Phishing is a deceptive attempt to make you disclose information or take an unsafe action; vishing is phishing carried out through voice, such as a phone call, voicemail, or VoIP call. A caller ID or familiar-sounding voice does not prove who is contacting you. If a caller makes an urgent or unusual request, end the conversation and contact the person or organization using a number or channel you obtained independently.

How phishing, vishing, spoofing, and AI impersonation differ

These terms describe different parts of a scam. Phishing and vishing describe deceptive tactics delivered through particular channels. Spoofing is the disguise used to make a sender, phone number, name, or URL appear trustworthy. AI-enabled impersonation describes one way to make the deception more convincing. They can be combined, but none requires the others.

Term Meaning and channel What to watch for
Phishing A deceptive communication intended to make someone disclose information or take an unsafe action. It often arrives by email or links to imitation websites. Unexpected urgency, credential requests, links, attachments, or payment instructions.
Vishing Voice-channel phishing, including phone calls, voice email, and VoIP calls. A familiar voice or caller ID is not independent proof of identity.
Spoofing Disguising a sender, number, name, or URL to appear trustworthy across email, calls, texts, or websites. Small differences in an address or number; verify through a separately obtained contact method.
AI-enabled impersonation Using generative tools or voice or video cloning to make a fraudulent identity or message more convincing. It can combine email, text, voice, video, or a switch to another platform. Requests exploiting urgency, trust, secrecy, or a sudden change of channel.

AI can help scammers produce polished, tailored messages or imitate a person’s voice or appearance. That makes familiar social-engineering tactics more believable and scalable; it does not mean every phishing message or vishing call uses AI. The FBI described AI as a tool used to create convincing voice, video, and email messages in a May 2024 warning (FBI San Francisco Division, May 8, 2024).

Can you tell whether a caller’s voice is AI-generated?

Not reliably by listening alone. The FBI warned in May 2025 that cloned voices can sound nearly identical to a real contact. A strange pause, unusual wording, or unnatural tone may raise suspicion, but a convincing voice is not proof of identity—and an apparently normal voice does not prove a call is genuine.

CPR V5000 Call Blocker for Landline Phones - You Can Manually Block All Calls with the Big Red Button - Pre-Programmed with 5,000 Known Nuisance Numbers - Caller ID is Required
  • COMPATIBILITY: For traditional analog landline phones and services from providers such as AT&T, Verizon, Frontier Communications, CenturyLink, and Brightspeed. Not compatible with internet-based or digital phone services (VoIP), including Vonage, Ooma, Xfinity Voice, and Quantum Fiber.
  • IMPORTANT: The V5000 CPR Call Blocker requires Caller ID service and an analog telephone line. Without Caller ID, incoming numbers cannot be identified or blocked. No mains power required - just plug it into your phone line and use.
  • Powerful Blocking, Made Simple: Preloaded with 5,000 verified scam and nuisance numbers, the V5000 starts protecting you right out of the box. And if a new or spoofed number gets through, the large “BLOCK NOW” button makes it easy to instantly block it - up to 1,500 additional numbers at your command.
  • Realistic & Reliable Protection: While no device can stop 100% of spam (scammers constantly change numbers), the V5000 gives you the power to shut down repeat offenders quickly and effectively - offering more control than passive filters alone.
  • Hassle-Free Design: NO POWER supply needed, NO APP, and NO SUBSCRIPTIONS. The V5000 is easy to install, with a clear screen and loud button click for extra confidence. Designed with seniors in mind, it’s ready to use and simple to maintain. For even stronger protection, you can pair it with your phone provider’s spam filtering service.

Instead of trying to diagnose the audio, verify the request through a channel the caller did not provide. A real person can be impersonated, and a number displayed on your phone can be spoofed. Neither is a dependable substitute for an independent callback.

What an AI-assisted voice scam can look like

In a public service announcement dated May 15, 2025, the FBI described a campaign active since April in which malicious actors impersonated senior U.S. officials. The actors used texts and AI-generated voice messages to establish rapport; they could then direct targets to another messaging platform using a malicious link to pursue account access. The FBI also described AI-generated audio impersonating well-known people or personal relations. This is a documented campaign, not evidence that every vishing attempt follows the same pattern (FBI campaign alert, May 15, 2025).

The key warning is the requested action, not whether the voice sounds synthetic. Slow down if a caller or message asks you to move money, disclose credentials or an MFA code, open a link, install an app, keep a request secret, or switch suddenly to a different platform.

How to verify a suspicious call or message

  1. Pause and stop the interaction. Hang up or stop replying rather than following an urgent instruction. Do not click a link, install software, or use a number supplied by the suspicious contact.
  2. Find a trusted contact method independently. Use a number already saved for the person, the official app, or contact information you locate yourself. Call back and ask whether they made the request.
  3. Confirm consequential requests out of band. Independently verify unexpected payments, transfers, account changes, or sensitive disclosures. At work, use an established second-person or callback approval step.
  4. Protect passwords and codes. Never give a caller your password or one-time MFA code. Do not approve an authentication prompt you did not initiate.
  5. Agree on a family check. A private phrase agreed in advance can help verify an emergency call, but still use a known number to confirm when possible.

The callback method matters because the incoming channel may be manipulated: email addresses, caller ID, familiar voices, and polished language can all be imitated. The FBI recommends independently verifying identity and requests in its May 2025 campaign alert.

Safeguards for personal accounts and small businesses

For personal accounts

  • Enable multifactor authentication (MFA) on accounts that offer it, and reject prompts you did not initiate.
  • Use a separately sourced callback or established contact method before acting on an urgent request, even when the voice or caller ID seems familiar.
  • Keep passwords and one-time codes private. A caller’s claimed identity is not a reason to disclose them.

For small businesses

  • Train staff to recognize suspicious requests and provide a clear way to report them.
  • Require a second-person check or callback through a known number for wire transfers and sensitive account or payment changes.
  • Use MFA for sensitive network access. A USB security key is one possible MFA factor; confirm that it works with the accounts and devices your organization uses.
  • Ask your email provider to configure SPF, DKIM, and DMARC for your business domain. These email-authentication controls help address domain spoofing; they do not authenticate phone callers or prove that a payment request is legitimate.

The FBI recommends technical controls, employee education, identity verification, and MFA. The FTC also advises small businesses to use email authentication, staff training, reporting procedures, and MFA (FTC, Cybersecurity for Small Business). No single measure addresses every form of impersonation: the FTC’s analysis of AI voice-cloning interventions notes that there is “no single solution” (FTC, April 2024).

Voice detectors and synthetic-media checks can be supporting tools, not identity checks. The FTC discusses limitations including varying detection effectiveness and the possibility that watermarks may be removed or altered. Do not rely on an app, watermark, or perceived audio flaw as the sole test of who is calling.

The FBI’s IC3 recorded 22,364 complaints reporting AI-related information and $893,346,472 in adjusted losses in 2025. Those figures cover AI-related complaints across scam types; they are not a vishing-only count or loss total (FBI IC3, 2025 Annual Report).

The FBI’s April 6, 2026 summary says IC3 received 1,008,597 total complaints in 2025, with phishing/spoofing among the most frequently reported complaint categories. That broad category statement does not isolate AI-enabled phishing, and it is not a count of vishing complaints (FBI, April 6, 2026).
