Short answer: Most Indian small businesses should offer both UPI and cards, then choose the primary method based on their transaction mix. UPI QR can be zero-MDR for qualifying merchants and transactions under the Government of India’s 15 September 2026 framework, while card acceptance has provider-specific rates by card type plus possible terminal and service costs. UPI crediting is described by NPCI as immediate after customer confirmation, subject to the merchant agreement; card settlement dates are negotiated with the acquirer.
What changed for UPI merchants in September 2026?
UPI pricing is no longer accurately summarized as either “always free” or “now charged.” The Ministry of Finance release dated 15 September 2026 distinguishes payment type, transaction amount, merchant category and monthly receipts. It also says MDR is a merchant-side ecosystem charge, not a customer fee, and directs banks to prevent merchants from passing it to customers.
Current UPI categories
| Payment or merchant condition | Position stated in the 15 September 2026 release | Important qualification |
|---|---|---|
| P2P transfer | Remains free regardless of amount | This is a person-to-person transfer, not a merchant sale. |
| P2M payment up to ₹2,000 | Remains free of MDR | Confirm that the transaction is classified as P2M and that no sector-specific rule changes its treatment. |
| Eligible P2PM small merchant receiving up to ₹1 lakh per month through UPI QR | Zero MDR on all transactions | The threshold and category are material; the label “small business” alone is not enough. |
| Specified P2M payment above ₹2,000 | General stated rate of 0.4% | Apply the exact category and provider implementation, including listed exceptions. |
| Specified transaction of ₹75,000 or more | 0.4% rate capped at ₹300 per transaction | The cap applies within the stated framework and eligible transaction category. |
| Specified essential, thin-margin and capital-market sectors | Different flat or percentage charges may apply | Ask the acquiring bank to identify the applicable sector rule in writing. |
The release estimates that approximately 96% of P2M transactions will remain unaffected. That is a government estimate of transaction volume under the framework, not a promise that 96% of a particular shop’s sales will be free.
How to verify eligibility
- Ask the acquiring bank or payment provider to state whether your account is classified as P2PM, P2M or another category.
- Confirm whether your monthly UPI-QR receipts are measured against the ₹1 lakh threshold and which period is used.
- Request the rate for payments below and above ₹2,000, including any sector exception.
- Ask how a transaction of ₹75,000 or more is capped and how the cap appears on your settlement report.
- Obtain the answer in the merchant agreement or tariff sheet, not only in a sales conversation.
The Department of Financial Services lists an FAQ on the select-UPI MDR framework dated 15 September 2026. Use that FAQ and your acquirer’s implementation guidance for edge cases, because the framework is recent and operational details can differ by category.

How card MDR differs from UPI MDR
There is no single current “card fee.” RBI’s card-fee unbundling direction requires acquiring banks to disclose charges by card category and to use separate agreements or annexes for debit, credit and prepaid cards. The bank must explain those charges when onboarding a merchant.
What your written card quote should show
- Debit-card MDR, separated from credit-card and prepaid-card MDR.
- Any difference between domestic and international cards, networks, channels or transaction types, if the provider applies one.
- Terminal, device, rental, installation, statement, service or minimum-volume charges.
- Online-integration charges where card payments are accepted on a website or app.
- Refund, chargeback and dispute fees, and the point at which a refund is debited.
A Ministry of Finance release dated 19 March 2025 said that, according to RBI, MDR up to 0.90% of transaction value applied across card networks for debit cards. That is dated debit-card context, not a complete 2026 tariff and not a quote for credit or prepaid cards. RBI’s 2017 publication includes a draft-era debit-card table and discussion of physical versus digital acceptance; it should not be used as proof of today’s provider price.
Why a headline percentage can mislead
A 0.4% UPI category rate and a quoted card percentage are not directly comparable until you know what else is charged. A card terminal rental can matter for a low-volume shop even when the MDR is modest. Conversely, a higher card MDR may be worthwhile if customers expect cards and abandoning the purchase would cost more than the fee. Compare the complete written offer and your sales mix.
Settlement: when can you use the money?
UPI crediting
NPCI’s merchant FAQ states: “Merchant will receive the money immediately after customer confirms the payment into the merchant Pool bank account/ merchant bank account as per their agreement.” The words “as per their agreement” are essential. Immediate confirmation does not necessarily mean that every provider exposes funds in the same account, report or reconciliation view.
Before accepting live payments, ask:
- Is the amount credited to a pooled merchant account first, or directly to your operating bank account?
- When is the balance usable for withdrawals, transfers or supplier payments?
- How are pending, failed, reversed and duplicate transactions displayed?
