Should you give an AI agent a virtual card or use a payment token? Usually, that is not an either-or choice. A virtual card is a card credential an agent can present at checkout. A payment token is a substitute for the underlying card or account credential. A tokenized design can use a card rail, including a virtual card-like credential, while adding identity, approval and transaction context.
The practical choice depends on seven questions: what credential the agent can access, how narrowly it is scoped, whether the payment identifies the agent and your instruction, what approval is required, how quickly access can be revoked, where the payment is accepted, and how errors or disputes are handled. No term by itself guarantees fraud prevention.
Virtual card and payment token: the layer-by-layer distinction
What a virtual card is
A virtual card is a card credential generated or provisioned for a payment account and used in a card transaction. It normally has the familiar card fields—number, expiration date and security code—even though no plastic card exists. The agent may enter those details into a conventional web checkout or use them through an integrated payment API.
Controls are implementation-specific. An issuer might let you set a spending limit, restrict merchants or categories, set an expiration date, or create a card for one task. Another issuer may provide none of those controls. Do not assume that every virtual card is single-use, disposable, restricted to one merchant, or safer than a physical card.

What a payment token is
A payment token substitutes for the underlying card or account credential in a payment context. The merchant or processor receives the token rather than the primary account number; a network or issuer maps it to the underlying account when the transaction is authorized. Tokenization can reduce exposure of the original number, but a token is not automatically permissioned. Its value depends on how it is bound, authenticated, scoped and revoked.
In agentic-payment designs, a token can be issued to a registered agent and accompanied by signals about the user, the agent, the purpose, the amount or the transaction. Those signals may help an issuer make an authorization decision and help a merchant trace who initiated the purchase. A basic network token that merely replaces a card number may carry far less policy information.
Why the terms are often combined
Credential type and payment protocol are separate dimensions. A card-based protocol can pass a tokenized card credential; an agent can use that credential on a card rail while the token service handles substitution and lifecycle. Visa’s March 2026 card specification for its Machine Payments Protocol (MPP) describes tokenized card credentials being passed, authenticated and processed in compatible workflows. Therefore, “virtual card versus token” is often an imprecise comparison: a virtual card can be the visible payment instrument, while tokenization protects or contextualizes the credential underneath.

A conventional checkout gives an agent a form and asks it to supply card details. A more controlled flow separates the user’s instruction, agent authorization and credential retrieval.
- Instruction: You tell the agent what to buy, from which merchant, for what purpose and within what price or quantity limit.
- Authentication: You authenticate the instruction, potentially with a passkey, biometric check or another step-up method.
- Credential request: The agent requests a credential for the merchant and transaction. A service may return a virtual card number, an agent-specific token or a tokenized card credential.
- Authorization: The merchant, processor, network and issuer evaluate the credential, transaction data and applicable policy.
- Fulfilment: The merchant delivers the goods or service through a checkout, API or protocol-native exchange.
- Notification and lifecycle: The payment system reports the outcome, records evidence and allows the credential to expire, be suspended or be revoked.
Visa’s developer flow describes user instructions, agent-specific token provisioning, passkey setup and authentication, credential retrieval, token lifecycle management and transaction-outcome notifications. It is an architecture offered by Visa, not proof that every issuer, merchant or agent supports the complete flow.

