Choose a cloud-native secret manager when most workloads run in one cloud and its identity, auditing, encryption, rotation, and service integrations meet your requirements. Choose HashiCorp Vault when secrets span multiple clouds, on-premises systems, or hybrid environments and a shared policy layer, dynamic leased credentials, or cross-platform workflows justify operating (or procuring) another control plane.
Neither option is universally more secure, cheaper, or more available. The right decision depends on portability, credential lifecycle, operational ownership, identity integration, resilience requirements, and total cost for your specific estate.
Decision in one minute
| If this describes your environment | Start with | Why |
|---|---|---|
| Nearly all applications run in one cloud, and provider IAM and workload identity cover access needs. | That cloud’s native secret manager | You avoid running a separate cluster and use built-in integrations with compute, deployment, logging, and identity services. |
| Applications and databases span several clouds, private data centers, and legacy systems. | Vault or a managed Vault service | A common authentication, policy, secrets-engine, lease, and audit model can reduce fragmentation. |
| You need credentials generated on demand, issued for a lease, renewed, and revoked across supported systems. | Vault is often the closer fit | Dynamic secrets engines and lease management are central Vault workflows. |
| You have a small platform team and straightforward static secrets or provider-supported rotation. | Cloud-native manager | Provider operation removes cluster storage, upgrades, sealing, and recovery work from your team. |
| You want Vault’s workflows but not self-hosted cluster operations. | HCP Vault Dedicated, subject to its availability and commercial constraints | It keeps the Vault product model while the service operator manages the cluster. |
Use this as a starting hypothesis, not a final ranking. Test the decision against your actual applications, regions, identity sources, recovery objectives, and operating capabilities.
What Vault provides
An identity-based control plane
Vault is an identity-based secrets and encryption management system. A client authenticates, receives a token associated with policies, and requests a resource through a mounted secrets engine. Policies determine which paths and operations are allowed. Audit devices can record request and response activity for investigation and compliance workflows.

This model separates an application’s identity from the secret value itself. The same application can authenticate through an available Vault method, receive only the permissions it needs, and use different engines for different back-end systems. That common workflow is valuable when the estate does not share one cloud identity boundary.
Secrets engines and leases
Vault engines can store static values, but they can also generate credentials for systems such as databases or cloud services. Returned credentials may carry a lease: a defined lifetime that can be renewed while needed or revoked when the lease ends. Revocation gives operators a way to invalidate issued access without manually finding every copy of a long-lived password.
Dynamic credentials are not automatic risk elimination. The target database or cloud system must support the required creation and revocation operations, applications must handle renewal or expiry, and operators need a recovery path if issuance or revocation fails.
Where Vault runs
Vault is available as self-managed software and as HCP Vault Dedicated. HashiCorp documents deployments on-premises, in the cloud, and in hybrid environments. Self-management gives your organization responsibility for storage, high availability, backups, upgrades, policies, audit-device configuration, sealing, and recovery. HCP Vault Dedicated changes who operates the cluster; it does not change the fundamental Vault comparison or remove the need to design identities, policies, networking, and application behavior.
HashiCorp describes Vault as robust, powerful, and flexible, while warning that it can be overwhelming for limited or simple secret-management needs. Treat that warning as a scope signal: the platform’s breadth is useful only when your requirements justify its operational and governance surface.
What cloud-native secret managers provide
Provider-operated services
Cloud-native managers are services designed to work with the identity and infrastructure controls of one cloud. AWS Secrets Manager stores secrets and manages credential lifecycles, including rotation capabilities. Google Cloud Secret Manager offers secret versions, fine-grained IAM, replication choices, and encryption options. Microsoft positions Azure Key Vault as the Azure service for managing keys, secrets, and certificates.