- What reference number links a customer’s UPI confirmation to your order or invoice?
- Are automated sweeps, reserves or compliance holds possible?
Card settlement
Do not assume that card sales settle the same day or the next day. The consulted RBI material describes acquiring and payment-intermediary arrangements but does not establish one payout timetable for every small merchant. Your agreement should state settlement days, daily cut-off time, treatment of weekends and bank holidays, reserves or delayed-settlement conditions, refund timing and any settlement fee.

- Get your money as soon as the next business day.
- Get set up quickly with no long-term commitments. Download the Square Point of Sale app for free, create an account, and start taking payments anywhere.
- Run your business all in one place with the free Square Point of Sale app. Track your sales, manage inventory, accept tips, send receipts digitally, and more.
- Works with Apple devices with a Lightning connector.
Ask for an example settlement report showing a sale, MDR, taxes or other deductions, refund and final net credit. A provider that cannot explain that report clearly will create reconciliation work even if its advertised MDR looks attractive.
Setup requirements and acceptance modes
UPI setup
NPCI says a merchant must partner with an acquiring bank to enable UPI. The available integration modes include QR, intent, application-based and collect. The right mode depends on how a customer starts payment.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Counter sale: Request an assigned merchant QR and display it where customers can scan it. A static QR is suited to a fixed counter when the cashier verifies the amount and order.
- Dynamic or invoice payment: Use a provider flow that generates an amount-specific QR or payment request, reducing manual amount entry.
- Online checkout: Ask for intent or application-based integration so a customer can approve payment in a UPI app and return to the order flow.
- Remote collection: Use a collect request or provider invoice when the payer is not physically present.
- Reconciliation: Confirm that the provider supplies transaction IDs, timestamps, refunds and settlement exports in a format your accounting system can use.
An acrylic QR stand is only a display holder. It does not issue a QR, create an acquiring relationship, authorise a payment or replace a card terminal. If you use one, print or display the QR assigned to your business and check that the code remains readable under the counter’s lighting.
Card setup
Card onboarding is arranged with an acquiring bank or its payment provider. In-person acceptance may use a POS terminal or another supplied device; online card acceptance uses a separate integration path. Equipment, setup cost and onboarding time are provider-specific, so obtain them in writing rather than relying on a generic estimate.
Prepare the business and bank details requested by the acquirer, identify whether you need in-person, online or both channels, and ask which debit, credit and prepaid cards the terminal or gateway supports. Confirm how receipts, reversals, refunds and chargebacks are handled before taking the first payment.

UPI versus cards: a practical comparison
| Decision axis | UPI | Cards |
|---|---|---|
| Merchant fee | Depends on P2P/P2M/P2PM classification, amount, monthly QR receipts and sector. The September 2026 framework includes zero-MDR cases and a stated 0.4% rate for specified transactions above ₹2,000. | Must be quoted separately for debit, credit and prepaid cards; additional device or service fees may apply. |
| Customer charge | The Ministry of Finance says MDR is not to be charged to customers. | Do not add a card surcharge unless your provider, applicable rules and customer disclosure permit it; obtain written guidance. |
| Settlement | NPCI describes immediate receipt after customer confirmation, subject to the merchant agreement. | No universal schedule; contract terms govern cut-offs, weekends, reserves and refunds. |
| Typical physical setup | Assigned QR displayed at the counter; other flows can use intent, app or collect. | POS terminal or another acquirer-supplied device. |
| Online setup | Intent, application-based or collect integration, depending on the provider. | Gateway or other online card integration with its own onboarding and reconciliation. |
| Best fit | Low-friction QR payments, especially where customers use UPI and the merchant qualifies for a zero-MDR category. | Customers who prefer cards, higher-ticket purchases, corporate expense cards, or situations where a terminal improves checkout confidence. |
How to calculate your real monthly cost
Use your own transaction data instead of a national average. Separate sales by payment method and ticket size for at least one representative month. For UPI, mark each transaction as P2M or another category, record whether it is at or below ₹2,000, and check monthly QR receipts against the ₹1 lakh P2PM threshold if your provider says you may qualify.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Add the value of transactions in each UPI category.
- Apply the written MDR rate and any per-transaction cap to the relevant category only.
- Add recurring UPI, integration or settlement charges, if any.
- For cards, split value by debit, credit and prepaid card and apply the rate shown in the agreement.
- Add terminal rental, minimums, service fees and online-integration costs.
- Subtract refunds and account for chargeback or dispute costs using the provider’s stated treatment.
- Compare the resulting monthly cost with the sales you might lose if a preferred payment method is unavailable.
