Use both when an AI agent can spend money. A virtual card is a payment credential that can isolate the agent and impose transaction, merchant, or time-based limits. Spending controls are the broader rules that define what the agent is allowed to buy, how much it may spend, when a person must approve a request, and which software actions are permitted. A card limit creates a payment boundary; it does not prove that a purchase matches the task. For most deployments, issue an agent-specific credential with a deliberately small limit, enforce task and approval rules in the agent or payment service, and retain a human review path for exceptions.

Virtual card and spending control: the difference

The terms describe different layers of authority.

What a virtual card does

A virtual card is a card number, expiration date, and security code generated for online payments. It can be separate from a company’s main card, allowing an administrator to assign a credential to one agent or workflow. Depending on the issuer, the card may have a daily, weekly, or monthly ceiling, a fixed number of uses, an expiration date, or merchant-category restrictions.

The card is enforced at the payment-authorization layer. When a merchant submits a transaction, the issuer or payment platform evaluates the credential and its configured rules. If the transaction is outside those rules, authorization can be declined. The exact behavior depends on the issuer and transaction type.

What spending controls do

Spending controls are the policy that governs the agent’s purchasing authority. They can be implemented in several places:

#1 Best Overall
Visa Physical Gift Card $200 (plus $6.95 Purchase Fee)
  • Gift Cards are shipped active and ready for use.
  • This card is non-reloadable. No cash or ATM access. Funds do not expire. If available funds remain on your card after the valid thru date has passed, please call customer service for a replacement card. A one-time purchase fee applies at the time of checkout. No fees after purchase.
  • To access your card information safely, type the complete website address shown on your Gift Card (MyGift.GiftCardMall.com) directly into your browser's address bar. Don't use search engines or shortened versions of the website address, as these may lead you to fake or fraudulent sites. Do not provide any Gift Card details (example: Card Number) to someone you do not know or trust. If you believe you've reached an illegitimate website, contact cardholder service at 1-888-524-1283. Be cautious of phishing sites, there are a variety of scams in which fraudsters try to trick others into paying with gift cards.
  • To report your Lost or Stolen Physical Visa Card, call Customer Service 24/7 at 1 (888) 524-1283 to cancel your Gift Card as soon as you can. You will be asked to provide the Gift Card number and other identifying information.
  • Use your Visa Gift Card in the U.S. everywhere Visa debit cards are accepted, including online.
  • Agent software: instructions and code that limit vendors, amounts, frequency, currencies, or permitted actions.
  • Payment services: authorization rules that evaluate a proposed transaction before it reaches an issuer.
  • Credentials: limits or merchant restrictions attached to a virtual card or other payment token.
  • Business workflow: a human approval step, purchase order, budget check, or separation-of-duties rule.

A policy can express conditions a card cannot understand, such as “buy only the API credits required for this approved project,” “never purchase recurring subscriptions,” or “ask a manager when the total for this task exceeds $200.”

Why the distinction matters

An agent could obey a software rule yet use a different credential, exploit an overly broad API permission, or send a legitimate-looking payment to the wrong merchant. Conversely, a card can decline an over-limit charge but cannot determine whether an otherwise valid $50 purchase is appropriate for the agent’s task. Treat the credential as one enforcement point inside a larger policy.

How the layers compare

Layer Typical scope Who can change it Strengths Blind spots
Virtual card or token Per card, transaction, merchant, category, currency, or time period Issuer or human administrator; varies by product Separates credentials and can stop an authorization before settlement Usually cannot understand the business purpose; merchant matching may be imperfect
Payment authorization service Agent, account, transaction, vendor, budget, or policy decision Payment-platform administrator or policy service Can combine card data with task context and approval rules Coverage, supported regions, and integrations vary
Agent runtime Tool calls, task budget, vendor allow-list, rate, or workflow state Developer or administrator; potentially the agent if poorly protected Understands the task and can request approval at the right moment Software controls can be bypassed if credentials or APIs are over-privileged
Business workflow Purchase request, project, cost center, or exception Authorized human approver Provides intent review and accountability Can slow automation and may be skipped if not tied to the actual transaction

When comparing products, ask where a rule is enforced, what event it evaluates, and whether the agent can alter or bypass it. A rule that is merely logged after a charge is weaker than one checked before authorization.