Comparison: what to evaluate in a real implementation
| Decision axis | Virtual-card approach | Tokenized or agent-token approach | Questions to ask the provider |
|---|---|---|---|
| Credential exposure | The agent may receive a reusable virtual card number and security code. | The agent receives a substitute token; the underlying number can remain with the issuer or token service. | Can the agent retrieve or reveal the underlying credential? Is the token limited to a device, merchant or transaction? |
| Scope | Limits may include amount, merchant, category, expiration or task, depending on the issuer. | Agent-specific programs may encode spend, merchant category, purpose, time or task limits. | Which limits are enforced by the issuer or network, and which are only application rules? |
| Identity and traceability | Ordinary card data may identify only the account, not the agent or instruction. | A program can identify the registered agent and attach user, purpose or transaction context. | Will the merchant and issuer receive an agent identifier and an auditable user authorization? |
| Authentication | Approval may occur when the card is created or when a checkout triggers an additional check. | Passkeys, device authentication, step-up verification and approval thresholds can be integrated. | What must a human approve at setup, at purchase and after a threshold is exceeded? |
| Revocation and lifecycle | You can freeze or cancel the virtual card if the issuer supports it; a one-task card may expire after use. | Tokens can be suspended, revoked or made unusable after a task when the implementation supports those controls. | How quickly does revocation propagate, and what happens to an in-flight authorization? |
| Acceptance | Works where the merchant accepts ordinary card checkout, subject to issuer rules. | Requires token support by the network, issuer, processor, merchant or agent protocol; fallback may be needed. | Does the flow use a browser checkout, API or protocol-native payment, and which participants support it? |
| Operations and accountability | Statements, alerts, refunds and chargebacks follow existing card processes, but agent intent may be hard to prove. | Lifecycle events and intent records can improve evidence, but dispute and liability rules are still developing. | Who handles an agent mistake, redirection, duplicate order, refund or unauthorized action? |
What current programs actually describe
Visa Intelligent Commerce and agent-specific tokens
Visa describes Intelligent Commerce as embedding credentials, controls, authentication and protections in AI-initiated buying. In a June 10, 2026 announcement, Visa described an Agent Score for assessing merchant readiness, an Agentic Directory of verified agents and merchants, and token enhancements that add transaction context and assurance signals. Visa said those signals are intended to give issuers more information for authorization decisions. These are Visa product statements, not independent proof of lower fraud or higher approval rates.
Visa’s current developer material describes APIs for agent-specific token provisioning, passkey setup and authentication, user payment instructions, credential retrieval, token lifecycle management and transaction outcome notifications. A design using those APIs could let an agent request a credential for a particular merchant and amount instead of holding your general card number. Availability depends on participating issuers, merchants and integrations.

Visa’s Machine Payments Protocol card specification
Visa’s March 2026 MPP announcement describes a flow in which an agent requests a resource, the merchant or service states the payment requirement, the agent authorizes payment during the interaction, and the merchant or service delivers the resource. The card extension specifies how tokenized card credentials are passed, authenticated and processed in compatible workflows. Visa positions MPP alongside other agent-payment standards, including x402. The specification does not mean that every ordinary card merchant can process an MPP transaction today.
Mastercard agentic tokens and Verifiable Intent
Mastercard’s 2026 guide describes agentic tokens issued to registered, verified agents rather than exposing the actual card number. The guide says these tokens can be constrained by spend, merchant category, purpose and time; made unusable after a task; used to identify the agent for traceability; and revoked. It also describes strong on-device authentication and Verifiable Intent, announced in March 2026, as a cryptographic record linking consumer identity, authorization and agent intent. Those are capabilities described by Mastercard; implementation and availability still depend on participating parties.
Merchant-side integration and Adyen’s pilot status
Adyen describes connecting merchant payment infrastructure to agent commerce while retaining merchant-owned payment data and tokenization. Its 2026 material says payment support for AI-commerce surfaces from OpenAI, Google and Microsoft is in pilot phases and describes work with Visa and Mastercard on agent-ready token standards. “Pilot” should be read literally: it is not evidence of broad general availability or uniform support across merchants.

Are virtual cards safer for AI purchases?
A virtual card can be safer than handing an agent your everyday card number when it is separately funded, narrowly limited and easy to freeze. The improvement comes from the controls and separation, not from the word “virtual.” A reusable, unrestricted virtual card still gives a compromised agent a valuable credential.
Tokenization can reduce the number of systems that ever see the underlying account number. An agent-specific token can add identity, purpose, amount and expiry information that a plain card number lacks. But a token with no meaningful binding or revocation may offer little practical control. Evaluate the enforcement point: a rule in the agent application can be bypassed if the agent is compromised, whereas an issuer- or network-enforced authorization rule is harder to evade.
Neither approach prevents a user from authorizing the wrong purchase, a merchant from delivering the wrong item, or an agent from being redirected by malicious instructions. Authentication proves that an action was approved; it does not by itself prove that the agent interpreted the instruction correctly.
Choosing an approach by use case
Occasional purchases from ordinary card merchants
Use a separately funded or limited virtual card if the merchant only offers conventional card checkout and your issuer provides practical limits and rapid freeze controls. Require human approval immediately before the transaction when the purchase is expensive, recurring or difficult to reverse.
Programmatic buying across known merchants
Prefer an agent-specific token or tokenized card flow when the payment provider can enforce merchant, amount, purpose and time restrictions at the issuer or network layer. Keep a conventional card fallback only where the integration and its audit trail are understood.

