Short answer: a virtual card is a payment credential, while a digital wallet is a broader account or software layer that can store value, stage a payment, or connect a merchant to a funding source. For an AI agent, neither label is a safety guarantee. The important questions are whether the agent receives the underlying card number or a token, how narrowly its authority is scoped, which spending and merchant limits apply, when you must approve a transaction, and where the payment can be used.
For an ordinary retail purchase, a tokenized card credential with task-specific limits usually offers the best combination of merchant reach and control. A wallet can be preferable when it provides stronger isolation, staged funding, or a closed merchant ecosystem. Machine-native protocols may be a better fit for frequent, low-value software payments. Availability depends on the specific agent, issuer, processor, merchant, country and account terms.
What a virtual card is—and what it is not
A virtual card is a payment credential represented by a card number, expiration date and security code, or by a network token that performs the same role. It can be issued for a person, employee, project, subscription or one-time purchase. The issuer may let you freeze it, set a maximum amount, restrict merchant categories or create a new number when the old one is exposed.
Those controls are properties of a particular issuer or business-card product, not of every virtual card. A virtual card does not automatically mean that an AI agent receives a token instead of the real account details, nor does it automatically include approval workflows. Confirm the product’s actual controls before connecting it to an agent.

Credential versus authority
The card number answers “what payment method can be presented?” Authority answers “what is the agent allowed to do with it?” An agent could hold a virtual card but still have excessive authority if the number is reusable, has no amount limit and can be used at any merchant. Conversely, a network token can be narrowly bound to one task even though it ultimately draws from a conventional card account.
What a digital wallet adds
A digital wallet is not simply another name for a virtual card. It is an account or software arrangement that may hold a balance, stage funds for a transaction or connect a buyer and seller inside a merchant’s own environment. Visa’s October 2024 policy guide distinguishes, among other structures, stored-value wallets and staged wallets; each has different funding and seller-network requirements. A merchant wallet is categorized according to its functionality. These are Visa network categories, not a universal rule followed identically by every wallet provider.
Stored-value wallets
Funds are held in the wallet before the purchase. An agent can be limited to the balance or to a replenishment rule, which creates a hard ceiling if the wallet cannot draw from another source automatically. The trade-off is that the wallet may work only with participating merchants or may require a transfer before a purchase.
Staged wallets
The wallet stages or routes a payment from an external funding source at checkout. A card may fund the wallet without being exposed to the merchant or agent in the same way as a direct card transaction. Limits and authentication depend on the wallet and its funding arrangement.
Merchant wallets
A merchant’s wallet may combine identity, loyalty, stored value and payment. It can provide fine-grained controls within that merchant’s ecosystem but may not work elsewhere. Do not assume that a wallet accepted by one marketplace is accepted across the general card network.

The comparison that matters for AI agents
When an agent buys something, compare the implementation rather than the marketing label. The following questions expose the practical differences.
| Comparison axis | Virtual-card implementation | Digital-wallet implementation | What to verify |
|---|---|---|---|
| Credential exposure | The agent may receive a card number, a virtual number or a network token. | The agent may receive a wallet authorization, a balance credential or a tokenized funding instruction. | Whether the underlying card details ever reach the agent, merchant or agent platform. |
| Authority scope | Often configurable by amount, merchant category, time window or card status. | May be limited by wallet balance, merchant ecosystem, funding rule or transaction policy. | Task, amount, category, merchant, geography and expiration restrictions. |
| Approval and authentication | Issuer, agent or network can require confirmation for selected transactions. | Wallet login, passkey, device approval or transfer confirmation may be required. | Which events pause for user approval and which proceed automatically. |
| Merchant reach | Can use the existing card-acceptance network when the agent flow supports it. | May be broad if it routes to a card network, or narrow if it is a closed wallet. | Supported merchants, checkout types, countries and recurring-payment rules. |
| Transaction profile | Well suited to occasional retail purchases, subscriptions and larger proxy purchases. | Useful for staged funding, merchant-specific buying or a controlled stored balance. | Whether the design targets retail, recurring billing or machine-to-machine payments. |
| Recovery and recourse | Issuer dispute, replacement and card controls usually apply, subject to terms. | Wallet terms, funding source terms and merchant rules may all affect refunds. | Who handles an unauthorized charge, failed delivery, cancellation or refund. |
How tokenized agent payments work
In an agentic payment flow, the system can avoid handing the model a reusable card number. Stripe describes Visa and Mastercard network-issued agentic tokens that can be scoped to a customer’s intent. Visa’s Machine Payments Protocol materials describe passing and authenticating tokenized card credentials in compatible workflows. The token still represents a funding source, but its permissions and context can be narrower than the underlying account.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Define the intent. The user or application specifies the item or service, acceptable merchants, maximum total, currency, delivery conditions and expiration time.
- Authorize the agent. The payment provider or network creates an agent credential or token tied to that intent. The agent should receive only what it needs to request authorization, not the underlying card details.
- Evaluate the checkout. The agent sends the merchant, amount, category and other transaction data. Rules reject a purchase outside the approved scope.
- Request user confirmation when required. A high-value, unusual or otherwise selected transaction pauses for an approval step or passkey authentication.
- Authorize and settle. The issuer or network approves the transaction, records the token and applies fraud checks. The merchant receives the payment result rather than the agent’s private account credentials.
- Revoke and reconcile. After completion, expire the token, freeze the virtual card or close the wallet allowance, then review the receipt and transaction log.
This sequence is an architectural pattern, not a guarantee that every agent or merchant implements every step. Ask the provider which steps are enforced and which are optional.
Security controls to insist on
Agent credentialing
The payment system should identify the particular agent, application or session making a request. Mastercard’s June 10, 2026 description of Agent Pay for Machines emphasizes agent credentialing and programmatically enforced authorization rules. Without an identifiable credential, it is harder to revoke one compromised integration without disrupting every payment method.
Least-privilege permissions
Grant only the authority needed for the task. Useful boundaries include a single order, a maximum total, a merchant or category allow-list, a currency, a country and an expiration time. A recurring subscription should have a separate permission from a one-time purchase, with a defined renewal ceiling.

