For many Indian small businesses, UPI is the lower-friction starting point: QR acceptance is simple, and the Ministry of Finance’s framework effective 15 October 2026 keeps person-to-person payments free, person-to-merchant payments up to ₹2,000 free of MDR, and qualifying small merchants at zero MDR. Above ₹2,000, however, fees depend on the transaction category and merchant classification. Cards remain useful for customers who prefer credit or debit, but their MDR and payout timing must be taken from the acquiring bank or payment provider’s written terms.
The practical answer is often to offer both, then compare the total cost, cash-flow timing, reconciliation work and customer coverage for your own checkout. Do not use a single “card rate” or a universal settlement promise: those terms vary by provider, card type, contract and transaction.
UPI and cards solve different checkout problems
UPI moves money from a customer’s bank account through a UPI application. A small business can accept it through a merchant QR code, an online intent flow, an application integration or a collect request after onboarding with an acquiring bank or payment provider. Cards use a card network and an acquiring arrangement, usually through a point-of-sale terminal, gateway or other provider integration.

- With Square Terminal, you can ring up sales, accept payments, and print receipts, all with one device. Use it at the counter or ring up customers anywhere in your store.
- Accept all major credit and debit cards and pay one low rate with no hidden fees and no long-term contracts.
- Process chip cards in just two seconds.
- Get your money as soon as the next business day.
- Use it cordlessly with the built-in battery, designed to last all day.
- Cost: UPI’s applicable MDR is now category- and threshold-dependent. Card pricing is contract-specific.
- Cash flow: NPCI describes UPI receipt as immediate after confirmation, subject to the merchant agreement. Card payout timing is set by the acquirer or provider.
- Customer fit: QR suits customers paying from a phone and UPI app. Cards serve customers who carry a card, want to use available credit or rewards, or cannot use UPI at that moment.
These are not measured preference percentages. They are practical differences in the acceptance methods and should be tested against your own customers and checkout process.
What the UPI MDR framework means from 15 October 2026
The Ministry of Finance’s FAQ dated 15 September 2026 says the revised framework takes effect on 15 October 2026. Because the policy is category-based, a merchant should confirm its classification with its acquiring bank before using any rate in a budget or customer-facing price decision.
| UPI situation | Announced treatment | Important qualification |
|---|---|---|
| Person-to-person (P2P) UPI | Remains free | This is not a merchant sale. |
| Person-to-merchant (P2M) payment up to ₹2,000 | Remains free of MDR | Applies to the stated P2M threshold under the framework. |
| Qualifying small merchant in the P2PM category | Zero MDR continues | The government release describes a small merchant receiving up to ₹1 lakh per month through UPI QR; eligibility and classification must be verified with the acquirer. |
| Specified regular P2M payment above ₹2,000 | 0.4% MDR | The FAQ states a maximum MDR of ₹300 for transactions of ₹75,000 or more. |
| Named essential or thin-margin categories above ₹2,000 | Flat ₹5 rate | Only the categories covered by the FAQ receive this treatment. |
| Capital-market payment | 0.02%, capped at ₹300 | This is a separate category, not the default rate for ordinary retail sales. |
The Ministry’s wording is explicit: “A MDR of 0.4% will be introduced on Person-to-Merchant (P2M) UPI transactions above ₹ 2,000/-.” Read that sentence with the FAQ’s category exceptions and the 15 October effective date; it is not a blanket 0.4% charge on every UPI transaction.

The government’s accompanying release estimates that approximately 96% of merchant transactions will be unaffected. That is a government estimate of transaction share under the announced framework, not a measured result after implementation.
How to read the ₹1 lakh small-merchant threshold
The stated P2PM rule refers to qualifying small merchants receiving up to ₹1 lakh per month through a UPI QR. It is not a promise that every business with monthly receipts below ₹1 lakh automatically qualifies. The acquiring bank applies the relevant classification and rules, so ask for written confirmation of your category and whether the threshold is measured across one QR, one settlement account or the provider’s merchant profile.

