There is no single cheapest option for every Indian merchant. Under the documented policy baseline, bank-account UPI and RuPay debit can have a lower statutory merchant discount rate (MDR) than other debit, credit-card, or prepaid transactions. However, MDR is only one part of the bill. Gateway or acquirer charges, taxes on services, terminal costs, settlement terms, the payment instrument used through a wallet or UPI interface, and your eligibility under the applicable rule determine what a successful payment really costs.

As of 17 October 2026, a proposed change that could permit limited, threshold-based MDR on selected UPI person-to-merchant (P2M) transactions has no published rate or effective date in the official material available here. Treat every provider quote and your own settlement statement—not a headline “zero MDR” claim—as the final answer for your business.

Start with the cost you are actually comparing

Merchants often use “payment fee” to mean several different charges. Separate them before comparing methods:

Cost layer What it covers Why it changes the result
MDR The percentage or fixed charge associated with accepting a payment instrument. The applicable rule can differ by rail, card type, merchant category, turnover, transaction value, and eligibility.
Gateway or acquirer service charge Processing, routing, risk, reporting, or acquiring services charged under your commercial agreement. A zero or regulated MDR does not prove that every service in the agreement is free.
Tax on service charges Any applicable tax added to taxable processing or service fees. Compare the tax-inclusive amount shown on the invoice or settlement statement.
Acceptance equipment Purchase, rental, maintenance, connectivity, or other costs for a physical terminal. These costs matter for in-person card acceptance even when a transaction-rate comparison looks favorable.
Settlement and operating terms Settlement timing, reconciliation, refunds, chargebacks, minimums, and other contractual items. Two providers with the same advertised MDR can produce different total costs and cash-flow outcomes.

The useful question is therefore: How much does each successful payment cost my business after every applicable charge? A statutory MDR rule is a starting point, not an all-in price.

UPI: the lowest documented MDR baseline, with an important 2026 qualification

What the 1 January 2020 direction covered

The Reserve Bank of India’s Benchmarking India’s Payment Systems report states that, effective 1 January 2020, the government directed that MDR not be collected for UPI and RuPay debit-card transactions. That is the clearest documented policy basis for a potentially low-cost acceptance route. It does not, by itself, guarantee that a merchant has no other processing, equipment, tax, or contractual charges.

The statement concerns the payment rail and instrument. A bank-account UPI payment is not automatically the same category as a credit instrument routed through a UPI interface, a wallet balance, or a card tokenized inside another service. Ask the provider which underlying instrument appears in its settlement file and which fee schedule applies to it.

What the Ministry of Finance said in August 2026

In an official statement published by the Ministry of Finance on 8 August 2026, the government said consumers would not face transaction charges and that person-to-person (P2P) transactions would remain free. It described any future merchant MDR on UPI as limited, applicable above a threshold, and lower than debit- or credit-card MDRs. The statement presents the proposed legislative change as an enabling provision: the UPI and Services Steering Committee headed by NPCI would decide MDR, if any, after the bill passes.

The Ministry’s consumer statement was: “No charges for users: Consumers making payments will not face any transaction charges.” That sentence addresses users, not the merchant’s complete acceptance bill. It should not be read as a published merchant rate.

Why you should not quote a new UPI rate yet

An official Department of Financial Services listing shows an FAQ titled “Merchant Discount Rate (MDR) on Select UPI (P2M) Transactions,” dated 15 September 2026, but the FAQ body is not available in the material used for this article. Consequently, the current rate, threshold, exempt categories, covered transaction types, and effective date are not established here. Do not enter a specific percentage into a budget or contract based only on the August announcement or the FAQ title.

  • For a current decision, obtain the provider’s written interpretation of the rule and its effective date.
  • Check whether the quote distinguishes bank-account UPI from credit or prepaid instruments used through a UPI interface.
  • Ask whether the quoted amount includes gateway, acquiring, reconciliation, refund, and tax charges.

Card payments must be split by card category

RuPay debit

RuPay debit is included with UPI in the RBI report’s description of the direction not to collect MDR from 1 January 2020. Confirm how your acquirer classifies the transaction and whether any separate service or terminal charge remains in your agreement.

Other debit cards: a historical benchmark, not a guaranteed 2026 price

The RBI’s report gives a historical benchmark for non-RuPay debit-card MDR. For businesses with annual turnover of ₹2 million or more, it describes a cap of 0.9% of transaction value or ₹1,000, whichever was lower. The report was published in 2022 and describes the underlying rule context historically; it does not establish that this is the current rate for every merchant in 2026.

Eligibility matters. Turnover, merchant category, transaction type, value, and later regulatory or commercial changes can affect the applicable terms. Use the figure to understand the older benchmark, then verify the current rule and your provider’s schedule.

