VIAVI Solutions and Keysight Technologies both sell test and measurement capabilities for communications, networks and advanced electronics, but they are not organized around the same customer problem. VIAVI is centered on network and service enablement, optical security and performance, and field or infrastructure assurance. Keysight combines communications testing with a much broader electronic design and industrial measurement business.

That distinction matters more than a simple revenue or product-count comparison. A network operator, data-center builder or defense organization may encounter both companies, yet use VIAVI for different lifecycle tasks than Keysight. The latest reported financial figures also come from different periods: VIAVI has reported a full fiscal year ended June 27, 2026, while the latest located Keysight figure is for its fiscal third quarter ended July 31, 2026.

What each company’s test and measurement business includes

VIAVI: network assurance plus optical security and performance

VIAVI reports two operating segments: Network and Service Enablement (NSE) and Optical Security and Performance Products (OSP). NSE covers testing, monitoring, assurance and resilient position, navigation and timing (PNT) products and services for data centers, communications networks and critical infrastructure.

VIAVI says its high-speed Ethernet portfolio now addresses layers 0 through 7 of the OSI stack after its October 2025 acquisition of certain Spirent businesses. That statement describes the scope of the combined offering; it does not establish that every product covers every layer or that VIAVI is superior on any individual test.

OSP is a different kind of business. It supplies optical security and performance products, including anti-counterfeiting and 3D-sensing technologies. Those products extend VIAVI beyond network test into optical applications for aerospace, defense, industrial and automotive markets.

Keysight: communications solutions alongside electronic design and industrial measurement

Keysight reports two segments: the Communications Solutions Group (CSG) and the Electronic Industrial Solutions Group (EISG). CSG serves commercial communications as well as aerospace, defense and government customers. EISG serves electronic industrial markets, including automotive, energy, consumer electronics, education, general electronics, and semiconductor design and manufacturing.

Keysight describes a portfolio built from electronic design and test software, measurement instruments, systems, application software and related services. Those offerings are available in benchtop, handheld and modular form factors. The company therefore reaches from design simulation and validation to physical measurement and production-oriented test, across a wide set of electronic industries.

The practical difference is portfolio architecture: VIAVI starts with networks, services, optical technologies and infrastructure assurance, while Keysight starts with electronic design and measurement and adds communications, aerospace, defense and industrial applications around that foundation.

Where the two companies overlap

Both companies can appear in the same communications or infrastructure project. A useful comparison is the customer problem being solved, not merely the product label.

Customer problem VIAVI emphasis Keysight emphasis
Validate high-speed links and network equipment Optical and Ethernet test, fiber systems and network assurance across lab, production and deployed networks. Physical-layer test, protocol emulation, electronic measurement and system-level modeling for communications infrastructure.
Operate and troubleshoot live networks Monitoring, service enablement, AIOps, automation, performance and threat solutions. Communications test capabilities, with the broader company centered on design and measurement rather than a dedicated network-assurance segment.
Develop wireless technologies Wireless test and stated focus on 5G, 5GA, 6G and Open RAN. Communications testing and company-reported collaboration on next-generation connectivity and 6G.

Serve data-center and AI infrastructure Data-center ecosystem testing, high-speed Ethernet and assurance capabilities within NSE. High-performance-compute and AI-infrastructure testing, including physical-layer, protocol and system-level work described by the company.

The overlap means a buyer should map the complete test flow before assuming the companies are interchangeable. A design team validating a chip, board or protocol may need different capabilities from an operator assuring a live fiber or service network, even when both projects use the words “Ethernet,” “5G” or “data center.”

How their portfolio shapes differ in practice

VIAVI is oriented toward deployed networks and service outcomes

VIAVI’s NSE description connects instruments and software to the full operating life of communications infrastructure. That includes laboratory and production validation, installation and maintenance of fiber, wireless testing, monitoring of live services, automation, security testing and resilient timing. The company’s stated service-enablement priorities also point to operational workflows: AIOps, automation and security are intended to help organizations detect, diagnose and manage network conditions rather than only characterize a component in a laboratory.

