Massachusetts lawmakers are asking the Federal Aviation Administration (FAA) and Amazon to complete a site-specific environmental assessment, with public comments, before Prime Air deliveries begin at a proposed Westborough facility. The request means the project is under political and local review; the available record does not establish final FAA authorization or a firm launch date.
What the Massachusetts lawmakers requested
On October 14, 2026, Senators Edward J. Markey and Elizabeth Warren and Representatives Jim McGovern and Lori Trahan sent separate letters to FAA Administrator Bryan Bedford and Amazon CEO Andy Jassy. They asked both organizations to complete a site-specific Environmental Assessment (EA) for the proposed Westborough drone operation and provide a public comment period before Prime Air flights begin.
The lawmakers say a prior nationwide environmental review did not adequately examine conditions in Massachusetts or provide enough opportunity for local residents to participate. Their letter argues that applying an existing Finding of No Significant Impact (FONSI) to a different community, combined with strong local opposition and limited analysis of hazardous-material risks, warrants a new, location-specific EA.

Markey said, “From noise pollution to fire risks, communities have plenty of reasons to question Big Tech’s plan to fill their skies with drones,” and called for the effects on Westborough and other Massachusetts communities to be studied.

Where the proposed hub would operate
The proposed hub would use Amazon’s fulfillment facility at 64 Otis St. in Westborough, approximately 30 miles west of Boston. Boston.com reported that Amazon hopes eventually to make as many as 1,000 deliveries per day. The reported service plan covers packages weighing up to five pounds within a 7.5-mile radius, reaching parts of Worcester. NBC Boston also reported the five-pound limit and 7.5-mile radius and said Amazon hoped to start before the end of 2026.
What the FAA says about the aircraft
The FAA’s environmental-review material identifies the MK30 used in Prime Air proposals as an electric aircraft with a maximum takeoff weight of 83.2 pounds and a maximum operating range of 7.5 miles. Those are aircraft and proposal figures, not a final Westborough operating authorization. The available material does not establish Westborough flight hours, approved routes, a final number of aircraft, or a completed site-specific environmental finding.

Why the environmental review is disputed
Lawmakers and residents have identified several issues that they want evaluated at the actual Massachusetts site:
- Noise: Repeated takeoffs, landings and low-altitude flight could affect nearby homes and other sensitive locations.
- Wildlife: The assessment would need to consider local bird and wildlife interactions rather than relying only on conditions in other regions.
- Privacy: Residents are seeking clarity about cameras, data collection and how flights would affect private property.
- Health and safety: A site-specific review could examine crash risks, emergency response and operations near people and buildings.
- Hazardous materials: The lawmakers say the prior evaluation gave limited attention to the risks associated with transporting such materials.
- Battery fires: They want storage, charging, aircraft-failure and emergency procedures addressed.
The FAA describes several possible environmental documents for drone proposals, including Environmental Assessments, Findings of No Significant Impact, Records of Decision and public-comment periods. Its page also contains Prime Air documents for other markets. Those documents show that FAA review can be proposal-specific, but they do not prove that Westborough has been approved or that another market’s operating limits apply there.

What local surveys show—and what they do not
The opposition figures come from two different voluntary survey snapshots. Markey’s official release said an independent resident survey had more than 1,200 responses as of early October 2026, with 92% opposed to the proposed facility. Boston.com later reported more than 1,500 responses in a voluntary online survey, with 93% opposed.
Because the response totals and dates differ, the figures should not be treated as one fixed poll result. They indicate substantial opposition among respondents but do not, by themselves, establish the views of every Westborough resident or determine the FAA’s legal decision.

Has the FAA approved the Westborough drone hub?
No source available for this report establishes final FAA authorization. The lawmakers’ demand is specifically for a site-specific EA and public comment before authorization. Amazon’s reported goal of beginning before the end of 2026 is therefore a company objective, not a confirmed launch date.

Local zoning action and federal aviation approval are separate decisions; one does not automatically provide the other.

Can residents comment on Prime Air flights?
A public comment period has been requested, but the available record does not establish that the FAA has opened a Westborough-specific comment docket. If the FAA requires an EA, its normal process can include a notice, an opportunity to submit comments and a later environmental determination. Residents should also follow the scheduled Planning Board and Zoning Board of Appeals proceedings, which are the local venues identified in current reporting.
Useful questions for any formal review include:
- What hours and routes will aircraft use, and how will nighttime or repeated flights be limited?
- What noise measurements, wildlife surveys and privacy safeguards will be required?
- How will crashes, lost communications, battery fires and hazardous-material incidents be reported and handled?
- What data will be collected by onboard sensors, how long will it be retained and who can access it?
- What enforcement, complaint and shutdown procedures will apply if operating limits are exceeded?
What happens next
- Amazon and the FAA are expected to respond to the lawmakers by October 29, 2026.
- The Westborough Planning Board’s continued site-plan hearing is scheduled for November 10, according to Boston.com.
- The Zoning Board of Appeals is expected to consider residents’ challenge the following month.
- The FAA would still need to identify the applicable environmental document and any public-comment process before a final federal decision.
Until those steps produce a documented authorization, the Westborough facility remains a proposed operation. Readers should distinguish the planned capacity and aircraft specifications from conditions the FAA may ultimately approve.
