UPI is usually the more convenient choice when a shop accepts it and your phone, app and network are working; cash is the dependable fallback when any of those conditions fail. Neither method is universally cheaper, safer or faster. Your decision depends on merchant acceptance, connectivity, access to a functioning device, the type of purchase and how comfortable you are managing digital-risk controls.
UPI or cash: the practical answer
For routine purchases, use UPI when the merchant’s QR or UPI ID is available, you can verify the payee and amount, and your payment service is functioning. Keep a modest amount of cash for vendors that do not accept digital payments, weak mobile connectivity, a flat phone battery or a service outage.
| Question | UPI | Cash |
|---|---|---|
| Direct shopper charge | The Government directed that Merchant Discount Rate (MDR) not be collected for UPI transactions from 1 January 2020. That policy statement is not a live fee schedule for every bank, app, wallet or merchant arrangement; review the amount shown in your app and current provider terms. | No payment-app or account charge at the handover, although cash has wider system costs such as printing and distribution. |
| Convenience | Fast and avoids finding exact notes when the service, phone and network work. | Immediate handover with no app, data connection or charged phone required. |
| Acceptance | Depends on the shop displaying a supported QR code or accepting a UPI ID, plus service availability. | Widely usable where the seller accepts Indian currency, but a seller may lack change or refuse large notes. |
| Main security exposure | Scams, wrong-payee payments, account compromise and social engineering; safeguards reduce risk but cannot prevent every mistake. | Loss, theft, counterfeit notes and the risk of carrying a larger amount. |
| Best backup role | Useful primary method when digital access is reliable. | Useful fallback during outages, dead batteries, poor signal or non-digital merchants. |
This is a practical comparison, not the result of a controlled head-to-head test. No published source establishes a single winner for all shoppers or a comparable probability of UPI fraud versus cash loss.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →A useful rule is to treat payment choice as a two-part decision: first ask whether the merchant and infrastructure can complete the payment, then ask which risk you are better prepared to manage. A verified QR at a familiar shop may make UPI simplest. A crowded market, weak signal or nearly empty battery can make cash the more reliable option even when the seller normally accepts digital payments.

How widely is UPI used?
UPI is a major part of India’s retail payment system, but national adoption does not mean every stall or shop has reliable acceptance. A Ministry of Finance release posted on 16 March 2026 reported 22,167.90 crore retail digital-payment transactions in financial year (FY) 2024–25, with UPI representing 81% of that retail digital-payment volume. These are national totals, not a guarantee that a particular neighbourhood merchant will have a working QR code or network connection. The Ministry’s release also identifies cybersecurity, network problems, digital adoption, literacy and awareness as continuing challenges.
At a shop, “UPI accepted” still involves several dependencies: the merchant must be enrolled and display the correct QR or UPI ID; your bank or payment provider must be available; your phone must have power; and you must be able to authenticate the transaction. Cash removes those digital dependencies but introduces its own practical issues, including finding change and protecting the notes.
The 81% figure describes the share of retail digital-payment transactions, not the share of all purchases in India and not the share of all merchants with uninterrupted acceptance. It is therefore evidence of scale, not a reason to leave cash at home in every situation. Acceptance can vary by neighbourhood, vendor type, time of day and the quality of the local mobile connection.

What the MDR policy says
The Reserve Bank of India’s payment-system benchmarking report records that, effective 1 January 2020, the Government directed that Merchant Discount Rate (MDR) not be collected for transactions put through UPI and RuPay debit cards. MDR is a fee associated with accepting a card or digital payment, so this direction is primarily payment-system and merchant policy context rather than a promise covering every possible customer charge. Read the RBI report.
Why you should still check before confirming
The RBI report is not a current, provider-by-provider tariff. It does not settle every arrangement involving banks, payment apps, prepaid payment instruments (PPIs), wallets or merchants. Before authorising, check the final amount displayed in the payment screen and your bank or provider’s current terms. If a fee or surcharge appears, ask the merchant what it represents and decide whether to proceed with UPI or cash. Do not assume that the 2020 MDR direction means every UPI transaction in every form can never involve a charge.
Also distinguish a merchant’s price from a payment charge. A shop may quote a different price or add a separately disclosed amount for reasons unrelated to MDR; the app’s confirmation screen should show what will actually leave your account. If the displayed total is unclear, pause rather than authorising first and disputing the amount later.
Cash is not literally costless to the system
Cash normally has no separate checkout line item for the shopper, which is why it is often perceived as free. The RBI notes that printing, distributing and maintaining currency creates costs borne by the central bank. Those system costs are different from a fee deducted from your purchase amount.

When UPI is more convenient
Fast payment without exact notes
Scanning a merchant QR code or selecting a saved payee can avoid counting notes and searching for change. Digital receipts and a transaction history can also make it easier to check what you paid later. These benefits apply only when the payment reaches the intended merchant and the confirmation is visible.
Less cash to carry
UPI lets you pay without carrying a larger amount of currency. That can be useful for a high-value everyday purchase, provided you verify the payee and amount before entering your PIN.
Where convenience disappears
- The shop’s QR code is missing, damaged or linked to a different recipient.
- Your phone battery is empty, the app cannot open, or mobile data and the payment service are unavailable.
- A network delay leaves the status pending, so repeating the payment could create a duplicate debit.
- You are not confident navigating the app or reading the confirmation screen.
In those situations, cash can be faster than troubleshooting a digital transaction, assuming the seller accepts it and you have suitable notes.