Its PNT and aerospace-and-defense activities add another infrastructure dimension. Resilient PNT addresses the need for dependable positioning, navigation and timing when conventional signals are disrupted or unavailable. The available company description establishes that this is a product area, not a quantified performance ranking against competitors.

Keysight is oriented toward electronic design, characterization and system validation

Keysight’s EISG gives it exposure to electronics markets that are not inherently network-operator markets: automotive, energy, consumer electronics, education, semiconductor design and manufacturing, and general electronics. Its software, instruments, systems and application tools can be used at several stages of a product’s development, from modeling and design through validation and production.

CSG gives Keysight a substantial communications and government presence. The company’s FY2025 report says customers used its tools for physical-layer testing, protocol emulation and system-level modeling of next-generation infrastructure. In that framing, the central question is often whether an electronic design or communications system meets defined technical requirements before deployment.

These are emphases, not hard boundaries. VIAVI also sells laboratory and production test, and Keysight also serves installed communications infrastructure. The difference is the center of gravity of each reported business.

Strategic technology priorities

Data centers, high-performance compute and AI infrastructure

VIAVI identifies data-center ecosystems as a priority and highlights high-speed optical and Ethernet testing. Its October 2025 acquisition of certain Spirent businesses expanded the stated Ethernet scope to OSI layers 0–7. For a data-center project, that suggests attention to links, protocols, equipment behavior and network operation across multiple stages.

Keysight’s FY2025 report identifies high-performance compute and AI-related infrastructure as growth drivers. It describes customer collaborations in AI infrastructure and the use of physical-layer test, protocol emulation and system-level modeling for next-generation systems. These statements are company-reported activities and priorities, not an independent forecast of which supplier will capture the most AI-related spending.

Wireless evolution

VIAVI lists 5G, 5GA, 6G and Open RAN among its stated priorities, alongside service enablement through automation, AIOps and security. That combination links radio and transport testing with the operational challenge of running complex, disaggregated networks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keysight’s communications business also participates in next-generation connectivity work. Its FY2025 report describes collaborations involving 6G and infrastructure development. The company’s broader electronic-design portfolio can connect wireless requirements to semiconductor, device and system validation.

Defense modernization and resilient timing

Both companies have exposure to aerospace and defense, but their descriptions emphasize different routes. VIAVI names aerospace and defense equipment, resilient PNT and optical technologies for aerospace, defense, industrial and automotive applications. Keysight places aerospace, defense and government customers within CSG and links defense modernization to its reported growth drivers.

For a defense program, the relevant distinction is whether the requirement is primarily resilient timing and field or infrastructure assurance, electronic design and characterization, communications-system validation, or a combination. Neither company’s public descriptions establish a universal advantage across those use cases.

Optical security and sensing

VIAVI’s OSP segment is a differentiator in the reported segment structure. Anti-counterfeiting and 3D-sensing technologies give the company an optical-security and sensing business alongside network testing. Keysight’s two-segment description does not identify an equivalent standalone optical-security segment; its emphasis is electronic design, measurement and application solutions across communications and industrial markets.

Latest reported financial context

The figures below are company-reported and carry their fiscal-period labels. They should not be treated as a like-for-like market-share or valuation comparison.

Company and period Total revenue Segment detail What the period means
VIAVI, fiscal year ended June 27, 2026 $1,518.3 million, reported as 40.0% above FY2025 NSE: $1,182.9 million; OSP: $335.4 million Full fiscal-year result.
Keysight, fiscal third quarter ended July 31, 2026 $1.85 billion CSG: $1,345 million; EISG: $501 million One fiscal quarter, not a full-year total.
Keysight, fiscal year 2025 $5.4 billion, up 8% year over year Software and services were 37% of revenue Full fiscal-year result, from the annual report.

VIAVI’s FY2026 number and Keysight’s Q3 FY2026 number are therefore not directly comparable annual totals. Even the full-year figures come from different fiscal years and different segment architectures. Revenue size alone cannot show which company is better for a particular test program, nor does it establish profitability, market share or technical superiority.

“Fiscal year 2025 marked Keysight’s return to growth,” Keysight CEO Satish Dhanasekaran wrote in the company’s FY2025 annual report letter to stockholders.

