Quantum computing could create new capabilities for India’s digital economy, but its commercial benefits remain prospective and depend on research, skills and infrastructure. Air pollution is already a major health risk: policy must reduce both ambient and household exposure while strengthening health-system preparedness. For a GS 3 answer, analyse the two issues separately, then connect them through technology, resilience and inclusive development.
1. How could quantum computing shape India’s digital economy?
Quantum computing uses quantum-mechanical effects to process information in ways that differ from conventional computing. It is not simply a faster replacement for ordinary computers: any advantage is expected to apply to particular problems, and practical performance depends on the task and the maturity of the hardware and software.
India’s mission: goals, not proof of deployment
The Union Cabinet approved the National Quantum Mission on 19 April 2023 with an outlay of ₹6,003.65 crore for 2023–24 to 2030–31. The mission is intended to seed and scale scientific and industrial research and development across four areas: quantum computing; quantum communication; quantum sensing and metrology; and quantum materials and devices. The government’s mission overview sets a target of intermediate-scale quantum computers with 50–1,000 physical qubits within eight years. These are forward-looking objectives, not evidence that the targets have been achieved or that quantum computers already run everyday digital services at scale.

NITI Aayog’s Frontier Tech Hub roadmap, published on 4 December 2025, considers potential applications across sectors. These should be presented as opportunities to investigate, not as established economy-wide gains.
#1 Best Overall
- Optimization: Specialized methods could eventually help examine complex combinations in logistics, energy systems, aviation or financial services. Whether a quantum approach is useful will depend on the specific problem and whether it performs better in practice than available classical methods.
- Research and industrial capability: Work on quantum hardware, communications, sensors and materials could build domestic expertise and support new technology and service markets.
- Skills and innovation: Mission-led research and collaboration among universities, national laboratories and industry can develop specialist talent and link scientific work to potential applications.
- Strategic resilience: Developing local research and technical capacity may reduce reliance on external platforms and supply chains. The mission’s scope also extends beyond computing to communication, sensing and materials.
Why commercial impact is uncertain
The roadmap identifies cost, limited evidence of commercial benefit, workforce capability, and cybersecurity and privacy as concerns. Quantum hardware is technically demanding, and a research result does not by itself establish a useful, affordable product. India’s policy challenge is to bridge research and application without assuming that every sector will benefit or that near-term adoption is assured.
Cybersecurity also requires proportionate planning. The strategic issue is that future quantum capabilities could challenge some cryptographic protections; this is not a claim that current quantum computers can break deployed encryption. Organisations and government should prepare for a transition to quantum-safe systems while continuing to protect privacy and security in the technologies being developed.

Policy direction for a balanced answer
A strong response would support sustained mission research, testbeds that let researchers and businesses assess real use cases, and stronger links between academia and industry. It should also stress skills development, responsible handling of data, supply-chain capability and forward planning for cryptographic migration. Evaluation should distinguish funding and targets from demonstrated capability and commercially useful adoption.
2. How does air pollution affect health?
Air pollution includes both ambient pollution outdoors and household pollution linked to fuels and conditions inside homes. The World Health Organization (WHO) identifies particulate matter (PM), carbon monoxide, ozone, nitrogen dioxide and sulfur dioxide among relevant pollutants. Sources include industry, transport, coal-fired power and household solid-fuel use.

Health effects and exposure
WHO links air pollution to stroke, heart disease, lung cancer, chronic obstructive pulmonary disease (COPD) and respiratory infections. Short- and long-term exposure contributes to respiratory and cardiovascular harm. The consequences depend not only on pollution levels but also on how often and how long people are exposed, their existing health, and their ability to avoid exposure or obtain care.
Children, older people and people with existing illness can be especially vulnerable. Outdoor workers may have limited ability to avoid polluted air, while lower-income households may have fewer options for cleaner energy or safer housing. WHO also describes disproportionate impacts on women and children globally; do not treat that global observation as a quantified India-specific subgroup estimate.
India indicators and their scope
WHO’s India environmental-health country profile, published on 2 January 2025, reports an annual mean PM₂.₅ concentration of 50 µg/m³, compared with the WHO annual guideline of 5 µg/m³. The same profile’s selected health-impact indicator attributes 39% of deaths from stroke and ischaemic heart disease to air pollution. That figure is specific to those diseases; it does not mean air pollution causes 39% of all deaths in India.

For global context, WHO’s 23 September 2024 account of Sustainable Development Goal indicator 3.9.1 gives a joint ambient-and-household air-pollution estimate of 6.7 million deaths worldwide in 2019, about one in eight deaths. It reports that 83% of those deaths were from noncommunicable diseases. These are global estimates, not an India death count.

What local estimates can show
A 2025 investment-case study by the UN Inter-Agency Task Force on NCDs and WHO India modelled the health effect of meeting India’s National Ambient Air Quality Standards (NAAQS) PM₂.₅ level of 40 µg/m³, using 2021 estimates. For Amritsar, the study estimated an average of 150 deaths and 6,295 incident cases prevented; for Gurugram, it estimated 340 deaths and 19,447 incident cases prevented. These are city-specific, scenario-based estimates for selected conditions, not national totals or observed outcomes.

Reducing health harm requires action on pollution sources as well as support for people exposed to it. Ambient and household pollution need complementary responses; a single measure or sector cannot address the full burden.
Reduce emissions at source
- Transport: Support cleaner transport and urban planning that reduces avoidable exposure and emissions.
- Power and industry: Improve emissions control and move toward cleaner power generation and industrial processes.
- Cities and land use: Address road dust, municipal waste management and planning choices that affect exposure.
- Agriculture and coordination: Include agricultural sources in regionally coordinated air-quality action rather than treating pollution as a city-only problem.
- Households: Expand access to cleaner energy and safer, energy-efficient housing to reduce household exposure.
WHO’s 2024 global guidance calls for action across energy, transport, land use and settings, alongside stronger health-sector leadership. Effective policy therefore needs monitoring, enforcement and coordination across jurisdictions, as well as public information that helps people understand exposure and protective measures.

Health services can strengthen surveillance, provide timely advice during high-pollution periods, and prepare to manage respiratory and cardiovascular illness. Better monitoring and public communication help authorities identify risks and evaluate whether interventions are reducing exposure. Health-sector action complements, rather than substitutes for, emission reductions.
4. How can the two issues be connected in a GS 3 answer?
Quantum computing and air pollution are different policy problems: one concerns an emerging technological capability whose benefits are uncertain; the other is an established public-health burden requiring immediate and structural action. Their useful connection is governance capacity. India needs evidence-led investment and skilled institutions to assess new technologies, while also applying data, monitoring and coordinated policy to reduce environmental risks. A balanced answer avoids treating speculative technology as a substitute for basic public goods, and frames innovation and clean-air action as parts of resilient, inclusive development.