Before leaving home, check that the phone is charged, the UPI app is updated through an official store, and you know the account or mobile number linked to your payment service. At the counter, avoid rushing because a queue is waiting: a few seconds spent checking the recipient name and amount is safer than correcting a wrong transfer.
Do you need a smartphone for UPI?
A smartphone with a supported UPI app is one route, but it is not the only one. The Government describes UPI 123PAY as an option for feature-phone users and low-connectivity contexts. Availability and the exact interaction depend on the participating service, so check the instructions provided by your bank or payment provider. Smartphone penetration is an adoption driver, yet the existence of UPI 123PAY shows that smartphone ownership is not an absolute requirement for every UPI use case. The Government’s overview discusses both factors.
Cash remains the simplest option for someone without a compatible phone, an active account, sufficient digital literacy or reliable connectivity. A household can use both methods rather than treating one as a permanent replacement for the other.
Feature-phone access does not mean every feature-phone user can pay at every merchant. The participating bank or provider, the service’s availability in your area and the merchant’s ability to receive the payment still matter. Ask your provider how to start, authenticate and confirm a transaction before relying on it for an urgent purchase.
Is UPI safer than cash?
What UPI safeguards do
The Government lists several controls used in the UPI ecosystem: binding a customer’s mobile number to a device, PIN-based two-factor authentication, daily transaction limits, restrictions on certain use cases and an artificial-intelligence and machine-learning fraud-monitoring solution for banks. These controls make unauthorised use harder and can help banks identify suspicious activity, but they do not guarantee that a user will not approve a scam or send money to the wrong person. See the Government’s description of safeguards.
The QR-code warning every shopper should know
NPCI states: “scanning a QR code and entering a UPI PIN is only meant for making payments, not receiving them.” A person claiming that you must scan a code or enter your PIN to receive a refund, prize, payment or collection is using a warning sign. NPCI’s fraud-awareness guidance also describes social engineering, in which a criminal persuades a victim to take an action that authorises the transfer.
Safe steps at the checkout
- Ask the merchant to display the official QR code or provide the exact UPI ID. Do not use a code sent by an unexpected caller or message.
- Scan or enter the details, then read the recipient name shown by your app. If it does not match the business or person you intend to pay, cancel.
- Check the amount, including any displayed charge, before authorising.
- Enter your UPI PIN only on your own device and only to send money. Never disclose the PIN to a merchant, caller or support agent.
- Wait for the success confirmation and retain the transaction reference. If the status is pending, ask the merchant to check their receipt before trying again.
These steps address the user-controlled part of the transaction. They cannot recover every payment sent to a scammer, so slowing down before authorisation is important.
Do not confuse a payment request with money received. A notification, QR image or caller’s assurance is not proof that funds have arrived. Check the balance or transaction history in your own official app, and never install remote-access software or share a one-time password because someone claims to be helping with a failed payment.
What the published fraud figures mean—and do not mean
A Lok Sabha answer from the Ministry of Finance reports the following UPI fraud incidents and amounts involved:
Free tools Windows power users keep installed
One-click scans. No signup required.
| Financial year | Reported incidents | Amount involved |
|---|---|---|
| 2022–23 | 7.25 lakh | ₹573 crore |
| 2023–24 | 13.42 lakh | ₹1,087 crore |
| 2024–25 | 12.64 lakh | ₹981 crore |
These are reported cases and amounts involved, not a probability per transaction. The figures do not provide a denominator for comparing UPI with cash theft, loss or counterfeit currency, and they should not be presented as proof that UPI is inherently more or less risky than cash. The year-to-year movement should also be read carefully. A higher or lower reported amount can reflect reporting behaviour, detection and the mix of incidents, not simply a change in the risk of each individual payment. The figures are useful for showing that digital fraud is a material concern and that safeguards remain necessary; they are not a head-to-head safety score.
Cash’s advantages and risks
Why cash remains useful
- It works without a charged phone, app login, mobile data or a functioning payment server.
- You can hand it over immediately at a small stall or vendor that has no QR facility.
- There is no QR-code, PIN or account-login scam at the moment of handover.
What cash cannot protect you from
- Notes can be lost, stolen or damaged, and recovery is usually difficult.
- A seller may not have change, or may reject a large denomination for a small purchase.
- Counterfeit notes and counting mistakes can create disputes that a digital transaction record might have clarified.
Cash avoids digital-account exposure; it does not make the transaction risk-free. Carry only what you are prepared to lose and keep notes secure in crowded places.
Count the notes discreetly before handing them over and wait for the change. For a larger cash purchase, keep the receipt or other proof of the transaction where possible. These habits do not eliminate physical risk, but they reduce avoidable counting disputes and make it easier to notice an error immediately.
What to do when the network or payment fails
If you have not authorised the payment
Do not keep pressing “pay” while the app is unresponsive. Check your connection, reopen the app and confirm whether the merchant’s device shows a completed transaction. If no debit and no success message appear, use cash or try again once the service is stable.
If money was debited but the status is pending
Do not immediately repeat the payment. Save the transaction reference, show the merchant the status and use the in-app or bank support route to check whether the transaction will complete or reverse. A cash fallback is useful only after you understand whether the original debit is still active; otherwise you could pay twice.
If the shop does not accept UPI
Pay with cash or use another method the merchant genuinely supports. National UPI volume cannot guarantee acceptance at an individual vendor, especially in areas with weak connectivity or limited digital adoption.
A merchant’s phone may show a different status from yours during a delay. Compare the transaction reference and amount rather than relying only on a verbal “it failed.” Keep screenshots or notifications until the final status is clear, then follow the official dispute process if the debit does not resolve.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteChoosing a method for common shopping situations
| Situation | Practical choice | Reason |
|---|---|---|
| Neighbourhood shop with a verified, working QR code | UPI, with a small cash backup | Digital payment avoids change while the backup covers an outage. |
| Street vendor or market with no displayed QR | Cash | Merchant acceptance is the limiting factor. |
| Phone battery nearly empty | Cash | Payment access may disappear before you reach checkout. |
| Large purchase at a familiar merchant | Either; verify the UPI recipient especially carefully | UPI reduces the need to carry notes, while cash avoids account authorisation. |
| Someone asks you to scan a code to receive money | Neither until the request is verified | NPCI says a QR scan plus PIN is for making a payment, not receiving one. |
| Feature phone or low-connectivity setting | Cash or an available UPI 123PAY service | The right option depends on local service availability and your bank’s support. |
For recurring shopping, consider the pattern rather than one isolated checkout. If a route regularly has poor signal or vendors without digital acceptance, carrying cash is sensible. If you shop mostly at merchants with stable, verified QR codes, UPI can reduce the need to carry notes. Reassess when travelling, changing phones or using a new bank or payment provider.
If you suspect fraud or a wrong payment
- Contact your bank or payment provider through its official app, website or published customer-support channel; do not use a number supplied by the suspected scammer.
- Record the transaction reference, recipient details, time and amount, and preserve relevant messages or screenshots.
- Report a cyber incident, including financial fraud, through India’s National Cybercrime Reporting Portal or by calling helpline 1930, as identified in the Government’s guidance. The Lok Sabha answer lists these reporting channels.
- Change credentials only through official channels and never reveal your UPI PIN or one-time password to a caller.
Reporting quickly does not guarantee recovery, but it creates a formal record and gives the bank and authorities the information needed to investigate. If the problem is a mistaken payee rather than an obvious scam, report it anyway through the provider’s official dispute route and provide the exact transaction reference.
A simple everyday setup
For most shoppers, the resilient approach is not choosing one method forever. Keep UPI enabled on a secured device, set alerts and transaction limits offered by your provider, and carry enough cash for a short trip or an emergency purchase. Before paying digitally, verify the recipient and amount; before paying cash, check the denomination and change. This combination covers merchant-acceptance gaps, outages and the different risks attached to digital accounts and physical currency.