Credit and prepaid cards

The RBI does not provide one universal current credit-card MDR in the material considered here. Credit-card pricing is negotiated and can vary by card network, merchant category, risk, volume, and acquirer. Prepaid cards are also a separate category.

In a direction dated 1 September 2016, RBI instructed acquirers to “ensure that MDR are clearly unbundled for different categories of cards.” A quote that presents one “card rate” without separating debit, credit, and prepaid categories is not detailed enough for a reliable comparison. Request each category and each applicable fixed or percentage component separately.

Physical acceptance adds a second cost decision

For an in-person business, a point-of-sale (POS) terminal may be necessary for card acceptance. The RBI describes acceptance infrastructure as essential for card payments, but the cost of owning, renting, connecting, replacing, or servicing a terminal is separate from MDR. Verify that the device supports the cards and UPI modes you intend to accept, and ask whether its rental or service charge continues when transaction volume is low.

“Wallet” is not one fee category

Wallets can contain different underlying payment arrangements: a prepaid wallet balance, a card funded through a wallet, a bank account reached through a wallet interface, or another stored-value product. The official material reviewed here does not establish a universal current merchant fee for “wallets,” nor a universal gateway price.

Identify the underlying instrument

When a wallet appears in a checkout or QR flow, ask the provider:

  • Is the payment settled as wallet or prepaid, debit, credit, or bank-account UPI?
  • Which MDR or service schedule is attached to that category?
  • Are wallet transactions included in the same settlement report as UPI and cards?
  • Do refunds, failed payments, chargebacks, or delayed settlement carry separate charges?

Do not infer that a wallet is cheaper because it uses a UPI-looking interface, or that it is expensive because it is called a wallet. The instrument classification and your contract decide the charge.

Comparison at a glance

Payment method Documented policy signal What remains uncertain or variable What to verify on your statement
Bank-account UPI P2M No MDR collection was directed from 1 January 2020 in the RBI report; a possible future selective MDR is described conditionally in the 8 August 2026 Ministry statement. Any future rate, threshold, covered categories, exemptions, and start date. Underlying instrument, provider service charges, taxes, settlement and refund terms.
RuPay debit Included in the RBI report’s no-MDR direction effective 1 January 2020. Commercial service charges, equipment, and classification in the provider agreement. Card category, MDR line, terminal charges, and tax.
Other debit cards The RBI report describes a historical 0.9% or ₹1,000 cap, whichever was lower, for businesses at or above ₹2 million annual turnover. The benchmark is historical; current eligibility and rates must be confirmed. Current cap or negotiated rate, turnover qualification, and unbundled charges.
Credit cards No single current rate is established in the reviewed official material. Rates vary by provider, card category, merchant risk, and agreement. Credit-card MDR, fixed fees, taxes, refunds, and chargeback terms.
Prepaid cards or wallet balances No universal current merchant fee is established. Classification and provider pricing vary. Whether the settlement is prepaid, wallet, card, or another rail.
Credit instrument routed through UPI Should not automatically be treated as bank-account UPI. Applicable MDR and implementation scope depend on the instrument and current rules. Instrument code in the settlement file and written fee schedule.

How to calculate the all-in cost of a successful payment

Use a per-successful-payment calculation rather than comparing advertised percentages:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

All-in cost = MDR or transaction fee + gateway/acquirer service charges + applicable tax on those services + allocated equipment and fixed operating costs.

Keep refunds, chargebacks, failed-payment fees, and settlement delays in a separate operating-cost view if they are not charged on every successful payment. They still belong in your method decision.

Step 1: Pull a real settlement period

Choose a representative week or month and export the settlement statement for each method. Record gross value, successful transaction count, refunds, reversals, every fee line, taxes, and the net amount deposited. A provider’s marketing page cannot substitute for the agreement and statement that govern your account.

  • With Square Terminal, you can ring up sales, accept payments, and print receipts, all with one device. Use it at the counter or ring up customers anywhere in your store.
  • Accept all major credit and debit cards and pay one low rate with no hidden fees and no long-term contracts.
  • Process chip cards in just two seconds.

Step 2: Group payments by underlying instrument

Separate bank-account UPI, RuPay debit, other debit, credit, prepaid, and wallet categories. If the report combines them, request a more detailed file. A blended “digital payments” total hides the exact difference you are trying to measure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 3: Apply the merchant eligibility test

Check annual turnover, merchant category, transaction type, transaction value, and any threshold or exemption in the current rule. The historical ₹2 million turnover condition for the RBI’s non-RuPay debit benchmark is a reminder that a rate can depend on who the merchant is, not only on the payment button the customer presses.

