Verizon says it will not discontinue a customer’s existing copper voice service until an FCC-approved replacement is available at that customer’s location. A notice about the company’s proposed copper-network transition does not, by itself, mean service will stop on the date stated or that a replacement is already ready. The company’s stated policy is separate from the FCC’s review: WDBJ reported on September 29, 2026, that the agency had paused Verizon’s plan for further review.
What Verizon’s notice means—and what it does not
Verizon describes its customer letters as part of a process to seek FCC authority to discontinue legacy plain old telephone service (POTS) over copper where an FCC-approved replacement is available. The notice is not necessarily an immediate shutoff notice. Verizon says it will notify customers and identify replacement options, and states: “We will not discontinue your existing copper voice service if you do not have access to an FCC-approved replacement service option.” That is Verizon’s stated policy, not a regulatory finding or a guarantee about how a particular account will be handled. Timing and eligibility depend on the address. Ask Verizon to confirm in writing whether a replacement is available at your location, what service it is, and whether there is a proposed date for changing or ending your current service. Do not assume that a date mentioned in a letter or conversation means the replacement has been installed or that your copper service will end then.
What is known about the FCC review
Verizon’s plan is a request for regulatory authority; the company’s stated customer policy does not establish the FCC’s decision. WDBJ reported on September 29, 2026, that the FCC had paused the plan for further review. The report quoted Verizon saying it was “constructively engaged with the FCC” and “committed to ensuring that no customers lose the ability to connect.” Those are company statements reported by WDBJ, not an independent finding. What replacements might be offered
Verizon lists fiber in some areas and a wireless option intended to preserve a familiar home-phone experience with existing home phones. Its business support FAQ also mentions VoIP and other wireless options. These services are not universally available, and a listed category does not prove that a particular service can be installed at your address. Verizon says customers may be able to port their number to another Verizon service or to another provider. Confirm the number-transfer process and timing before cancelling the copper line; a transfer can involve steps by both providers.

How to check whether a replacement will work for your home
A replacement should be evaluated as a household communications service, not just by whether it produces a dial tone. Before agreeing to a change, get answers to these questions for the exact service and address:

- Availability and installation: Is the service actually orderable at your address, and when can it be installed and tested?
- Indoor coverage: If it uses a wireless network, does the signal work reliably where the phone will be used? A general coverage claim does not establish reception inside a particular home.
- Power failures: What happens during an outage, what backup equipment is provided, and how long will it support voice service? Verizon describes backup equipment for its fiber and fixed-wireless voice replacements; ask about the specific configuration offered to you. Verizon’s Network Modernization FAQ
- Emergency calling: Ask how 911/E911 works, what location information is available to emergency services, and whether the service has limitations during a power or network outage.
- Existing equipment: Check whether your handsets will work and whether any medical-alert system, alarm, fax machine, or other device connected to the phone line is supported. The available sources do not establish compatibility for any particular device.
- Internet needs: If the copper line also carries internet, ask separately what will happen to that connection. A voice replacement does not necessarily replace internet service.
- Number and support: Confirm whether you can keep your number, how the transfer will be handled, and whom to contact if the replacement fails after the change.

Why rural and low-signal households should verify first
WDBJ reported two local examples that show why a replacement offer needs to be checked at the household level. Genevieve Henderson, a 91-year-old customer, said she had to walk outside to get a cellular signal and relied on landline phones at home. Cathy Stanley said her copper connection was also her only internet connection and that she had no cable, fiber, or fixed wireless option at her home. If cellular reception is weak indoors or copper also provides your only internet access, tell Verizon that explicitly and ask what working replacement is available at your address before scheduling a transition. Verizon’s FAQ says: “We won’t consider a transition complete until our customer has access to a working, modern service, with the support they need to get there.” That is Verizon’s description of its approach; confirm your own service plan and installation details in writing. A practical next step
- Read the notice and identify the service or services it names; do not infer that a proposed transition applies to your internet connection as well as voice.
- Contact Verizon using the number or account channel on your bill. Ask which FCC-approved replacement is available at your address and whether any discontinuance date has been set for your account.
- Request written confirmation of the replacement’s installation date, number-porting steps, 911/E911 behavior, outage backup, internet arrangements, and support for each device you rely on.
- Test the replacement—including calls from the rooms where you use the phone and any connected equipment—before depending on it as your only service.