Frequently Asked Questions
Is UPI free at shops?
The Government directed that MDR not be collected for UPI transactions effective 1 January 2020. That is policy context, not a complete current tariff for every bank, app, wallet or merchant arrangement. Check the amount shown before confirming and review your provider’s current terms.
Should I carry cash if I use UPI?
Yes, carrying a modest fallback is sensible. Cash covers a dead battery, weak signal, a service outage, a merchant without a working QR code or a pending transaction that you should not immediately repeat.
Is UPI safer than cash?
Neither is risk-free. UPI has device binding, PIN authentication, limits and fraud monitoring, but scams and wrong-payee payments remain possible. Cash avoids QR and account scams but can be lost or stolen. Choose according to the situation and your ability to control each risk.
What if the network is down?
Do not keep pressing the payment button. Check whether the transaction was debited or completed, ask the merchant to compare the status, and avoid paying twice while a transaction is pending. Use cash if no debit or success message appears and the seller accepts it.
Can someone take money if I scan a QR code?
Scanning a QR code and entering a UPI PIN authorises a payment; it does not receive money. NPCI specifically warns that this action is only for making payments. Never enter your PIN to receive a refund, prize or transfer.
Do I need a smartphone for UPI?
Not for every use case. The Government describes UPI 123PAY for feature-phone and low-connectivity users, subject to participating-provider availability. A smartphone app is one route, while cash remains the fallback when the required service or access is unavailable.
What should I do after a wrong UPI payment?
Save the transaction reference and contact your bank or payment provider through its official channel immediately. Preserve messages and screenshots, and report suspected cyber fraud through the National Cybercrime Reporting Portal or helpline 1930.
The Bottom Line
Bottom line: Use UPI when the merchant, device, network and recipient details are all reliable; use cash when those conditions are uncertain. Because UPI fraud and physical cash loss are different risks—and no comparable head-to-head loss rate exists—the strongest everyday strategy is to use both, verify every digital payment, and keep a modest cash backup.
