTC’s December 2022 guide to securing home Wi-Fi recommends using WPA3 Personal or WPA2 Personal encryption, setting unique administrator and Wi-Fi passwords, and keeping router software updated. It also advises considering whether to disable remote management, WPS, and UPnP, using a guest network where appropriate, and using the router firewall. These are general Wi-Fi safeguards, not a guarantee that a VoIP service or account is secure.
Call-related information can also be sensitive. The FCC’s consumer privacy complaints guidance says telecommunications carriers and interconnected VoIP providers must protect customer proprietary network information (CPNI), which can include numbers called and the frequency, duration, and timing of calls. That guidance concerns provider obligations; it does not describe every app’s data practices or every privacy rule.