Worked examples for the standard 0.4% category
The following arithmetic illustrates the announced standard rate only. It does not determine whether your business belongs in that category.
| Transaction value | 0.4% calculation | MDR under the stated cap |
|---|---|---|
| ₹3,000 | ₹12 | ₹12 |
| ₹10,000 | ₹40 | ₹40 |
| ₹75,000 | ₹300 | ₹300 |
| ₹1,00,000 | ₹400 | ₹300 maximum |
Provider invoices can also disclose taxes or other agreed charges. Those are separate from the MDR figure itself, so compare the complete fee schedule rather than multiplying only the headline percentage.
How card costs compare
There is no authoritative, current nationwide card-acquiring MDR or payout interval for small businesses established by the material available for this comparison. Debit, credit and premium-card rates can differ, and an acquirer or aggregator may add fixed charges, terminal costs, gateway charges, reserves or other contractual items.
A 2025 government explanation cited debit-card MDR of up to 0.90% and UPI P2M of up to 0.30% under earlier rules. Those figures describe the earlier policy context; they are not a current universal card quote and do not override the October 2026 UPI framework. The same 2025 material discussed earlier zero-MDR treatment for BHIM-UPI and RuPay debit card and a FY 2024–25 incentive scheme with an approved ₹1,500 crore outlay. Treat those as historical policy background, not as your 2026 merchant invoice.
| Cost question | UPI | Cards |
|---|---|---|
| Headline transaction fee | Free in the stated P2P and P2M-up-to-₹2,000 cases; qualifying P2PM small merchants retain zero MDR; specified P2M payments above ₹2,000 are generally 0.4% with the stated cap, subject to categories. | Must be quoted by the acquiring bank or provider; rates can vary by debit, credit and premium card and by contract. |
| Equipment | A QR display can be used after merchant onboarding; online integrations may require additional setup. | A terminal, gateway or other card-acceptance integration may carry rental, purchase or service charges. |
| Other charges | Check provider, reconciliation and tax disclosures. | Check fixed fees, device or gateway charges, taxes, reserves, refunds and chargeback terms. |
| Policy certainty | Government categories and effective date are published, but merchant classification still needs confirmation. | Provider agreement is the controlling document for the small business. |
Settlement: when does the money reach the business?
UPI receipt
NPCI’s merchant FAQ says UPI payments are instant and available 24/7. It says the merchant receives money immediately after the customer confirms payment into a merchant pool or bank account, according to the merchant’s agreement. “Immediate” therefore describes the payment confirmation and the agreed receiving arrangement; it does not remove the need to check pooling, reconciliation or any later payout step in your contract.

NPCI lists QR, intent, application and collect as merchant integration modes. A shop can display a valid merchant QR at the counter, while an online business can use an intent or application flow. In either case, the staff member should confirm success in the merchant’s own app, dashboard or bank channel before releasing goods or marking an order paid.
Card payout
Do not assume that every card transaction settles on T+1, T+2 or another universal interval. Normal payout depends on the acquiring bank, payment aggregator, card network, transaction type, contract cut-off, weekends, holidays and any reserve or hold. Ask for the provider’s written payout schedule and the definition of “settled”: it may mean card authorization, provider ledger credit, or funds available in your bank account.
The RBI circular available for this topic concerns turnaround time and compensation for failed transactions. It is useful when a payment fails or money is debited without a completed transaction, but it is not a normal merchant-settlement service-level agreement for successful card sales.
Questions to ask before signing
- When is a successful UPI payment credited to the pool, provider ledger and bank account?
- What are the daily cut-off times and the treatment of weekends and bank holidays?
- Are there reserves, rolling holds, minimum payout amounts or delayed-release triggers?
- How are refunds, partial refunds and failed payments handled?
- For cards, when does authorization become an available payout, and how long can a chargeback or review hold funds?
- Which report maps each order, transaction ID, fee, refund and bank credit for reconciliation?
Customer convenience at the counter and online
Where UPI is convenient
QR acceptance is a light-touch in-person option: a customer scans the merchant’s code and authorizes payment in a UPI app. It avoids handing over a physical card and can be displayed on a countertop stand or printed material after the merchant’s QR is properly provisioned. The stand is only a display aid; it does not onboard the business, verify a payment or change MDR.
For online orders, NPCI’s intent and application modes can move a customer into a UPI app. The checkout still needs a reliable success callback or merchant-side confirmation so an order is not released on an unverified customer screenshot.