Subscriptions and recurring charges
Check whether the credential is allowed to authorize recurring transactions and how cancellation works. A one-task credential may fail on renewal; an unrestricted credential may continue charging after the agent’s task has ended. Set an explicit end date, recurring-payment policy and notification rule.
High-value or regulated purchases
Use staged approval: the agent prepares the order, shows merchant, items, taxes, total and delivery terms, and a human authenticates the final instruction. Preserve the instruction and authorization record so finance, support and dispute teams can reconstruct what happened.

- Define the boundary: List permitted merchants, categories, currencies, maximum amount, frequency and task duration.
- Choose the enforcement layer: Prefer issuer, network or processor controls over prompts or rules enforced only inside the agent.
- Minimize credential access: Let the agent request a scoped credential rather than store a general card number. Confirm who can detokenize it.
- Set approval thresholds: Require step-up authentication for new merchants, unusual locations, high totals, refunds, recurring charges or changed delivery details.
- Record intent: Store the original instruction, agent identity, approval event, credential identifier, merchant response and final outcome.
- Test lifecycle events: Freeze, revoke, expire, refund and dispute a test transaction. Measure how quickly each state reaches the agent and merchant.
- Plan failure handling: Decide what happens when the merchant declines, the agent retries, the total changes, inventory disappears or the agent receives conflicting instructions.
- Review data retention: Limit logs to what support and dispute teams need, and protect any payment, identity or instruction data retained.
Acceptance, operations and evidence
Acceptance is a practical constraint. A virtual card generally fits a familiar card checkout, while an agent token may require a participating merchant, processor, issuer and protocol. Ask whether the merchant can process the credential directly, whether a token service must be called first, and what fallback does if the merchant supports only manual entry.
Operational evidence matters as much as authorization. A useful record links the user instruction to the agent identity, approval method, credential or token identifier, merchant, amount, time, authorization response, fulfilment status and notifications. Keep separate records for authorization and fulfilment: an approved payment does not establish that the merchant delivered what the agent ordered.

Refunds and disputes can be harder when the transaction was made at machine speed. Visa’s 2026 discussion of agentic payments notes that chargeback evidence and reversal rules were designed for human-speed commerce and that responsibility for a mistaken or maliciously redirected purchase remains unclear. That is a current design and governance issue, not a settled legal rule. Liability varies by contract and jurisdiction; obtain jurisdiction-specific advice before relying on an automated-payment arrangement.

Scale claims and how to read them
Visa reported 4.8 billion payment credentials, more than 175 million merchant locations and more than 300 billion annual transactions in its Intelligent Commerce overview accessed October 13, 2026. Those are Visa-reported network figures, not an independent comparison of agent-payment adoption.
Visa also reported $15.0 million in adjusted volume across 109.6 million transactions since May 2025, attributing the figures to Artemis Analytics as of April 21, 2026. The figures concern x402. They are not total agentic-commerce volume or total card-payment volume, and transaction count alone does not establish how many people or agents used the system.
Bottom-line decision
Choose a virtual card when you need broad compatibility with ordinary card merchants and can obtain issuer-enforced limits, short validity, alerts and rapid freezing. Choose an agent-specific payment token when the participating ecosystem can bind the credential to a verified agent, user instruction, merchant, amount, purpose and time window, with strong authentication and revocation. Use both when a tokenized card credential gives you card-rail acceptance plus contextual controls.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBefore approving either design, verify the seven comparison axes in the table, test the complete lifecycle and document who bears responsibility when the agent is wrong. The safest label is not “virtual” or “token”; it is a credential whose scope, approval evidence and revocation behavior are enforceable and observable.