What an agent-specific virtual card can provide

Credential isolation

Giving an agent its own card prevents the agent from handling a company’s primary card details. For example, Mercury’s agent-card documentation describes cards that a human explicitly provides to an agent. It says humans set and change the limits, agents cannot raise their own limits or unfreeze a card, and an agent can retrieve only the agent cards it has been given. Those are the provider’s product descriptions, not an independently tested security guarantee; verify the current behavior for your account and region.

Limits attached to the credential

A card may carry a daily, weekly, or monthly spending limit, or a one-time limit for a single purchase. A low limit reduces the maximum amount that can be authorized through that credential. Set the limit to the smallest amount that supports the task, and use a separate card for each agent or materially different workflow so one policy does not silently cover unrelated activity.

Merchant and category restrictions

Some issuers let an administrator allow or block merchant categories or specified merchants. This is useful for separating, for example, software subscriptions from travel or retail purchases. It is not a perfect identity check. American Express explains for its At Work Virtual Cards that category controls depend on merchant classification. A merchant can be classified inaccurately, change classification, or route a transaction through a payment facilitator or marketplace whose category does not reflect the underlying purchase. The provider also cautions that restrictions are intended to help manage spending and do not guarantee that a transaction will be approved or declined exactly as intended. Authorized transactions remain the company’s responsibility.

Visa Virtual eGift Card | $200 (plus $6.95 Purchase Fee) - Glam (For Online Use Only)
  • Visa Virtual eGift Cards are designed for online use only. Gift Cards are subject to Terms and Conditions: a.co/5bw3qXJ
  • When you access your Visa Virtual eGift Card for the first time, you’ll need to register your name, address, phone number, and email address via activationspot.com. These details should also be used as your billing address for online purchases, as many merchants require address verification for purchase authorization.
  • This Visa Virtual eGift Card is non-reloadable. No cash or ATM access. Visa Virtual eGift Cards are emailed active.
  • Funds do not expire but your Visa Virtual eGift Card has a ‘valid thru’ date (9 years from date of purchase). If funds remain after this date has passed, please call the Toll Free number found on your Visa Virtual eGift Card for a replacement card. A one-time purchase fee applies at the time of checkout.
  • This item is not eligible for refund, resale, or return. Available for sale within the United States only. Not available to residents of Puerto Rico, Hawaii, New Mexico, South Dakota, West Virginia and the US Virgin Islands.

Single-use and expiring credentials

A single-use credential can reduce the value of leaked payment details after the intended transaction. Visa’s 2025 report, The rise of Agentic Commerce – Part 1: New payment journeys and nascent paradigms, describes the model of single-use virtual cards with custom limits, merchant restrictions, and transaction criteria. Whether a particular issuer supports every combination is product-specific; do not assume that a single-use card covers refunds, recurring billing, retries, or a marketplace checkout without checking.

What spending controls should cover

Task and budget policy

Start with a written policy that states the task, permitted vendors or categories, maximum amount, currency, time window, and whether recurring charges are allowed. Include what the agent must do when information is missing or a purchase falls outside the policy: stop, ask a person, or return a structured approval request.

Approval and exception rules

Not every transaction needs a person to click approve. A practical policy can auto-authorize purchases within a narrow envelope and require approval for an exception. The approval request should show the actual merchant, amount, currency, line items when available, reason for the purchase, task identifier, and the card or token that will be charged. Visa’s product overview, Agentic AI enables businesses to transact with confidence, describes predefined spend controls and approval rules for agent payments. Its report also describes presenting a proposed transaction to a user for explicit approval when needed. These are descriptions of Visa’s model and ecosystem, not evidence that every issuer implements the same workflow.