Native integration as the main advantage
A provider-operated service can connect directly to workloads, deployment systems, serverless platforms, logging, and identity controls without you building and maintaining a separate secret-management cluster. That usually means fewer components for a single-cloud platform team to patch, monitor, back up, and recover.
Native integration is not the same as automatic security. You still need least-privilege IAM, safe application retrieval and caching, rotation testing, network policies that do not block legitimate provider actions, and audit retention appropriate to your requirements.
Compare the decision axes
1. Estate and portability
Vault tends to fit when one policy and access model must cover several cloud providers, private infrastructure, and hybrid connectivity. A single Vault namespace or deployment pattern can present a consistent interface while engines and authentication methods connect to different back ends.
A native manager tends to fit when most workloads are concentrated in one provider and its integrations cover the access patterns. Using the native service avoids adding a portability layer that your applications do not need. If you later expand to another cloud, reassess whether separate managers, replication, or a central Vault layer creates less complexity than the alternatives.

Vault’s leases, renewal, and revocation workflows are a strong reason to select it when dynamic credentials are required across supported systems. A native manager may be sufficient when the needed credentials fit the provider’s documented rotation and versioning model. Rotation is a lifecycle workflow, not a checkbox: the backing system, consuming application, deployment pipeline, monitoring, and rollback process must all cooperate.
3. Operational ownership
Self-managed Vault requires a team that can design and operate its availability, storage, upgrades, access policies, audit devices, backups, and recovery drills. It must also plan what happens when the cluster is sealed, loses storage quorum, cannot reach its identity provider, or cannot reach a dependency needed for credential generation.
A cloud-native service transfers much of that infrastructure operation to the provider. Your team still owns configuration, IAM, application integration, rotation behavior, logging choices, and incident response. HCP Vault Dedicated is an intermediate model for organizations that want Vault functionality but prefer a managed cluster; review its deployment and commercial constraints before treating it as equivalent to a native service.

Vault is useful when you need a common policy language and authentication model across environments. That consistency can simplify central governance, but it introduces another identity system to configure, review, monitor, and explain to application teams.
Native managers use provider IAM and workload identity. For workloads already running under that provider, the existing role, service-account, or managed-identity controls may provide the clearest least-privilege path. Cross-cloud applications may still need multiple IAM models, federation, or a separate abstraction layer.
5. Resilience, geography, and residency
With Vault, your organization must select and secure storage, design high availability, define replication or failover behavior, maintain backups, and practice restore procedures. HashiCorp recommends integrated storage for most deployments and documents its high-availability and backup/restore properties, but the implementation remains your responsibility unless you use a managed offering.

Native services document their own regional, replication, and residency options. Google distinguishes automatic replication from user-managed replication, with different operational and billing implications. AWS and Azure have their own regional and replication behavior. Compare the documented options with your recovery point objective, recovery time objective, legal location requirements, and failure domains.

There is no honest universal price winner. Model recurring service charges and the people and infrastructure needed to operate each option.
| Cost area | Vault considerations | Cloud-native considerations |
|---|---|---|
| Platform or service fees | Self-managed software still consumes infrastructure and staff time; managed Vault has its own commercial pricing. | Usage-based charges vary by provider, operation, storage, and region. |
| Identity and encryption | Budget for identity integrations, storage encryption, and any HSM or KMS dependency. | Budget for related KMS operations, customer-managed keys, and identity configuration. |
| Rotation and automation | Include workers, plugins, monitoring, and recovery for dynamic or rotated credentials. | AWS documents possible additional charges for Lambda-based rotation; other providers have their own implementation costs. |
| Logging and retention | Audit-device storage, shipping, indexing, and retention are your responsibility unless included in a managed service. | Include provider logging-storage and ingestion charges where applicable. |
| Operations | Count staffing for upgrades, on-call response, backups, unseal procedures, and disaster recovery. | Count configuration, IAM governance, application integration, and provider-egress or network costs. |
Build the estimate from a defined workload, request volume, number of secrets, rotation frequency, regions, retention period, and staffing model. Provider prices and product editions change, so verify current pricing before approval.
Security and trust-boundary details
Seal and unseal choices in Vault
Vault’s default Shamir seal requires a threshold of key shares to unseal the server after startup. Those shares need secure handling, documented custodianship, and practiced unseal drills. Losing the required shares or failing to coordinate them can delay recovery even when the underlying storage is healthy.
Cloud KMS auto-unseal can automate restarts, but it does not remove trust decisions. Vault becomes dependent on the provider’s KMS availability and on carefully scoped credentials that permit unseal operations. An HSM-based design likewise shifts responsibility to HSM access, key custody, credentials, and operational availability. Self-hosting is not automatically stronger control; the result depends on the quality of the trust, monitoring, and recovery design.