That sentence is management’s characterization of Keysight’s FY2025 performance. It should be read as an executive statement, not as an independent industry conclusion.

Which business model fits a particular project?

Start with the asset being tested

  • Live communications network or service: prioritize requirements for monitoring, assurance, fiber maintenance, service activation, automation, security and operational analytics. Those needs align with the areas VIAVI places in NSE.
  • Electronic component, board, device or semiconductor: prioritize design software, instruments, application software, characterization and production validation. Those needs align closely with Keysight’s EISG and its electronic measurement orientation.
  • Communications equipment or protocol: define whether the work is laboratory design validation, production test, interoperability, physical-layer characterization, protocol emulation or post-deployment assurance. Both companies can participate, but their stated portfolios emphasize different stages.
  • Data-center or AI infrastructure: specify link speed, optical components, Ethernet layers, protocol behavior, system modeling, workload conditions and operational monitoring before comparing suppliers.
  • Aerospace, defense or timing-critical system: separate electronic measurement and communications validation from resilient PNT, field equipment and optical-security or sensing requirements.

Then map the lifecycle

A sound evaluation follows the asset from design to retirement. List the required activities in order: model or design, characterize, validate interoperability, test in production, install, monitor in service, troubleshoot, secure and maintain. Mark which activities require instruments, software, field systems, services or automation. VIAVI’s reported portfolio is particularly explicit about the installed-network and service stages; Keysight’s description is particularly explicit about electronic design, measurement and industrial applications.

Ask for evidence at the exact technical boundary

Do not accept “supports Ethernet,” “supports 6G” or “supports AI infrastructure” as complete specifications. Request the exact rates, protocols, OSI layers, interfaces, emulation modes, test automation hooks, environmental limits, deployment model and service scope needed for the project. The public descriptions establish broad categories, but they do not provide a product-by-product equivalence matrix.

A practical comparison checklist for buyers and technical teams

  1. Define the test object: fiber link, optical module, Ethernet device, wireless system, electronic design, semiconductor, deployed service or timing system.
  2. Define the test location: laboratory, production line, data center, field installation, network operations center or defense environment.
  3. Separate test from assurance: identify which requirements are one-time validation and which require continuous monitoring, analytics, automation or threat detection.
  4. List interfaces and layers: include optical parameters, Ethernet layers, wireless protocols, application behavior and system-level interactions where relevant.
  5. Specify software and services: document automation, data retention, APIs, analytics, training, calibration and support expectations instead of comparing instrument names alone.
  6. Check organizational fit: identify whether the project spans communications operations, electronics design, semiconductor manufacturing, industrial engineering or government programs.
  7. Compare on the same period and scope: when financial context matters, use annual figures against annual figures and quarterly figures against quarterly figures, with fiscal dates shown.

What the available evidence does not establish

The company descriptions and reported results do not establish a definitive market-share ranking, product-by-product superiority, customer-concentration comparison, profitability advantage, valuation conclusion or investment recommendation. They also do not provide a neutral industry market-size estimate. Strategic priorities such as AI infrastructure, 6G, Open RAN or defense modernization indicate where management is directing attention; they are not independent forecasts of future growth.

Similarly, a larger reported revenue total does not mean a company is the better supplier for a specific test requirement. Keysight’s total includes a broad electronic-industrial franchise, while VIAVI’s total is organized around NSE and OSP. Segment mix, fiscal period and business scope must remain visible whenever the numbers are used.

Bottom line: VIAVI or Keysight?

VIAVI is the closer fit when the central challenge is communications-network deployment and assurance, fiber and Ethernet operations, service enablement, network security testing, resilient PNT or optical security and sensing. Keysight is the closer fit when the challenge spans electronic design and measurement, semiconductor or industrial development, communications-system validation, high-performance compute or defense electronics.

There is meaningful overlap in wireless, data-center, communications and defense work. The right comparison is therefore not “which company is bigger?” but “which portfolio covers the required lifecycle, interfaces and operating environment?” Once those are specified, the two-segment structures make the distinction clearer: VIAVI combines network and service enablement with optical security and performance, while Keysight combines communications solutions with broad electronic-industrial test and design capabilities.