Tool and API permissions

Payment policy cannot compensate for an agent that can create credentials, edit invoices, or call unrelated purchasing APIs. Give the agent only the tools required for the task, use scoped tokens, and prevent the agent from changing the policy service or approval destination. Record every tool call that leads to a payment.

Audit and attribution

A reviewer should be able to connect a charge to the agent identity, task, authorization decision, approving person, and final transaction. Confirm whether the provider supplies these fields, how long records are retained, and whether exports include declined attempts as well as completed charges. The product materials cited here do not establish a uniform audit format across providers.

A layered setup for AI agent purchases

The following sequence works for agents buying online services, paid APIs, or ordinary goods.

Rank #3
Visa Virtual eGift Card | $50 (plus $4.95 Purchase Fee) - For Online Use Only
  • Visa Virtual eGift Cards are designed for online use only.

  • This item is not eligible for refund, resale, or return. Available for sale within the United States only. Not available to residents of Puerto Rico, Hawaii, New Mexico, South Dakota, West Virginia and the US Virgin Islands.
  1. Define the task envelope. Write the permitted purpose, vendors or categories, maximum per transaction, cumulative budget, validity period, currency, and recurring-payment rule.
  2. Create a dedicated credential. Issue a virtual card or token for the specific agent and workflow. Do not give the agent the organization’s primary card or a credential shared by unrelated automations.
  3. Set the payment boundary. Apply the smallest practical card limit, expiration date, and merchant restrictions. Record which rules are enforced by the issuer and which are only software checks.
  4. Configure the agent policy. Add allow-lists, budget counters, duplicate-charge detection, and a requirement to stop when the merchant, amount, or task does not match the policy.
  5. Connect an approval path. Route exceptions to a named human or team. Include the proposed merchant, exact amount, task context, and the credential to be used. Do not approve a vague request such as “buy what is needed.”
  6. Test normal and abnormal cases. Test an in-limit purchase, an over-limit purchase, a blocked category, a marketplace checkout, a recurring-charge attempt, a currency conversion, a declined transaction, and a retry. Verify whether each case stops before authorization and what appears in the audit log.
  7. Monitor and rotate. Review transactions and declined attempts, remove unused credentials, rotate tokens after a suspected exposure, and lower or freeze the card when the task ends. Ensure the agent cannot unfreeze or raise its own limit.

Online services and retail purchases are different

An agent purchasing API credits, hosted tools, or web content may not use the same infrastructure as an agent buying physical goods. AWS documentation for AgentCore payments describes payment managers and connectors that let agents access paid APIs, MCP servers, and web content with configurable spending permissions and limits. It also notes geographic restrictions on some funding methods. This can be appropriate for service consumption, but it is not automatically a replacement for a company card program used for ordinary procurement.

Before deployment, verify supported regions, currencies, merchant types, funding methods, refund handling, subscriptions, and whether a provider can pay the exact service your agent uses. A card that works at an online retailer may not work for an API that requires a stored billing agreement, and an API payment connector may not support a physical-goods checkout.

Merchant restrictions and marketplace edge cases

Category-based blocking is a useful coarse filter, not proof of what was bought. Marketplaces and payment facilitators can submit the transaction under their own merchant identity. A software vendor may use a general-purpose billing provider, and a subscription may be renewed under a different descriptor from the initial purchase. Ask the issuer:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which merchant identifier is evaluated: category code, descriptor, legal entity, marketplace, or another field?
  • What happens when a payment facilitator hides the underlying seller?
  • Can a merchant’s category or descriptor change without notice?
  • Are authorization, capture, refund, and recurring renewal checked separately?
  • Can the policy allow a named merchant while still blocking an unapproved product or amount?

Use task-level approval for high-value or ambiguous purchases instead of relying on a category code alone.