Spending and merchant limits
Visa’s June 10, 2026 announcement about its collaboration with OpenAI describes spending limits, merchant categories and required approvals alongside tokenized Visa credentials, real-time authorization and fraud monitoring. Mastercard’s announcement describes spending limits and rules for automated transactions. These are capabilities of the named systems, not universal features of all cards and wallets. Check whether limits are hard declines or merely alerts.

Approval and passkey authentication
Visa says Payment Passkeys can authenticate token setup and provide an additional confirmation for a high-value or unusual purchase. Its product description states: “If a purchase is high value, unusual for you, or just something you want to double-check, your agent can ask you to confirm it, and Visa Payment Passkeys provide that extra layer of security.” Treat this as a provider-described control, not independent evidence of measured security effectiveness. Decide in advance which transactions may proceed silently and which must always prompt you.
Token isolation and revocation
A token that is scoped to one intent limits the damage if an agent log is exposed. You should also be able to revoke the token, disable the agent, rotate a virtual-card number and view every attempted authorization. If revocation requires a support ticket, do not use the credential for unattended purchases.
Receipts, audit trails and alerts
Require a receipt containing the merchant, amount, currency, authorization result and token or agent identifier. Real-time alerts help you catch a prompt-injection attack, a changed cart or a duplicate charge before more transactions occur.
Which approach fits which job?
| Use case | Usually the better starting point | Reason and caveat |
|---|---|---|
| One-time retail purchase at a normal card-accepting merchant | Tokenized card credential or tightly limited virtual card | Uses established card infrastructure and broad acceptance when the agent checkout is compatible. |
| Subscription with a known merchant | Virtual card with a renewal ceiling, or a merchant wallet with explicit renewal controls | Separate recurring authority from one-time spending; verify cancellation and refund handling. |
| Purchases inside one marketplace | That marketplace’s wallet, if it supports approvals and limits | Convenient and potentially isolated, but reach is limited to the ecosystem. |
| Employee or project purchasing | Virtual-card program with per-user or per-project limits | Provides accounting separation and revocation; confirm agent support rather than assuming it. |
| Frequent, low-value software-to-software payments | Machine-payment protocol or wallet designed for programmatic settlement | Mastercard positions Agent Pay for Machines for high-frequency, low-latency, low-value transactions. Consumer availability is not established by that announcement. |
| Mixed card and digital-asset settlement | Protocol that can select the payment rail per transaction | Visa describes x402 and the Machine Payments Protocol as machine-native approaches and cautions against treating cards and stablecoins as mutually exclusive. |
How to let an AI agent pay safely
Consumer setup
- Create a dedicated payment method rather than exposing your primary card account.
- Choose a provider that explicitly documents agent tokens or an equivalent delegated credential. A generic virtual card is not enough evidence.
- Set a low per-transaction and daily limit, restrict merchant categories and add an expiration date.
- Allow-list the merchant or domain when the provider supports it. Treat a changed checkout domain as a new merchant until verified.
- Require approval for high-value, unusual, international, recurring or substituted-item purchases.
- Use passkey or device authentication for token creation and approval; never paste a passkey into an agent conversation.
- Run a small test purchase, inspect the receipt and then revoke the test credential if the flow behaves unexpectedly.
Small-business setup
- Create separate credentials for each employee, agent, project and recurring service.
- Map permissions to your procurement policy: category, supplier, amount, tax treatment, currency and approval chain.
- Send transaction events to your accounting or monitoring system, retaining the agent identifier and authorization decision.
- Define who can approve exceptions and how quickly a compromised agent is disabled.
- Test refunds, partial shipments, duplicate orders and subscription cancellation before allowing unattended use.
- Reconcile the provider’s dispute process with your contractual terms and local law.
Developer setup
- Keep the funding account in the payment provider’s vault; do not put card numbers in prompts, source code, logs or model context.
- Request a token scoped to a structured intent object, including amount, currency, merchant, purpose and expiry.
- Validate the final cart server-side. Do not trust prices, shipping fees or merchant identifiers supplied only by the model.
- Use an explicit approval callback for transactions that exceed thresholds or change material terms.
- Make authorization idempotent so retries cannot create duplicate charges.
- Log tool calls and decisions without recording sensitive authentication data.
- Build a kill switch and test token revocation during an incident drill.
Merchant reach, costs and requirements
There is no single price or universal eligibility rule for agentic payments. A provider may charge account, transaction, foreign-exchange or program fees; the applicable amount depends on the issuer, processor, wallet and country. The systems described by Visa, Mastercard and Stripe are integrations and network capabilities, not proof that every consumer account can activate them.