Step 4: Add non-MDR charges

Include gateway or acquiring fees, taxes on taxable service charges, terminal purchase or rental, maintenance, connectivity, and any recurring minimum. Allocate a fixed terminal cost across the successful payments it supports so low-volume and high-volume scenarios can be compared fairly.

Step 5: Compare like with like

Calculate both rupees per successful payment and percentage of transaction value. A fixed charge has a greater effect on a low-value purchase; a percentage charge has a greater effect on a high-value purchase. Compare the same period, transaction mix, and settlement conditions for every method.

Illustration using the historical debit benchmark

Suppose, solely as an illustration, that the historical 0.9% non-RuPay debit benchmark applied. On a ₹500 transaction, 0.9% is ₹4.50. On a ₹2,000 transaction, it is ₹18. On a ₹200,000 transaction, 0.9% is ₹1,800, so the stated ₹1,000 cap would be lower. These calculations do not establish a current rate, eligibility, or the amount your provider will charge; they show why transaction size and a “whichever is lower” cap must be modeled together.

Businesses with high-value tickets

Model percentage charges at the actual ticket size and check any cap or threshold. Review refund and chargeback exposure for card categories, because a lower headline rate can be outweighed by operating costs on occasional large transactions.

Online merchants

Compare gateway processing, failure and retry handling, reconciliation, refunds, and settlement timing in addition to the instrument fee. Ask how the gateway labels wallet, UPI, debit, credit, and prepaid payments in reports so finance staff can reconcile the promised schedule.

Merchants that need cards for customer choice

Removing cards may reduce one fee but also remove a payment option customers expect. Compare the incremental cost of keeping each card category against lost sales, then negotiate unbundled rates rather than treating all cards as one product.

Questions to put in a provider quote

  1. List the MDR or transaction fee for bank-account UPI, RuPay debit, other debit, credit, prepaid, and each wallet or stored-value category.
  2. State the merchant eligibility conditions: turnover, category, transaction type, value threshold, and any exemptions.
  3. Confirm whether a proposed UPI MDR is currently effective, and provide the official implementation date and notice.
  4. Show every gateway, acquiring, platform, reconciliation, refund, reversal, chargeback, and minimum-volume charge.
  5. State which taxes apply to service charges and whether quoted prices include them.
  6. For a POS terminal, list purchase or rental, maintenance, connectivity, replacement, and cancellation costs.
  7. Explain settlement timing, reserve or hold policies, and the exact data fields supplied in settlement reports.
  8. Provide an example settlement statement for each payment category, not just a rate card.

Common comparison mistakes

  • Calling zero MDR zero cost. Processing, equipment, tax, and contractual charges may remain.
  • Using one card rate. RBI directed acquirers to unbundle debit, credit, and prepaid categories.
  • Applying the historical 0.9% benchmark universally. It had a ₹2 million annual-turnover condition and is not proof of a current 2026 rate.
  • Assuming every UPI-looking transaction is bank-account UPI. Credit and prepaid instruments can travel through a UPI interface without becoming the same fee category.
  • Treating wallet as a standardized product. Ask how the provider classifies and settles the underlying instrument.
  • Counting government incentives as a merchant rebate. The incentive described below is paid through acquiring banks and shared among ecosystem participants.
  • Relying on an announcement without an effective date. The 2026 select-UPI MDR details require confirmation from the full official FAQ or implementation material.

Government incentives are ecosystem context, not your quoted fee

A Ministry of Finance release dated 19 March 2025 described an incentive scheme for low-value BHIM-UPI P2M transactions for FY2024-25 and reported earlier government payouts of ₹1,389 crore for FY2021-22, ₹2,210 crore for FY2022-23, and ₹3,631 crore for FY2023-24. The release’s table also separated amounts associated with RuPay debit and BHIM-UPI.

Those are historical government payouts to acquiring banks and other ecosystem participants. They are not a promise that each merchant receives a rebate, and they should not be subtracted from your provider’s invoice unless your written agreement explicitly does so.

A defensible decision rule

Choose the method that produces the lowest verified all-in cost for your actual transaction mix while preserving the acceptance options your customers need. In practice:

  1. Use the documented UPI and RuPay policy baseline as a reason to request a detailed quote, not as proof that the total bill is zero.
  2. Keep debit, credit, prepaid, wallet, and UPI-routed credit instruments in separate rows.
  3. Apply the merchant’s current eligibility and transaction thresholds before comparing rates.
  4. Add service charges, taxes, terminal costs, settlement effects, refunds, and chargebacks.
  5. Recheck the agreement when a new rule or FAQ becomes effective; do not budget from a conditional announcement.

The answer to “which costs less?” is therefore conditional: bank-account UPI or RuPay debit may be cheapest on statutory MDR under the documented baseline, but your settlement statement and written provider quote determine the actual winner for your business.
