Yes—VLC can stream video from one computer to other devices. Its stream-output tools can send media over a local network using HTTP or RTP, and VLC can also handle transcoding and multiple broadcast configurations. It is a configurable desktop feature, not a managed streaming service.
What VLC’s streaming server feature does
VideoLAN describes VLC as software that can act as both a server and a client for network streams. In practice, VLC’s stream output takes media it can read, optionally processes or combines its streams, then saves the result or sends it over a network. The available output modules include standard output, transcoding, gathering, duplication, and local display. VideoLAN’s streaming overview and the VLC Desktop 3.0 documentation describe these capabilities.
The Play button is not itself a server switch. You configure a stream-output chain that specifies how VLC should send the media, then a receiver connects according to that protocol and destination.
Can VLC stream video to another computer?
Yes. VideoLAN documents a local HTTP example in which the sending computer publishes a stream and another VLC client requests it at a URL. The example assumes the devices are connected to the same router; it does not establish that the stream will work over the public internet or through every firewall and router.

Send a file over HTTP on a local network
For the documented example, run this on the computer that has the video:
vlc sample.mp4 --sout="#std{access=http, mux=ts, dst=:8090/sample}"Replace sample.mp4 with the file you want to stream. The example listens on port 8090 and uses the path /sample; those are example values, not requirements. The mux setting matters: VideoLAN’s documentation notes that omitting it makes the sample HTTP stream fail. See the HTTP streaming instructions.

- Connect the sending computer and receiving device to the same local network.
- Find the sender’s local IP address.
- On the receiver, open VLC and choose Media > Open Network Stream.
- Enter
http://<sender-ip>:8090/sample, substituting the sender’s actual IP address, then select Play.
In this HTTP workflow, VLC waits for a client to request the URL; the sender does not start transferring media to an unspecified audience on its own.
How HTTP, RTP, and RTSP differ
These protocols describe different ways to initiate and carry a stream. The documented examples do not provide comparative speed or reliability measurements, so choose based on the connection workflow you need rather than assuming one is universally better.

When to add transcoding or configure multiple broadcasts
Transcoding while streaming
VLC can convert media as part of its output pipeline, which can be useful when the receiving setup needs a different format. It adds configuration and processing work, however, and the right settings depend on the source and receiver. VideoLAN’s transcoding example demonstrates streaming H.265/MPGA in an MKV container over HTTP; that example is not a universal compatibility preset.

Multiple broadcast configurations
For more than one configured broadcast, VLC documents VLM, its broadcast-configuration mechanism. This is a more involved setup than publishing one file at one HTTP URL; see the VLM documentation for its examples.
What this does—and does not—make VLC
VLC’s documented server role is a practical software capability: it can send streams, accept client requests, negotiate RTSP sessions, transcode output, and configure broadcasts. The official documentation does not describe a hosted or managed platform with service-level guarantees or broad audience distribution. Its example for HTTP is a local-network setup, not a turnkey internet broadcast. Features and instructions cited here are from VLC Desktop 3.0 documentation; confirm the appropriate guidance for your VLC build and operating system before relying on a particular command.