For example, a shop processing many UPI payments below ₹2,000 may have little or no UPI MDR under the stated rules, while a business with larger P2M tickets must check whether the 0.4% category and ₹300 cap apply. A card-heavy business should not multiply 0.90% across every card type: the 0.90% figure is dated debit-card context, and the current offer may differ by instrument and provider.
Decision framework for a small business
Choose UPI as the core method when
- Your customers routinely scan QR codes.
- You need a counter setup without a terminal and your provider offers an appropriate QR mode.
- Your transactions fit a zero-MDR category or the written UPI charge is lower than the alternatives.
- You can reconcile immediate confirmations with your order and cash records.
Make cards available when
- Customers ask for debit or credit cards or use corporate cards.
- Your average ticket is high enough that card convenience can protect conversion.
- You need a terminal, receipts or a familiar dispute process for in-person sales.
- Your online checkout already requires card acceptance.
Offer both when
- Customer payment preferences are mixed.
- A network, bank-app or device outage would otherwise stop sales.
- You can manage two settlement reports and understand each provider’s refund workflow.
There is no requirement to choose one method exclusively. The sensible default is to price both offers, model them against your actual mix and make the customer’s preferred method visible at checkout.
Provider questions to ask before signing
| Topic | Questions to put in writing | Reason |
|---|---|---|
| Merchant fee | Which UPI category applies? Which card MDR applies to debit, credit and prepaid? Are there sector or amount exceptions? | Thresholds and instrument categories determine the effective rate. |
| Other costs | Are there terminal rentals, setup fees, minimums, statement fees, service fees or online-integration charges? | MDR alone does not show total acceptance cost. |
| Settlement | When are funds credited and usable? What are cut-offs, weekend rules, reserves and refund deductions? | Cash-flow timing affects stock purchases and payroll. |
| Acceptance | Is the offer for static QR, dynamic QR, intent, collect, POS, online checkout or a combination? | Each channel has different equipment and integration needs. |
| Operations | How do I export transactions, match refunds, resolve a pending payment and contact support? | Fast reconciliation and recovery matter during busy periods. |
| Customer rules | What customer-facing notices are required, and may any fee be passed on? | The Ministry of Finance says UPI MDR must not be passed to customers; obtain compliant guidance for other payment types. |
Common mistakes and how to avoid them
“All UPI is free”
That statement ignores the distinction between P2P, P2M and P2PM, the ₹2,000 amount threshold, the ₹1 lakh monthly QR condition and sector exceptions. Keep the provider’s classification and tariff with your accounts records.
“Every small business gets the ₹1 lakh exemption”
The release describes eligible small merchants in the P2PM category receiving up to ₹1 lakh per month through UPI QR. Confirm eligibility and measurement with the acquirer; business size by itself is not the test.

Charging the customer UPI MDR
The September 2026 release says customers will not pay MDR and directs banks to prevent pass-through. Do not add a UPI fee at the counter.
Using an old card percentage as a current quote
The 0.90% figure comes from a March 2025 government statement about debit cards. It does not price credit, prepaid or every current provider arrangement. Obtain a current, unbundled schedule.
Assuming “instant” means unrestricted cash
NPCI’s immediate-credit wording is qualified by the merchant agreement. Check the pool-account arrangement, usable balance, holds and reconciliation before depending on the funds for same-day obligations.
Printing the wrong QR
A decorative stand is not an acquiring setup. Use only the QR assigned to your merchant account, verify the payee name with a small test payment and replace damaged or unreadable displays.
Ignoring refunds and failed payments
A customer’s screenshot is not a substitute for your provider’s transaction status. Match the transaction ID, confirm whether the order is paid, and follow the provider’s reversal or refund process for pending cases.
Implementation checklist
- Record one month of sales by ticket size, channel and customer payment preference.
- Ask an acquiring bank for a written UPI classification, MDR treatment and settlement description.
- Ask for separate debit, credit and prepaid card pricing plus every recurring or device charge.
- Select the required modes: counter QR, online intent or collect, POS, online card checkout, or a combination.
- Test a low-value UPI payment and a card payment; verify the payee, transaction ID, settlement report and refund path.
- Train staff to check provider status rather than accepting screenshots as proof.
- Display payment options and any required customer notices without adding a prohibited UPI MDR surcharge.
- Review the agreement whenever the UPI framework, provider tariff or merchant category changes.
Useful context from national payment data
NPCI reported 24,508.96 million UPI transactions worth ₹29,82,355.95 crore in August 2026. Those figures show the scale of the network, not the price or settlement promise for an individual merchant. Your agreement, category and sales mix remain the deciding evidence.