Application access patterns
Applications should authenticate with workload identities rather than embedding a master token in source code or images. Give each workload the narrowest paths and operations it needs, retrieve secrets over protected channels, and avoid writing values to logs, crash reports, or telemetry.

For AWS Secrets Manager, AWS guidance recommends limiting access and using caching components where appropriate. Caching reduces repeated retrievals and can improve resilience, but it creates a bounded period in which an old value remains in memory. Define that period deliberately and test behavior during rotation. Restrictive network policies can also block provider services acting on a customer’s behalf, so test rotation and retrieval from the same network boundaries used in production.
Secret management versus key management
Do not substitute a secret manager for a key-management service. Google explicitly distinguishes Secret Manager, which stores actual secret values, from Cloud KMS, which manages cryptographic keys and performs cryptographic operations. An application needing envelope encryption, signing, or decryption operations may need KMS even when it also stores database passwords or API tokens in a secret manager.
Google Cloud’s Secret Manager overview states that secret data at rest is encrypted with AES-256; that overview was updated 2026-10-09 UTC. This is a product specification, not evidence that one provider is safer than another.
How to make the choice step by step
- Inventory the estate. List clouds, regions, on-premises systems, clusters, serverless workloads, databases, deployment pipelines, and identity providers. Mark which workloads must continue operating during a cloud or network outage.
- Classify every secret. Record owner, consumer, sensitivity, rotation interval, required lifetime, source system, and whether dynamic issuance or immediate revocation is needed.
- Map identity paths. Document how each workload authenticates today and whether provider workload identity can cover it. Identify applications that would require a second identity system to use Vault.
- Run a lifecycle proof. For representative credentials, perform issuance, retrieval, rotation, renewal, expiry, revocation, rollback, and application restart. Capture failure behavior, not just the successful path.
- Define the recovery design. Set recovery point and recovery time objectives. For Vault, specify storage, quorum, seal or auto-unseal, backup, restore, and regional recovery procedures. For a native service, verify documented replication, version recovery, region behavior, and provider dependencies.
- Design audit and incident response. Decide which requests, responses, authentication events, administrative changes, and rotation failures must be retained. Ensure logs do not contain secret values and that responders can revoke access quickly.
- Model total cost. Use your actual request volume, number of secrets, rotation jobs, regions, KMS or HSM operations, logging retention, network paths, and staffing. Include the cost of a second platform team or managed service.
- Choose the smallest model that meets the requirements. Select a native manager when it satisfies the inventory and lifecycle tests. Select Vault when cross-environment policy or dynamic-credential requirements are material. Select managed Vault when those capabilities matter but cluster operations are not a core competency.
- Set a review trigger. Revisit the decision when you add a cloud, acquire an on-premises estate, change residency obligations, introduce dynamic credentials, or find that native integrations no longer cover application access.
Reference patterns by scenario
Single-cloud web platform
A web platform whose compute, database, deployment, and identity services all reside in one provider can usually start with that provider’s secret manager. Use workload identity, separate secrets by application and environment, enable documented rotation where supported, and test version rollback. Add KMS when the application needs cryptographic operations rather than merely retrieving a value.
Multi-cloud application with shared platform engineering
A platform serving workloads in two or more clouds may use Vault as a common policy and access layer. Keep provider identities narrowly scoped, isolate engines or namespaces by team and environment, and document which system is authoritative for each credential. Avoid making Vault a single unexamined point of failure: design its storage, replication, monitoring, and recovery before onboarding critical workloads.
Hybrid estate with legacy databases
Vault can provide one workflow for cloud and on-premises systems, including dynamic database credentials where the database integration supports them. Start with a small set of databases, prove account creation and revocation, and provide applications with renewal and expiry handling before expanding the pattern.
Small team with simple needs
If the team only needs a few static application secrets and provider IAM already governs access, a separate Vault cluster may add more operational risk than value. HashiCorp’s own documentation cautions that Vault can overwhelm limited or simple use cases. Reconsider when requirements grow beyond native integrations.