Security risks beyond the payment credential

Agents often call several external systems, so a payment limit does not contain every risk. The International Monetary Fund’s April 2026 note, “How Agentic AI Will Reshape Payments,” discusses the larger attack surface created by agents interacting with multiple systems and APIs, including tool misuse and cross-system privilege escalation. Its recommendations support a layered approach: strong authentication, scoped authorization, and secure API governance alongside payment controls.

  • Use short-lived, narrowly scoped credentials for tools and payment services.
  • Separate the agent that proposes a purchase from the service that authorizes it when practical.
  • Protect policy files and approval endpoints from agent-written changes.
  • Alert on unusual velocity, new merchants, repeated declines, or attempts to access another agent’s credential.
  • Have a documented freeze and incident-response procedure.

Current product examples and availability caveats

Mercury agent cards

The provider describes virtual agent cards with daily, weekly, or monthly limits, human-controlled changes, and restricted credential retrieval. Treat those statements as a product description. Confirm account eligibility, regions, supported transaction types, and the current user interface before deployment.

Questions to ask a provider or internal owner

  • Can the agent create, retrieve, copy, or reveal another credential?
  • Can it raise its own limit, change an allow-list, approve an exception, or unfreeze a card?
  • Is the rule enforced before authorization, or only detected after settlement?
  • Which merchant identity is checked, and how are marketplaces and payment facilitators handled?
  • Does approval bind the exact merchant, amount, currency, task, and credential, or is it a general authorization?
  • What happens when a request exceeds a limit: decline, queue, human approval, or silent retry?
  • Are online services, subscriptions, refunds, retries, and foreign currencies supported?
  • Which regions and account types are eligible, and what funding methods are available?
  • Can a reviewer export a record linking the agent, task, policy decision, approver, and transaction?
  • Who is responsible for an authorized but inappropriate purchase, a disputed charge, or a compromised credential?

Common failure modes and fixes

The card limit is treated as the whole policy

Problem: The agent can spend up to the limit on any merchant that accepts the card.
Fix: Add task, vendor, recurring-payment, and approval rules in the agent or payment service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The agent receives a shared company card

Problem: Attribution is weak and a prompt or integration failure can expose unrelated spending authority.
Fix: Issue a separate credential per agent or workflow and revoke it when the task ends.

A category block is assumed to identify the product

Problem: A marketplace or payment facilitator may use a different classification.
Fix: Combine merchant checks with task-specific approval and test representative checkout paths.

Approval is detached from the actual transaction

Problem: A person approves a general request, then the agent changes the merchant or amount.
Fix: Bind approval to the exact merchant, amount, currency, task, and credential, and require a new approval for changes.

Software limits are editable by the agent

Problem: A prompt, tool, or compromised integration can raise the budget or redirect approval.
Fix: Store policy outside the agent’s write access and enforce a second check at authorization.

Digital-service payments are forced through a retail-card workflow

Problem: APIs and web services may require connectors, stored billing agreements, or region-specific funding methods.
Fix: Select infrastructure that supports the service-payment flow, then verify limits, geography, and audit records.

Which option should you use?

Your situation Minimum sensible control Stronger design
Low-value, one-time purchase from a known merchant Dedicated virtual card with a one-time or short expiration limit Agent allow-list plus automatic authorization and complete logging
Recurring software or API spend Dedicated credential with a periodic ceiling and renewal policy Service-specific connector, cumulative task budget, renewal alerts, and human approval for changes
Unknown merchant or marketplace Do not rely on category blocking alone Require approval showing merchant, amount, line items, and task purpose
High-value procurement Low card limit and mandatory approval Purchase-order or dual-approval workflow with separated proposer and authorizer
Agent using many external APIs Scoped tool credentials and a separate payment credential Central policy service, pre-authorization checks, continuous monitoring, and rapid revocation

Choose a virtual card when the immediate need is credential isolation and a hard payment boundary. Choose spending controls when the important question is whether the purchase fits a task, budget, vendor policy, or approval workflow. In production, combine them: the agent proposes within a policy, a payment service or issuer enforces the financial boundary, and a human handles exceptions that software cannot safely infer.
