The U.S. Navy has added $150 million to development of Shield AI’s X-BAT, a proposed combat aircraft designed to take off and land vertically rather than use a runway. Shield AI says it will match the Navy’s contribution. The money is for development—not a disclosed order for operational aircraft—and the X-BAT has not yet flown, according to contemporaneous reporting.

What the Navy’s $150 million is funding

Shield AI announced on October 8, 2026, that the Navy executed a $150 million modification to an existing Other Transaction agreement to advance X-BAT. The company says the funding comes through the Office of the Under Secretary of War for Acquisition and Sustainment’s Defense Exportability Features program and that Shield AI will invest an equal $150 million of its own capital. Shield AI’s announcement describes the action as development funding.

The headline $400 million combines two government funding actions and two matching company commitments. It is not a disclosed aircraft purchase price or production contract.

Commitment Amount
Navy modification to the existing agreement $150 million
Shield AI match for that modification $150 million
Earlier Navy funding action under RIMES $50 million
Shield AI match for the RIMES action $50 million
Total announced development commitments $400 million

The cited announcements do not specify how many aircraft the Navy will receive, and they do not disclose an operational production order. The funding should therefore be understood as support for developing the aircraft and related capabilities, not as a commitment to buy a stated number of jets.

What the X-BAT is designed to do

X-BAT is Shield AI’s proposed AI-piloted vertical-takeoff-and-landing combat aircraft. The company says it is intended to operate from ships, islands, and austere locations without fixed runways. Its proposed mission includes long-range strike. The design is still in development, not a fielded Navy capability.

Autonomy and basing

Shield AI says its Hivemind software is intended to support autonomous operation when GPS is denied or communications are constrained. Those are design aims, not independently demonstrated combat capabilities. The company also describes a small deck footprint and plans to integrate the aircraft with carrier air wings and shipboard operations.

In the company’s announcement, J.J. “Yank” Cummings, its head of mission solutions for the U.S. Navy, said the runway-independent design could extend air-combat power from CVNs, LHAs, LHDs, and ESBs. He also said the aircraft is being designed for high-tempo manned-unmanned flight-deck operations. These are stated program goals; the announcement does not establish that X-BAT has operated from those ships.

Performance figures are objectives, not proven results

AeroTime reported a stated X-BAT objective of a 1,000-nautical-mile combat radius and an internal weapons capacity of up to 2,000 pounds. Combat radius is not the same as total range, and neither figure has been demonstrated in flight. Separately, the RIMES effort is described as seeking aircraft able to carry 1,000-pound-class weapons at least 1,400 nautical miles. That is an initiative-level target, not a tested X-BAT specification. AeroTime’s October 9, 2026 report provides this performance context.

Has the X-BAT flown?

No. AeroTime reported on October 9, 2026, that X-BAT had not yet flown. Shield AI says the engine has been started, a thrust-vectoring nozzle integrated, and weapons-bay aerodynamics tested in low- and high-speed wind tunnels. Those are meaningful ground and wind-tunnel milestones, but they are not flight demonstrations.

Shield AI scheduled first flight testing for later in 2026. That is a planned milestone, not evidence that a flight has occurred. The company also said 500 engineers at Shield AI and key suppliers were working on the flight-test aircraft. Armor Harris, Shield AI’s senior vice president of aircraft, described the approach as “testing early and often” while working on the aircraft, mission systems, ship suitability, and production in parallel.

What the Greek agreement does—and does not—mean

On October 8, Shield AI and Greek infrastructure company GEK TERNA announced an agreement to pursue X-BAT parts production, aircraft integration, and long-term sustainment in Greece. Shield AI says it would lead the aircraft program and provide autonomy software and mission systems; GEK TERNA would organize a Greek supplier base and local program office. The companies also named GE Aerospace as a key supplier and identified its F110 engine in the announcement. The companies’ announcement says workshare and facilities remain subject to definitive agreements under negotiation.

This is a prospective industrial-cooperation plan, not proof of a completed export sale, a production contract, or a Greek purchase of X-BAT. The public announcements do not name a foreign customer or detail specific export-control changes tied to the Defense Exportability Features funding.

What to watch next

  • Flight testing: A first flight would move the program beyond engine, nozzle, and wind-tunnel work, but would not by itself validate the stated combat-radius or payload objectives.
  • Ship suitability: The Navy and company have described operations from ships and integration with carrier air wings as goals; the cited announcements do not report completed shipboard testing.
  • Contract scope: Further announcements would need to specify aircraft quantities or production commitments before the development funding could be treated as an operational order.
  • Greek workshare: Definitive agreements would clarify which facilities and suppliers take part; those details were still under negotiation in the October 8 announcement.