Vault capability without cluster ownership
HCP Vault Dedicated can suit a team that needs Vault’s identity, policy, engine, and lease workflows but does not want to plan, deploy, and manage a self-hosted cluster. Validate connectivity, regions, feature availability, support boundaries, and commercial terms for your workloads.
Migration and coexistence
Moving from a native manager to Vault
- Inventory secret names, versions, consumers, and rotation owners in the existing service.
- Map each native IAM principal to a Vault authentication method and least-privilege policy.
- Import or recreate values through a controlled process; do not place them in source control, shell history, or build logs.
- Run both retrieval paths for non-production workloads and compare latency, failure handling, audit records, and rotation behavior.
- Cut over one application at a time, keeping a tested rollback path until the new lease or rotation workflow is proven.
- Revoke obsolete native credentials and remove unused policies only after dependency checks confirm they are no longer needed.
Using both models deliberately
Coexistence can be rational. For example, a company may keep cloud-local application secrets in a native manager while using Vault for shared, dynamic, or on-premises credentials. Define ownership boundaries explicitly: which system issues a credential, which system rotates it, where the authoritative version lives, and how incidents are handled. Two managers without clear authority create duplicate secrets, inconsistent rotation, and confusing audit trails.
Quick Recap
Common pitfalls and fixes
- Choosing by product reputation. Replace broad claims about security or availability with workload-specific tests, documented controls, and recovery exercises.
- Assuming multi-cloud requires Vault. First check whether separate native managers plus federation meet the actual access and audit requirements. Add a central layer only when its consistency is worth the added platform.
- Treating rotation as a calendar job. Test the complete path through the backing system, application pools, caches, deployments, monitoring, and rollback.
- Granting broad administrator access. Use workload identities, narrow paths, separate environments, and short-lived or renewable credentials where supported.
- Ignoring unseal and KMS dependencies. Practice Shamir unseal or auto-unseal recovery, document custodians and credentials, and test loss of the KMS or identity dependency.
- Putting secrets in logs. Scrub request, response, debug, exception, and telemetry fields; verify the result with deliberate failure tests.
- Confusing replication with backup. Replication can copy a failure or deletion. Maintain independent backups and prove restoration.
- Assuming provider defaults meet residency needs. Verify region, replication mode, support access, retention, and deletion behavior for the required jurisdiction.
- Ignoring network side effects. Confirm that firewalls and private endpoints allow legitimate secret retrieval, rotation workers, KMS calls, and audit delivery.
Questions to ask before approval
- Which workloads and credential types are outside the chosen platform’s documented integrations?
- Can every critical application renew, rotate, and recover credentials without a manual emergency change?
- Who can issue, read, renew, revoke, and administer each secret or lease?
- What happens if the secret service, identity provider, KMS, network, or storage quorum is unavailable?
- How are audit records protected, searched, retained, and kept free of secret values?
- What is the tested restore time, and who performs the recovery drill?
- Which costs recur with request volume, rotation, KMS or HSM use, logging, regions, and staffing?
- What event would make you reconsider a native-only, Vault, or coexistence architecture?