Before relying on a feature, confirm all of the following with the provider:
- Supported agents, SDKs, APIs and checkout flows.
- Eligible issuer, card type, business account and country.
- Whether the merchant must support a particular token, protocol or browser flow.
- Limits on one-time, recurring, cross-border and high-risk transactions.
- Authentication, approval, refund, chargeback and unauthorized-use procedures.
- Data retention, logging and deletion rules for agent activity.
Visa’s current overview, accessed October 13, 2026, displays 4.8 billion payment credentials, more than 175 million merchant locations and more than 300 billion transactions annually. The page does not attach a reporting year to those figures, and they are not statistics for agentic commerce. Visa also reports approximately $15.0 million in adjusted volume across 109.6 million x402 transactions since launch in May 2025, citing Artemis Analytics with data as of April 21, 2026. That is a snapshot of x402 activity, not total agentic-commerce volume or proof of broad consumer adoption. Mastercard says more than 30 industry leaders were among the first to support Agent Pay for Machines on June 10, 2026; this is a vendor-announced participation count, not a count of live consumer integrations.

The agent sees the full card number
Stop the integration, freeze or replace the card and remove the number from prompts and logs. Reconnect using a provider-issued token or a dedicated virtual card with a low limit.
The merchant rejects the token
Check whether the merchant supports the required network token, protocol and checkout type. Do not respond by widening permissions blindly; use a different approved payment path or complete that purchase manually.
The agent asks for approval on every transaction
Review the risk policy and thresholds. Some providers require confirmation for unfamiliar merchants, changed amounts or high-value purchases. If the prompts cannot be tuned without disabling all controls, the flow is unsuitable for unattended use.

A purchase is duplicated or the amount changes
Use idempotency keys, compare the final authorization amount with the approved intent and revoke the credential. Contact the issuer or wallet provider promptly and preserve the agent log and receipts.
A refund or chargeback is disputed
Identify whether the card issuer, wallet operator, merchant or agent platform owns the relevant record. Automated transaction chains can make evidence harder to assemble. Visa notes that existing legal and regulatory frameworks were not written specifically for delegated agent transactions and that chargeback evidence rules may become harder to apply. Do not assume a universal liability or refund outcome; read the provider and issuer terms and consult applicable local law.
A practical decision checklist
- Credential: Is the agent receiving a card number, a virtual number or a token?
- Scope: Can permission be limited to this task, amount, merchant, category, time and country?
- Approval: Which events require a human confirmation or passkey?
- Reach: Will the method work at the merchants and checkout types you actually use?
- Profile: Is this an occasional retail purchase, a recurring charge or a high-frequency machine payment?
- Recovery: Can you revoke access immediately and determine who handles disputes and refunds?
- Availability: Are the feature, country, issuer and agent combination supported today, rather than merely announced?
Visa’s Chief Product and Strategy Officer, Jack Forestell, summarized the network’s position this way: “As agents are introduced to payment flows, one thing becomes clear: trust and security are the infrastructure that makes the entire system work. We’re moving with urgency and optimism to deliver the next era of commerce — powered by agents, built on Visa.” The operational lesson is straightforward: choose the narrowest credential and authority that can complete the job, then verify the controls in your exact implementation.

Should I give an AI agent my card details?
Do not give an agent your primary card number through a prompt or ordinary text field. Use a provider-managed token or a dedicated virtual card with strict limits, approval rules, expiration and revocation.
Is a digital wallet safer than a virtual card for an AI agent?
Neither is inherently safer. A wallet may isolate funds or restrict merchants, while a virtual card may offer broader acceptance and clearer issuer controls. Compare token exposure, authority scope, approvals, limits and dispute terms for the specific implementation.
Can an AI agent make purchases without asking me every time?
Only if the provider and your policy permit unattended authorization. Set explicit amount, merchant, category and time limits, and require confirmation for high-value, unusual, changed or recurring transactions.
Are agentic payment features available everywhere?
No. Support varies by agent, issuer, processor, merchant, country and checkout flow. Network and processor announcements describe particular integrations, not universal consumer availability.
Are machine-payment protocols the same as digital wallets?
No. A machine-payment protocol defines how software requests and settles payments; a wallet is an account or software layer that may store value or stage funding. A protocol can use cards, stablecoins or other rails depending on the implementation.
