The Air Force Civil Engineer Center (AFCEC), acting for United States Space Command (USSPACECOM), is preparing a competition for a design-build partner to deliver a secure command-and-control campus and supporting data center at Redstone Arsenal in Alabama. The project combines construction, information technology, security accreditation and outfitting under one integrated contract, with mission-ready operations targeted for December 2031.

What the Redstone Arsenal project includes

The development is a USSPACECOM Command and Control Facility (C2F), not a conventional commercial data-center build. The Air Force FY2027 military-construction description identifies five principal elements:

  • A main Command and Control Facility.
  • A supporting data center.
  • A visitor control center.
  • A central utility plant.
  • A shipping-and-receiving building.

An industry report describes the planned campus as approximately 700,000 square feet on 64 acres at Redstone Arsenal. Those size and site figures are reported project details; the eventual procurement notice will control the contractor’s enforceable scope.

Scale, staffing and deadline

Project measure Published figure Qualification
Estimated program value Approximately $4 billion AFCEC estimate covering design, construction, fit-out, commissioning, accreditation, and fixtures, furniture and equipment
Planned users Approximately 1,800 personnel Capacity stated in the 2026 AFCEC industry announcement
Reported building area Approximately 700,000 square feet Reported by Data Center Dynamics in 2026
Reported site area Approximately 64 acres Reported by Data Center Dynamics in 2026
Mission-ready target December 2031 Required operational-readiness date in the AFCEC announcement

Why the facility is unusually security-intensive

About 80% of the space is expected to be secure space aligned with Intelligence Community Directive 705 (ICD-705), according to the Air Force FY2027 project data. That makes physical security and accreditation core design requirements rather than late-stage add-ons.

  • PCI & HIPPA and EIA/ECA-310-E compliant

SCIF and SAP construction

The contractor must build Sensitive Compartmented Information Facility (SCIF) and Special Access Program (SAP) areas. These spaces require controlled construction, inspection and documentation suitable for intelligence-community accreditation.

Radio-frequency and electromagnetic protection

The scope calls for radio-frequency shielding and protection against high-altitude electromagnetic pulse (HEMP). These systems must be coordinated with architectural assemblies, electrical distribution, communications infrastructure and testing plans so that shielding performance is preserved through construction and commissioning.

Resilient mission infrastructure

Redundant and resilient utilities and technology systems are required to keep command functions available during equipment failures, outages or other disruptions. The design therefore has to address continuity, maintainability and fault isolation alongside normal capacity.

What the design-build partner must deliver

AFCEC is looking for an organization that can integrate the facility, its technology and its security approval path. The expected responsibilities include:

Tecmojo 12U Wall Mount Server Cabinet IT Network Rack Enclosure Lockable Door and Side Panels Black,Cooling Fan,Glass Door,17.7inch Depth, for 19” IT Equipment,A/V Devices
  • Save valuable floor space: 12U wall mount server cabinet Dimensions: 24.25" H x21.65" W x17.72" D. MAXIMUM MOUNTING DEPTH is 14.2".
  • Keep critical network equipment secure: glass door and side panels are lockable to prevent unauthorized access; Front door can be installed on either side of the front of the cabinet to satisfy your door swing orientation preference
  • Easy equipment configuration: Fully adjustable mounting rails and numbered U positions, with square holes for easy equipment mounting with top and bottom punchout panels for easy cable access
  • Durability: Made of high quality cold rolled steel holds up to 110lb (50kg) (Easy Assembly Required)
  • PCI & HIPPA and EIA/ECA-310-E compliant
  • Architectural and engineering design and physical construction.
  • Command, Control, Communication and Computer Information Technology (C4IT).
  • Fixtures, Furniture and Equipment (FF&E).
  • Model-Based Systems Engineering (MBSE) to manage interfaces and system requirements.
  • Commissioning of building, utility and technology systems.
  • Accreditation support for secure spaces and mission systems.
  • Construction Surveillance Technicians supporting ICD-705 compliance.
  • RF shielding and HEMP protection.
  • SCIF and SAP construction.
  • Redundant, resilient infrastructure.

Combining these tasks is significant: the prime team will have to control interfaces between construction trades, classified technology, security authorities and operational users instead of handing each phase to unrelated vendors.

How AFCEC plans to procure the work

The effort is planned as an Other Transaction Authority (OTA) challenge under 10 U.S.C. § 2808a. AFCEC describes a collaborative delivery approach based on the Design-Build Institute of America’s Design Build Done Right framework, rather than a conventional design-bid-build sequence.

AFCEC says this method is intended to cut traditional Military Construction delivery timelines by approximately 50%. That is an objective, not a guaranteed result; the schedule will still depend on challenge responses, selection, design development, security reviews, construction and accreditation.

The industry announcement planned release of the Challenge Statement through the ONIX Marketplace on October 15, 2026, with responses due December 15, 2026. Those dates are subject to change, so prospective respondents must rely on the live marketplace notice for controlling instructions.

Who can compete

This is a qualification-based opportunity aimed at U.S.-based organizations with demonstrated success on mega-projects of comparable scale and technical complexity. The notice identifies several threshold capabilities:

  • Ability to bond the full project value.
  • A Top Secret facility security clearance.
  • Personnel who can obtain the required USSPACECOM Sensitive Compartmented Information read-ins.
  • Current CMMC Level 2 compliance or active pursuit of that certification.
  • Experience coordinating secure construction, mission technology and complex program delivery.

These conditions favor a prime contractor with a deep cleared supply chain and established security, information-assurance and commissioning processes. Firms that provide C4IT, secure construction, shielding, accreditation or systems engineering may participate through a qualified prime team, subject to the final challenge rules.

What remains undecided

AFCEC has not yet named the winning design-build contractor, a final owner’s adviser or the complete teaming structure. The published dollar amount is an approximate program estimate, and the reported acreage and floor area are not substitutes for the technical requirements that will appear in the procurement documents.

The central takeaway is that USSPACECOM is pursuing a single, highly integrated mission campus: a command facility and data center whose construction, classified spaces, communications technology, electromagnetic protection, commissioning and accreditation must work as one program. The December 2031 readiness target and the proposed accelerated delivery model explain why AFCEC is seeking an experienced mega-project team rather than a conventional building contractor.