Where cards are convenient
Cards give another route to customers who carry a debit or credit card, want to use available credit or rewards, or cannot use UPI at a particular moment. A card option can therefore prevent a sale from depending on one phone-based payment method. The value is business-specific: compare the incremental sales or reduced checkout friction with the card provider’s total cost and operational work.
Why offering both can be sensible
When fixed costs are acceptable, accepting both methods covers more customer situations than either method alone. That is a practical recommendation, not a claim that a measured percentage of shoppers prefers one rail. Track your own split by time, channel, average ticket and failure reason before deciding whether one method can be removed.
A decision framework for a small business
- Classify the UPI business correctly. Ask the acquiring bank to state whether you are in the qualifying P2PM small-merchant category, whether the ₹1 lakh monthly receipt condition applies and which categories govern payments above ₹2,000.
- Map your transaction mix. Separate P2P transfers from genuine merchant sales, then group sales by value: up to ₹2,000, above ₹2,000 and any category identified by the FAQ or your provider.
- Request a complete card quote. Obtain separate debit, credit and premium-card rates where applicable, plus terminal or gateway fees, fixed charges, taxes, refunds, reserves and chargeback costs.
- Compare cash availability, not just authorization. Put each provider’s cut-off, payout day, holiday treatment and hold policy beside your rent, payroll and supplier deadlines.
- Test reconciliation. Confirm that the point-of-sale system, UPI dashboard, card terminal or gateway and bank statement expose transaction IDs that staff can match without manual guesswork.
- Measure customer impact. Record declined or abandoned checkouts, requests for cards or UPI, refund time and support contacts for each method.
- Choose the smallest reliable setup. A QR-only setup may suit a low-cost counter operation; a business with online orders, higher tickets or card-dependent customers may justify both rails and a more integrated reconciliation workflow.
Implementation checklist
Before displaying a UPI QR
- Complete onboarding with an acquiring bank or authorized payment provider.
- Confirm that the QR identifies the business merchant account, not an employee’s personal account.
- Get the applicable MDR category and effective-date treatment in writing.
- Decide where staff will verify payment success and who handles a pending or failed transaction.
- Document the settlement account, payout timing and reconciliation report.
Before enabling cards
- Check whether the quote covers debit, credit and premium cards separately.
- Record terminal or gateway purchase/rental costs and any minimum monthly commitment.
- Ask how refunds, duplicate charges, disputes and chargebacks are submitted and tracked.
- Confirm payout timing, cut-offs, weekends, holidays, reserves and release conditions.
- Train staff to verify the approved amount and retain the provider reference for reconciliation.
Common mistakes and how to avoid them
Calling every UPI payment free
P2P, P2M up to ₹2,000 and qualifying small merchants are distinct policy cases. A specified P2M payment above ₹2,000 can carry the announced 0.4% MDR, a category-specific ₹5 rate or another treatment in the FAQ. Use your classification, not a generic slogan.
Applying the ₹1 lakh rule automatically
The ₹1 lakh monthly figure is part of the stated qualifying P2PM small-merchant treatment. It does not replace the acquirer’s classification process. Save the written eligibility decision and ask how monthly receipts are measured.

Releasing an order from a customer screenshot
Use the merchant-side confirmation channel and transaction reference. A customer-facing success screen is not a substitute for your own record of a credited or approved payment.
Comparing only percentage rates
A lower MDR can be outweighed by terminal rental, gateway fees, taxes, delayed cash, manual reconciliation or expensive dispute handling. Compare the total cost and staff time for your actual ticket sizes.
Historical scale and what it does not prove
Government figures show how rapidly UPI expanded, but they should not be mistaken for a forecast of one shop’s sales. Total UPI value rose from ₹21.3 lakh crore in FY2019–20 to ₹213.8 lakh crore through January 2025, while P2M value reached ₹59.3 lakh crore in the cited period. These are dated historical figures, not 2026 totals and not evidence that every customer will choose UPI.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsLikewise, the government’s approximately 96% unaffected estimate describes the expected transaction share under the announced framework. It does not tell an individual merchant which MDR line will appear on an invoice. That answer comes from the merchant’s category and provider agreement.
Bottom-line choice
Start with UPI when low setup friction, QR acceptance and fast confirmation matter, especially if your business qualifies for the stated zero-MDR treatment. Budget for the announced category-based charges on specified P2M payments above ₹2,000 rather than assuming universal free acceptance.
Add cards when your customers use them, when credit or rewards are part of the buying decision, or when a second payment rail materially reduces failed or abandoned checkouts. Before committing, compare each provider’s written MDR, all fixed costs, settlement definition, payout calendar, reserves, refund and dispute process, and reconciliation tools. The best choice is the combination that leaves your business with predictable net receipts and a checkout your customers can complete.
